While reference data is similar to code sets in nature, it also has a lot more data that is associated with other data then just a code
value and a code description. It has defined hierarchy (i.e. a product belongs to a product family which belongs to a product line
which belongs to a brand), aggregation (i.e. lists containing multiple values such as cancer codes) or cross-walk (allowing the
transition from one set of codes to another by using code translation tables or composite data maps).
