Depressing suggestion
Dear Editor:
There have been recent comments about
depressing Indian Hill Boulevard under the
tracks of the current Metrolink and the proposed Gold Line. For environmental, heritage
and economic reasons it is ludicrous to depress Indian Hill to accommodate the motorists who choose to drive through the Village on their way to other destinations.
The proposed depression would begin at
about Harrison Avenue and end near Arrow
Highway. The depressed road would need a
clearance of more than 16 feet at the trackcrossing area and would gradually rise on the
north and south sides.
This project would cut off access to storefronts on Indian Hill Boulevard. It also
would dead end First Street, Second Street,
Spring Street and Bonita Avenue at Indian
Hill on both sides. It would destroy the carefully enhanced and very walkable Village
environment.
Vineyard Avenue at Holt Boulevard in Ontario and Monte Vista in Upland/Montclair
from Arrow Route to Arrow Highway are examples of similar projects, although both
streets are wider than Indian Hill. They were
massive construction projects. New drainage
construction, additional support for four
sets of railsthe engineering and construction is enormous and Claremont residents
would have to pay extra for it.
This enlarged concrete channel running
through the middle of the Village would be
more of a division and an eyesore than a
bridge at the tracks would be, which is not
recommended either.
There will be economic costs including
disruption of stores and business activities
for several years to accommodate a construction schedule. The project would rely
on a vote to increase our local taxes (probably more than $30 million in bonds in ad-

dition to what Gold Line Authority said they

might cough up).
The Claremont Unified School District
board has a bond issue up for approval in
the November election, plus there is the
prospect of a bond approval request for a
new police station. There is a multi-issue
cost/benefit ratio at play here and the culvert under the tracks loses.

Lets walk

Dear Editor:
As school begins again this month, I have
a suggestion for parents driving their children
to school. Dont go all the way.
At El Roble Intermediate School, near my
home, I observe long lines of cars on
Mountain Avenue coming down from
Foothill and up from Bonita waiting to get
into the school parking lot or looking for a
spot to pull in on the street beside the school.
There are also children walking and just a
few cars parked a couple blocks away. Why
not let your child off near the school, say
three blocks away, rather than go all the way
to the school door?
Having your child walk that short distance
has several benefits: it gives the child a little exercise before school, improving mental alertness; it reduces waiting time and traffic at the school; and the child may actually learn to enjoy walking with its slower pace,
direct contact with nature and interactions
with others on their way to school.
For elementary school students, why not
park a few blocks away and walk with your
child the rest of the way? It would be a great
opportunity to chat with your son or daughter and to experience the pleasures of walking. It just means leaving home a few minutes earlier. So parents, drive your child near
your school...and then walk.

A past life
Dear Editor:
I very much enjoyed John Pixleys article [COURIER, August 5] and agreed with
his main point about seeing life through other eyes when we travel. I also think that traveling Highway 395 is a special experience.
I wish, however, that you had mentioned
a stop at Manzanar (near Independence), the
internment camp where the US government
held Japanese-Americans as prisoners, stripping them of their constitutional and legal
rights. Most of the people held at Manzanar
came from southern CaliforniaI have
known some of them from when I served
First Presbyterian Church of Altadena some
years back.
The spirit and resourcefulness of these
people shines through when one visits
Manzanar, which has an excellent, museumquality display. The bleakness and often
hopelessness of the situation our own American citizens lived through is also very evident, especially when you drive around the
grounds of this Owens Valley site.
Given todays political climate of fear and
division, it is time to remember what we did
to our own American citizens out of fear in
the past. It is time to remember and not repeat what we did when we labeled groups
as differentjust because of their faith or
their cultural and ethnic heritage.

City, Golden State await judges decision in lawsuit

ttorneys representing Golden State

Water Company and Claremont
pled their final case to a Los Angeles Superior Court judge as they made
their closing arguments last week.
The two-day closing argument phase was the culmination of weeks of testimony in the attempt by Claremont to claim eminent domain over the water system,
which has been owned and operated by Golden State
Water (GSW) since 1929.
Judge Richard Fruin now has 90 days to issue a verdict. If Claremont wins the right-to-take trial, a separate trial will be held to determine the cost of the water
system.
The trial is the first of its kind in the state, GSW attorney George Soneff said during his opening statements in June.
Ken MacVey of Best, Best & Krieger, who has represented the city throughout the case, said that the
more necessary use for Claremont to take over the
system amounts to local control and municipal oversight of the system.
The project is basically taking over the water system
and providing water to the Claremont residents, Mr.
MacVey noted.
In eminent domain law, more necessary use must
be proven for a government entity to take over a system
that is already available for public use. In Claremonts

case, that means local control.

Mr. MacVey contended that GSW has a narrow view
of the role the city will take in operating the water system. The city wont just be a water provider, he said,
but one that is going to provide a full spectrum of public benefits, such as sustainability and municipal planning.
Attorney Edward Burg of Manatt, Phelps & Phillips,
who represented GSW at the trial, claimed local control
was not an adequate reason to take over the water system and maintained that Claremont does not intend to
make any significant changes to the system if they acquire it.
Local control is nothing more than saying we want
it, and under eminent domain, the legal standard is if
they need it, Mr. Burg said.
A main component of Claremonts plan is to enter
into a joint partnership with the city of La Verne if
Claremont wins the casean agreement that allows
Claremont to oversee the system and set rates while La
Verne handles operations and staffing.
Under the plan, La Verne will net 10 percent of the
proposed operating budget of $1.5 million.
GSW attorneys have maintained throughout the trial
that La Verne is a risky partner to work with, pointing
to a 2011 incident where traces of E. coli were found in
the citys drinking water and higher amounts of lead
were found in parts of the water system in 2012. Mr.
Burg accused La Verne of manipulating the system to
get their lead levels under the 15 parts-per-million limit,

retesting nine problem sites and sending results of six of

those sites to the state.
But Mr. MacVey said La Verne was never fined by
the state for any incidents. In addition, a statement by
the city on August 11 noted that both E. coli and lead incidents were not system-wide and were quickly resolved, with the city on a once every three year
testing schedule that is typically implemented only for
cities that consistently meet state standards.
The statements made by Golden States attorneys
and representatives during trial are erroneous, sensationalized, and nothing short of fear mongering, the
city of Claremont said in the statement.
Mr. MacVey also outlined a number of additional issues the city has with GSW as a provider, including a
lack of transparency and operational issues. He noted
that GSW drafted an entire master plan of the water system without notifying the city or allowing input.
[GSW] doesnt tell the city before, after and during
the time when theyre making the master plans, or what
theyre up to, Mr. MacVey said.
At one point in the trial, Mr. MacVey showed
redacted portions of GSW documents to the court, indicating that the company was not transparent with its
customers.
Mr. Burg said the master plan was available for the
city through the rate case application to the Public Utilities Commission (PUC), and portions that were
blacked out were done so to protect the locations of

Artists, designers recreate vintage county fair vibe

hen Cathy Garcia was a kid, the

LA County Fair was a wonderland of art, farming, crafts and
livestock. Now the Claremont resident gets
a chance to recreate those days as she cocurates Love A Fair, an exhibit focusing
on a nostalgic walk through the Los Angeles County Fair of the 1950s and 60s.
The show, which also pays tribute to longtime Millard Sheets Arts Building curators Tony Sheets and
David Svenson, opens today at dA Center for the Arts
in Pomona.
When I would go the fair I had a route, Ms. Garcia recalled. I went first to the livestock, then to the fine
arts, then usually for a hand-built ice cream bar, and then
the flower building. And that was sort of it, because my
mom wouldnt usually let me go the fun zone. There
was rowdiness there, and boys.
Love A Fair is co-curated by Ms. Garcia and Claremont Heritage Executive Director David Shearer.
Familiar themes from those decades such as art, citrus, livestock, 4H, horse racing, modern interior design showrooms, the midway and the Mexican village
are featured in the show, with paintings, photographs,
historical artifacts and recreations of period-correct interiors all part of the mix. Works from more than 40
artists and designers will be on display. Along with the
nostalgic visuals, the exhibit will include old-time fair
staples such as artist demonstrations, pie baking and
flower arranging competitions.
Its going to be a total experience, Mr. Shearer
said. The dA is going to be transformed into a mini
county fair, with the sights, the sounds and the smells
of those days.
The intent is of course to bring back memories for
folks of a certain age, but also to show younger people
what it was like to stroll through the fair all those years
ago. Individuals and organizations have donated myriad items, including a cach of vintage interior design
magazines. David Svenson, artist John Svensons son,

is loaning the original model for the ranchero his father

carved out of a redwood tree, which still sits behind the
fine arts building at the fairgrounds. The Pomona Valley Historical Society loaned Don Ygnacio Palomares
original saddle. A veteran horse trainer loaned his trophies, and other folks donated vintage photographs.
If the show is a success, they hope the fair may reconsider its programming priorities, which Mr. Shearer
and Ms. Garcia contend have in recent years moved
away from traditional themes and toward a more commercial appeal. This show is really about celebrating
that side of the fair, Mr. Shearer said, hopefully with

the intention that well raise awareness and maybe

some of these things will come back.
My dream is that the fair will do some adjusting,
Ms. Garcia continued. So I hope it works well. I dont
want to build any animosity at all. Its all in good will,
but I think sometimes people have to speak out about
what the love and what they miss, and what they would
like to see again.
Ms. Garcia elaborated: I dont know what route to
take this year at the fair. The home arts building has
shrunk way down. In fact, you can hardly find a way to

wells and other sensitive sites.

In addition, Mr. Burg noted that GSWs urban
water management planwhich outlines the companys long-term planning goalsis required to be
made available through a public hearing. Mr. Burg
called it a very skewed approach to claim the master plan wasnt available when the urban water management plan was.
The integrity of pipelines was also touched upon,
with both sides accusing the other of incompetence.
Mr. MacVey said that GSW has long-term deficiencies within the pipeline system in Claremont,
with aging pipes rupturing at a seemingly regular
rate.
[GSW] was talking about pipeline investment,
but it has a high number of main breaks compared to

La Verne, he said.
But Mr. Burg argued that La Verne has a problem
with older pipes as well, and reportedly plans to replace pipes every 148,000 years, as opposed to
GSWs pipe lifespan of 100 years.
Replacing pipes, Mr. Burg said, is like painting
the Golden Gate Bridge.
If you dont replace them, youll be at a point
where youll reach a crisis, he said.
After weeks of heated back-and-forth accusations
between the two sides, it will all come down to
Judge Fruin to determine if Claremont has the right
to take over the water system.
Mr. MacVey refrained from making a prediction
on the cases outcome, but remains confident. We
put out a really good case, he said.

Claremont man pleads no contest to lewd acts on a child

A Claremont man pleaded no contest Tuesday
to inappropriately touching a boy in a mall restroom.
Richard Camarena, 45, pleaded no contest to
one felony count of lewd acts on a child, according to Sarah Ardalani of the Los Angeles County
District Attorneys Office.
He will be sentenced on August 31 at Pomona
Superior Court, and is expected to receive a
three-year sentence in state prison.
Mr. Camarena was arrested on July 23 at a
Claremont residence, 15 days after he committed
the lewd act on July 8. The 9-year-old boy was in

a bathroom at the Puente Hills Mall when Mr.

Camarena wiggled open the stall door and entered, touching the child inappropriately, the LA
District Attorneys Office said.
The boy was visiting a movie theater with his
parents at the time of the incident. He immediately told his family about what happened, and
they called police.
Once Mr. Camarena gets out of prison, he will
have to register as a sex offender for the rest of
his life, Ms. Ardalani said.

Locals plan fundraiser to benefit a friend in need

benefit for longtime Claremont resident Scott Quackenbos, 51, is set

for Saturday, August 27 at Last
Name Brewing [formerly Dale Bros.] in
Upland, with live music, raffles and a portion of the days receipts going to help defray his significant medical costs.
Mr. Quackenbos was diagnosed with pancreatic cancer in January and has since undergone surgeries and radiation and continues to receive chemotherapy treatments. A pile of medical billsupwards of $20,000
has accumulated. His health issues and time dedicated to
treatment has put his career as an IT consultant on hold.
His friends and loved ones are rallying to help alleviate
the debt.
The event To Benefit the Mighty Scott Quackenbos
gets underway at 5 p.m. Legendary local indie rockers
Wckr Spgt and Refrigerator are set to play, along with Mr.

from 6 to 9 p.m., with the raffles and other fundraising
events happening from 5 p.m. to closing. The event is free
and open to the public.
The benefit is spearheaded by Meredith Evans and
Robin Young.
Scott and I have been friends for more than 35 years,
Ms. Evans said. We were in the theater department at
Claremont High together. When he was diagnosed, I
wanted to do whatever I could to help. Having gone
through a lengthy hospitalization myself a number of
years ago, I was fortunate to be on the receiving end of
my community of friends and family supporting me and
even holding a fundraiser. I knew we needed to do the
same for Scott.
Mr. Quackenbos had been healthy all his life, so his diagnosis was a shock. Rarely ill, he thought the nagging
fatigue and overall unwell sensation he was feeling back
in early January was more an annoyance than a red flag.
But on January 12, as he was going about his work as an
IT consultant for one of his clients, Last Name Brewery,
a friend and brewery administrator, Ms. Evans, knew that
something was not right.
Mr. Quackenbos appearancehe looked drained, and
his eyes had taken on an alarming yellow huewas distressing, she said.

his eyes go yellow just didnt compute.

She was adamant Mr. Quackenbos get to a hospital
straightaway. At San Antonio Regional Hospital in Upland, the emergency room doctor who first saw Mr.
Quackenbos was equally concerned.
He was scared, Mr. Quackenbos recalled. He basically said, Well, we need you to talk to our cancer guy.
A CT scan showed a tumor on his bile duct, at the head
of his pancreas, the doctor explained. It was pancreatic
cancer, one of the most devastating diagnoses one can receive.
As the news washed over Mr. Quackenbos, time
slowed to a crawl. He had been texting his girlfriend of
five years, Livia Winston, as the news was coming down.
Serendipitously, Ms. Winston was working with Dr. Peter Butler, division chief of endocrinology and director of
the Larry Hillblom Islet Research Center at UCLA. She
was simultaneously comforting Mr. Quackenbos and
texting her boss with the increasingly grim news of her
boyfriends diagnosis.
Doctors at San Antonio wanted to admit Mr. Quackenbos, but his girlfriend and her boss urged him to come
to UCLA. The doctors in Upland eventually agreed,
given the seriousness of the diagnosis and the Westwood
hospitals state-of-the-art cancer treatment facilities.
So I walked out, and I started driving on Foothill,
kinda freaking out, and I went straight to In-n-Out, Mr.
Quackenbos said. I went, I need a cheeseburger and
fries! And then everything went really fast.
Due to the size and location of the tumor on his pancreas, the surgical team at UCLA made his treatment a
priority.
The surgeon walked in to see him for the first time and
he said, Okay, were doing this surgery in a week, Ms.
Winston recalled. They werent blas about it at all. It
was clear they felt that it was at a critical stage where we
could stop this, and it was now or never.
His yellow eyes turned out to be a symptom of jaundice. On January 15, Mr. Quackenbos had a stent inserted
in his chest to drain the bile that had been accumulating
at a dangerous rate. This procedure cleared up the jaundice within 12 hours.
He was wheeled in for his cancer surgery at Ronald
Reagan UCLA Medical Center on January 21. The eighthour surgery was a success on one handthe tumor was
removed with good margins [medical speak for no
cancer cells being visible at the outer edge of the tissue
that has been removed]. But the surgeon had inadvertently
nicked a vein during the procedure, and now Mr. Quackenbos belly was filling with blood.
A second surgery was immediately required to repair
the damaged vein and stop the bleeding. That ordeal
over with, Mr. Quackenbos then developed an infection,
necessitating a round of heavy IV antibiotics. All told he

spent 12 days at UCLA, emerging gratefully February 1.

Then I went from UCLA to Livs [Ms. Winstons
West Hollywood home], and I stayed there about a
month, Mr. Quackenbos explained. He worked hard to
get his strength up. Eventually, he built it up to where he
could walk around the block unassisted.
He returned to his Claremont home March 1, and began receiving chemotherapy treatments at City of Hope
in Duarte on April 1. There were three rounds of
chemotherapy scheduled, three sessions per week for
three weeks. But Mr. Quackenbos white blood cell count
plummeted, and the course was delayed. If all goes as
planned he will complete his fifth and final round of
chemotherapy at the end of this month.
It all accumulates, Mr. Quackenbos said when asked
how he felt this week. Today, I feel okayish. But it accumulates. And then you just get tired. And the mental
stuff is tough. You just want to curl up in a ball some days.
And it hurts.
The 49-year Claremont resident has been self-employed for the past 15 years, steadily building his Quackenbos Computer Solutions IT business. His health insurance is solid, but co-pay and deductible bills combined
with the fact that he had to close his previously bustling
business in order to undergo surgeries and receive treatments have left him nearly $20,000 in debt. And his selfemployed status precludes him from collecting disability
insurance payments for some time. On top of all this, his
job involves crawling around in attics and equipment
rooms, climbing ladders and maneuvering under desks,
tasks that his weakened body simply will not allow.
And I want to work. I want to be helping clients. I really do. But Im ineffective, he explained. And its
crushing. Its so frustrating. Mr. Quackenbos has been referring his clients to a friends company during his illness.
He hopes to be back in business just as soon as his body,
and his doctors, say its okay.
The participation of Wckr Spgt singer and lyricist Joel
Huschle at the upcoming benefit is meaningful to both
parties. Mr. Huschle has been a close friend since the pair
were classmates at Claremont High in the early 1980s.
The bond that we formed continues to this day and became even stronger this January when I found out, I had
an abdominal tumor that would have to be surgically removed, Mr. Huschle said. I was freaking out but Scott
kept me grounded and offered to accompany me to doctors appointments and bring me lunch. As I was gearing
up for my own surgery, Scott was diagnosed with pancreatic cancer and ended up having his abdominal surgery
the day before mine. So he was over at UCLA and I was
at San Antonio Regional and we had both been cut open
from stem to stern. My tumor was thankfully benign, but
Scott is still in the battle. Scott is the kind of friend who
would do anything for his friends, so its an honor to be
able to do something for him.
For now, his friends and loved ones are rallying around
the mighty Scott Quackenbos.
How the hell I rate the mighty is beyond me, Mr.
Quackenbos joked, but everyones been so great. I guess
I just cant believe how nice everyone has been. Its
humbling. Im overwhelmed.
Ms. Winston is less perplexed by the outpuring of
support her boyfriend has received.
Hes surprised that he has himself coming back at him.
He has set an example for a lot of people. He is an amazing person.

Who do we think we are in Claremont?

by John Pixley

hy dont they fix this?

Good question, I thought.
They fix everything else.
Enough to spoil us rotten here.
My friend and I were driving north on Cambridge
Avenue crossing Bonita Avenue and there it was. That
dip. That horrible, nasty dip. There, on the north side of
the intersection, this extra-big gutter going across the
street like a trough. I always worry that the front of the
van will hit it and make a terrible noise and get damaged. Indeed, there are big, ugly scrape marks on the
asphalt.
It looks so weird here in Claremont. Something that
doesnt belong, like in one of those tests or puzzles.
Really. This is the city where its easy to tell where the
town starts and ends because the street suddenly gets
blacker and smoother.
The constant repaving of streets in Claremont, noticeably more frequently than in surrounding towns, is
just one thing, though. In fact, its just the beginning.
This is the town where the streets not only noticeably look and feel better; they are safer. Yes, the crime
rate has risen here, but Claremont is still known as a
safe town, with remarkably little crime.
This is the town where, unlike neighboring cities, the
210 freeway is below grade, meaning that it goes below ground level, with streets crossing over it instead
of under it. This is so there wont be so much freeway
noise while drivers pass through Claremont. And there
was still grumbling about traffic noise after the freeway
opened about 10 years ago.
This is the town where watering trees is headline
news, where teams of volunteers publicize proper tree
care and hand out watering kits. Its the town where
trees sometimes seem more important than people,
with residents seeing red and threatening the city council when it allowed two trees to be cut down to relieve
a disabled boys allergies.
This is the town where a college is being sued by
residents over its plan for building a museum, of all
things. Its the kind of town where an art museum being built on the west side or the east side of the street is
of vital, life-changing, see-you-in-court importance.
So its weird to see that big, ugly, dangerous dip on a
Claremont street. All the more so as Claremont continues to fix what no other city fixes or fixes things that
dont really need fixing just yet.
Its not surprising that Claremonters are wrestling
with all that is going on in the Village. Yes, its great
that the Village has gotten more lively, with an impressive number of restaurants, shops and entertainment

options, including live music. It is wonderful that the
train station plays a part in all this and that more trains
will be stopping here, with the Gold Line coming
through from Pasadena, expanding the public transportation opportunities even more. We can be very
proud of that. In recent years, Claremont has been listed and praised in travel and lifestyle publications like
Sunset magazine.
But it also means that there are changes. Some of
these changes arent easy, with Claremont and the Village now not so quiet. For one thing, there are all those
train horns. I hear them at my house several blocks
away, south of Arrow Highway, including at 5-something in the morning. And when I am near the tracks in
the Village, Im sometimes shocked and irkedactually upset and angryby how loud the train whistles are.
Do they really have to be so loud?
It turns out that the whistles really are louder than
they were before but, hopefully, they wont be so loud
later this year. Metrolink began using a different engine, with a higher-decibel five-chime horn as opposed to the standard three-chime horn, after a fatal
2015 crash in Oxnard. Due to complaints about the
loudness, Metrolink is phasing out the engines starting
in September on the San Bernardino Line.
Even so, with echoes of the previous negotiations
and the special below-grade accommodations made
with the 210 freeway through Claremont, a committee
has been formed to see if Claremont can be a quiet
zone, with minimal noise from train whistles. The
committee will assess how this can be done in a safe
way and in a timely and fiscally-responsible manner.
Last month, the city council appointed the committee,
comprised of three members of the citys traffic and
transportation commission, who will work directly
with city staff.
Mayor Sam Pedroza and City Manager Tony Ramos
are also traveling to Washington, DC in September to
work with the federal railway authority as it is currently
reviewing its train horn rule. The chair of the traffic and
transportation commission, Chuck Gerlach, made it
clear that this and the new committee are very much in
line with Claremonts approach and style when he told
the city council, Youve seen other communities be in
a reactive state, but Claremonts a leader. We ought to

be proactive.
One can argue that the city council was being very
proactive a couple weeks later when it voted 4-1 to
quash plans for a railway bridge over Indian Hill
Boulevard, as had been proposed with the Gold Line
bringing more trains coming through Claremont. Some
are saying that decision was too proactive.
Such an action may have seemed like a no-brainer.
When the proposal came out earlier this year, the general consensus was that this was a terrible idea. More
than that, it was crazy and the decsion didnt make
sense at all. It was unimaginable. It would be unsightly,
a blight on the Village, and it would divide the town,
far more than the tracks ever have. There was considerable grumbling when Mayor Pedroza said that process
should be followed, steps should be taken and the proposal should be considered.
Apparently, the process has been followed and the
steps have been taken. Or at least most of the council
thinks so. By their vote, it concluded that the bridge is
indeed a bad idea and rejected it as wrong for Claremont.
But was the process followed? Were all the steps
taken? Some are now saying that the council was too
hasty in its vote, and was too quick to shelve the bridge
proposal. They point out that the decision doesnt have
to be made until February and are wondering why the
council was in a rush to have the vote before the council took August off for its summer recess.
The concern now is that with all the additional trains
coming through Claremont and the crossing gates at
Indian Hill Boulevard going down so many more
timesnot to mention even more horns blasting (or
maybe not?)traffic in the Village will be held up
much more and will be more of a challenge, to say the
least. This is why Councilman Joe Lyons cast the lone
dissenting vote. Not that he liked the bridge idea, he
just wanted to take more timetime that is available
to explore options.
Both the councils hasty vote to reject the bridge outright and Mr. Lyons wish to explore all the options are
so Claremont. Its enough to lead one to ask, who do
we think we are in Claremont?
Apparently, we think we can get just what we want.
We dont just think that, we are used to getting what we
want. We are used to getting special treatment and to
feeling special.
Perhaps I shouldnt be surprised that it was suggested in these pages that Indian Hill Boulevard be revamped to go under the railroad tracks in the Village.
In Claremont, such an idea isnt necessarily a joke
not any more and perhaps a bit less sothan a railway
bridge in the Village.

Dear Editor:
How did it happen that, over these
many election years, our schools infrastructure has become so decrepit that $58
million is now required to save the educational experience?
Why were our yearly property taxes,
dutifully paid, not used to keep infrastructure maintenance and rational replacement cycles to forestall a $58
million recovery demand?
What are the itemized details of $58
million of catch-up costs to assess the belief that priorities are being assigned, cost
reports are meaningful and reserves are
conceivable?
Have local contractors given substance
validation to the school boards $58 million of desires and estimates?
What is the itemized timeline for the
$58 million recovery, repair and reconstruction activities?
What are the risks to the educational
process if timeline and $58 million cost
projections are in error?
Why is the $58 million bond thrust as
an all-at-once endeavor and not proposed
as multi-year offerings with interim results assessed against interim objectives?

Does Hillary Clinton have any plans

Now that CentCom has confessed to

Conservation costs

Dear Editor:
There is a widespread misconception
that we are being punished, rather than rewarded, for conserving water. If you
think about it, this is counterintuitive because it costs the utility less to deliver less
water.
Since water rates are cost-based, these
savings are passed back to customers. So
why do we feel we are being punished for
conserving water? I blame water utilities
for being poor communicators.
Let me try to convince you with this
simple example that shows that conservation lowers water bills even after
rates are adjusted for the reduced sales.
Suppose the utilitys pre-drought cost
of providing water service is $1 million.
Most of a utilitys costs are fixed (about
70 percent) and do not vary with sales
levels. This means that the $1 million in
costs consists of 70 percent or $700,000

that must be incurred regardless of how

much water is sold and only 30 percent
or $300,000 will vary with the amount of
water sold.
Water rates are structured to encourage
conservation through price signals. The
California Urban Water Conservation
Council recommends that 70 percent of
revenues be collected through usage
charges ($/Ccf). In this example, the
water utility would collect 70 percent or
$700,000 through usage charges and only
30 percent or $300,000 through fixed
chargesa total of $1 million in revenues
to match its $1 million in costs.
Because of a serious drought, the State
of California calls for a 25 percent reduction in water usage, and we dutifully
comply. How does this impact the utilitys costs and revenues?
The utility will save 25 percent or
$75,000 of its variable costs (the
$300,000 is reduced to $225,000) causing its total costs to fall from $1 million to
$925,000 (note: the $700,000 of fixed
costs is still incurred).
On the revenue side, the utility will
lose 25 percent or $175,000 of its usage
charge revenues (the $700,000 will drop
to $525,000) causing total revenues to fall
from $1 million to $825,000.
Heres the problem. The water utility
foolishly tells its customers that it must
raise rates by $100,000 or 12 percent because it is not recovering its costs at the
reduced level of sales (i.e., $825,000 in
revenues is insufficient to pay $925,000
in costs). Even worse, this message is
normally delivered during a rate case,
which involves proposed cost increases

totally unrelated to the drought. No wonder customers become outraged when

higher rates are proposed after they have
reduced their water consumption! Many
people actually believe that they are being
asked to pay more, while receiving less
water. While this reaction to the utilitys
message is perfectly understandable, it is
also 100 percent wrong.
Water utilities should be telling customers that their conservation efforts
have generated $75,000 in savings ($1
million vs. $925,000) that is being passed
back to customers even after the rates are
adjusted for the lower sales. Assuming
the utility serves 10,000 customers, the
average bill in this example will drop
from $100 per customer to $92.50
($925,000 divided by 10,000 customers).
However, most customers dont receive an average bill, and water utilities should focus their communications
on the impacts of water conservation on
the individual customer. If the utilitys
usage charge is $3/Ccf, the customers
bill is reduced by $3 for every unit of
water that is not purchased. Those who
conserve the most water are rewarded
with the greatest savings. Where the reduction in water usage is accomplished
by using water more efficiently (e.g., by
eliminating excessive landscape irrigation or by replacing inefficient appliances), those savings are achieved
without any negative impact to the customers lifestyle.
If I have communicated well enough,
you now understand that conserving
water is not only the right thing to do,
whether or not we are experiencing a
drought, but that conservation also provides economic benefits to customers as
well.

McDonalds celebrate 70 years of marriage, share their story

t would probably be
an exaggeration to
say it was love at
first sight, but it was pretty
close to it, Lee McDonald
says of the first time he laid
eyes on his wife Claire.
The McDonalds, who celebrated their
70th anniversary last weekend, took
time Tuesday to talk to the COURIER
about their lasting love and a shared life
spent mainly in the City of Trees.
In January of 1944 Mr. McDonald
paid his first visit to Pomona College, at
the request of a former high school
classmate from back home in Oregon.
Lois had an ulterior motive in inviting
Leethen 19, in training with the Army
Air Corps and stationed at the Santa
Ana Army Air Baseto visit the Claremont school. He was tall, and she had
hopes he might hit it off with a statuesque friend named Shirley Jane.
Sparks failed to fly between Lee and
Shirley. He did, however, notice another
girl who lived across the hall from Lois.
Heres someone Id like to meet, Lee
said to Claire, 17, by way of introduction.
Claire thought the visitor was attractive, an impression that was strengthened when he joined the ladies for
breakfast the following morning. It
was his personality, she explained. He
entertained all of us, telling stories.
The future Mrs. McDonald, who was
511 herself, didnt want to step on
Shirley Janes right of first refusal, but
she had some choice words for Lee.
Next time you come, bring a tall man
like you, she suggested.
Mr. McDonald soon returned to the
school, this time bringing along a fellow
soldier to meet Claire. His buddy, however, didnt meet the height requirement. Besides, it was Lee who was
smitten with the Pomona College student. I told her, I have canvassed the
20,000 cadets presently at Santa Ana
Army Air Base and I didnt find anyone
taller than me, he said.
By Mr. McDonalds third visit, Claire
agreed to give him a chance rather than
waiting for another tall candidate.
They walked all over Claremont talking. Clearly, they had a ton to say to
each other, their daughter Alison
shared.
They began exchanging a flurry of
letters and in one of his missives, Lee
asked if he could visit her at her family
home in Palos Verdes. He hitchhiked
there and managed to make a good impression on both Claire and her family.
I laughed at his jokes. That was one of
the things he liked, Mrs. McDonald
said.
It didnt take long before the pair decided to get married. First, however,
they had to wait for the war to end. Mr.
McDonald was being groomed to be copilot in a B-24 bomber. He had asked to
be stationed in Tulare, as it was the closest base to Los Angeles and Claire.

13 hours of flight training, it was time to

make a solo flight. If the flight was unsuccessful, he would be discharged
from the Army Air Corps and assigned
to the army infantry. Everyone was
gripped by the fear of washing out.
At Tulares Rankin Field, Mr. McDonald was under the tutelage of a
civilian with the last name Zirhan who
was caustic but with a heart of gold.
He was getting close to his 13 hours
when Zirhan suggested they fly to an
airstrip along Highway 99. Mr. McDonald took the controls and made a subpar landing.

I dont care if you kill yourself, but

youre not going to kill me, Zirhan said
before adjourning to get a cup of coffee.
Lee got back up in the air and made a
beautiful landing. It was the luck of the
innocent, Mr. McDonald said. He
looked over and saw Zirhan in the window of the coffee shop, giving him the
thumbs up.
Mr. McDonald expected to be deployed as a pilot in Japan. In August of
1945, however, the United States
dropped atomic bombs on the cities of
Hiroshima and Nagasaki. Japans surrender was formally signed on September 2, bringing an end to the war.
In November of 1945, Lee became a
free man. He and Claire were wed at a
Redondo Beach church on August 17,
1946. He was 21 and she was 19.
Then it was time for Mr. McDonald,
who had attended one year at the University of Oregon, to pick up his education. Without the GI bill, I would
surely not be able to go as far as I did,
he said.

Alison McDonald shares a memory of

growing up in Claremont during her
parents anniversary party.

He was a bit of a smart aleck when he

penned a letter saying why he wanted to
go to Pomona College. I said, My
wife goes to Pomona College and she
wont leave.
After Mr. McDonald graduated from
Pomona with a degree in political science, he headed for UCLA to pursue his
masters degree. While there, he and his
bride welcomed their first child, a
daughter named Mary.
Upon graduation, Mr. McDonald was
offered a fellowship at Harvard University. They headed for Cambridge, where
their family grew with the addition of
another daughter, Alison.
Once he finished his PhD, Mr. McDonald was in the market for a teaching
position when he got a call from
Pomona College offering him a oneyear job as a replacement for a professor. It was pure joy, Mrs. McDonald
said of their return to California. The
weather was nice.
The next year, another member of the
government department became assistant dean at the then Claremont Graduate School and Lee was asked to replace

him. Eventually, he found himself on the tenure track.

The family settled in Claremont and welcomed four
more children, Julie, Devon, Tom and Paul. Tragedy
touched the family in 1957 when Devon died at age 2
during a flu epidemic. Their daughter Julie would later
die of ovarian cancer at age 42 and they lost their son
Tom to colon cancer at age 51.
Most of the time, however, life was a pleasure.
Mr. and Mrs. McDonald enjoyed an active social
life, which included membership in a singing group as
well as gatherings with a circle of politically minded
friends. These included Democratic Club stalwarts
like Leonard and Helen Jean Munter, Steve and Connie Zetterberg and late COURIER publisher Martin
Weinberger and his wife Janis. Mrs. McDonald eventually got involved in politics herself, serving a dozen
years, 1970 to 1982, on the Claremont City Council.
She ran for congress in 1984.
Lee and Claire were also part of a play-reading
group that convened for 35 years. Once, when Mrs.
McDonald revealed she was expecting her youngest, a
certain member of the play-reading group confronted
her, asking Claire how she dared to add to her already
sizeable brood. She was doing nothing to help overpopulation.
Claire had a quick answer: I said our kids are
going to solve the worlds problems.
One of the McDonalds happiest memories is a
years sabbatical when they lived in Athens. When a
delegation of Pomona College students and faculty arrived in Greece, Lee and Claire joined them as they
toured the country.

Why mulch?

12

by Sue Schenk

here there are plants, there is

mulch. Leaves, flowers and
stems die and fall off trees,
shrubs and perennials, and whole dead
bodies of annuals cover a lot of ground in
natural areas.
This natural mulch decomposes, returning nutrients
to the soil and also cools the soil and helps to slow
down evaporation from the ground. It may also harbor
pests and diseases, but thats all part of a natural
ecosystem.
Our gardens, however, are not natural ecosystems so
why mulch? Along with slowing soil water loss, mulch
can help control weeds; it can make the garden look
more uniform; it can reduce the amount of mud
splashed on plants when you water; it can prevent a
crust developing on bare soil.
Here are some pros and cons of a variety of
mulching methods:
Living mulch: Covering the ground with plants cools
the soil and slows evaporation from the ground and
from any drip irrigation that it grows over. Of course,
the plants require water so its a good idea to choose
varities with low to moderate water requirements. Any
leaves the plants drop will sift down to the ground and
decompose, adding back their nitrogen and other nutrients. Dense planting adds to the lush look of the landscape but may take a while to grow in, and may take
some maintenance. Once established, the plants tend to
shade out and out-compete weeds.
Leaves: Oak leaves, pine needles, elm leaves, etc.
are free and add back nutrients as they break down. But
just like in nature, they can support pests and diseases.
Never use leaves from plants that have problems. Pine
needles tend to make the soil a bit more acidic so are
good for azaleas and camellias. Shredding helps them

Demystifying
SUSTAINABILITY
break down faster.
Plastic: This is cheap and certainly prevents water
loss. It can absorb heat that helps crops to mature. But
it also provides a damp, snug home for pests and diseases to develop. It can cut off air to the roots and raise
ground temperatures enough to kill good soil organisms as well as surface roots. It generally isnt very attractive and will eventually decompose into shreds.
Gravel, stones, tumbled glass: These are permeable
to air and water and easy to use. However, in sunny
areas they can absorb a lot of heat during the day and
re-emit it at night, greatly increasing local temperatures. They can reflect light, heating nearby areas and
making it hard for some plants to grow. They tend to
migrate unless contained with some sort of edging and
can be hard to get rid of if you decide you dont want
them. Weeds can grow through them unless you put
weed cloth or newspaper under them, and they can be
difficult to keep clean. They dont add any nutrients to
the soil but also are less likely to support pests and diseases. Also, too much gravel makes a garden look
bleak.
Bark and wood: Shredded bark, bark nuggets, coconut fiber and wood chips are all easy to find and use.
They come in many textures and colors, some natural
and some dyed. Local cities give away free mulch and
compost (check the Sustainable Claremont website for

dates). These mulches do a good job of slowing evaporation from the soil and make garden beds look tidy.
Dark ones can absorb lots of heat; light ones can reflect
too much heat to nearby plants. All of them will decompose eventually and need replacement. Wood chips
tend to remove nitrogen as they break down. Some of
these mulches can pack down and interfere with air
movement into the soil. Putting weed cloth or newspaper down first will help prevent weeds growing up
through them. Even so, weeds may still grow. These
mulches are absorbent so they can reduce the amount
of overhead water roots receive, especially if the layer
is too deep. On the other hand, too thin a layer wont
do the job; 3 to 4 inches deep is usually sufficient. The
soil should be wet as far down as youd like it to be before you spread the mulch. Avoid creating a mulch
volcano around tree trunks or shrub stemsthe bark
is meant to be open to the air. If you want to add new
mulch, remove some of the old so the resulting layer
isnt too thick. Keep an eye out for pests and diseases.
No choice is perfect or totally maintenance-free, but
the benefits of mulch for your garden and your water
bill can be great. Whatever you use, be sure water is
getting to the root zone and that the bases of trees and
shrubs are kept clear to prevent physical damage and
fungal diseases. And do consider leaving some areas of
bare, unwatered soil in the garden to provide home for
our native ground-nesting bees!
For info on this and other gardening subjects, take a
look at the Garden Club pages on the Sustainable
Claremont website. You can send questions to gardenclub@sustainableclaremont.org. The SC calendar lists
Garden Club meetings.

of smell and hearing, Becker began writing songs as a means of making the most

Some Crust Bakerys breakfast slider is a customer-is-always-right kinda

deal, with more than 30 possible variations, all listed on a refreshingly simple
self-service paper ticket. With all the
moving parts, my thinking has been
and its generally rung truethat a chef
trying to be all things to all people will
create something that pleases no one. But
Some Crusts sliders have proven me
wrong, over and over again.
My go-to is an egg slider on sourdough with smoked turkey, avocado,
mushrooms, zucchini, red onion, swiss
cheese and mayo. It usually takes about
10 minutes and when it arrives it is a
wonderfully gooey, melty, magically
tasty wonderland of savory goodness. Its
the best breakfast sandwich Ive ever had
and its awesome!

Mr. Shearer said the change at the fair

I also think that when we lost the influence [the late Pomona-born artist,

community at large lost something, because there wasnt somebody who was

Those principles and values kind of faded
away, because there really wasnt a cheerleader who was driving it and looking at
it from a curatorial standpoint.
The duo has received some cooperation from fair officials in mounting the
show, which leaves them hopeful.
I think theyve really embraced it,
Mr. Shearer said. And I think the fair has
retained some of the values, but really the
bottom line has become paramount.
In the end, the exhibit is a showcase,
Mr. Shearer said. Theres just this incredible history of the fair. It was this
kind of very unique cultural event that
happened in the middle of nowhere. It
was a good outlet to expose people to
things that were going on locally, but
also to expose them to things that were
going on internationally in terms of art
and culture.

Evaluate vegetation before

school resumes
Community improvement staff reminds residents to help protect pedestrians, bicyclists and
motorists by maintaining landscape in parkways
(areas between the sidewalk and the street), and
areas near intersections and driveways, so that it
does do not create a sight obstruction.
With schools resuming soon, the city managers
office reminds residents that it is a good time to
evaluate plantings and sight obstructions at residences, particularly along common routes to
Claremont schools.
Claremont Municipal Code prohibits any plant
material in the parkway to be 36 inches above the
sidewalk level. The maintenance of these bushes

OUR TOWN
is the duty of private property owners, with the exception of city trees. Residents are also required to
maintain vegetation so that it does not encroach
onto public sidewalks and streets.
Private trees are also required to be maintained
by property owners to a minimum overhead clearance of seven feet above public sidewalks and 13
feet above public streets and alleys at all times.
For more information, contact the community
improvement office at (909) 399-5467.

Footloose brings toe-tapping fun to the Candlelight

here is a sense of silliness that comes when you

think of the film Footloose. The 1984 movie
starring Kevin Bacon as a teen whos just gotta
danceis linked inextricably with the 80s, a time
where fashion leaned to the extravagant (tight jeans,
skinny ties and spiked hair, anyone?) and movies ran a
bit melodramatic.
Still, the story of a newcomer who turns a closedminded community on its head holds up surprisingly
well in a stage production. The musical is playing at Candlelight Pavilion through August 27.
The musicals success is due in large part to a crowdpleasing score, delivered by a talented cast and accompanied by lively choreography.
There are 80s classics like Holding Out for a Hero,
Almost Paradise and Footloose, plus original tunes
like Dancing is Not a Crime and Somebodys Eyes,
which helped the musical garner a Tony Award.
Footloose, which made its Broadway debut in 1998,
is also enjoyable because it features timeless themes:
fractured families, misunderstood youth, young love and
the struggle of an authority figure who questions his decisions even as he lays down the law.
Andrew Russell makes his first Candlelight appearance in the role of Ren McCormack, a teen who, in the
wake of his fathers abandonment, moves with his mom
Ethel from Chicago to the small farm town of Bomont,
Georgia. His aunt and uncle have generously offered a
place to stay while they rebuild their lives. For Ren, however, who encounters serious culture shock in the hick
town, its easier said than done.
By mere virtue of being an outsider, he is viewed as a
troublemaker by his school principal, by the local Reverend, Shaw Moorewho holds considerable political

Ren McCormack, played by Andrew Russell,

teaches his friend Willard Hewitt (Spenser Micetich)
how to dance in the Candlelight Pavilion's production of Footloose

sway over the townand by the citizenry at large. His

hot-stepping, rock n roll-loving ways dont help because, in moving to Bomont, he has stepped back in time.
Rock music and dancing are banned by Rev. Moore,
played by Jason Webb. If you dare to flout the edictor
to be different or dare to dreamyou quickly realize that
Somebodys Eyes are watching you.
At the same time Ren is called to a heros journey, as
one young man working to overturn an entire city culture, we learn more about why the reverend is so against
any kind of revelry. He and his wife Vi (Jennifer Webb)
had a son who died, along with three of his peers, in a
horrific car accident as they returned, inebriated, from a
dance.
Both Webbs are affecting as parents who must deal
with another child who is alive and hurting while mourning another and need to heal a marriage fractured by pain.

Their daughter Ariel, played by Candlelight first-timer

Emily Martin, is grieving the loss of her brother and chafing against the restrictions of her conservative town.
Convinced her father cant see her for who she is, she is
eager to wear red cowboy boots, dance, date and express
her pain, even if her screams are muffled by the sound of
a passing train.
Ren and Ariel become romantically involved, a situation that doesnt make her boyfriend, local rough-neck
Chuck Cranston (Michael Skrzek) happy, but the couple
are bonded by their misfit status and desire for freedom.
Every drama benefits from its light moments and these
come courtesy of Rens interactions with an overallwearing farm boy named Willard Hewitt (Spenser
Micetich).
Willard isnt the sharpest crayon in the box, but hes
loyal and decent. He sees it as unfair that Ren isnt being
given a chance, and ultimately joins his big-city pal in
working to organize a dance at the local high school.
The scene where Ren teaches Willard, stiff and devoid
of rhythm, how to dance, set to Deniece Williams delightful 1984 hit Lets Hear It for the Boy is an audience favorite. Also popular with the crowd is the dinner
theaters menu, which includes a choice of slow-roasted
tri tip, herb marinated grilled chicken breast, marinated
mahi-mahi fillet or vegetarian farfalle pasta.
Tickets for Footloose, which are limited in availability, start at $58 for a matinee. For information, visit candlelightpavilion.com or call (909) 626-1254, ext. 1.
The Candlelight Pavilions season continues with performances of La Cauge aux Folles September 2 through
October 8 and Sister Act on October 14 through November 19.

SECTION 5102 OF THE FINANCIAL CODE AND
AUTHORIZED TO DO BUSINESS IN THIS STATE:
All right, title, and interest conveyed to and now held by
the trustee in the hereinafter described property under and
pursuant to a Deed of Trust described as: More fully described in said Deed of Trust. Street Address or other common designation of real property: 1818 West Riverside
Drive, Burbank, CA 91506 A.P.N.: 2443-023-009 The
undersigned Trustee disclaims any liability for any incorrectness of the Street Address or other common designation, if any, shown above. The sale will be made, but
without covenant or warranty, expressed or implied, regarding title, possession, or encumbrances, to pay the remaining principal sum of the note(s) secured by the Deed
of Trust. The total amount of the unpaid balance of the
obligation secured by the property to be sold and reasonable estimated costs, expenses and advances at the
time of the initial publication of the Notice of Sale is: $
1,613,491.46. If the Trustee is unable to convey title
for any reason, the successful bidders sole and exclusive remedy shall be the return of monies paid to
the Trustee, and the successful bidder shall have no
further recourse. The beneficiary of the Deed of Trust
has executed and delivered to the undersigned a written
request to commence foreclosure, and the undersigned
caused a Notice of Default and Election to Sell to be
recorded in the county where the real property is located. NOTICE TO POTENTIAL BIDDERS: If you are
considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee
auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does
not automatically entitle you to free and clear ownership
of the property. You should also be aware that the lien
being auctioned off may be a junior lien. If you are the
highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being
auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this
property by contacting the county recorders office or a
title insurance company, either of which may charge you
a fee for this information. If you consult either of these
resources, you should be aware that the same lender may
hold more than one mortgage or deed of trust on this property. NOTICE OF TRUSTEE'S SALE Note: Because
the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale
the opening bid may be less than the total debt NOTICE
TO PROPERTY OWNER: The sale date shown on this
notice of sale may be postponed one or more times by
the mortgagee, beneficiary, trustee, or a court, pursuant
to Section 2924g of the California Civil Code. The law
requires that information about trustee sale postponements
be made available to you and to the public, as a courtesy
to those not present at the sale. If you wish to learn whether
your sale date has been postponed, and, if applicable, the
rescheduled time and date for the sale of this property,
you may call (866)-960-8299 or visit this Internet Web
site http://www.altisource.com/MortgageServices/Defaul

about postponements that are very short in duration or

INGS AND LOAN ASSOCIATION, A SAVINGS

ASSOCIATION OR SAVINGS BANK SPECIFIED IN
SECTION 5102 OF THE FINANCIAL CODE AND
AUTHORIZED TO DO BUSINESS IN THIS STATE:
All right, title, and interest conveyed to and now held by
the trustee in the hereinafter described property under and
pursuant to a Deed of Trust described as: More fully described in said Deed of Trust. Street Address or other common designation of real property: 3523 Dixie Canyon
Place, Los Angeles, CA 91423 A.P.N.: 2386-031-012
The undersigned Trustee disclaims any liability for any
incorrectness of the street address or other common designation, if any, shown above. The sale will be made, but
without covenant or warranty, expressed or implied, regarding title, possession, or encumbrances, to pay the remaining principal sum of the note(s) secured by the Deed
of Trust. The total amount of the unpaid balance of the
obligation secured by the property to be sold and reasonable estimated costs, expenses and advances at the
time of the initial publication of the Notice of Sale is: $
1,596,171.30.
