Objective: Revisit and investigate reported and validated violations
of human rights throughout the years. Most of these violations
remain uninvestigated and unsolved, with the perpetrators
unidentified or unprosecuted, giving rise to more impunity.

A.O. 35* OPERATIONAL DEFINITION

OF EXTRAJUDICIAL KILLINGS
A. The victim was:
i. A member of, or affiliated with an organization, to include
political, environmental, agrarian, labor, or similar causes; or
ii. An advocate of above-named causes; or
iii. A media practitioner or
iv. Person(s) apparently mistaken or identified to be so.
B. The victim was targeted and killed because of the actual
or perceived membership, advocacy, or profession;
C. The person/s responsible for the killing is a state agent
or non-state agent;
D. The method and circumstances of attack reveal a
deliberate intent to kill
*Creating the inter-agency committee on extra-legal killings, enforced disappearances,
torture and other grave violations of the right to life, liberty, and security of persons.

INTER-AGENCY BODY HAS FAILED

Killings of journalists in late 2013 and early 2014 and
the Maguindanao Massacre case, in which 58 people
mostly journalists and media workerswere killed in
2009 REMAIN UNSOLVED.
Although the Aquino administration vowed in 2012 to
expedite investigations into killings of journalists by
creating a superbody, little progress appears to have
been made. The superbody had only processed four
cases at time of writing, resulting in the conviction of
five people. However, the alleged masterminds who
planned and financed these killings remained at large.
