a Restricted Reporting World)

SAFETY AND SECURITY

COORDINATOR (SSC) AND SEXUAL
ASSAULT RESPONSE LIAISON(SARL)
TRAINING
SUMMER 2013

Session Learning Objectives

Describe the purpose and components of SSI 202

Utilizing the SITA Tool, determine if a threat is

serious or imminent
Use the Post Incident Assessment Tool and the
Serious or Imminent Threat Assessment Tool to
assess risk following an incident

Materials for this session are in Tab 10 of your binders.

What is SSI 202?

In groups, summarize SSI 202 to include all

Assessment Discussion
In groups, discuss:
When is an assessment required?
How do you assess a site following an
incident?
When doing an assessment what
information do you need to gather?

What is a Serious or Imminent Threat?

A serious or imminent threat is a condition or
security situation that:
Is life threatening
Threatens loss of limb or other serious bodily
harm
Threatens the PCV losing consciousness; and
Peace Corps is unable to mitigate without
revealing the Volunteers PII

Sexual Assaults
Serious or Imminent Threat must be evaluated for all

sexual assaults

For restricted reports it should be done with the PCMO

SARLs are involved if they have been requested by the PCV
If you determine there is a serious or imminent threat
immediately contact the Assigned Security Specialist
If you have doubts.contact the Assigned Security Specialist
If you dont have time to contact the Assigned Security
Specialist, act.
Restricted Reports can only be converted to a standard report
if OGC authorizes the conversion

Assessing Serious or Imminent Threats

Consider:
PCVs medical condition
Current proximity of PCV to threat
Whether offender is still high risk threat
even if not near PCV
Threat to other PCVs

Application

Serious or Imminent or Not?

Scenario
A male Volunteer called to say that he woke up early

in the morning to find his host mother in his

bedroom with her hand down his pants. He pushed
her off of him and told her to get out of the room.
She did, he got dressed, got his bag and went to teach
at the school where he is calling you from now.

Scenario
A male Volunteer called from a remote village (not his site)

he and a female PCV were hiking down a road when a man

with a knife approached them and forced them off the road
and into the woods. The man took the PCVs money, cell
phones and IDs. The man struck the male PCV, knocking
him down then was attempting to pull the girl deeper into
the woods. The male PCV got up, pushed the man down,
grabbed the female PCV and ran away. They got back to the
main road and managed to flag down a truck which took
them to the village (5km away) where they are calling from.

Scenario
A female Volunteer is calling you from her home. She

just got there and is pretty shaken up. While she was
walking home, she passed a group of 12/13 year old
boys. Right after she walked by, one of them ran up
behind her and stuck his hand between her legs,
reaching up front, then ran away.

Post-Incident Assessment For Sexual Assaults

All Sexual Assaults
Happens after the Serious or Imminent Threat

assessment
Nature and scope of the assessment depends on
whether it is Restricted or Standard
Restricted = Designated Staff Only
Standard = CD will task appropriate staff
In cases of Restricted Reports, assessment will be
based on Volunteers description of the event.

Activity
In country teams, read through your scenario and

utilize the SITA and PIA Tools to record your

assessment
Ask yourselves:

What information do I have?

What information do I need?
What are my concerns?
What are my next steps?
Who do I need to share my findings with?

Serious/Imminent Threat Assessment Tool

(SITA); Post Incident Assessment Tool (PIAT)

What they are: Tools to assist your thought

process
What it is NOT: Documents to fill out
because it is required
How to use it: Bring them with you when
visiting site; use it in discussions with team
members; review it during monitoring
phase
SITA: Notice may be

Summary
SSI 202 outlines a process that must be
followed.
In RR instances:
You and the PCMO will work closely;
Your ability to collect data will be limited (PCV) as
will your resources;

The SITA and PIA are tools that can (and

should) be used.
