Assaying the Aquino presidency,
anticipating a new one
In a scale of 1-5, with 5 as the highest, we
rate 3.5 the Presidency of Benigno Simeon C.
Aquino III.
Not great but not worst, either.
Certainly, he had his shining moments:
the impeachment of a Chief Justice, the first
in our history; and the detention of three
senators, again, another first in the country.
It is in the countrys economic performance,
however, where his stars shine brightly. The
World Economic Forum recorded that our
countrys economic gain of 33 places since
2010 is the largest among all countries
studied.
Since that year, the countrys average
gross domestic product grew at 6.2%, the
fastest average growth period in 40 years,
and soaring at 7.8% in the first quarter of
2013.
At the same year, when he started his sixyear term, Aquinos 85% trust rating was the
highest ever recorded by Pulse Asia since
1999.
This public confidence had its nadir, with
the +11 net satisfaction rating he received
over the botched Mamasapano incident,
which was aggravated by his absence during
the arrival honors for the remains of the 42 of
the 44 policemen at the Villamayor Airbase in
January 2015.
His popularity rating also dropped 56% in
June 2014, from a high 70% in March of the
same year, following his speech defending
the controversial Disbursement Acceleration
Program, an executive reform intervention
meant to hasten public spending and boost
economic growth.
Ironically, as he nears the end of his term,
the President still gained plus points in his
trust rating in March, according to Pulse Asia.
So, we give it to him that our roads are now
concrete and wider, even if there are electric
posts and acacia trees on the sides still posing
danger to motorists; or that farmers say their
palay price ex-farm had not fared better until
his presidency. We give it to him that while
there was growth and development, this had
not been inclusive, with it being confined
only in three regions of the country.
So we ask what awaits Bicol under a Duterte
presidency who has pointed the region as
one which had given him the lowest number
of votes?

Lower Taxes Under Duterte

GOOD NEWS? The incoming
administration
plans
to
reduce
individual and corporate taxes and at
the same time cut down on foregone
revenues by tightening on the perks
given away to investors including their
value added tax (VAT) exemptions.
This was announced by Sec. of Finance
appointee Carlos G. Dominguez to
business leaders during the Sulong
Pilipinas: Habang Tungo sa Kaunlaran
consultative workshop in Davao City.
According to the incoming Finance
chief, the Duterte administration will
definitely review the tax system, initially
to update the income tax brackets
and eventually to lower corporate and
individual tax rates. This is expected
to provide more disposable income to
workers. The corporate tax rates will
be adjusted so they will be competitive
with the rest of the region and make
our economy attractive to investors.
Dominguez also pointed out the need
to broaden the tax base even more
to compensate for lower rates. Let us
see!
TAX MANAGERS: In response,
the Tax Management Assn. of the
Philippines (TMAP) is recommending
reform proposals to the Duterte
administration. Aside from tax reform,
the organization of tax managers will
also propose the withdrawal, reversal,
or amendment of a number of recent
BIR administrative issuances. TMAP
explained that some BIR issuances
revenue regulations, revenue
memorandum orders or circulars and

rulings are no longer consistent with
the Tax Code.
Many provisions are unreasonable,
difficult to comply, and tend to overregulate taxpayers. TMAP said it would
take the opportunity to recommend
various tax proposals to government
which are geared towards: remedy
against over-taxation resulting from
inflation, and tax rate adjustment for
regional and global competitiveness.
It proposes the adoption of a fair
system that upholds taxpayers rights,
simplifies tax collection to promote tax
compliance and broaden the tax base
and to lessen graft and corruption.
VAT: To compensate for the lower
income tax rates, the plan is for
business taxes more so, the Value
Added Tax to be increased (from 12%
to 14%). The Department of Finance
will be looking at cutting the long list
of VAT exemptions to compensate for
revenue leaks. By way of assurance,
Dominguez told reporters that among
the VAT exemptions, those covering
senior citizens as well as persons with
disabilities may be left intact. (Hay,
salamat naman!).
Higher VAT rates will mean costlier
purchases by our people, so the

loss of government revenue from


income taxes will be adequately
compensated
directly.
Lower
corporate income taxes will be
attractive to global investors whose
first considerations are the tax rates.
Ours is the highest corporate income
tax rate in the ASEAN Region at
30% of Net Income. Other countries
have lower rates but their allowable
expense deductions are strictly
followed and not as high as those
allowed in the Philippines.

Incoming
president Rodrigo Duterte is highly
vocal about pushing for food security.
For outgoing Agriculture Secretary
Proceso Alcala, one of the best
ways to deal with this is by taking
a closer look at policies supposedly
created to eradicate hunger in the
country. According to him, the next
government should work for new
legislations related to NFA, creation
of Department of Fisheries and
Aquatic Resources; and the law on
the use of the coconut levy.
Duterte earlier ordered incoming
Agri-secretary Manny Pinol to
ensure available, affordable food
for Filipinos. The first practicing
farmer to head the DA accepted the
challenge. Alcala mentioned that the
DA was faced by lack of personnel,
as it was unable to fill up plantilla
positions while waiting for the
approval of its Rationalization Plan.
Thus - the skills requirements for
supporting agribusiness enterprise
that will enable the upliftment of
farmers and fishers need beefing up.

powers. He has this police, army, navy
and air force.

When Mison was commander of an
Army brigade in Jolo in the 1970s, an

inter-island ship carrying more than
a hundred passengers was hijacked
by members of the Moro National
Liberation Front (MNLF).
The rebels held the ship passengers
hostage and demanded ransom for their
release.
Mison tried to talk them into releasing
their captives but the rebels threatened
to kill everyone if their ransom demand
was not met.
The next day, then Colonel Mison
boarded the ship and told the hostagetakers that he had all their relatives
mothers, fathers, uncles, aunts, wives
and childrenin custody.
Kill your hostages and I will kill all of
your loved ones, Mison warned.
The hostages were promptly
released.

I hate to recall the atrocities committed
during the MNLF rebellion from the
1970s up to the 1980s.
But perhaps the Abu Sayyaf, which
was nonexistent at that time, could learn
a lesson from the distant past.
When the MNLF went rampaging in
Mindanao in the early 1970s, nobody

could stop them.


The Marcos government, caught
unprepared, hurriedly trained
battalions and battalions of soldiers
in Luzon for deployment to Mindanao.
A group of hardy farmers in the
Cotabato provinces, mostly Ilongos
from Panay Island, held the fort for the
government so that Cotabato, with its
predominantly Christian population,
could not be overrun.
The capture by the MNLF of
Cotabato would mean that other
adjoining Christian provinces and
cities in Mindanao would be next to
fall.
The Visayan farmers were not as
well-armed as the MNLF rebels who
had sophisticated arms brought in
from the Middle East via Malaysia.
But the Christian farmers, who
called themselves ilaga or rats,
surpassed the MNLF rebels in bravery
and violence.
When the MNLF beheaded and
killed Christian captives, the Ilaga
retaliated in kind and on a bigger
scale. For every dead Christian, they
killed 10 Moro civilians.
The Ilaga also conducted a bizarre
ritual in front of captured MNLF rebels:
They disemboweled their dead MNLF
captives and ate their cooked innards.
Uneducated Moros at that time
believed that if any of their body part
was missing when they died, they
would not be able to enter heaven.
As a result, most MNLF members
lost their will to fight the Ilaga.
If I know Mano Digong, the
incoming Duterte administration
would not be averse to copying what
the Ilaga did.
I hope Im wrong.

39 more caves put under protection


Nearly 40 natural caves
across the country have been
placed under the protection
and management of the government, the Department of
Environment and Natural
Resources (DENR) said.
The DENR recently classified an additional 39 caves,
bringing to 454 the total number of caverns that are now part
of the countrys natural wealth
and therefore require sustainable management and protection.
DENR Secretary Ramon
J.P. Paje said the classification, as embodied in Memorandum Circular 2016-05 that
he signed, was necessary to
ensure that the caves would be
preserved and properly enjoyed by the public.
The directive will help
enhance public awareness and
appreciation that caves are
part of our natural resources
because of their significance
as ecosystems which host various forms of wildlife, Paje
explained.
It also helps protect the
geological,
archaeological,
historical and cultural values
these caves carry, and helps
sustain them for the enjoyment of future generations, he

added.
The 39 caves are distributed as follows: 6 in the Cordillera Administrative Region;
7 in Ilocos Region; 2 in Cagayan Region; 15 in Bicol; 3 in
Davao del Norte province; and
6 in Region 12 or SOCCKSKARGEN.
Nine caves were categorized as Class I for their delicate and fragile formations,
threatened species and extremely hazardous conditions
being closed to ecotourism.
Activities allowed within these
caves are limited to mapping,
photography, and educational
and scientific purposes.
Categorized as Class I caves
are the Karilagan and Aswang
caves in Catanduanes, and the
Kasilac Bat Cave in San Isidro,
Davao del Norte.
A total of 23 caves were
classified as Class II, including the Sorolla Cave in Koronadal City. Class II caves
have portions with hazardous
conditions, as well as sensitive
geological, cultural and historical values or ecosystems.
These sections may be declared closed, while the other
portions may be open to experienced spelunkers or guided
visits.

Seven caves, including the


Dalangin Cave in Camarines
Sur and the Sibud-Sibud Cave
in Abra, were identified as
Class III or those safe for inexperienced, yet expert-accom-

panied visits. These caves may


also be utilized for economic
activities like extraction or collection of guano or birds nest.
The DENRs Biodiversity
Management Bureau has been

studying the caves prior to


their classification, pursuant to
Republic Act No. 9072 or the
National Caves and Cave Resources Management and Protection Act.

The law mandates the


DENR to formulate, develop
and implement a cave management program to conserve
and protect caves and cave resources.

The water district is primarily a service provider.
It supplies water to the
constituents of Naga City
and its environs. Day in

its employees deal with its
customers, the consumers.
They also deal with each
other -- as internal customers -- while they are likewise, customers of the water district themselves.
To imbibe public service
excellence, a seminar-workshop designed to equip the
employees, especially the
frontliners, of the Metropolitan Naga Water District
(MNWD) with customer service skills was held last June
2 to 3, 2016 at the MNWD
Multi-Purpose Hall.
Dubbed "Getting that

Customer Experience Seminar-Workshop," 39 employees from nine departments of


the water district participated
in the seminar.
Objectives of the activity were: to learn various
techniques and fundamental
skills to improve customer
service; to establish a service
strategy and address behavioral standards for front-line
employees, and; to improve
customer service satisfaction.
The two-day seminarworkshop was full-packed
with the following topics:
Customer Service Excellence
Defined, Analyzing Customers, Keeping Customers Satisfied, Relevance of Public
Service Excellence, Memorable Customer Experiences,
Importance of Verbal and

Non-Verbal Communication
Skills (Day 1); Customer
Service and Service Management, Handling Complaints
and Difficult Customers,
Creating Customer-Friendly
System and Practices, Creating Service Excellence Environment (Day 2).

facilitated the seminar-workshop. Ms. Arroyo is a certified Facilitator and Learning

as one of the most recognized
typhoon enthusiast, forecaster and storm-trackers in
the country, David Michael
Villanueva Padua a.k.a. Mr.
Typhoon received the highest mayoral awards bestowed
by this city government Friday, June 17 during the 2016
Mayoral Awards at the Avenue Convention Plaza, here
Padua got the Juan Q. Miranda Award (Mayoral Distinguished Award) the highest
recognition given to an outstanding Nagueo. The award
was named after the father of
the Naga Citys charter.
Also known as the Maverick Meteorologist of Naga
City, Padua became an instant
local celebrity in Naga after
making his phenomenal and
fearless forecast in 2004. He
predicted that Cyclone Unding will hit Naga City while
everybody else is unsuspecting

that there is no such a thing as


comebacking typhoon, Padua stood firm on his forecast
and true indeed Cyclone Unding came back and devastated
most part of the city. The damage was lessened though when
the city then, under Mayor
Jesse M. Robredo alerted his
men to follow the necessary
safety protocols after Paduas
warning.
Since that time on whenever bad weather is forming,
Mr, Typhoon would sit down
and strike the keys of his own
laptop and starts tracking the
typhoons path then report to
the public his latest weather
update through the various radio stations.
Padua currently works at
the Weather Philippines Foundation, an Aboitiz company as
Senior Typhoon Specialist.

a choir member.
In his speech, Fabregas
shared that he takes pride in
what he does and he will always be thankful for the way
he was molded here in his

Albay hosts Pacific


Partnership 2016
LEGAZPI CITY Albay will host the Pacific
Partnership 2016 as the site for various civic-action projects, community health exchanges, medical symposiums, and humanitarian and disaster
relief (HADR) drills from June 27 to July 10 this
year.
The provincial government
will team up with the Southern Luzon Command (SolCom) of the Armed Forces of
the Philippines (AFP) in hosting the multinational force led
by the US Armed Forces and
four other countries namely
Australia, Malaysia and New
Zealand.
The Philippines was identified as one of the host countries laterally with Indonesia,
Timor Leste, Malaysia and
Vietnam to accommodate the
participating
multinational
force.
Part of the medical services offered in this years
engagement, the hospital ship
USNS Mercy (T-AH 19) will
anchor off the coast of Albay
Gulf for medical services, surgeries and ships visit/ tour.
Subject Matter Expert
Exchanges (SMEE), HADR
Trainings and Drills with both
military and civilian participants will take place at different venues in Legazpi City.
Engineering Civic-Action
Programs (ENCAP) offer the

construction and repair of


classrooms in three (3) different sites that will promote better learning environment for
our students.
Talents among the AFP
and US armed forces shall
also be showcased through
band engagements in specific
venues in the province.
The Pacific Partnership
came to be in response to
one of the worlds most catastrophic natural disasters, the
December 2004 tsunami that
devastated parts of Southeast
Asia.
Over the years, mission
has evolved primarily as direct care mission to an operation focused on enhancing
partnerships through host nation subject matter expert and
civil-military exchanges.
The undertaking will have
its formal opening on the 27th
of June and will last until the
10th of July 2016. By then, all
activities and constructions
have been completed and the
primary mission of the endeavor accomplished.

A new challenge has come up for teachers in the 21st
century learners in the classroom managemen setting.
The educational system in the Philippines in undergoing
improvement to cope up with the trends of the implementation
of K-12 curriculum. But, how does the teacher achieved the
positive classroom management?
Classroom management is very essential tool in achieving
the outcomes of the learners in the teaching learning process.
The teachers shold set standards on how they are going to
attain these specific objectives in the classroom management.
We have diversity of learners, we teach in a different way
depends on the learners needs. The classroom environment
is the place for learning where it is safe and conducive
for learning. The teachers is the vital components in the
classroom, they must be authority on how they are going to
manage the learners to gain more passionate learning. Cultural
responsiveness has called for transforming the classroom,
such that male and female students are exceptional learners.
The Filipino teacher nowadays faces many challenges such as
in the field of teaching, students and learning environment. We
need to become diverse teachers especially those assigned
in the far flung barangays, the students have their different
social orientation as a teacher must understand them. The
classroom management may vary to students learners and
the learning environment they belong too, in order to provide
equal opportunities to education we must act as teacher
perspectives.
In the classroom setting, teaching assumes an
understanding that social orientation manifests a variety of
adaptations for how students prefer to learn. The teachers
will be able to assess the classroom management if it is
effective to the learners. But how are we going to assess if
it is effective? It is simply if the outcomes of the learners are
able to learn beyond the expected learning objectives. The
teachers always consider and adjust the students behavior
in attaining the positive classroom environment in the class.
When teaching students how to write simple sentences, we
must emphasize the rules in grammar. In comparable to
teaching the classroom management are interconnected that
teacher, students and learning environment. Our learners in
the 21st century are equipped with the knowledge in technolgy,
that is why learners today are easy to cope with the lesson.
But, there are instances that learners in the far barangays,
especially in rural areas lack this kind of exposure, the
teachers must perform to guide the students in the changing
era. How does the teacher achieve the positive classroom
management? Teaching is more than covering content,
learning is more than merely taking in, and assessment is

Green is the color of health. It is often associated with clean
and healthy living, freshness, and peace. It is one of the dominant
colors of the earth, representing lush vegetation, jungles,
woodlands and forests. In a technologically advancing society,
one seemingly obvious side-effect is degradation or depletion
of the aforementioned representatives of the green color. Due
to many factors such as pollutions, waste mismanagement and
illegal logging, green turns to brown or worst, black.
It is not an unfamiliar scenario. We have seen how it looks
like and it is not a good sight. When the natural environment
is destroyed, not only it looks bad, it also feels bad since we
are affected by its effects; unsafe water to drink, drought, food
shortage, you name the calamity and pretty sure we are not
unscathed by such problems. So we do what we often do; react.
It is the human quintessential reflex action that we often make.
But being reactive is not always the best course of action. We
should be preventive. Modernity and the natural environment
can always coexist. One way to do this is practice the old ways
of agriculture even in cities and urban areas.
So how do we upset the norm and disturb people into this
old trend to be new again? We simply let the young ones do
it. We teach them how to do it. It is important that as early
as possible people should be able to appreciate the value of
horticulture. They will be able to integrate this with their belief

and value systems inculcating it to their actions. A huge part


of them becomes a naturalist. We teach them to not just
appreciate but also practice it. The only way to impart this to
them is make them practice urban gardening. So that even in
their own place they can do it too and not just in school, and not
just for requirements purposes but personal reasons.
We show them that the oldest work in the world is the most
important. Without people who tils the land, we would not have
anything to eat, food as a resource would diminish. We show
them that not only they will be able to produce their own food
but theyll be also healthy by growing their own foods and ecofriendly by keeping the natural environment alive that lands can
be used other than concretizing them into town villages.
Keeping this kind of way of life is not easy as it is indeed
a way of life. A kind of zen that one must be comfortable with
doing as comfortable as breathing air. With the busyness of the
mundane life, young minds are so hook to computer games,
tablets, smart phones, and social networking it is difficult to
live a green life along with technology. But I believe it is not
impossible. All we need is to exercise the right attitude and
action and everything should fall into place. It is a challenge,
but with the K-12 integrating agriculture to the curriculum, this
eco-vision is indeed simply a matter of time and action, besides
green also means go.

Increasing Pupils Participation

It is not really very easy to make pupils participate actively in
the classroom. Many times a teacher finds himself facing what
looks like a blank wall. The pupils are there all right, physically
but mentally, the teacher could not decipher whats at the back
of their minds. This is true when the lesson calls for a recitation.
But if the activity is writing, it is not actually a problem since the
pupils do get their papers and pens and every one busily get
into a writing activity .
And why dont pupils actively participate in recitation? It
is anybodys guess. It is that they do not know the answers,
Doubtless, they do but they simply lack the capacity to talk.
Shy? Maybe but that does seem to be the reason. Some know
the answer but they do not know how to articulate for lack of a
verbal skill.
Personally, I have always encouraged my own pupils to talk
and it could be because of my orientation being a radio man at
more than an accurate recall. Meaning must be made and
understanding must be earned. We already know that teacher
is a facilitator of learning, so that they must guide the prior
knowledge of the students towards learning.
Learning happens everywhere but there is an avenue
for learning, that is the classroom. Classroom is considered
a place for learning wherein the students can get what they
want to learn in the class. It is provided that there is a possible
learning environment in the classroom. Teachers manifest a
safe and conducive for learning to achieve the specific goals.
A teaching approach to be effective and meaningful and have
possible classroom management, the teachers must become
an integrative, thematic, interdisciplinary, multidisciplinary,
collaborative, contextualized, localized and indiginized. To
attain the positive classroom management, the teachers
should integrate the constructivist teaching approach in the
class to have authentic learning experience. I may leave to

creativity and grace of a teacher in collaborative learning
environment.

Encouraging pupils to talk may not exactly be difficult. It just
takes a lot of prodding. Call this active learning. How does one
motivate students to participate in recitation? The more involved
students can motivate the apathetic ones.
The teacher can first of all asses the pupils prior knowledge.
Did the pupils understand the lesson very well? Did the teacher
exert efforts to make the lesson interesting? The teacher must
tailor out his lessons; no lesson is not interesting to the pupils
if the teacher uses his ability to get them participative. Simple
motivations can work.
The pupils can be grouped together with a more involved
pupils among them to lead the flock, so to say. He could lead
in the discussion and open the discussion to every member
of the group. Among themselves, there is no shyness. After
their deliberation, what happened must be presented with all
the members of the group participating in the discussion. The
teacher must never fail to acknowledge the efforts of the pupils.
A pat on their shoulder.
The pupils teaching one another is another good practice that
the teacher may use to keep the pupils busy than ever. They
could be busier even than their own teacher. Allow the pupils
to ask questions among themselves whether they are in small
groups or the whole class. Both questions and answers are just
bite-sized; just they kind they can chew and swallow. Give the
pupils a voice and a choice.
In a language class, if a particular lesson has been taken up,
and since the pupils are more prone to writing, they could write
reactions on the lessons and read their reactions. Comments
may be solicited from the rest of the pupils.
There are activities that could encourage the pupils to actively
participate in the lessons. It would also well if the lessons are
timely like using events and personalities that the pupils will
find good to talk about. Expose pupils to themselves in a group
presentation. Some pupils may even want to go solo. That would
be very interesting and it could be a wake-up call to the ones
who are quite apathetic but not by nature.

16,442 dogs get


anti-rabies vaccines
LEGAZPI CITY --- The
Legazpi City Veterinary Office (CVO) has recorded a
total of 16,442 dogs vaccinated in 68 out of the 70 villages of this city.
This was done during the
recently-conducted high-density vaccination spearheaded
by the city anti-rabies vaccination team, Dr. Nancy Andes, city veterinary officer,
said Tuesday.
Andes said her office is
now in the process of surveying the dog owners in the
two remaining barangays and
surely the number of dogs to
be vaccinated will increase after the vaccination work of the
team will be finished, probably next week.
Anti-rabies vaccination is
an annual activity of the CVO
as part of eliminating the negative effects of animal bites as
well as to maintain the city's
status as a zero-rabies territory.
Rabies is a virus that may
affect the brain and spinal
cord of the people, which may
cause loss of appetite, weakness and death of the victim.
Andes said that based on
the data gathered from the
City Health Office, in 2015,
the CHO posted 1,650 animal
bites -- usually by dogs and
cats.
In the first five months of
2016, the CHO recorded 375

animal bites but we have no


death case from rabies virus
because we strictly implement
the dog vaccination program
in the barangays, she added.
The city veterinarian urged
all pet owners to always make
themselves responsible for
caring their pets to lessen the
cases of animal bite.
At the age of three months,
the dogs and cats should be
vaccinated already and the
owners of the animals should
always consult a veterinarian regarding the status of the
health of their animals, Andes
said.
After this anti-rabies vaccination, the CVO will conduct
stray dog elimination in order
to prevent the widespread circulation of rabies virus in the
community, she said.
The CVO will also have
a search for Outstanding Barangay Health Workers in
December with the following
criteria: 100-percent dog population survey, 100-percent
rabies vaccination as well as
rabies awareness and participation in programs in the barangay concerning rabies.
It will also select three best
performing large barangays
and three small villages under
the criteria of 100-percent dog
vaccination, zero stray dogs,
programs implemented and
ordinance enacted related to

Salceda cites own accomplishments

LEGAZPI CITY -- Albay Governor Joey Sarte
Salceda disclosed his 15 notable accomplishments in
an email to the Philippines
News Agency Friday.
First, Salceda said, is that
the province posted the lowest
poverty incidence among the
provinces of the Bicol Region
-- 32 percent in 2006, which
went down to 24 percent in
2015, a decrease of 8 percent
or 4 percent lower than the
national figure. The national
poverty incidence was clipped
only by 2 percent.
In terms of education,
there have been 88,444 college scholars sponsored by the
Provincial Government of Albay while the province ranked
19th in the National Achievement Test, up from the previous ranking of 177.
The beneficiaries of PhilHealth rose from 18,000 to
172,000 while the collection
of hospitals owned by the
provincial government increased from Php1.7 million
to Php120 million.
The sixth achievement he
made, Salceda said, is the influx of foreign tourists from
8,700 in 2006 to 374,000 in
2015.
With the addition of domestic tourists, the number
jumped from 123,000 to 1.4
million.
The 95,000 sacks of rice
produced earlier rose to
150,000 in 2015, or from
74-percent sufficiency to
104-percent sufficiency.
Also, from the 6,300 hectares of forests in 2003, the

Under his watch, the province hosted the 2016 Palarong
Pambansa, the most successful in the Department of Educations history with 18,000
participants, 40,000 national
visitors and 120,000 regional
visitors.
He also modernized the
Bicol Regional Teaching and
Training Hospital -- including
the Philhealth Ward, acquisition of Php680 million mod-

ern equipment, construction


of Emergency Room Trauma,
construction of Health Center
and soon, Cancer Institute and
600-bed capacity hospital.
For his last accomplishment, he modernized provincial hospitals, especially
Duran Hospital and Ziga
Hospital, and established four
new LGU hospitals -- Polangui, Guinobatan, Bacacay and
Daraga.
Salceda said his administration achieved these accomplishments with the help
of every Albayano, saying the
secret of Albay is its being one
community.
"We have the same spirit
of consensus building, mutual
understanding because Albay
is one community. We shared
goals, shared values, shared
dreams and shared impacts,"

DOH, DEPED INTENSIFY SMOKE-FREE . . .


DOH and DepEd issued a
joint statement last June 20,
strongly reminding all partner
agencies, schools, universities, colleges, and parents to
religiously enforce a 100%
smoke-free rule in all school
facilities.
Studies have shown
that most young people who
smoke regularly continue
to smoke throughout adulthood and fall prey to being
replacement smokers of the

tobacco industry. Hence, we


call on students, as well as
the rest of our young population, to never start smoking,
said DOH secretary Janette P.
Loreto-Garin.
According
to
Garin,
though it is important to educate the youth of the ill effects
of tobacco, it also of equally
important to protect them
from secondhand smoke. The
health chief added that the
exposure or inhaling second-

hand smoke is more dangerous than smoking itself, as it


increases a non-smokers risk
of developing heart disease,
lung disease, and various
forms of cancer.
With the school year having officially started this
month, DOH intensifies
their smoke-free schools
campaign by keeping students away from the dangers
of firsthand or secondhand
smoke.

Their efforts include a call


of vigilant implementation
of Republic Act 9211, or the
Tobacco Regulation Act of
2003. RA 9211 strictly prohibits trade of tobacco products within 100 meters from
a school perimeter, public
playground or any location
frequented by minors.

Violation of RA 9211 subjects the offender to a fine

and imprisonment ranging
from 30 days to three years,
depending on the seriousness
of the offense. Moreover,

received a total grant of
PHP689 million for the construction, rehabilitation and
repair of 473 school buildings from 2002 to the present from the Department of
Social Welfare and Development.
DSWD Regional Director
Arnel B. Garcia on Tuesday
said the financial assistance
was given under the community-driven development
(CDD) program of DSWDs
Kalahi-CIDSS (Kapit-Bisig
Laban sa Kahirapan-Comprehensive and Integrated
Delivery of Social Services)
that seeks to help alleviate
poverty.

Of the total school buildings, there have been 254 already completed and the rest
are under construction.
These will benefit 115,737
households, Garcia said.
Luz Jubelo, a Pantawid Pamilya beneficiary
of Donsol, Sorsogon, said
classrooms are vital for her
childrens education so she
proactively participated in
the construction of their one
unit, three-classroom school
building in Barangay Dancalan, which was implemented
through Kalahi-CIDSS.
Projects under KalahiCIDSS following the CDD
approach are identified by
the residents themselves and
funded based on the approval
of the people through the Barangay Assembly and under(Turn to page 6)

On-line passport applications start in July


Starting July 1 this year,
applicants from Camarines Sur can now secure
their passports on-line,
according to Sha Torallo,
head of the Camarines Sur
Employment Center.
Torallo said this is meant
to ease the burden on the applicants setting personal appointments in DFA Legazpi.
She said that starting July
18, 2016, DFA Legazpi will
only accept applicants with
on-line appointment, except
for senior citizens with valid
ID and Overseas Filipino
Worker (OFW) with valid
contract and flight details.
Pregnant women with
medical certificates, Person
with Disability with PWD
ID, and infants (1 year old
and below) still need to set
an appointment but may
avail of the special lane at
the time of their application.
DFA Legazpi will still
entertain personal appointments at their offices only
until July 16, 2016.
Torallo added that it is

also very important to adhere to DFAs advice not to


purchase outbound travel
tickets until actual passports
are already at hand by the
travelers as DFA will not
take responsibility for any
rebooking charges, loss of
income, and other financial
compensation and/or personal losses arising from the applicants travel arrangements
made while the passport has
not been released as clearly
stated in the official communication duly signed by
OIC Manuel S. Moran, Jr.
and coursed through CSEC
or better known as CamSur
PESO.
