*P3a. Description:
The property contains a two and a half story wood frame house on the west side of 21st Street. The roof is hipped
and the building is surfaced with tiered rustic drop siding. An angled one story bay with windows and bracketed roof
projects from the south elevation. An open porch extends across the middle two thirds of the faade, enframing a
tripartite window and entry. The porch roof is supported by four Doric columns with wood plinths on clinker brick
posts, and a small gabled form on the roof with applied wood accents is centered above the entry. Wood balustrades
with balusters enclose the lower portion of the porch. A gabled dormer with two louvered openings and a small
window projects from the middle of the hip roof. The tripartite window under the porch canopy contains a larger
fixed section flanked by two narrower double hung windows. The second floor windows are double hung, one light
over one, enframed with vinyl or metal, and do not appear to be original. The porch and front stair base is clinker
brick with concrete stairs and surface application on the curved sides.
A sun porch with multiple windows has been added to a one story rear (west) addition. The porch is covered with
wood siding and the addition of the same material as the house.

Applicable Criteria:
Charles H. and Sarah Joy were the first listed occupants of the house in 1913. Joy was a long-time employee of
the Southern Pacific Railroad Company. He retired around the time this house was built. Joy then took a job with the
State and was the Assistant Gardener at the State Capitol and Capitol Park. He worked until the time of his death
8/12/1923. Sarah, or Sallie, Joy continued to live in the house until her death 7/11/1944. In the mid-1940s to the mid1950s, Arthur and Gladys Winslow lived in the house. After the mid-1950s, the house has been occupied by multiple
residents.
The property has not been associated with individuals notable for their contributions to the community, or to
significant events. While the building possesses some interesting design elements that relate to other Sacramento
buildings of its era, it is not a distinctive individual example of its design. The property does not appear to meet
criteria for individual listing on the Sacramento Register, California Register or the National Register. The building
does enhance the visual imagery of the two building on either side as a small grouping from the early twentieth
century.
