1 InvitationforBids
1.1 Purpose
ThepurposeofthissealedRequestforProposal(RFP)istoinviteprospectivevendorstosubmitabidto
supplyadatacentervirtualizationsolutiontoKittitasCounty,Washington(hereinafterreferredtoas
KC).ThisRFPprovidesvendorswiththerelevantoperational,performance,application,and
architecturalrequirementsforsuccessfulresponses.
1.2 Coverageandparticipation
TheintendedcoverageofthisRFP,andanyagreementresultingfromthissolicitation,shallbeforthe
useoftheKittitasCountyInformationServicesdepartment(hereafterreferredtoasKCIS)servingall
countydepartmentsandemployees.
KCreservestherighttorefuseentryintoanycontract,toaddtoand/ordelete,ortochangeany
elementofthecoverageandparticipationatanytimewithoutpriornotificationandwithoutanyliability
orobligationofanykindoramount.
1.3 Theorganization
KCisadjacenttotheeastofKingCounty,WashingtonovertheCascadeMountains.TheKCcourthouse,
at205West5thAvenue,Ellensburg,Washingtonis107mileseastofSeattleand173mileswestof
Spokane,Washington.Thecountygovernmentservesalmost41,000citizens.
KCIS(7staff)offerstechnicalservicestocountyofficesandemployees(approximately320users)via
threedivisions:applicationdevelopment,operations,andservice.TheKCdatacenterisinthe
courthousebasementandisthecoreinfrastructurecomponenthostingmissioncriticalapplications.

InrespondingtothisRFP,thevendoracceptsfullresponsibilitytounderstandtheRFPinitsentirety,and

temperatureinsidethedatacenteris82Fduringthewintermonthsandover90Fduringthesummer
months.

ThisRFPinvitesvendorstoproposeadesignwhichwillreduceoverallpowerconsumptionandcooling
needs.Itisanticipatedthatvirtualizingexistingserversintofewerphysicalhostswillaccomplishthis.KC
wouldliketointegratethesuccessfuldesignresponsetothisRFPintoitsexistingcampusnetwork.
Totalsolutionwillmeetorexceedthefollowing:
Wearecurrentlyusing35TBofdatathatwillbemigratedtothenewSANs.Thisarraywillbein
useforatleast7years.
Ourcurrentserversreach701peakIOPS(49average)&12MB/sec.peakthroughput(1MB/sec.
average).SolutionsIOPSandthroughputwillneedtobeabletohandle7yearsgrowth.Vendor
mustdetailandjustifygrowthestimates.
Ourproductionvirtualinfrastructurerequires99.999%uptimeduringbusinesshours(8am5pm
MondayFriday)and99.9%duringnonbusinesshours(includingscheduledmaintenance).
4.1.1 Scopeofdesigncompute
Thesuccessfulsolutionwillvirtualizetheexistingphysicalserversandmovevirtualmachinestonew
hostswiththecapacitytomovevirtualmachinesandassociatedstoragefromonelocationtoanother,
duetoperformance,power,ormaintenanceneeds,withoutclientdisruption,automaticallyorat
administrativeoption.ThedesignwillbeappliedtotheKCdatacenteronlyandwillnotbeapplied
outsidethatfacility
OneActiveDirectorydomaincontrollerwillremainphysical,aswillthebackupsolution.
Vendorshouldquoterackmountdevicessufficienttoaccomplishtherequirementsofthenewsystem.
Proposedmodule(s)istobefullyredundantinallpartstoeliminateanysinglepointoffailure.
Solutionshouldreducepowerconsumptionofunusedorunderusedresourcesuntiltheyarerequired.
Aclearanddetailedlistofallhardwareproposedbythevendormustbeprovided.Vendorshouldalso

accomplishthisattheendofthe60monthprojectperiod.Thustheproposedsolutionshouldpossess
sufficientreserveresources(processor,storage,andI/O)tohandlecurrentsystemdemand,anticipated
growth,andfailoverfunctions.

virtualizationsolutionincludingservers,storageareanetwork,backupsolution,relatedhardware,

4.3 Installation
Proposedsolutionswillincludeaninstallationplanwhichaddressesdeliveryfromthemanufacturer(s),
deliveryonsitetoKC,installationintoKCsdatacenter,andanyintegrationwithexistingnetworkwith
zerobusinesshourdowntime.Cleardetailaboutwhichportionsoftheinstallationwillbecarriedoutby
BidderpersonnelandwhichbyKCISpersonnelwillbeincluded.
4.4 Training
KCISstaffhasexperiencewithMicrosoftHyperVbutwithnootherhypervisor.Thesuccessfulbidder
willincludetrainingfortwoKCpersonnelsufficientforthemtotakeoversystemmanagementfrom
Bidderatacceptance.
4.5 Supportwarranties
Thesuccessfulproposalwillincludeasupportplanforaminimumof60monthswiththeoptionfor
extension.ThiswilldetailKCISstaffaccesstotelephone,onlinesupport,andtechnician/partsdispatch
providedbytheBidderandeachequipmentmanufacturer.
Bidderswillclearlyindicatethelevel,timewindow,durationandsupportdetailforhardware,software,
andsystemmanagement/configurationtools.
Vendorwillsupplyatechnicalroadmapfortheproposedsolutionsdetailinghowtheproposedsolution
fitsintothevendorscurrentproductlifecycle.
Providealistofpoliciesonfirmwareupdatesfortheproposedsolutionincludingfrequencyofchange
releases,customernotification,andapplicationprocedure.
4.6 Documentation
ThesuccessfulproposalwillincludeagraphicdesignwithcleardistinctionsbetweenBiddersupplied
elementsandexistingKCelements.Thisdesignwillindicatecapacities,speeds,protocols,and
configurationsamong/betweenBiddersuppliedelementsandexistingKCelements.
Accompanyingdocumentationwilldemonstratetheperformanceoftherecommendedsolutionunder
normaloperatingconditionsandfailoverconditionsusingexistingsystemperformanceasabaseline.
Atacceptance,thesuccessfulBidderwilldelivertoKCISagraphicandnarrativeasbuiltdocumentin
electronicformat.
4.7 Timeline
ThisprojectwillbemanagedbyKCISstaffwiththeassistanceofthesuccessfulbidder.Aproposed

5 BudgetandEstimatedPricing
KChasallocatedanannualbudgetofUS$50,000foreachofthenextfiveyearsforcompletionofthis
project.Itisanticipatedthatsomeformoftimepaymentorleaseagreementwillbenegotiatedtotaling
notmorethan$250,000fortheentirescopeoftheproject.Itisalsoanticipatedthatownershipofthe

6 InstructionstoBidders
6.1 Bidpreparation
6.1.1 Localconditions
ItisincumbentuponeachBiddertobefullyacquaintedwiththelocalconditionsandotherrelevant
factorsattheDataCentersitewhichwouldhaveanyeffectontheperformanceofthecontractand/or
thecost.
6.1.2 Sitevisit
TheBiddermayrequestanappointmentforasitevisittotheDataCenterfacilitytoobtaininformation
thatmaybenecessaryforpreparingthebidandenteringintocontract.Obtainingsuchinformationshall
beatBiddersowncost.
6.1.3 Responsibilitytoacquirenecessaryinformation
Failuretoobtaintheinformationnecessaryforpreparingthebidand/orfailuretoperformactivitiesthat
maybenecessaryforprovidingrequiredservicesbeforeenteringintocontractwillinnowayrelievethe
successfulBidderfromperforminganyworkinaccordancewiththeRFP.
6.1.4 Locallegalrequirements
ItwillbeimperativeforeachBiddertofullyinformthemselvesofalllegalconditionsandfactorswhich

6.2.4.2 Changes

thescopeofworkisintendedtogivethebidderanideaabouttheorderandmagnitudeoftheworkand
isnotinanywayexhaustiveandguaranteedbyKC.TheBiddershallcarryoutallthetasksinaccordance
withtherequirementoftheRFPandduediligenceanditshallbetheresponsibilityoftheBiddertofully
meetalltherequirementsoftheRFP.Ifduringthecourseofexecutionoftheprojectanyrevisionsto

responsibleorliableforthosecosts,regardlessoftheconductoroutcomeoftheRFPprocess.
6.3.11 Bidlanguage
BidspreparedbytheBidderandallcorrespondenceanddocumentsrelatingtothebidsexchangedby
theBidderandKC,shallbewrittenintheEnglishlanguage,providedthatanyprintedliterature
furnishedbytheBiddermaybewritteninanotherlanguagesolongthesameisaccompaniedbyan
Englishtranslationinwhichcase,forpurposesofinterpretationoftheBid,theEnglishtranslationshall
govern.
6.4 Bidclosing

6.5.3 Criteriaforselection
TheevaluationofeachresponsetothisRFPwillbebasedonitsdemonstratedcompetence,compliance,
format,andorganization.ThepurposeofthisRFPistoidentifythosesuppliersthathavetheinterest,
capability,andfinancialstrengthtosupplyKCwithasolutionidentifiedintheScopeofWork.
6.5.3.1 Proposalpresentations
Eligiblebiddersmaybeinvitedtomakeapresentationatadate,timeandlocationchosenbyKCIS.The
purposeofsuchpresentationswouldbetoallowthebidderstopresenttheirtechnicalproposal,
approach,methodology,qualityoftheprofessionals,andotherkeypointsintheirproposals.
6.6 Rectificationoferrors
ArithmeticalerrorsintheFinancialBidwillberectifiedonthefollowingbasis.
Ifthereisadiscrepancybetweentheunitpriceandthetotalpricethatisobtainedby
multiplyingtheunitpriceandquantity,theunitpriceshallprevailandwillbeconsideredfor
futurecalculations.
Ifthereisadiscrepancybetweenwordsandfigures,theamountinwordsshallprevail.
Ifthebidderdoesnotacceptthecorrectionoferrors,itsbidwillberejected.

6.10 Rejectioncriteria
BesidesotherconditionsandtermshighlightedintheRFP,bidsmayberejectedunderthefollowing

IfanyinformationprovidedbytheBidderisfoundtobeincorrectormisleadingatanytime

7.1 PersonalInformation
7.1.1 General
Dependingonthecircumstances,KCmayrequireinformationrelatedtothequalificationsand
experienceofpersonswhoareproposedoravailabletoprovideservices.Thismayinclude,butisnot
limitedto,resumes,documentationofaccreditation,andlettersofreference.TheRespondentshould
notsubmitaspartofitsresponseanyinformationrelatedtothequalificationsorexperienceofpersons
whoareproposedoravailabletoprovideservicesunlessspecificallyrequested.AllResponsesand
supportingdocumentationshallbecomethepropertyofKCandsubjecttoPublicDisclosureunder
Chapter42.56RCW.
7.1.2 Requestedpersonalinformation
AnypersonalinformationthatisrequestedfromeachRespondentbyKCshallonlybeusedtoconsider
thequalifiedindividualstoundertaketheproject/servicesandtoconfirmthattheworkperformedis
consistentwiththesequalifications.ItistheresponsibilityofeachRespondenttoobtaintheconsentof

7.2 Costs
TheRFPdoesnotobligateKCtopayforanycosts,ofanykindwhatsoever,whichmaybeincurredbya

7.3 Intellectualproperty
TheRespondentshouldnotuseanyintellectualpropertyofKCincluding,butnotlimitedto,alllogos,
registeredtrademarks,ortradenamesofKCatanytimewithoutthepriorwrittenapprovalofKC,as

7.4 Governinglaw
ThisRFPandthevendorsresponseshallbegovernedbythelawsoftheStateofWashington.
7.5 Liability
KCshallnotbeliabletoanyrespondent,person,orentityforanylosses,expenses,costs,claims,or
damagesofanykind:
Arisingoutof,byreasonof,orattributableto,theRespondentrespondingtothisRFP;or
