General
The situation in the capital Khartoum is relatively calm with a low crime rate. Movement of personnel within
the capital is generally without incident, but staff members must use caution especially while traveling during
the hours of darkness. Traveling alone is not recommended. On occasions there are Government of Sudan
military and police check points on various routes. Recently there have been rallies and demonstrations in
various parts of Sudan including Khartoum. Travelers are strongly advised to avoid such gatherings.
Security Clearance Procedure: Security Clearance is required for UN personnel visiting Sudan on official
missions. Requests for security clearance should be submitted through TRIP at the UNDSS website https://dss.un.org seven (7) days prior to travel as per the Security Clearance Procedures and the Travel
Request Information Process (TRIP) of UNDSS Security Policy Manual. Security Clearance requests for
official missions within Sudan should be submitted through TRIP at the UNDSS website - https://dss.un.org at
least 48 hrs before the intended travel.

Mandatory Security Training
A prerequisite for official travel by United Nations system personnel, with the exception of appointment travel,
is successful completion of all required training, including Basic Security in the Field II & Advanced
Security in the Field trainings. BSITF and ASITF certificates are valid for three years, at which point staff
members must recertify. UN staff cannot be deployed to the field duty stations outside Khartoum in high risk
areas without completion of SSAFE training. This is a mandatory country MOSS requirement.
Security Briefing
All arrivals to Sudan are to attend a mandatory security briefing within 2 working days upon arrival. The
briefing will provide arrivals with a detailed insight into security and travel matters within Sudan. The
briefings are conducted every Tuesday at 14:00 hrs in UNDSS Office at the UNDP compound. Staff members
should consult with their organization security focal point upon arrival to arrange for this briefing.
Personal Security
Every staff member is responsible for his/her personal safety and security. He/she must adhere to the security
instructions in place and keep himself/herself abreast of the security situation constantly. You are requested to
be alert and follow these simple rules during your stay at Khartoum:
Remain vigilant at all times.
Avoid traveling alone.
Avoid travel during the hours of darkness.
Restrict your movements to the main part of the city where there is a high public presence.
Be wary of people offering unsolicited services.
Respect local customs and traditions.
Avoid carrying large sums of cash on your person.
Ignore beggars and street children.
Do not leave your personal belongings unattended whether at the hotel room or in the conference room
or any other place.
Do not open your room to strangers.
Transportation and Driving
Whereas taxis and auto-rickshaws should provide safe and reliable transportation services to their clients, most
of these vehicles operating in Khartoum and most likely other states are not roadworthy. Passengers using
rickshaws and auto-rickshaws are vulnerable, the more so at night. UN personnel and their dependents are
strongly discouraged from using auto-rickshaws at all times. In Khartoum there are a number of taxi
companies that meet reasonable safety standards and can be booked by telephone, in the English language. The

Photography
All photography without a permit is forbidden in Sudan. Do not take photographs without express permission.
On occasion, even the sight of a camera has caused problems from the authorities and others. Where an official
is present, you must ask permission to photograph. It is advised to obtain such permission prior to any display
of a camera.
Local Customs
Sudan is culturally Islamic, and observes Sharia Law. Staff members are cautioned to behave in a manner
appropriate to local mores and customs. Personal dress should be modest, and public displays of affection
should be avoided. Public drunkenness is forbidden and possession of alcohol in Sudan is against the local
laws. Visitors should always note that UN staff members are not permitted to bring alcohol into the country.

Money
Visitors should be prepared to use cash while in Sudan. ATM facilities are only available for local accounts.
External credit cards cannot be used while in Sudan. Currency exchange offices are available at the banks in
Khartoum and other towns.
