Depressing suggestion
Dear Editor:
There have been recent comments about
depressing Indian Hill Boulevard under the
tracks of the current Metrolink and the proposed Gold Line. For environmental, heritage
and economic reasons it is ludicrous to depress Indian Hill to accommodate the motorists who choose to drive through the Village on their way to other destinations.
The proposed depression would begin at
about Harrison Avenue and end near Arrow
Highway. The depressed road would need a
clearance of more than 16 feet at the trackcrossing area and would gradually rise on the
north and south sides.
This project would cut off access to storefronts on Indian Hill Boulevard. It also
would dead end First Street, Second Street,
Spring Street and Bonita Avenue at Indian
Hill on both sides. It would destroy the carefully enhanced and very walkable Village
environment.
Vineyard Avenue at Holt Boulevard in Ontario and Monte Vista in Upland/Montclair
from Arrow Route to Arrow Highway are examples of similar projects, although both
streets are wider than Indian Hill. They were
massive construction projects. New drainage
construction, additional support for four
sets of railsthe engineering and construction is enormous and Claremont residents
would have to pay extra for it.
This enlarged concrete channel running
through the middle of the Village would be
more of a division and an eyesore than a
bridge at the tracks would be, which is not
recommended either.
There will be economic costs including
disruption of stores and business activities
for several years to accommodate a construction schedule. The project would rely
on a vote to increase our local taxes (probably more than $30 million in bonds in ad-

Dear Editor:
As school begins again this month, I have
a suggestion for parents driving their children
to school. Dont go all the way.
At El Roble Intermediate School, near my
home, I observe long lines of cars on
Mountain Avenue coming down from
Foothill and up from Bonita waiting to get
into the school parking lot or looking for a
spot to pull in on the street beside the school.
There are also children walking and just a
few cars parked a couple blocks away. Why
not let your child off near the school, say
three blocks away, rather than go all the way
to the school door?
Having your child walk that short distance
has several benefits: it gives the child a little exercise before school, improving mental alertness; it reduces waiting time and traffic at the school; and the child may actually learn to enjoy walking with its slower pace,
direct contact with nature and interactions
with others on their way to school.
For elementary school students, why not
park a few blocks away and walk with your
child the rest of the way? It would be a great
opportunity to chat with your son or daughter and to experience the pleasures of walking. It just means leaving home a few minutes earlier. So parents, drive your child near
your school...and then walk.

A past life
Dear Editor:
I very much enjoyed John Pixleys article [COURIER, August 5] and agreed with
his main point about seeing life through other eyes when we travel. I also think that traveling Highway 395 is a special experience.
I wish, however, that you had mentioned
a stop at Manzanar (near Independence), the
internment camp where the US government
held Japanese-Americans as prisoners, stripping them of their constitutional and legal
rights. Most of the people held at Manzanar
came from southern CaliforniaI have
known some of them from when I served
First Presbyterian Church of Altadena some
years back.
The spirit and resourcefulness of these
people shines through when one visits
Manzanar, which has an excellent, museumquality display. The bleakness and often
hopelessness of the situation our own American citizens lived through is also very evident, especially when you drive around the
grounds of this Owens Valley site.
Given todays political climate of fear and
division, it is time to remember what we did
to our own American citizens out of fear in
the past. It is time to remember and not repeat what we did when we labeled groups
as differentjust because of their faith or
their cultural and ethnic heritage.

Replacing pipes, Mr. Burg said, is like painting
the Golden Gate Bridge.
If you dont replace them, youll be at a point
where youll reach a crisis, he said.
After weeks of heated back-and-forth accusations
between the two sides, it will all come down to
Judge Fruin to determine if Claremont has the right
to take over the water system.
Mr. MacVey refrained from making a prediction
on the cases outcome, but remains confident. We
put out a really good case, he said.

Tuesday, August 9
A possible prowler spooked a Claremont resident during the early morning
hours of August 9. The homeowner,
who lives on the 800 block of Harvard
Avenue, was getting ready for work
around 4:30 a.m. when he heard footsteps walking down his driveway and
near his kitchen window, Lt. Mike
Ciszek of the Claremont Police Department said. As the homeowner walked
toward the rear yard, he heard a mans
voice say hey several times from the
yard. The homeowner shouted at the
voice from his house, and he heard the
prowler flee on foot. There is no suspect description. Anyone with information is urged to contact the Claremont

Police are looking for two women
and one man who stole more than
$1600 worth of baby formula from
Stater Bros. The theft happened between around 4 p.m., when the thieves
entered the supermarket, loaded up a
shopping cart with the formula and left.
One suspect has been described as a
30-year-old Caucasian woman with red
hair, 5 feet, 5 inches tall and weighing
140 pounds; another suspect was described as a 30-year-old Hispanic
woman with black hair, about 5 feet, 8
inches tall and weighing 180 pounds;
the third suspect was described as a 40year-old Caucasian man, 6 feet, 4
inches tall, weighing 240 pounds and

Wednesday, August 10
Approximately $20,000 in jewelry
was stolen from a home on the 500
block of Ridgefield Drive. The two burglars broke into the home around 12:38
p.m. by shattering and unlocking a
bathroom window, according to Lt.
Ciszek. The thieves then rummaged
through the house, breaking open
locked bedroom doors and ransacking
the master bedroom and office. They
eventually made off with the jewelry.
Surveillance footage from the house
captured the two suspects. One of them
is a Hispanic male, around 20 years old,
5 feet, 10 inches tall and weighs 180
pounds with brown hair. The second
suspect is described as a 19-year-old
Hispanic male, 5 feet, 11 inches tall and
weighing 175 pounds with brown hair.

Friday, August 12
An El Monte man is in custody following a bizarre break-in on the 100
block of South Indian Hill Boulevard.
Albert Villalba, 68, reportedly knocked
on the front door of an apartment belonging to a woman in her 80s around
3:30 in the morning. When she didnt
answer, he climbed onto the victims
third-floor balcony, cut the bedroom
window screen and entered the apartment. He then allegedly told the victim
to call the police because he thought

A Claremont teenager was arrested
after brandishing a knife and vandalizing another persons car. Jurandy Vega,
18, was taken into custody around 5
p.m. on the 600 block of Carleton
Drive after he allegedly threatened the
victim with a folding knife after a verbal argument, according to Lt. Ciszek.
Mr. Vega next slashed three tires and
kicked and punched the front and rear
lights of a car belonging to the victim.
Mr. Vega then left but was apprehended
on San Jose Avenue a short time later.
He was arrested for threatening assault
with a deadly weapon and vandalism.

Police are looking for five men who
stole a mans bike on Mt. Baldy Road
Monday evening. The theft occurred
around 9 p.m., when the victim was
waiting for a friend to pick him up between Fergus Falls and Flat River. Five
men in a silver 2012 Honda Civic then
approached the victim and asked him if
he was a gang member, Lt. Ciszek said.
They then reached for his bike and
backpack and, when the victim resisted,
they threw beer cans at him. The men
stole the bike and backpack and took
off, but the bike was found ditched near
Bonita and Cambridge Avenues. The
stolen backpack contained art supplies.
There was no suspect information
available, pending an investigation.

Democratic headquarters
kick-off party next week
The Inland Communities Democratic Headquarters will have a campaign kick-off party on Saturday, August 27 from 4 to 6 p.m., with elected
officials, candidates and party leaders on hand at its
Pomona office.
Congressmember Norma Torres, Assemblymember Chris Holden, California senate candidate Anthony Portantino, assembly candidate Gregg
Fritchle, LA County Assessor Jeff Prang, Claremont Mayor Sam Pedroza, Pomona Mayor Elliott
Rothman and several candidates for judge of the
superior court will speak at the event.
The ICDHQ offices, at 3115 N. Garey Ave.,
Pomona, in the Grove shopping center on Garey
and Foothill, are now open Wednesday, Thursday
and Saturday from 3 to 6 p.m. Yard signs, t-shirts,
bumper stickers and buttons are available.

options, including live music. It is wonderful that the
train station plays a part in all this and that more trains
will be stopping here, with the Gold Line coming
through from Pasadena, expanding the public transportation opportunities even more. We can be very
proud of that. In recent years, Claremont has been listed and praised in travel and lifestyle publications like
Sunset magazine.
But it also means that there are changes. Some of
these changes arent easy, with Claremont and the Village now not so quiet. For one thing, there are all those
train horns. I hear them at my house several blocks
away, south of Arrow Highway, including at 5-something in the morning. And when I am near the tracks in
the Village, Im sometimes shocked and irkedactually upset and angryby how loud the train whistles are.
Do they really have to be so loud?
It turns out that the whistles really are louder than
they were before but, hopefully, they wont be so loud
later this year. Metrolink began using a different engine, with a higher-decibel five-chime horn as opposed to the standard three-chime horn, after a fatal
2015 crash in Oxnard. Due to complaints about the
loudness, Metrolink is phasing out the engines starting
in September on the San Bernardino Line.
Even so, with echoes of the previous negotiations
and the special below-grade accommodations made
with the 210 freeway through Claremont, a committee
has been formed to see if Claremont can be a quiet
zone, with minimal noise from train whistles. The
committee will assess how this can be done in a safe
way and in a timely and fiscally-responsible manner.
Last month, the city council appointed the committee,
comprised of three members of the citys traffic and
transportation commission, who will work directly
with city staff.
Mayor Sam Pedroza and City Manager Tony Ramos
are also traveling to Washington, DC in September to
work with the federal railway authority as it is currently
reviewing its train horn rule. The chair of the traffic and
transportation commission, Chuck Gerlach, made it
clear that this and the new committee are very much in
line with Claremonts approach and style when he told
the city council, Youve seen other communities be in
a reactive state, but Claremonts a leader. We ought to
be proactive.
One can argue that the city council was being very
proactive a couple weeks later when it voted 4-1 to
quash plans for a railway bridge over Indian Hill
Boulevard, as had been proposed with the Gold Line
bringing more trains coming through Claremont. Some
are saying that decision was too proactive.
Such an action may have seemed like a no-brainer.
When the proposal came out earlier this year, the general consensus was that this was a terrible idea. More
than that, it was crazy and the decsion didnt make
sense at all. It was unimaginable. It would be unsightly,
a blight on the Village, and it would divide the town,
far more than the tracks ever have. There was considerable grumbling when Mayor Pedroza said that process
should be followed, steps should be taken and the proposal should be considered.
Apparently, the process has been followed and the
steps have been taken. Or at least most of the council
thinks so. By their vote, it concluded that the bridge is
indeed a bad idea and rejected it as wrong for Claremont.
But was the process followed? Were all the steps
taken? Some are now saying that the council was too
hasty in its vote, and was too quick to shelve the bridge
proposal. They point out that the decision doesnt have
to be made until February and are wondering why the
council was in a rush to have the vote before the council took August off for its summer recess.
The concern now is that with all the additional trains
coming through Claremont and the crossing gates at
Indian Hill Boulevard going down so many more
timesnot to mention even more horns blasting (or
maybe not?)traffic in the Village will be held up
much more and will be more of a challenge, to say the
least. This is why Councilman Joe Lyons cast the lone
dissenting vote. Not that he liked the bridge idea, he
just wanted to take more timetime that is available
to explore options.
Both the councils hasty vote to reject the bridge outright and Mr. Lyons wish to explore all the options are
so Claremont. Its enough to lead one to ask, who do
we think we are in Claremont?
Apparently, we think we can get just what we want.
We dont just think that, we are used to getting what we
want. We are used to getting special treatment and to
feeling special.
Perhaps I shouldnt be surprised that it was suggested in these pages that Indian Hill Boulevard be revamped to go under the railroad tracks in the Village.
In Claremont, such an idea isnt necessarily a joke
not any more and perhaps a bit less sothan a railway
bridge in the Village.

How did it happen that, over these
many election years, our schools infrastructure has become so decrepit that $58
million is now required to save the educational experience?
Why were our yearly property taxes,
dutifully paid, not used to keep infrastructure maintenance and rational replacement cycles to forestall a $58
million recovery demand?
What are the itemized details of $58
million of catch-up costs to assess the belief that priorities are being assigned, cost
reports are meaningful and reserves are
conceivable?
Have local contractors given substance
validation to the school boards $58 million of desires and estimates?
What is the itemized timeline for the
$58 million recovery, repair and reconstruction activities?
What are the risks to the educational
process if timeline and $58 million cost
projections are in error?
Why is the $58 million bond thrust as
an all-at-once endeavor and not proposed
as multi-year offerings with interim results assessed against interim objectives?

Dear Editor:
I was both honored and proud to be included in the article from the new
COURIER Almanac, Claremonts music
scene through the decades.
Mick Rhodes did a wonderful job of
linking the towns various musical personalities and their music, by starting
with the opening of the Folk Music Center in 1958 and leading up to the present
time. We have a deep musical history in
Claremont and this piece gives the reader
an exceptional overview.
After almost six decades, the Folk
Music Center, founded by Charles and
Dorothy Chase, still has a great affect on

any of our current five foreign wars or
cutting the military budget to European

Conservation costs
Dear Editor:
There is a widespread misconception
that we are being punished, rather than rewarded, for conserving water. If you
think about it, this is counterintuitive because it costs the utility less to deliver less
water.
Since water rates are cost-based, these
savings are passed back to customers. So
why do we feel we are being punished for
conserving water? I blame water utilities
for being poor communicators.
Let me try to convince you with this
simple example that shows that conservation lowers water bills even after
rates are adjusted for the reduced sales.
Suppose the utilitys pre-drought cost
of providing water service is $1 million.
Most of a utilitys costs are fixed (about
70 percent) and do not vary with sales
levels. This means that the $1 million in
costs consists of 70 percent or $700,000
t would probably be

close to it, Lee McDonald
says of the first time he laid
eyes on his wife Claire.
The McDonalds, who celebrated their
70th anniversary last weekend, took
time Tuesday to talk to the COURIER
about their lasting love and a shared life
spent mainly in the City of Trees.
In January of 1944 Mr. McDonald
paid his first visit to Pomona College, at
the request of a former high school
classmate from back home in Oregon.
Lois had an ulterior motive in inviting
Leethen 19, in training with the Army
Air Corps and stationed at the Santa
Ana Army Air Baseto visit the Claremont school. He was tall, and she had
hopes he might hit it off with a statuesque friend named Shirley Jane.
Sparks failed to fly between Lee and
Shirley. He did, however, notice another
girl who lived across the hall from Lois.
Heres someone Id like to meet, Lee
said to Claire, 17, by way of introduction.
Claire thought the visitor was attractive, an impression that was strengthened when he joined the ladies for
breakfast the following morning. It
was his personality, she explained. He
entertained all of us, telling stories.
The future Mrs. McDonald, who was
511 herself, didnt want to step on
Shirley Janes right of first refusal, but
she had some choice words for Lee.
Next time you come, bring a tall man
like you, she suggested.
Mr. McDonald soon returned to the
school, this time bringing along a fellow
soldier to meet Claire. His buddy, however, didnt meet the height requirement. Besides, it was Lee who was
smitten with the Pomona College student. I told her, I have canvassed the
20,000 cadets presently at Santa Ana
Army Air Base and I didnt find anyone
taller than me, he said.
By Mr. McDonalds third visit, Claire
agreed to give him a chance rather than
waiting for another tall candidate.
They walked all over Claremont talking. Clearly, they had a ton to say to
each other, their daughter Alison
shared.
They began exchanging a flurry of
letters and in one of his missives, Lee
asked if he could visit her at her family
home in Palos Verdes. He hitchhiked
there and managed to make a good impression on both Claire and her family.
I laughed at his jokes. That was one of
the things he liked, Mrs. McDonald
said.
It didnt take long before the pair decided to get married. First, however,
they had to wait for the war to end. Mr.
McDonald was being groomed to be copilot in a B-24 bomber. He had asked to
be stationed in Tulare, as it was the closest base to Los Angeles and Claire.
Once a fledgling pilot had undertaken
Claire and Lee McDonald were featured in the COURIER Almanac in July 1995.

very lucky to be happy together as we are. I cant
imagine doing it without liking each other, Mrs. McDonald said.

SUSTAINABILITY
break down faster.
Plastic: This is cheap and certainly prevents water
loss. It can absorb heat that helps crops to mature. But
it also provides a damp, snug home for pests and diseases to develop. It can cut off air to the roots and raise
ground temperatures enough to kill good soil organisms as well as surface roots. It generally isnt very attractive and will eventually decompose into shreds.
Gravel, stones, tumbled glass: These are permeable
to air and water and easy to use. However, in sunny
areas they can absorb a lot of heat during the day and
re-emit it at night, greatly increasing local temperatures. They can reflect light, heating nearby areas and
making it hard for some plants to grow. They tend to
migrate unless contained with some sort of edging and
can be hard to get rid of if you decide you dont want
them. Weeds can grow through them unless you put
weed cloth or newspaper under them, and they can be
difficult to keep clean. They dont add any nutrients to
the soil but also are less likely to support pests and diseases. Also, too much gravel makes a garden look
bleak.
Bark and wood: Shredded bark, bark nuggets, coconut fiber and wood chips are all easy to find and use.
They come in many textures and colors, some natural
and some dyed. Local cities give away free mulch and
compost (check the Sustainable Claremont website for
dates). These mulches do a good job of slowing evaporation from the soil and make garden beds look tidy.
Dark ones can absorb lots of heat; light ones can reflect
too much heat to nearby plants. All of them will decompose eventually and need replacement. Wood chips
tend to remove nitrogen as they break down. Some of
these mulches can pack down and interfere with air
movement into the soil. Putting weed cloth or newspaper down first will help prevent weeds growing up
through them. Even so, weeds may still grow. These
mulches are absorbent so they can reduce the amount
of overhead water roots receive, especially if the layer
is too deep. On the other hand, too thin a layer wont
do the job; 3 to 4 inches deep is usually sufficient. The
soil should be wet as far down as youd like it to be before you spread the mulch. Avoid creating a mulch
volcano around tree trunks or shrub stemsthe bark
is meant to be open to the air. If you want to add new
mulch, remove some of the old so the resulting layer
isnt too thick. Keep an eye out for pests and diseases.
No choice is perfect or totally maintenance-free, but
the benefits of mulch for your garden and your water
bill can be great. Whatever you use, be sure water is
getting to the root zone and that the bases of trees and
shrubs are kept clear to prevent physical damage and
fungal diseases. And do consider leaving some areas of
bare, unwatered soil in the garden to provide home for
our native ground-nesting bees!

Claremont Heritage, collaborated to recreate a walk through the LA County Fair of
the 1950s and 60s. More than 20 other
artists participated as well, celebrating fair
favorites such as citrus, livestock, horse racing and the colorful midway. The exhibit will also feature a period-correct interior design showroom. The show runs
through September 24. The dA is at 252D S. Main St., in the Pomona Arts Colony.

thats good, but I did notice they tore
down the little corral and bleachers where
you could see the barrel racing.
The old corral was replaced by a garden.
And my thought is, what kid is going
to get excited about seeing a zucchini
grow?, she posed. I mean, they may
like video games, but what kid doesnt
like to see baby pigs?
The duo has addressed the piglet shortfall. A litter of rare kunekune pigs, born
just a few weeks ago, will be attending
the opening Friday. And on Saturday,
chicks and bunnies will be on hand.
The role of protester, no matter how
was likely driven by economics, especially around the time of the 2007 recession, but noted another pivotal factor at
play.
I also think that when we lost the influence [the late Pomona-born artist,
teacher and longtime LA County Fair director of art] Millard Sheets had, the
community at large lost something, because there wasnt somebody who was
promoting that side of things any longer.
Those principles and values kind of faded
away, because there really wasnt a cheerleader who was driving it and looking at
it from a curatorial standpoint.
The duo has received some cooperation from fair officials in mounting the
show, which leaves them hopeful.
I think theyve really embraced it,
Mr. Shearer said. And I think the fair has
retained some of the values, but really the
bottom line has become paramount.
In the end, the exhibit is a showcase,
Mr. Shearer said. Theres just this incredible history of the fair. It was this
kind of very unique cultural event that
happened in the middle of nowhere. It
was a good outlet to expose people to
things that were going on locally, but
also to expose them to things that were
going on internationally in terms of art
and culture.
Love A Fair is free and open to the
public and runs today through September
24 at the dA Center for the Arts, 252D S.
Main St., Pomona. Tonights opening is
from 6 to 9 p.m. The opening weekend
continues Saturday from 6 to 9 p.m., with
