Central Institute of Technology (Central) was founded in 1900 and is the largest government funded vocational training provider in
Western Australia, providing nationally accredited courses to around 1300 international students and 30,000 local students every year.
In 2014, Central Institute of Technology won the Australian
Training Awardsin the International Training Provider of the
Year category, for outstanding achievement in providing
vocational education and training to international students.
In 2010, 2011, 2013 and 2014, Central was named the
International Training Provider of the Year at the Western
Australian State Training Awards.

Overview
Central is a registered training organisation which
operates in the Vocational Education and Training (VET)
sector in Western Australia. VET courses focus on
providing students relevant employment skills that enable
them to get started in the industry of their choice.
As a result, Central has strong links with industry.
Representatives from a wide range of industries work
directly with Central to ensure that what we teach
matches the latest developments in the workplace and
that students graduate with practical and relevant skills.
Centrals courses open up many pathways, not just one
directly into employment. You can also continue to build
on your qualifications by accessing Centrals pathways to
all Western Australian universities- details can be found in
the University Pathways section on page 24 or by going to

Location
Education and training at Central is delivered across
five campuses located in the centre of Perth city and
surrounding suburbs. These include: Perth, East Perth,
Leederville, Mt Lawley and Nedlands.

Getting to Central

Specialist Training

Our main campus is located close to the centre of


Perth's cultural district. Central's other campuses are
located close by in suburbs that are a short walk from
public transport, including the bus and train.

Our Perth campus, known as the Knowledge Industries


Precinct, specialises in Building and Engineering, Creative
Industries, Travel and Tourism, and English Language.

The free Central Area Transit (CAT) bus operates within


the Perth Central Business District (CBD), and provides
frequent services around the city stopping directly
outside Centrals Perth and East Perth campuses.

Central currently offers over 100 courses for
international students in the following areas:

Central also offers the Diploma of Commerce (Higher
Education). This is a one year course that upon successful
completion will allow you to enter the second year of
Curtin Universitys Bachelor of Commerce. For more

Our Resources Industries Precinct in East Perth offers


programs of great importance to the global economy
and environment including Sustainability and Renewable
Energy, Mining, Surveying, Science and Technology.
The Community Learning Centre is the centrepiece
for Centrals Human Services Precinct, in Leederville.
The Centre provides training in Community Services,
Childrens Services, Aged Care and Disability Services,
Youth Work and Mental Health. It is also known for
its focus on music, with the campus housing an
industry standard professional recording studio and live
performance venue with full staging, lighting and sound
production.
The Health Services Precinct located in Mt Lawley is
known for its focus on Nursing and Allied Health and
our dentistry courses are run from the Oral Health Care
Centre in Nedlands.
Unique Facilities
Centrals campuses offer unique facilities including
Gallery Central a purpose-built Art Gallery, a Beauty
Therapy Clinic which is open to the public, a fully
equipped gymnasium and our famous CUT Mine a fully
simulated underground mining environment, located in
the safety of our Perth campus.

Before commencing your course, you will attend an


International Student Orientation to introduce you to the
services and facilities offered at your Campus and all of
the support services available to international students at

Central has a dedicated International Centre focused


entirely on the personal and academic needs, and
general wellbeing of our international students. Services
include English language support, student advisors,
and counselling. Once you are enrolled you will have an
International Student Advisor available to you, who can
assist you with any academic issues.

Central Institute ofTechnology delivers a range of courses that can assist you to gain entry into university. Central Institute has
articulation arrangements with Western Australian universities that give Diploma and Advanced Diploma graduates, entry to degree
programs with very competitive advanced standing or credit transfers.

Streamlined Visa Processing (SVP)

Central Institute is a great option if you are aiming to


enter university because:

As an SVP student you will be expected to make a


commitment to the full study pathway and meet all of the
requirements associated with your student visa for the
duration of your studies.
Advanced Diploma
If you apply for an Advanced Diploma course this will
be assessed under SVP. This process will only apply to
students who study a qualification with us that ends in an
Advanced Diploma.
You can commence your course at a lower level such as
Certificate III or Diploma as long as your highest level
qualification is an Advanced Diploma course.
Central Institute Advanced Diploma courses can also provide
entrance to and credit transfer into university courses.
TAFE to University Packaging
Students who package a TAFE course with an approved
undergraduate degree course are assessed under SVP.
If you are considering studying an undergraduate degree
after your TAFE program, you have the option of packaging
that course with Curtin University, ECU, Murdoch
University or the University of Western Australia (UWA).

You can commence a Diploma, Advanced Diploma or


Associate Degreepathway with TAFE and on completion,
transfer to your chosen university to complete your degree
program. When you apply for a packaged program you will
receive a student visa for the whole period of your study.
Packaged programs lock you into a university and a degree
program and it is difficult to change your university and visa
subclass once you have commenced. It is important that
you discuss your options with an approved ETI agent before
making a decision to package your program.
Students undertaking a packaged program should note
that their principal course is the university program.
There are strict immigration requirements that relate to
changing provider or visa subclasses if you have opted for
a streamlined visa.

GRAPHIC DESIGN PATHWAY TO UNIVERSITY


Central Institute of Technology has joined forces with Perths Edith Cowan University (ECU) to create a unique, learning pathway for
Graphic Designers. Students who come to Central to complete a Certificate IV or Diploma of Graphic Design, now have a fantastic
opportunity to study further.
Students who choose to study the Advanced Diploma
can continue directly into ECU. The first six months of
studying the Advanced Diploma will occur at Central with
the final six months including ECU undergraduate studies.
Students receive direct entry into the university course,
and only need to complete one further year at ECU to
graduate with a Bachelor of Creative Industries with a
major in Graphic Design.

Study Graphic Design


Centrals Graphic Design portfolio will provide you with all
the practical skills, knowledge and industry exposure you
need to produce exciting and creative graphic images for
print and digital media.
You will learn how to produce strong image concepts,
communicate ideas and work within the demands of the
graphic design industry.
As a student at the Advanced Diploma level you can even
choose to focus on advertising, corporate, illustrative or
digital design.
All courses are geared to industry needs and by the end
of your studies you will have developed a folio that will be
your passport to future employment.

English for
Academic Purposes

When you study at an English-speaking university or college, you need to speak and
write English with confidence so you can communicate effectively. Central Institutes
English for Academic Purposes (EAP) courses are unique because they enable you to
enter a wide range of vocational education programs at Central and other Institutes of
higher education, also leading to degree programs in leading universities and intuitions
around Australia. Each course includes academic study skills modules to help you achieve
the best possible result in your studies.

General English

Our innovative and dynamic General English (GE) programs deliver exceptional results,
developing real-world English skills through an intensive progression pathway.

IELTS Plus

These courses are for students at upper-intermediate and advanced levels who are
preparing to enter Certicate and Diploma courses or university study. The course
focuses on developing the skills and knowledge needed to take an IELTS test, and
improving academic language and study skills in an Australian context.

Course Duration
This depends on you and the English level you wish to
achieve. As a guide allow approximately 10 weeks English
tuition for every increase of 0.5 in the IELTS level you
wish to achieve. For example; if you have an IELTS 4.5 and
need IELTS 5.5, we would recommend 20 weeks of
academic English.

Course Dates
Central Institute of Technology deliver their English
courses in 5 terms of 10 weeks, commencing in January
and finishing the following January. Orientation and
placement takes place on the Monday you start classes.
The ELICOS course dates are found in the Important
Dates section on page 8.

ADMISSION REQUIREMENTS FOR TAFE COURSES


English Language Requirements for Entry to
TAFE Programs
ETI accept a range of tests and evidence of English
language equivalency for entry into TAFE courses.
For entry into most Certificate, Diploma and Advanced
Diploma courses, ETI require the equivalent of an IELTS
(academic) score of 5.5 with no band score less than 5.
Please note: some courses require higher levels of
English for entry.
Where a recognised English Test score is not available
students may be able to sit the ETI English Language
Placement Test which will indicate how long they may
need to study English in order to meet the required
English language level.

Please note ETI reserves the right to require any student,
whose actual English performance is found not to be
consistent with the IELTS scores they presented with
their Application form, to sit an independent English test
as determined by ETI.
The student will be required to meet all the costs of
undertaking this independent test should the score not be
consistent with that provided to ETI on application.
If the student has not met the necessary IELTS standards
they will be required to undertake an ELICOS course of
study. All costs involved: course fees, visa extension if
required etc. are to be met by the student.

Please note the IELTS test is only valid for 2 years.

You can choose from over 250 TAFE courses. Visit the
course catalogue at www.eti.wa.edu.au/courses for
information on courses.

Deadlines for submitting applications to Education and


Training International (ETI) for admission to TAFE courses
depend on the assessment level countries students are
applying from and whether or not students are applying
on or offshore. Level 3 offshore applications should apply
early for places, as visa processing can take more time.

You can apply to study at a TAFE Institute by completing


your application online at: www.eti.wa.edu.au/apply.
You can apply directly to ETI or you can apply through
one of ETIs approved education agents. You pay the
same fees whether you apply directly to us or through
one of our education agents.

You should also be aware that there are deadlines for


accepting offers and making fee payment. Confirmation
of Enrolments (CoEs) will not be issued after the cut-off
date. This is to ensure that students leave a reasonable
time to get their visa and arrive in time for orientation
and the start of classes.

Many students choose to apply directly, especially as


they can use this guide and the ETI website to nd all
the information they need and submit their applications
online. Other students choose to use education agents
to assist them in preparing and submitting their study
and visa applications. If you do not already have an
agent, you can nd an approved ETI agent on our

2. Check the Entry Requirements


All applicants can study at TAFE in the calendar year that
they are turning 18. There are no English or Academic
entry requirements to begin our English (ELICOS)
programs. However, all of our Certicate and Diploma
courses have specic Academic and English prociency
requirements. Refer to the courses section in this guide
and the Admission Requirements and English Language
Requirements on page 36 for more details.

your chosen course before you proceed to the next step in
the application process.

Application Procedure

Receive your Letter of Offer


Once ETI receives your application and supporting
documentation, we will assess your eligibility to study
your selected course(s). If eligible and there are places
available we will send you a Letter of Offer. This letter
will be sent to you directly or through the education agent
you have nominated according to your instructions on the
application form.
If we have not received all of the required supporting
documentation from you, for example certied copies
of certicates etc. then your Letter of Offer will have
conditions listed noting the information you still need to
provide.
There are many high demand courses that ll up very
quickly, so you should consider returning your acceptance
and payment promptly.
Please note your place is subject to availability at the
time of acceptance and payment.
You must allow sufcient time before your course starts
to obtain your visa and make arrangements to come to
Western Australia. Usually at least 3 - 6 months is needed
to do this.

4. Accept your Offer and Pay


To accept your Offer, you must return your signed
Letter of Acceptance with:
> Supporting documentation that you were requested to
supply in your Letter of Offer (i.e. conditions).
> Payment of your schedule of fees, as indicated in
your Letter of Offer.

5. Receive your Confirmation of Enrolment


(CoE) and apply for your Student Visa
Subject to the availability of places after you have signed
and returned the Letter of Acceptance, made full payment
and met any conditions, we will provide you with a
Conrmation of Enrolment (CoE) which you will need in
order to apply for a student visa at the Australian High
Commission or Embassy in your country.
You must have a student visa in order to enter Australia
and commence your studies.
The latest and most accurate information on obtaining
your student visa can be found on the Department of
Immigration and Border Protections website:

If you need help obtaining your visa and other aspects of
moving to Australia, which may be best provided in your
own country or language, then you might like to use the
services of one of ETIs approved education agents.

6. Receive your Visa and come to Australia


to commence your studies
When your student visa has been granted, you are ready
to come to Western Australia to begin your course. Please
take note of the Orientation dates for your Institute as you
will be provided with important information that you need
to know to successfully complete your course of study
and to make the most of your time in Western Australia.
You must arrive in Australia prior to the
commencement of your course or your enrolment
may be deferred to the next available intake and you
may have to return home.

ENROLMENT CONDITIONS
1. ESOS Act and National Code
The Australian Government wants international students
in Australia to have a safe, enjoyable and quality study
experience. Australian laws promote quality education and
consumer protection for overseas students. These laws
are known as the ESOS (Education Services for Overseas
Students) framework and they include the ESOS Act and
the National Code. For information about ESOS and your
rights as an international student in Australia please go
to the Australian Education International (AEI) website:

2. Code of Conduct
Student Responsibilities
International students should ensure that they:
1. Meet TAFE course requirements and meet the
requirements of the Australian Governments
Department of Education and Department of
Immigration and Border Protection (Immigration)
Course Progress Policy.
2. Notify the International Student Coordinator at their
TAFE Institute of their residential address within seven
days of arrival and of any change to their residential
address within seven days of any change.
3. Notify the International Student Coordinator at their
TAFE Institute immediately if they want to terminate
their studies, withdraw from their course, or there are
any changes to their visa status.
4. Pay the required fees when an Offer of Placement is
made or owing on receipt of invoice.
5. Not engage in activities that contravene Australian law.
Students who do so will be terminated and reported to
Immigration.

6. Not engage in plagiarism which is a serious offence and


may result in cancellation of your enrolment.
7. Allow other students to learn in a safe and suitable
environment.
In the case of students who are under 18 years of age,
the parent or guardian must ensure compliance with all
of the above.
Education + Training International and TAFE Institute
Responsibilities:
1. Provide international students with the same level
of instruction and educational services as normally
provided to Australian students enrolled at TAFE.
2. Provide an orientation program for international students.
3. Monitor the welfare of students and provide counselling
and ongoing support while enrolled at TAFE.

4. Transferring to a different Institute


If you have not completed 6 months of study in your
principal course* with ETI and wish to transfer to
another provider, you must complete a
Release Letter Request Form.

*The principal course is defined as the highest


qualification in a package of courses.
Release from a course of study will only be granted in
exceptional circumstances relating to your welfare. These
circumstances are defined as a sudden change beyond
your control that impact plans for on-campus study in
Australia. Such circumstances must be supported by
documentary evidence.
If you are under 18 years of age you must provide a
letter from your parent/guardian to support your
application for release.

4. Appoint one or more staff members to act as the point


of contact for students.

Applications for release can be made by completing a


Release Letter Request Form, which can be downloaded
from: www.eti.wa.edu.au/policy-and-forms

3. Changing Course and/or Campus

Your application must detail the reason(s) for early release,


full details of the new Institute and course you will be
enrolling into, and a valid offer of enrolment from the new
Institute. If your release is approved you will be issued
a release letter. You must then contact Immigration to
notify them that you have changed provider, as this may
affect your visa. If your release is refused you will receive
a written reply outlining the reasons for refusal. You will
have 20 days to appeal the decision.

If you decide you would like to change the course you


are studying, or attend classes at a different campus of
the Institute you are enrolled at, you should contact the
International Centre at your Institute to discuss whether
this is possible and how this may affect your visa.
If you choose to proceed with a change of course or
campus you will need to complete a Change of Course
Application Form or a Change of Campus Request Form,
which can be downloaded from www.eti.wa.edu.au/
current-students/policy-and-forms. You will be contacted
by ETI via email during this process and advised in writing
of the outcome.

5. Course Progress
As an international student, if you do not achieve
satisfactory course progress you may not be able to
continue your studies.
To show that you are making every effort to achieve
satisfactory course progress, it is very important that you
attend all scheduled classes.
If you are unable to attend class, you should contact your
lecturer and the International Centre at your Institute.
If you do not attend classes and do not notify the
International Centre, then your continuing enrolment
and visa may be at risk.

If you have unsatisfactory attendance that is, attended less


than 80% of all timetabled classes; your enrolment may
be cancelled and a report sent to Immigration which may
affect your visa.

7. Late Arrival
Students must ensure that they arrive on or before the
commencement date indicated on their Letter of Offer.

If you have not been attending classes and/or not


completing assessments, then your lecturers are required
to notify the International Centre that you are at risk
of unsatisfactory course progress. A member of the
International Centre staff will then contact you to discuss
your progress and work with you to put in place a plan to
help you to get your studies back on track.

Late starts will only be granted in exceptional


circumstances, where evidence can be provided.

If you have made unsatisfactory progress, that is,


achieved less than 50% of the course requirements in
two consecutive study periods i.e. two consecutive terms;
then your enrolment may be cancelled and a report sent to
the Immigration which may affect your visa.

8. Deferral or Suspension of Study

Students
If you are enrolled in an English Language Intensive
Courses for Overseas Students (ELICOS) program, you
must attend 80% of all timetabled classes. If you do not
attend, are more than 20 minutes late to class or you leave
class before the scheduled nish time; then you will be
marked absent. If you cannot attend for two or more days
you must obtain a medical certicate and provide a copy to
the International Centre at you Institute.

If you attend less than 80% of your classes, you will be


notied in writing by a member of the International Centre
staff and you will be required to attend a meeting to
discuss your unsatisfactory attendance. You may bring a
support person with you to this meeting.

Approval for a late start must be obtained and granted


prior to your course commencement date. Students
who cannot arrive on time may be required to defer their
enrolment to the next available intake.

Your application must detail your reason(s) for requesting


to defer or temporarily suspend your studies and include
documents to substantiate exceptional circumstances.
If you are under 18 years of age you must provide written
support from your parent or legal guardian to support
your application.
When a deferral or temporary suspension is approved, you
will be advised in writing of the deferral period and your
new commencement date. Immigration will be informed
of the change relating to your course of study. This may
affect your visa status.
Please note: Should you wish to defer one (1)
commencement of your studies you will not be required
to provide evidence of compassionate or exceptional
circumstances. Deferral of your enrolment may result
in an increase of Tuition, Resource and Material fees. If
you defer your enrolment, you will be required to pay
the fees which apply at your new commencement date.
Confirmation of Enrolments (CoEs) for the revised period
will not be issued until all additional fees and charges are
paid in full.

Your enrolment can be deferred or temporarily


suspended for compassionate grounds or exceptional
circumstances, such as:

If the deferral or temporary suspension is refused, you


will be advised in writing and you will have 20 days to
lodge an appeal.

> severe medical illness to you or a member of your


family;

9. Refunds and Withdrawals


After you have completed your enrolment your
circumstances may change which means you may have
to withdraw. To withdraw from your course, you must
complete a Refund and Withdrawal Form, which can be

When you have completed the form and provided any
supporting documentation it will be processed. Please
note that processing of your withdrawal, and any fee
refund you may be due can take up to 4 weeks.

10. Complaints and Appeals


Talk to someone at your TAFE Institute
If you have a complaint about your course of study, you
should try to resolve the problem by speaking with a staff
member in the International Centre at your Institute. The
staff member will discuss your complaint and possible
courses of action with you. If you are unable to resolve
your complaint, you may then make a formal complaint
at your Institute. Your International Student Adviser will
be able to help you with this. To nd contact details for
the International Ofce at your Institute, please go to the
website www.eti.wa.edu.au and follow the links to nd
your Institutes profile page.
Make a complaint to ETI
If you have lodged a complaint with your Institute and
are not satised with the outcome, you may take your
complaint to Education and Training International (ETI). ETI
will review the outcome and an independent judgement will
be made. You will then be notied in writing of the outcome.

This complaint should be lodged in writing and will be


treated in confidence.

for international students which aims to help you nd an
appropriate solution.
Western Australian Ombudsman
The Ombudsman resolves complaints about the decision
making of public authorities and aims to improve the
standard of public administration.
If you have lodged an internal appeal and are not happy
with the outcome you have the right to access an external
complaints and appeals process.
The Western Australian Ombudsman will only consider
whether ETI has followed its own policies and procedures
and whether the handling of your complaint/appeal has
been fair and reasonable.
