SantaClara,Calif.:IntelSecurity,inpartnershipwiththeCenterforStrategicandInternationalStudies
(CSIS),hasjustreleasedHackingtheSkillsShortage,aglobalreportoutliningthetalentshortagecrisis
impactingthecybersecurityindustryacrossbothcompaniesandnations.Amajorityofrespondents(82%)
admittoashortageofcybersecurityskills,with71%ofrespondentscitingthisshortageasresponsiblefor
directandmeasurabledamagetoorganisationswhoselackoftalentmakesthemmoredesirablehacking
targets.

Ashortageofpeoplewithcybersecurityskillsresultsindirectdamagetocompanies,includingthelossof
proprietarydataandIP,saidJamesALewis,SeniorVicePresidentandDirectoroftheStrategic
TechnologiesProgramatCSIS.Thisisaglobalproblemamajorityofrespondentsinallcountries
surveyedcouldlinktheirworkforceshortagetodamagetotheirorganisation.
In2015,209,000cybersecurityjobswentunfilled1intheUnitedStatesalone.Despite1in4respondents
confirmingtheirorganisationshavelostproprietarydataasaresultoftheircybersecurityskillsgap,there
arenosignsofthisworkforceshortageabatinginthenearterm.Respondentssurveyedestimatean
averageof15%ofcybersecuritypositionsintheircompanywillgounfilledby2020.Withtheincreasein
cloud,mobilecomputingandtheInternetofThings,aswellasadvancedtargetedcyberattacksandcyber
terrorismacrosstheglobe,theneedforastrongercybersecurityworkforceiscritical.
Thesecurityindustryhastalkedatlengthabouthowtoaddressthestormofhacksandbreaches,but
governmentandtheprivatesectorhaventbroughtenoughurgencytosolvingthecybersecuritytalent
shortage,saidChrisYoung,seniorvicepresidentandgeneralmanagerofIntelSecurityGroup.To

addressthisworkforcecrisis,weneedtofosterneweducationmodels,acceleratetheavailabilityof
trainingopportunities,andweneedtodeliverdeeperautomationsothattalentisputtoitsbestuseonthe
frontline.Finally,weabsolutelymustdiversifyourranks.

Thedemandforcybersecurityprofessionalsisoutpacingthesupplyofqualifiedworkers,withhighly
technicalskillsthemostinneedacrossallcountriessurveyed.Infact,skillssuchasintrusiondetection,
securesoftwaredevelopmentandattackmitigationwerefoundtobefarmorevaluedthansofterskills
includingcollaboration,leadershipandeffectivecommunication.
Thisreportstudiesfourdimensionsthatcomprisethecybersecuritytalentshortage,whichinclude:
1.Cybersecurityspending:Thesizeandgrowthofcybersecuritybudgetsrevealshowcountriesand
companiesprioritisecybersecurity.Unsurprisingly,countriesandindustrysectorsthatspendmoreon
cybersecurityarebetterplacedtodealwiththeworkforceshortage,whichaccordingto71%of
respondents,hasresultedindirectandmeasureabledamagetotheirorganisationssecuritynetworks.
2.Educationandtraining:Only23%ofrespondentssayeducationprogramsarepreparingstudentsto
entertheindustry.Thisreportrevealsnontraditionalmethodsofpracticallearning,suchashandson
training,gamingandtechnologyexercisesandhackathons,maybeamoreeffectivewaytoacquireand
growcybersecurityskills.Morethanhalfofrespondentsbelievethatthecybersecurityskillsshortageis
worsethantalentdeficitsinotherITprofessions,placinganemphasisoncontinuouseducationand
trainingopportunities.
3.Employerdynamics:Whilesalaryisunsurprisinglythetopmotivatingfactorinrecruitment,other

incentivesareimportantinrecruitingandretainingtoptalent,suchastraining,growthopportunitiesand
reputationoftheemployersITdepartment.Almosthalfofrespondentscitelackoftrainingorqualification
sponsorshipascommonreasonsfortalentdeparture.
4.Governmentpolicies:Morethanthreequarters(76%)ofrespondentssaytheirgovernmentsarenot
investingenoughinbuildingcybersecuritytalent.Thisshortagehasbecomeaprominentpoliticalissueas
headsofstateintheUS,UK,IsraelandAustraliahavecalledforincreasedsupportforthecybersecurity
workforceinthelastyear.

Methodology
IntelcommissionedindependenttechnologymarketresearchspecialistVansonBournetoundertakethe
researchuponwhichthisreportisbased.ITdecisionmakerswhoareinvolvedincybersecuritywithintheir
organisationwereinterviewedinMay2016acrosstheUS(200),UK(100),France(100),Germany(100),
Australia(75),Japan(75),Mexico(75)andIsrael(50).Therespondentswerefromorganisationswithat
least500employees,andcamefromwithinbothpublicandprivatesectors.Interviewswereconducted
onlineusingarigorousmultilevelscreeningprocesstoensurethatonlysuitablecandidateshadthe
opportunitytoparticipate.
