SUMMARY

Indonesia is a country with the high-risk in children with special needs

growth. Based on data by WHO (World Health Organization) almost 10 percent
people in Indonesia have special needs. Especially, the highest trend is autism.
There has been a dramatic rise in the number of children being diagnosed with
autism in Indonesia, with prevalence 1 : 1000. Autism is a complex qualitative
neurobiological disorder of development that lasts through a persons lifetime.
People with autism have problems with social interaction and communication.
They sometimes have behaviors that they have to do over and over. As a
qualitative development disorder, so that the early identification and intervention
are crucial. But in fact, parents and teachers have been frustated in their attempts
to do early identification. Beside there are many assesment instruments to identify
autism, almost all parents or teachers dont have an enough skill and knowledge to
do that. Based on that background explanation, one research problem in this paper
: How to make a device to do early identification and intervention independently
with the trusted result?
This scientific paper uses literature sources, which data are obtained from
books, journal, archives, official reports, articles, journal, and online sources
regarding autism issues. The process is divided into three processes. First,
preparation after that implementation , and the last one is data analysis.
This scientific paper discuss about definition of autism through different
arguments and perspective, characteristics of autism according to Power
argument,

which

explain

six

problems

in

autism

(social

interaction,

communication (speech and languange) playing, sensory, feeling and emotion,

and behaviour. It also explains summary of autism early identification assesment
instrument, in example The Autism Diagnostic Interview-Revised (Adl-R), The

Autism Diagnostic Observation Schedule (ADOS) , The Childhood Autism Rating

Scale (CARS), and etc.
This scientific paper also identified the importance of early identification
and intervention. First with early identification and intervention, most children
will be included in regular education classrooms, and as many as 25% of children
will lose the diagnosis completely. Thus, data suggest that children who are
completely non-verbal who begin intervention in the early pre-school years are far
more likely to become verbal than children who begin intervention over the age of
5-years. Moreover, it also can prevent secondary symptomps such as aggression,
tantrums, and self-injury. In practice, almost all parents or teachers cant do early
identification and intervention, because of many reasons, like lack of knowledge.
This scientific paper offers a solution called CARE AUTISM Application,
an application used for help people to do early identification and intervention
easily. At the core CARE AUTISM Application is a conversion of M-CHAT
(Modified-Checklist for Autism in Toddlers) with adding of animation and sound
based on the questions in M-CHAT use flash video software. M-CHAT was
chosen because of M-CHAT has been used to screen more than 16 000 toddlers.
Making process of this application include of preparation process (copyright
permission, story board, and data input), making, testing process (professional and
public test), and the last one evaluation and follow up. This application also has
strength and weakness. The strength, this application is easy to use, low cost, and
complete early intervention reccomendation based on residence. The weakness is
about the problem details in each aspect, and also the age limitation. This
application will be released online in order to be accessible to society.
There are three recommendations in order to transform this idea into real
practice. First; support from both public and private sector, and also from autism
community by do socialiszation, feed back, and also information regarding
intervention for autism. Second, engage CARE AUTISM Application into online
based application, which is mean every user or public and private sector can
communicate well, and also refresh their information periodically. At last but not

least, its important to reduce the weakness of CARE AUTISM Application by

further research.
