Naga City Antidrugs Board. They also took an oath, administered by Mayor John Bongat, to stop using and
selling illegal drugs.

60 drug users and pushers
submitting themselves under the city government of
Naga, The Local Government Unit (LGU) crafted
out inventions that will
guard and direct the welfare
of those who surrendered.
In a meeting of the city officials with the police officers
last July 5, several measures
were proposed and discussed
which includes the out-patient counseling by the Naga
City Dangerous Drugs Board
(NCDDB) every Wednesday
and Saturday of the week;
daily reporting to respective
barangay captains; PNP Surveillance; and community
livelihood to be monitored
by Mr. Reuel Oliver of Metro
Public Employment Service
Office (PESO).
Mayor John Bongat was
hearten by the increasing
numbers of those who submit themselves under the
citys authority and encouraged their deliberate lifestyle
change, confident of the trust
that he gave them. However,

he warned them of no second chances if their words to


the city government were betrayed.

So far, so good. President Duterte is
fulfilling his words.
He promised to go after corruption
and drug lords and protectors.
He just did.
In an AFP occasion, he announced
the names of five police generals who
are allegedly drug protectors.
Now, the five are on the defensive,
expectedly denying the accusation.
In our culture, those that are accused
of wrongdoings are usually presumed
guilty before they are heard and tried.
Yet, it was the President who spoke
and the presumption is, he would not
name the generals if he did not solid
evidence to show their guilt.
We Filipinos also silently rejoice when
the high and the mighty fall.
This is the reason why there seems
to be a tacit approval of the Presidents
style of justice.
He told the police to kill those who
resist and he will back them up.
Now, for some, that is what a leader
should be.
For others, the Presidents sense of
justice go against our democratic ways,
that is, we are still a government of laws
and not of men, i.e. the police cannot be
the judges and executors at the same
time.
President Duterte is just warming his
Presidential seat, so to speak.
If he will continue with this style
and the people will just remain silent
spectators on the sides, he may well just
succeed and deliver on his promises.
We Filipinos are said to be like ningas
cogon, we easily light up and fade fast.
The early Martial Law years look
like the early days of the Duterte
administration.
People seem to like, the Facebook
way, what the President is doing.

BREXIT: In a general referendum
participated by citizens of Wales,
Scotland, England and North Ireland,
Great Britain decided to exit from the
mighty European Union. The close
Leave vote was triggered by the British
objection to the EUs policy of accepting
refugees from North Africa and the
Middle East. With the Brexit - Germany
and France are now left to lead the oncemighty (28-nation) European Union.
Right away, the British economy
showed signs of retrenchment and the
Sterling Pound value fell against the
US Dollar. Whether this phenomenon
will stay (or aggravate) remains to
be seen. There are calls for a British
repeat referendum alleging that the real

REPERCUSSION: European Union

surely be affected by the strict immigration
controls now being implemented not

PH DEBT SERVICE: The countrys
external debt service went up by 29% in
the first quarter of 2016 that is, from
$1.734B in the same period last year.
Total principal payments amounted
to $1.538 billion (up 55.5%) from just
$989M same period last year. Interest
payments were lower - $679M against
$745M last year. External debt servicing
is the key indicator used to monitor our
capacity to pay our foreign obligations.

The debt burden servicing excludes


payments not involving actual outflows
like rescheduling or refinancing of
existing debt, and conversion of
debt into equity. The BSP reported
earlier that the countrys outstanding
external debt increased by 3.1% yearon-year to $77.6B as of endMarch
2016. The external debt vis-a-vis our
gross domestic product was almost
unchanged at 26.1%.
ABACA INDUSTRY: At least P9B
are needed to regain the vibrancy
of our abaca industry and make
it more competitive in the global
market. In the roadmap launched by
the Agriculture Dept., the Philippine
Fiber Industry Development Authority
should set directions for the industry in
2016-2010. Said roadmap will help in
analyzing the fibers competitiveness,
market trends emphasizing its role
in the green economy and climate
change.
Abaca is a prime crop in the
mountainous areas in the country
especially near Mt. Mayon (Albay)
and Mt. Banahaw (Laguna-Quezon).
Abaca fiber is used in producing
strong ropes until it was replaced by
synthetics. But the fiber is still utilized
by many cottage industries in the
manufacture of native bags and other
gift items. Abaca plants thrive well in
earth soil regularly fertilized by volcano
dusts.
WISDOM: God granted us free will
to do as we please. Let us be inspired

Its true that it is the project of the
Department of Public Works and Highways.
But it is the territory of Naga City and it can
tell the DPWH to fix the time of their traffic
lights in a way that it will not cause delays. If
DPWH refuse, then tell them to take it away
from Naga City because their project is not
socially sound and not acceptable to the

people. Why not use your power under the
local government code. You can demand
that it be taken away if they will not adjust
it. The people are beginning to feel that the
city government does not care for them.

Now that President Benigno S.
Aquinos term has ended. I can grade his
administration as citizen of the country.
He was good in the first three years of his
tenure. I favor his effort to strengthen the
Armed Forces and in bringing our maritime
rights in our Exclusive Economic Zone to
the United Nations Arbitral Court.
But on the other half of his term to the
end, he becamse a political President
who use his power and position to make
the candidate of the Liberal Party. Mar
Roxas, win, He used government funds,

personnel, etc. for political interest. I


think Mar Roxas lost because of their
discontentment with his administration
which was inefficient, incompetent and
unfair to non-allies. I gave him a grade
of 50% good and 50% not good. His
disbursement acceleration program
(DAP) was declared Constitutional by
the Supreme Court. The Pork Barrel
scam was treated with selective justice.
Only the senators from the opposition
were filed with case in Court but the list
of the Pork Barrel which Janet Napoles
submitted sixteen names of senators
mostly his allies. There was selective
implementation of CARP especially
Hacienda Luisita. P-Noy disregarded the
Chain of Command in the Mamasapano
massacre. There are millions of jobless
and poor people in the country. I think
this already says a lot.

I watched the inauguration on TV of
President Rodrigo Duterte and VP Leni
Robredo. The objectives of our two
highest officials are almost the same:
to serve the people. I believe they can
work harmoniously.
I like the orders President Duterte
gave to his Cabinet members especially
cutting red tape. Lets see what will
happen in the coming days. I wish both
of them good luck in the performance of
their goals.

winner, besting other competitors from various regions
in the county.

of what our trainees here at
TESDA Bicol have accomplished. Our office extends
its 100 percent support in this
endeavor. This is just a clear
testimony of our dedication,
hard work and perseverance to develop the Filipino

workforce, instill excellence,


make them globally competitive and inculcate in them
positive work values.
Saldivar earned the gold
medal after surpassing his
opponents score in electrical installation, Orbita dominated other technical vocational (tech-voc) graduates
and trainees in IT Network
Cabling while Hayagan excelled in IT Software Solution for Business.
The three categories are
part of the seven (7) trade areas that the contestants have
to pass to bring home the
bacon. Other sets include refrigeration and air condition-

ing, welding, web design and


IT Network Systems Administration.
From last years 4th place,
the team from TESDA Bicol
leveled up and made quite a
leap one notch to the highest
rank.
Bares is optimistic that the
contenders will bring another
feather to TESDA Bicols cap
after the international competition. The finalists were
subjected to rigorous training and have passed through
tough elimination before
making it to the ASEAN
Skills Competition.

more pride that our kababayans will compete with other
global masters all over Asia.
It is indeed a feat that TESDA

time of Mayor Madelaine Alfelor-Gazmen who is returning to her
post as Chief Execute when she got another mandate from the
Iriguenos who see very visibly the progress of the city in terms
of more investments like more banks that opened, buildings
under consruction, Very soon, Puregold will start operation,
this sure will provide employment and generate more revenue
to the city. I understand McDonalds is opening a branch here.
Congratulations to Mayor Madelaine Yorobe Alfelor who took
her oath of office as the new City Mayor. Her inaugural address
was very inspiring and it gave the Iriguenos more hopes for
much better days to come.
As Iriguenos, let us challenge ourselves. It is time we truly
give teeth to the Character City program.

Not Really
Old Fashioned
At 12 and elementary sixth grader, I know I belong to the very
young generation of Filipinos. I belong to the so-called hip-hop
generation characterized by the use of modern technology,
exposed to modern fashion and even modern habits which I
do not find wrong but I somehow find it difficult accepting some
modern trends. I am happy I have relations who still belong to
the old school. i am referring to the advocates of the good old
GMRC or Good Manners and Right Conduct which still holds
water.
For example, I still believe in kissing the hands of our elders
especially our old grandparents. Maybe to our young parents
and much younger titas and titos, kissing them on the cheeks
is very nice. That seems to be a very common sight now.
Incidentally, I sill cling to the idea of dressing properly,
if I were to go to the mall or makes lakwatsa with friends,
wearing shorts and tee-shirts are very acceptable and truly
comfortable. But, I think, it is wrong to wear shorts when going
to mass and attending not-so- casual occasions.
We are taught in school to respect the old and part of that
respect is giving assistance like when we see them crossing
the streets and helping them climb stairs or lending a hand.
If we see them waiting for a ride in a tricycle, perhaps we can
help them get a ride because their eye sights might not be
very clear anymore. In the church, we could give them the best
seats.
Greeting the elders with a smile and a good morning or
afternoon is very nice. And very important is answering with a
po or opo when talking to our teachers and other people older
than we are.
Of course, I go for fashionable dresses and have my own
gadgets that are very common these days but I am very happy
because my parents have continuously cautioned to use them
at the right time and in the right places.

Education: A Key for Better Opportunities in Life

effective teaching, the profession should offer quality training,
well designed career paths, time to work together on the best
wasp to help students and quality evaluations that help teachers
in their development. A teachers professional learning journey
is an ongoing process throughout their teaching.
To become a teacher demands a great task. They have a
vision, mission, and core values to accomplish; they must have
an understanding heart and love for children. A teacher wakes up
early in the morning and rests late at night to prepare a lesson
plan, they set a goals and objectives to show that their lesson
was comprehensible. But sometimes their professional growth
and development neglected at all. The process of professional
learning should provide teachers the opportunity to expand
their skills, Develop new teaching strategies and deepen their
understanding of the subject content. For us teachers, it is
important to spare time to participate in any seminars, workshops
and trainings for us to face the continuously changing world of
education.
According to Hirsh; The most powerful strategy school
system have at their disposal to improve their teachers
effectiveness is professional opportunities. In some cases
it may be too late, but in most cases teachers still have the
opportunity to lengthen their stride become active and goaloriented by encouraging them to work on their natural desire
to explore, understand, and master new things. The beautiful
things about learning is that nobody can take it away from you,
this line plainly tells, how resolute learning can be, that no one
rob of it easily.

Professional learning matters, the teacher is the most


important facilitator of learning; her personality, classroom
management and teaching efficiency essentially influence
learning. As a professional teacher, it is important for her to be
self- critical along these areas if only to ensure quality teaching.
Nowadays, education officials are inclined to make the
curriculum and the school instruction methods more students
centered than teacher centered. They seek to connect the
classroom to real life and focus on comprehension and
understanding rather than memorization, exams and drills. It
proposes that learning environment should encourage students
to be active learners; that there is need for them to interact and
work with other students and the use of meaningful activities
and original materials. However, education is not only with the
giving of more meaning to the familiar, but also with the widening
of experience. It is the activities themselves which must be
experienced together with all that is contributed to initiating them,
evaluating them, and carrying them to successful completion.
Molding a good man begins at an early stage of life as young
as they are, they should learn the basics of life, not just pure
academics but also on life dealings. They should be taught the
most precise knowledge, the most valuable things, and the most
practical means of dealing with the environment. Concepts and
right perspective should be made clear. Wrong notion should be
corrected at once. Whatever they gain when they are young will
be them when they grow old. What a wonderful thing you have
done as teachers. By and large you have done remarkable job
and rearing them, they are better educated and they are better
motivated.

Face the Future with Faith and Hope

The conditions in our society are uncertain and dangerous,


and the economies of the nation are unstable and
unpredictable.
The cherished values of life, liberty, and the pursuit of
happiness are under attack by those who want to restrict
agency and make us dependent rather than encourage us
to use our skills and talents to create new exciting ways of
doing things.
Standards of morality are failing. The family is under attack
and is crumbling. Love in the hearts of men and women has
waxed cold and is unnatural there is a continuing breakdown
in integrity, honesty and righteousness of political, business,
and other leaders. Wars and rumors of wars our nations and
creeds abound.
Gordon B. Hinckley (1910-2008) described the world that
todays young people are about to enter when he said: We
live in a season of when fierce men do terrible and despicable
things. We live in a season of wickedness; pornography,
drugs, and immorality this entire haunt our society and our
young generation. How do we address this phenomenon in
the field of education?
Despite of these challenges that we face and encounter
in the society and in the field of education we need to
learn and develop the art of enduring. Enduring to the end
requires faithfulness to the end, as in the case of Paul, who
told Timothy, I have fought a good fight, I have finished my
course, I have kept the faith (2Timothy 4:7). Obviously, this
is not an easy task. It is intended to be difficult, challenging,

Looking at our young generation especially today, staring
them you can see the vision in their eyes. However, they can
never do it alone; they need help and guidance-they need
support from their teachers and parents-they need us. We
teachers and parents should always bear in mind that in our
hand lays the making or destroying of these young minds.
We have the mission to fulfill, the mission for these students
to achieve their vision.
As teachers of the rising generation, it is our responsibility
to support and strengthen our students in their journey to
adulthood in every act we take, in every place we go. We
have to augment consciousness of the need for strengthening,
nurturing and being an influence for good in the lives of our
students and people that surrounds us. It is not an easy
task especially when we move away from generalities and
abstraction and we begin to deal with real life Teachers have
the great responsibility: they will be the molders of hope,
success, happiness, faith and enthusiasm, in many societies
teachers are looked upon as individual who can help to bring
about positive changes in the lives of people. They are seen
as natural leaders who can give advice on various affairs of
the communities.
It is not enough to develop the natural resources to bring
the community to progress. Equally if not more important, is
the development of the human resources people who must
endowed with genuine love, appreciation and awareness of
what is going on in our country beyond self and vested interest.
There are many other opinions of education, to me, however,
education means a mighty change. It is not merely a process
of acquiring knowledge or information but it must demonstrate
complete transformation of a person from deteriorating type to
a contemporary one with a better set of values.

Students who communicate in English correctly and effectively
are admired by their teachers. They tend to get their teachers
attention more than the ones who murder the language or who
speak carabao English. This is not a claim to colonial mentality.
But the fact remains that even in our own times today, the medium
of communication in the academe as well as in business is
English. Try talking to school officials or even teachers in good
English, (you will impress them) you will surely be given more
attention than someone who speaks crooked English. You speak

In looking for a job, the correct English speaker gets to the
first base than the one who speaks poorly or in the dialect or the
native tongue. (hehe) A good command of the English works well
in interviews for a position. So, whether we like it or not English
is here to stay.
Of course, as Filipinos, we have to speak Filipino but that is
not however, to lay claim that if you speak Filipino, you are more
nationalistic that the ones who dont. Those who travel especially
out of the country must have a workmans knowledge of the use
of English which could be of great help to them.
Filipinos have a penchant for language, whether foreign or a
native tongue. Non-Iriguenos who married a local pretty Iriguena
and brought to Iriga by their spouse even for just a couple of
months soon are speaking the dialect with comfort and ease,.
So, how does one learn English correctly? Since only a
countable families speak English at home and it is hoped that the
whole family and even the yaya speak English too. Exposing
the children to good television programs in English can be a great
help. There are available tapes in the market that are practical
ways of using the language correctly. Many schools encourage
even oblige students to speak English in their English classes
among themselves but with their teachers. Students can be
asked to program convocations, short skits, debates in English
and these are very effective exercises of honing their skill in the
use of English.
The use of English is not, however, limited to speaking only.
Writing in English is given as much teeth as speaking. So,
students have their theme writing. They could also be enticed to
write their diaries and this, the students will find very interesting.
It is not a tall order to make students speak English with the
perfect intonation. As Filipinos, we have our distinct regional
intonation and it is not a mortal sin if the students can not master
the rising-faliing intonation and the likes, What is important is to
speak English and be able to express oneself and not to impress.

The students learning and grades are at the teachers


mercy. Teachers are objectives of course. They have series of
assessment tools and techniques to utilize in order to measure
students performance. In the 21st century however, new trends
in education came about. One of them is alternative assessment
to measure student performance.
Alternative assessment is a type of student evaluation
system that utilizes more holistic methods in assessing student
performance. The traditional form is not that bad, however it
seems to be outdated and does not fit with the times. With the
alternative assessment, students are able to provide their own
responses. It also includes portfolio work to represent usage of
all concepts and materials learned over time.
Several types of alternative assessments include oral
presentations, essay responses, portfolios of compiled works,
journal writing, short answer questions and demonstrations of
a concepts and theories and ideas through various media, such
as blogging, short films, video presentation, video documentary,
etc. At any given interval for grading, alternative assessments can
be utilized. They can also be used as final evaluation at critical
intervals such as final examinations.
The traditional means of evaluation has been overly used
due to large class sizes, in order to save time and convenience
for the part of the teacher. However, it doesnt really maximize
the over-all capacity and potential and growth of a student, and
it limits the creativity of the student. Alternative assessment, on
one hand, provides the students the opportunity to showcase
the depth and breadth of what they have learned instead of
being pigeon-holed to limited responses in a traditional test and
evaluation. The compressing of an entire semester of work into
a singular moment of examination that represents a large part
of their grade may not represent the entire and actual effort and
learning of the students. It seems unjust and unfair.
Although, the traditional means must still be there to identify
other aspect of the students strength and/or weaknesses, and
also for the teacher to reflect on his or her own shortcomings or
needs for adjustment to the needs and personality of the class,
whether a new strategy or approach must be employed. As the
saying goes, if the student does not learn the way you teach,
then teach them the way they learn.
In order to facilitate this kind of approach, the teacher must be
sensitive to the students skills and potential. The weakness will
always be there and that is where the teachers intervention comes
in. Resources can become a problem sometimes, however,
adjustments can always be made. That is where the teacher
creativity and resourcefulness comes in.
Through alternative assessment, students feel more
responsible for their grades. They have fun while complying with
the requirements. And lastly, we can be assured that we are
able to measure what we really intend to measure, because the
means that we used to measure suits the students. The famous
quotations put it more bluntly, everyone is a genius, but if you
judge a fish on its ability to climb a tree, it will live its whole life
believing it is stupid.

kanyang bayan. Sa mga kabataang mag-aaral sa mababang
paaralan, dapat maunawaan na nila ang sosyedad na kanilang
ginagalawan.
Ang Araling Panlipunan ay binuo upang makatugon sa
kasalukuyang
pangangailangan ng mga mag-aral para
mabigyan ng hamon sa paghubog ng kanilang mga kakayahn
at kasanayan. Nandiyan ang paghubog sa kanilang mga
kakayahan at kasanayan tungo sa paglinang ng isang
mamamayang mapanuri, mapagmasid, responsible, produktibo,
makakalikasan, makatao, at makabansa.
Bilang mga Filipinp at kahit mga nasa murang edad pa lang,
kailangan nila na maunawaan ang nakaraan at kasalukuyang
galaw ng mundo at hindi lang ang kanilang bansa. Malalaman
nila ang ibat paraan ng pamumuhay, kultura ng bansa at sa
pamagitan nito, mabibigyang halaga ang mga nakaraan ng
bansa at magiging daan sa kanilang pagiging mapagmahal sa
bayan at malakas na mamamayan.
Sa pamamagitan ng ibat ibang gawain at pagsasanay ang
mga mag-aaral ay bibigyan ng pagkakataon na maisabuhay ang
pagpapahalagang Pilipino. Maiugnay rin ang Araling Pilipino sa
ibat iang disiplina at asignatura upang lalo pang malinang and
lubusang pagkatuto.
Sa Araling Panlupunan magiging mahalaga sa mga kabataan
ang chonologicaapatl thinking at ang dahilan at epekto ng
continuity and change pagpaptuloy at pagbabago.
Kasama na sa pag-aaral ng asignaturing ito ang pagkilalala
ng ating bansa, ang ating mga likas na yaman at ang wastong
pangangasiwa nito at kung paano maalagaan ang mga ito
kasama na ang pag-aaral ng mga magagandang lugar dito sa
atin. Hindi isasantabi ang pag-aaral ng mga kaugaliang Pilipino
na dapat panatilihin. mga produkto ng bansa, ang ating kultura
at ang epekto ng nakaraan sa kasalukuyan at sa hinaharap.
Sa kabuuan, mapupukaw ang pagpapahalaga ng mga
mag-aaral sa lalong masidhing pagmamajhal sa bansa na
magmumula sa kanilang pagtanggap sa sarili at pagmamalasakit
bilang isang Pilipino tungo sa maunlad at mapayapang bansa.

Teaching Work Ethics


in Elementary School

Why people enter the teaching profession? Teaching at its core
is a moral profession; most frequently mentioned answer was to
make the difference in the lives of learners.
Work ethics is a prime factor in the ability of workers to keep a
job. According to (Fitzgerald 1993) the family is the determining
factor in career choice of its family members through economic
interest, work affiliations and values. Work ethics are primarily
derived from the family, where the young people bring to school
their expectation about work and images of working life. These
images have been passed on to them through routine comments
and stories about this or that job by adult family members or
relatives. These work attitudes are learned at an early age and
can be influenced in a positive or negative way as a person grows.
Many employees complain that there are few employees who
can demonstrate a sense of responsibility for their jobs. Lack
of diligence and want of enthusiasm is often signaled by such
behavior as tardiness, unkempt personal appearance, performing
tasks in apathetic manner, and no initiative in doing extra hours
when on the job. People learn more efficiently and perform more
competently when motivated by the desire or need to solve
real life problems. Attitudes, desires and behaviors of today
employed if we are to develop pedagogy that will foster changes
in worker behavior that will sustained as situations change. Most
contemporary research focuses on teaching skills and knowledge
and not attitudes.
The work habits, values, attitudes, critical reflection is a
method of enforcing work ethics. The curriculum must include
critical reflection, appreciation for moral deliberation, empathy,
interpersonal skills, knowledge reasoning and courage. This
method consistently demonstrate a pattern of behavior that if
emulated will cause success in teaching work ethics seem to be
most appropriate. The teacher as facilitator as well as participant
role model is effective for teaching work values and attitude.
However, teaching work ethics in Elementary school learners
are very much important in the holistic development of a child.
These are (Berryman) Excellent model for teaching work
Ethics in School.
1. Modeling, the performance of an activity by an expert so that
learners can learn from the expert how the task should be done.
2. Coaching, a teacher observes a student performing a
task and provides helpful feedback in the form of support,
modeling reminders and suggestions of new task which bring
her performance a good one.
3. Scaffolding, support to the learners to carry out the task.
4. Fading, gradual removal of support so that learner finally
comes to perform their task on their own.
5. Articulation means for providing students the opportunity to
articulate their reasoning and problem solving strategies.
6. Reflection, a technique that allows learners to compare their
own problem solving process with that of an expert.
7. Exploration, any devise that pushes the students into a
mode of problem solving on their own.
As teachers we are the role model, a part time parent,
counselors, administrator, nurse and a care giver to our learners
we have the capacity and opportunity to make a real difference
in the lives of the individuals, of families and of those entering the
work force by making sure that they demonstrate the good work
ethics and dedication to quality and excellence.

Making Mathematics
More Receptive

Doubtless, Mathematics as a subject, whether in the
elementary, high school or even college, is unreceptive. There
could be a reason for this statement. We are privy to the
statement of a high government official to withdraw mathematics
from the curriculum which prompted someone to saykung
walang mathematics sa high school, valedictorian siguro ako.
This is not just the feeling of one student but many others
who found mathematics difficult and that could have cost them
not to get high honors.
But mathematics is an interesting study. No wonder,
many students pursuing an education degree are choosing
mathematics for their major study and looking forward to
teaching the subject.
So why is mathematic unreceptive? Studies and researches
have come up with various strategies to make the subject
comfortable to students.
Mathematics teachers know very well that the first
consideration is to build on skills the students have mastered.
This way, the students are given a sense of accompaniment.
This appears that with the previous good experiences of
the students in the subject, read: in the elementary taking
mathematics in high school will certainly be smooth sailing for
them. This is the same situation when one pursues college.
Teachers can very well make it plain to their students that
the subject is useful in the real world which could result in
even translating the subject into a course. The teachers must
set achievable goals which means that they should not have
high expectations from their students. Start small, so to say.
The students can be presented a reasonable challenge, one
that is both within the reach of the students. This will peak the
excitement of students since students love challenges. In all
probability the students can get hooked.
With technology everywhere around us and in everything
that people are doing, the subject can be linked to technology.
There are games that can be played that requires mathematical
knowledge such as puzzles, board games, chess that can teach
students to strategize and calculate while they are keeping their
minds busy and sharp. The students, needless to say, will be
very enthusiastic about this approach. The one good way of
arousing enthusiasm among students is for the teachers to
enthusiastic themselves.
There are problems in mathematics that can be labeled
magical. All mathematics teachers aver very familiar with the
so-called birthday problem.
Mathematics, anyone? Thats right, it could be for everyone.

A basic knowledge of technology is very important to every

knowledge has become so basic that it is now very necessary.
Teachers and students alike are exposed to ICT because
to both of them, it is of great advantage. Although, there are
disadvantages in the use of ICT in school, the advantages are
far way ahead of the disadvantages that the disadvantages are
not considered deterrent to it use.
There are many ways of learning. In the old school, students
were made to go through the normal painful way of memorizing
lessons and in many cases, the lessons have not been fully
understood by the learners. This made learning not interesting
and the teachers found it unusually difficult to make the students
get interested in the lesson.
But technology has paved the way for a more effective
learning. Though ICT, images can easily be used in teaching.
Subsequently, the retentive memory of the students are
improved.
Doubtless, with ICT in education, teachers find it much
easier explaining complex instructions and needless to say, the
students comprehension is ensured. Likewise, the teachers can
be able to create interactive lessons thus making the lessons
enjoyable. This is a guarantee
of the students better attendance and concentration.
There are claims the use of ICT in education is expensive and
setting the devices can be troublesome but teachers have been
given training along this line and eventually, the students learn
how to set up the device themselves. ICT teachers are equipped
with personal experiences in the use of ICT in teaching, an
assurance of effectiveness in teaching and the guarantee of
learning among the students by using effective tools for teaching.
The one most important tool that is considered very effective
in using ICT in teaching is the visualize/so-called document
that equips the teacher the skill to teach the present generation
of learners valuable knowledge and skills around computing
and communicating devices, software that operates them,
applications that run them and systems that build them.
With ICT in education otherwise known as Teaching and
Learning with ICT has become very productive for students and
they can be expected to become successful in their academic
work and later in their career. In the long run, they can be
expected to participate effectively in modern society.

a faster, comfortable and convenient road access that will also
improve the traffic in the city
roads, the citys narrow roads
has also been one consideration
which accordingly, needs to be
widen from 15 to 20 meters, in
which the city must expropriate
lands for the expansion.

Included in the proposed


road widening project of the
CPDO are the Capilihan Road,
the Balatas-Cararayan- San
Isidro Road, San Isidro-Pacol
Road, and the Cararayan- del
Rosario Road.
On the one hand, proposed
new road projects of the city

The city also considers the
local funds and more so the national funds as several roads like
the Balatas-Carolina Road and
Almeda Highway were being
appealed by the city council to

knew what services the Philippine doctors could offer and

Corps, said she had previously
participated in events similar to
the CHE, however this was her
first time working with foreign
military.
"I have done this several
times, but for people who have
come from the different countries this is my first time. It's
very fun to be working with
them," said Bonayao.
After the Philippines, Pacific
Partnership 2016 will proceed
to Vietnam where partner nations will continue to focus on
enhancing regional responsiveness in crisis.

NAGA SETS TO IMPROVE CITY ROAD NETWORK . . .

To understand the current reality of the city roads, the council looked into the 2015 road inventory by class and pavement,

Considering the standard urban road to population ratio of
2.4 kilometers per 1,000 urban
population and the standard rural road to rural land area ratio of
1.5 kilometers per 100 hectare of
rural area as stated in the Annex
D of the Local Road Management Manual, the city observed
a supply gap in its roads as
population growth was observed
by half in the Midlands (BalatasSan Felipe-Cararayan-Pacol),
and a quarter to the Southeast
(Concepcion-Del Rosario).
As such, the council sets its

goals and objectives of promoting equitable and sustainable


spatial development in Naga
City by (1) Improving access
between the city center, its other
growth nodes, and residential
areas, (2) Improving connectivity between Naga and its neighboring towns, (3) Upgrading the
quality of the road network by
incorporating provision for nonmotorized transportation (NMT)
options, and (4) Increasing the
length of the existing road network by at least 50%.
The council also strategize
for the development which includes (1) Designating/adopting a hierarchy of city roads to
guide development and public
investment, (2) Investing on
strategic new road projects that
will accelerate mixed-use development around the city center,
key growth nodes plus enabling
private investment in additional
road networks, (3) Investing on
high-impact road links that facilitate access between communities, (4) Ensuring provision for
NMT in new road projects and

Student nurses from the Bicol University College of Nursing assisted potential patients
where they met with specialized doctors and nurses after
completing the needed paperwork.

CASURECO IV LINEMEN GET . . .


From being a contractual
linemen with only a P265/day
rate, the linemen, after being
granted a permanent status,
now receives a salary range
of P11,607.00 to P13,141.00
a month depending on experience and years of stay in the
company.
Aside from the incredible
pay increase which is about
200% more than their former
salaries, the linemens appointment will also be retro-active
starting January 4, 2016.
Also, contractual years
of services will be credited
once they retire. The management will give them their salary differential and all allowances from January to present
but due to the large amount it

was agreed that it be given in

more than enough worthy to be

National Police who are involved in said illegal activities.

some illegal activities especially on drugs.

More than 4,000 newly-sworn marine officers and


seaferers, together with their family and friends gathered for the celebration of the International Day of the
Seaferers held last June 25, 2016 at the SMX Convention Center in Pasay City. The event was graced by no
less than His Excellency, Kitack Lim, Secretary General of the International Maritime Office (IMO). The event
marked the first time that the IMO head was present in
the country and his first visit to Asia since he assumed
the post. Also in attendance were Hon. Joseph Emilio
Aguinaldo Abaya, DOTC Secretary; Atty. Gloria Banas,
Deputy Administrator of the Maritime Industry Authority
(MARINA); Ms. Annie Garcia, President of SM Super-

malls; Mr. Glenn Ang, SVP-Operations and Director of


SM Global Pinoy Program; Hon. Gilbert Asuque, Philippine Permanent Representative to the IMO and students from maritime schools, government officials and
non-governmental organizations.
This year's theme is "At Sea For All" highlights the
indispensability of the seaferers and the shipping industry to people all over the world. The celebration is
a partnership of SM Global Pinoy and MARINA.
SM Global Pinoy hosted the event as part of their
commitment to honor the many contributions and sacrifices the Filipino seaferers do for their country and
