Brief Introduction of ASEAN

The Association of Southeast Asian Nations (ASEAN) comprising


of Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia,
Myanmar, Philippines, Singapore, Thailand and Viet Nam has
been collaborating in major dialogues and projects to promote
understanding, cooperation and development and to accelerate
economic growth, social progress and cultural development in
the region as well as enhance regional peace and stability
through abiding respect for justice and the rule of law in the
relations among countries in the region and adherence to the
principles of the United Nations Charter.

The ASEAN Vision 2020, adopted by the ASEAN Leaders on the


30th Anniversary of ASEAN, agreed on a shared vision of ASEAN
in concert with Southeast Asian nations, outward looking, living
in peace, stability and prosperity, bonded together in
partnership in dynamic development and in a community of
caring societies.

RATIONALE

The establishment of the ASEAN Scout Association for


Regional Co-operation (ASARC) is in accordance with the
establishment of the ASEAN charter for youth development for
example:

Declaration of Principles to Strengthen ASEAN collaboration


on Youth (Bangkok 1983)

Kuala Lumpur Agenda on ASEAN Youth Development (Kuala


Lumpur 1997)

Yangon 2000 Declaration on Preparing ASEAN Youth for the


Challenges of Globalization

Joint Ministerial Statement of the 5th ASEAN Ministerial


Meeting on Youth (Singapore 2007)

MISSION OF ASARC

The ASEAN Scout Association for Regional Co-operation


(ASARC) will pursue continuous peace and solidarity
among ASEAN Scouts based on the Scout Promise and
the Scout Law, and will help to promote harmonization
of views, coordinating positions where possible and
desirably taking common actions.

Scouting transcends religion, race, & culture and will


therefore be a catalyst on the multiplying effect on the
ASEAN Vision and Mission.

OBJECTIVES OF ASARC

Establish The ASEAN Scout Association for Regional


Co-operation (ASARC) committee.

Formulate the of terms of Reference:


Rules, Regulation and Organisation of ASRAC
Management and Administration of ASARC

Share resources, knowledge, skills and expertise in


various levels of scouting within ASEAN member
countries

Jointly organize and develop scouting activities and


programmes.

Make scouting issues an agenda in the head of


ASEAN leaders meeting.

I would like to extend my gratitude to all ASEAN Scout leaders


in showing their support for the development of ASEAN Scouts
Association for Regional Co-operation (ASARC) in promoting
International Peace and Global Understanding, thus strengthening the
solidarity of brotherhood in the ASEAN region through scouting.

ASEAN Solidarity through scouting promotes and further


enhances understanding, goodwill and cooperation and foster
friendship and brotherhood among the member countries based on the
scout promise and law.

Scouting is a movement that is based on action and result-


orientated activities, the magnitude of lively, tactful and creative
innovation plus state-of-the-art facilities will generate a better
understanding through planned and structured scout programmes in
supporting ASEAN’s aims and objectives.

The Fundamental things are to work hand in hand by


participating in activities that would encourage leadership,
entrepreneurship, partnership and cooperation, understanding and
awareness.

I have great confidence that this conference will generate a


solid plan of action in building capacity and capability among young
people in ASEAN.

I would like to express my heartfelt appreciation to the ASARC


Committee, Scout leaders from ASEAN region, the Secretariat and the
Organizing Committee from Gerakan Pramuka for their strong support,
significant roles and major contributions in making the conference a
success.

(ASARC)

Welcome to Jakarta.

On behalf of the Gerakan Pramuka and also as The Chairman of


ASARC, I would like to express our sincere appreciation to all of you for
attending The 2nd ASEAN Scout Association for Regional Co-operation
Conference.

It is a great honor for us to host The 2nd ASARC Conference and also
The ASEAN Scout Jamboree which is the foremost Youth Gathering in
the Southeast Asian Region, in such a memorable year, the Visit
Indonesia Year 2008.

The 10 ASEAN countries comprising of Brunei Darussalam, Cambodia,


Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand
and Viet Nam, have been collaborating in major dialogues and projects
to promote understanding, cooperation and development, to accelerate
economic growth, enhance social progress and cultural development in
the region.

Now, we are moving one step ahead. Here, together, we collaborate to


promote the scout movement in the region. The implementation of
scout principles have proven it possible to create many positive
impacts on society, that include strengthening relationships and
brotherhood among the young generation, which in the long run, will
enhance regional peace and cooperation.

The ASEAN Vision 2020, adopted by the ASEAN Leaders on the 30th
Anniversary of ASEAN, agreed on a shared vision of ASEAN as a
concert of Southeast Asian nations, outward looking, living in peace,
stability and prosperity, bonded together in partnership in dynamic
development and in a community of caring societies. This is also the
vision of many national scout associations. I hope that this conference
will lay a strong foundation that will enable us to adopt the terms of
reference, the management and administration system, and the
programmes and activities of the organization.

During this conference, you will participate in many discussions and


have abundant opportunities to get to know each organization and

country. I hope the conference here will cultivate a seed for your
future scouting endeavor, a seed that will flourish into meaningful
blooms that will create a significant global impact.

• Welcome address by Prof. Azrul Azwar, Chairman of ASARC.
Prof Azrul extended his appreciation to all ASEAN NSOs for
supporting ASARC activities especially in attending the 2nd
ASARC Conference and the 2nd ASEAN Jamboree.

He urged each NSO to convince their respective governments


to support ASARC and to endorse all activities.

organization that promotes peace, harmony and brotherhood
among citizens of ASEAN.

The present youth are future leaders of ASEAN, through


scouting they share common interests, similar aspirations,
promote peace and socio-cultural understanding.

Although scouting is a non-political organization, a scouting


event like the ASARC conference brings together delegates
from different political backgrounds in the region to meet,
discuss and collaborate in the name of peace and solidarity.

The Indonesian Government supports the idea of recognising


ASARC in ASEAN under the ASEAN Socio-Cultural Community
through the ASEAN Ministerial Meeting on Youth (AMMY) and
Senior Official Meeting on Youth (SOMY).

4. Press Conference
The Press Conference, which last for 45 minutes, were attended
by journalists from printed and electronic media.

Present at the Press Conference were His Honourable Mr.


Adhyaksa Dault, Minister of Youth and Sports, Republic of
Indonesia and all conference participants.

5. Agenda 1: Introduction of Delegates


Delegates were introduced and welcomed to the conference. Prof
Dr. Azrul also welcomed delegates from Vietnam and Lao and
hoped that the conference and forthcoming ASEAN Jamboree
would enlighten them about Scouting. ASARC in principle has
endorsed that ASARC shall endeavour to encourage and assist

other ASEAN countries that are yet to form their National Scouts
Organizations to have one so that they will benefit from the
ASEAN Scouts activities.

ASARC also recognised Mrs Luz Taray from Asia Pacific Regional
office in Manila to the conference.

Delegates were briefed on a similar organisation like SAARC for


NSOs in South Asia and CSPSA for NSOs in the South Pacific.

6. Agenda 2: Adoption of the Agenda


After Prof. Azrul, the Chairman of ASARC presented the
conference agenda, Mr Chow of Singapore expressed his
agreement on the conference agenda and was seconded by Mr
Rogel of Philippines and this was supported by delegates.

7. Agenda 3: Proceedings of the 1st ASARC Conference held in


Kuala Lumpur, 2007.
Presented by: Mr. Nasaruddin Shamsuddin,
Secretary General of ASARC

His Excellency Susilo Bambang Yudhoyuno, President of Republic


of Indonesia and His Right Honorable Dato’ Seri Abdullah Ahmad
Badawi, Prime Minister of Malaysia had jointly mooted the idea of
establishing ASEAN Scout Association aiming to foster and
enhance brotherhood and solidarity among ASEAN members and
to promote peace and socio-cultural understanding among
ASEAN citizens.

Persekutuan Pengakap Malaysia has taken the initiative to


organize the 1st ASARC Conference which was held in Kuala
Lumpur from 3rd to 5th of July 2007

26 scout leaders from 6 ASEAN countries and an officer from
Department of Foreign Affairs Malaysia attended the conference,
namely:

The conference saw a keen interest shown by all the delegates in


pursuing continuous peace and solidarity among ASEAN Scouts
based on the Scout Promise and the Scout Law, and helps to
promote the harmonization of views, coordinating positions
where possible and desirably taking common actions.

The conference delegates agreed to uphold ASARC and signed


the 1st ASARC Declaration as follows:

DECLARATION OF THE FIRST ASEAN SCOUTS


CONFERENCE

Pursuant to the recently concluded ASEAN Summit in


Kuala Lumpur which emphasized the unity of ASEAN, the
1st ASEAN Scout Conference which was held in Kuala
Lumpur Malaysia on 3 – 5 September 2007, attended by
the national scouts organizations of Negara Brunei
Darussalam, the Republic of Indonesia, Malaysia, Republic
of Philippines, Republic of Singapore and The Kingdom of
Thailand declares:

1) That we shall enhance the spirit of co-operation, unity,


brotherhood and solidarity in scouting for ASEAN by
working closely with one another in coordinating our

efforts and programmes for the benefit of our people,
especially amongst the youth.

2) That we shall encourage and support bilateral and


multi-lateral scouting programmes and projects
initiated by ASEAN member countries and adopt them
as ASEAN project whenever possible.

3) That we shall seek strong support from our respective


governments to incorporate our regional activities
within the context of ASEAN and to secure the active
involvement of the ASEAN Secretariat to achieve our
objectives.

4) That we shall form an interim coordinating committee


named ASEAN Scout Association for Regional Co-
operation with the view of establishing the terms-of-
reference, the framework for regional co-operation,
administration and programmes, and the committee
shall report its recommendations in one year’s time
during the next meeting in Jakarta, Indonesia.

5) That we shall endeavour to encourage and assist other


ASEAN countries which are yet to form their national
scouts organization, to have one, so that they will
benefit from the ASEAN Scouts activities.

6) That we wish to express our deep appreciation to the


Persekutuan Pengakap Malaysia for hosting this
successful Conference.

It is our earnest hope that the conference will lead to


more vigorous and active regional scout activities, greater
unity and co-operation within ASEAN so that it will
become one of the pillars of the people-to-people
relations in the region.

Ministry of Foreign Affairs, Minister of Youth and Sports and the
NSO’s National Chief Commissioner of the respective ASEAN
countries.

8. Agenda 4: Progress Report of ASARC by Chairman


Presented by: Mr. Alfian Amura,
2nd Deputy Secretary General of ASARC

The ASARC secretariat visited the ASEAN Secretariat in Jakarta to


report the outcomes of the conference. They supported the
establishment of ASARC and mentioned the need for full support
from all ASEAN countries before it can be considered as an official
organisation in the ASEAN chapter.

ASARC was invited to the 4th ASEAN Senior Officials Meeting on


Youth (SOMY) in Chiang Mai, Thailand from 2nd through 4th June
2008. Scout leaders from Indonesia, Malaysia and Thailand were
present during the ASARC presentation. Mr Alfian Amura
presented on the establishment of ASARC and the 2nd ASEAN
Jamboree to be held in Jakarta.

Prof Dr Azrul, Mr Nasaruddin and Mr Amoroso visited Vietnam and


Cambodia to from 1-5 March 2008 to promote bilateral ties and
gain support for ASARC.

Prof Dr Azrul would ensure that registration with the ASEAN


Secretariat be done soon after the conference.

9. Agenda 5: Presentation and Discussion:


Presentation on Terms of Reference of ASARC.

Mr. Rogelio reminded members of the significance of having a
sound “terms of reference” in an organisation such as ASARC.

The terms of reference are clustered into articles and topics. The
explanations are as follows:

Terms of Reference of ASARC

PREAMBLE

“We, The Scout Associations in the ASEAN countries, desirous


of promoting peace, stability and progress in the region through
strict adherence to the principles of the UNITED NATIONS
CHARTER and respect the principles of sovereign equality,
territorial integrity, national independence and others.
Conscious that in an increasingly interdependent world, the
objectives of peace, freedom, social justice and economic
prosperity is best achieved in the ASEAN region by fostering
mutual understanding, good neighborly relations and
meaningful cooperation among the Scout associations;

AWARE of the common problems, interests and aspirations of


ASEAN and the need for joint action and enhanced cooperation
within their respective political and economic system and
cultural traditions;

CONVINCED that regional cooperation among the countries of


ASEAN is mutually beneficial, desirable and necessary for
promoting the welfare and improving the quality of life of our
Scouts;

RECOGNIZING that increased cooperation, contacts, and


exchanges among the countries of the region will contribute to

the promotion of friendship and understanding amongst
Scouts;
Do hereby agree to establish an association to be known as
ASEAN SCOUT ASSOCIATION FOR REGIONAL CO-OPERATION
hereinafter referred to as the “ASSOCIATION.”

Article 1
Title and Office

1.1 The name of the Association shall be the ASEAN Scout


Association for Regional Co-operation hereinafter called
the “Association”.

1.2 The office of the Association shall be located at the


National Organization of the elected Chairman and in the
office of the NSO of the appointed Secretary General.

Article 2
Membership

2.1 Full-fledged member NSOs of Brunei Darussalam,


Cambodia, Indonesia, Malaysia, Philippines, Singapore,
and Thailand

2.2. Accreditation of Non-WOSM Member Association


2.2.1. Scout Associations not registered with WOSM can be
affiliated to ASARC. The procedure for affiliation and
approval shall be prescribed by the ASARC Board.

2.3. Admission of New Member Associations


2.3.1. The procedure for application and admission to ASARC
shall be prescribed by the ASARC Board based on the
following:
2.3.1.1. In a recognized geographical region of Southeast Asia;

2.3.1.2. Recognition by all ASEAN Member States;
2.3.1.3. Agreement to be bound and to abide by the Charter;
and
2.3.1.4. Ability and willingness to carry out the obligations of
a member Association

2.3.2. Admission shall be decided by consensus of the


Conference, upon recommendation of the ASARC Board.

2.3.3. The National Scout Organization shall be admitted to


ASARC upon signing an instrument of accession to the
Charter.

Article 3
Aims/Objectives

3.1 The aim of the Association is to encourage mutual co-


operation and coordinate support from outside
organizations.

3.2 The objectives of the Association are to help the


development and promotion of Scouting in ASEAN and to
address other Scouting issues as need arises.

3.3 The cooperation of the ASARC is based on the principles of


Scouting and the ASEAN Charter.

Article 4
Organ of the Association

4.1. The Association will have simple organization, the


Conference; the Association itself, and the Secretariat.
4.1.1 The Association – refers to the member NSO in the
ASEAN.

4.1.2 The Conference – is the forum of all members of the
Association.
4.1.3 The Secretariat – is the implementing organ of the
Association. The Secretariat shall be headed by a
Secretary General, and two Deputy Secretary Generals.
One Deputy Secretary General should come from the
NSO of the Chairman.

Article 5
Appointments/ Term of Office

5.1 The Chairman shall be rotated among ASARC members


every 3 years during ASARC Conference from any National
Chief Commissioner or equivalent in the ASEAN NSO. The
rotation will be based on the name of the countries in
alphabetical order.

5.2 All NSO National Chief Commissioners or equivalents who


are not the chairman shall be the vice-chairmen for a term
of 3 years.

5.3 The Treasurer will be elected during the ASRAC


Conference for a term of 3 years.

5.4 The Chairman, Vice-Chairmen and the Treasurer shall


constitute the ASARC Board.

5.5 The Chairman shall appoint a Secretary General in


consultation and approval from the NSO. Other staff of the
secretariat shall likewise be appointed by the Chairman.
Should the Secretary General resign/retire, his NSO
should recommend a replacement to serve the unexpired
term in the ASARC.

Article 6
Conference/Official Delegates

6.1 Official Delegates to the Conference shall comprise two


representatives from each member NSO.

6.2 The conference of the ASRAC shall be held at least once in


three years, the date and venue shall be decided upon by
the ASARC Board.

6.3 The Conference shall have at least two thirds of its


members present to constitute a quorum.

Article 7
Board Meetings

7.1 Regular meetings shall be held at least twice in three


years.

7.2 Quorum for the meeting of the Board shall comprise at


least 50% of its members.

7.3 Special meetings may be called by the Chairman on


request of two thirds of the members of the Board by
giving two months’ notice.

Article 8
Functions of the Association

The Association shall:


8.1 Discuss the progress of the Associations in each meeting
and do all things necessary towards achieving the aim of
the Association as mentioned under article 2.

8.2 Hold appointment and elections of officers as provided in
this Terms of Reference.

8.3 Consider recommendations and reports from WOSM and


Regional Scout Conference and make recommendations
thereon.

8.4 Consider recommendations brought forward by members


and make decisions thereon.

8.5 Consider and, in accordance to this Terms of Reference,


adopt proposed amendments to this Terms of Reference.

Article 9
Function of the Chairman

9.1 To chair all meetings and conferences of the Association.

9.2 To encourage /coordinate and support the Secretariat and


member NSOs to take actions as per the association
decisions.

9.3 To carry out any special actions as decided by the


Association

Article 10
Functions of the Vice-Chairman

10.1 In the absence of Chairman, one of the vice-chairmen


appointed by the chairman shall execute his duties and
responsibilities.

10.2 Carry out the functions as may be designated by the


Chairman or the Association

Article 11
Functions of the Secretary

11.1 Act as Secretary at all meetings and conference of the


association

11.2 All documents and registry shall be kept by the Secretary


General.

11.3 Manage the communication and correspondence of the


Association

11.4 Implement the decisions made by the association in its


meetings.

11.5 Support member NSOs in carrying out the decisions of


association’s meetings.

11.6 Promote cooperation and mutual assistance amongst the


member NSOs

11.7 Perform such other duties as the association may


determine

Article 12
Votes
12.1 Each member NSO is entitled for one vote.

12.2 Voting shall be by show of hands, or such means as the


meeting may decide.

12.3 Delegates representing organizations with an affiliation or


observer status shall have the right to take part in
meetings, discussions and debate but shall not have the
right to vote or be voted upon and to make or second any
nominations or resolutions.

Article 13
Amendments
13.1 Any amendment to this Terms of Reference may be made
at the conference by at least two third votes of its
members.

Discussion on Terms of Reference of ASARC


a. Mr Chow raised the concern of recognition by the ASEAN
Secretariat and respective governments. He proposed that the
ASEAN Charter be adopted as the main point of reference in all
aspects pertaining organisation, administration, rules and
regulations.

b. The Chairman seconded the proposal and said, “Why must we


reinvent the wheel?” The already available ASEAN Charter has
been a guideline to the mechanism of ASEAN dynamics.

c. The ASEAN CHARTER (a small, light-green book) was


distributed and read (see Appendix A).

d. Delegates unanimously concluded that the ASEAN Charter be


adopted as the principle point of reference and ensured that
ASARC will always be in line with ASEAN aspirations.

e. Conference delegates unanimously agreed to the proposed


ASARC Terms of Reference.

f. The Chairman expressed his thanks to Mr Rogelio and The Boy


Scouts of the Philippines for the extensive presentation.

Presentation on Training and Activities of ASARC
Presented by: Dr. Mohd Effendy,
Scouts Association of Singapore

Dr. Effendy presented the principles of training in scouting with


reference to standard guidelines set by World Organization of
Scout Movement (WOSM) and Asia Pacific Region (APR).

ASARC will help to train Scout leaders within ASEAN scout


organizations.

ASARC will have a pool of trainers and database of experts and


areas of expertise for training purposes, for example; Disaster
Management, Entrepreneurship, etc.

Materials and resources can be made available for use by


members when need arises.

12. Agenda 7: Presentation and Discussion:


Presentation on Administration and Management of ASARC

Mej (Rtd) Rusli presented the elements of Administration and


Management proposed by Persekutuan Pengakap Malaysia for
consideration.

The ASEAN Scouts Association for Regional Co-operation (ASARC)


was officially established during The First ASEAN Scout Conference
held in Kuala Lumpur from 3-5 September 2007.

ASARC is an establishment based on the awareness of common
problems, interests and aspirations of ASEAN and the need for
joint action and enhanced cooperation within their respective
political and economic systems and cultural traditions.

This regional co-operation will be mutually beneficial, desirable


and necessary for promoting brotherhood and improving and
addressing the current regional needs in scouting.

a. Membership of ASARC
ASEAN is the Association of Southeast Asian Nations, therefore
ASEAN Scouts Association for Regional Co-operation (ASARC)
accepts all NSOs from each individual member country and help
countries that have yet to establish an official scouting movement.

ASARC will have no direct relationship with WOSM. Any


relationship with WOSM shall be on individual NSO’s capacity.

b. Aims of the Proposal


The adoption of the Proposed Administration and Management of
ASARC will result in cooperation and negotiation in strategizing
and developing coherent action plans among member countries. It
will not be rigid but flexible, and will be relevant to the current
environment. It will be based on a shared vision. It will
strengthen the feeling of belonging to the spirit of ASEAN and the
Scouts Association in the Region.

c. Composition of the Office Bearers for the term of 3 years


1. Chairman
a). A chairman must be elected during ASARC conference
from any National Chief Commissioner or equivalent
within the ASEAN NSOs for the term of 3 years.

b). The person must have the capacity, capability and
creativity to plan, execute tasks and generate new
ideas for the betterment of the association.

2. Deputy Chairman
a). A deputy-chairman must be elected during ASARC
conference from any National Chief Commissioner or
equivalent in the ASEAN NSO for the term of 3 years.
b). In the absence of the Chairman, he will execute the
appointment of an acting chairman.

3. Vice-Chairman
a). Three vice-chairmen must be elected during ASARC
conference from any National Chief Commissioner or
equivalent in the ASEAN NSO for the term of 3 years.
b). They will assist the chairman and deputy chairman in
the running of the association

4. Secretary General
a). A secretary general will be appointed by the ASARC
chairman during or after the conference.
b). The person must be nominated by the respective NSO.

5. Deputy Secretary General


a). Two deputies secretary general will be appointed by the
ASARC chairman during or after the conference.
b). They must be nominated by their respective NSOs.

6. Treasurer
a). A Treasurer must be elected during ASARC conference
from any National Chief Commissioner or equivalent in
the ASEAN NSO for the term of 3 years.
b). The person must be nominated by the respective NSO.

d. Registration
All NSOs in ASEAN are required to register as members in
ASARC as requested by ASEAN Secretariat.

e. Documentation
All documentation and registry shall be kept by the Secretary
General and a duplicate of such documents and registry are to
be kept in every NSO.
All documents shall be published and posted on the website.

f. Communication
The main method of communication is through the internet
including an interactive ASARC website and email.

g. Finance
The costs of day to day administration and staff will be borne
by the NSO of the elected chairman.
However, for certain or special programmes, costs are to be
shared by member countries.

h. Audit
The treasurer shall supervise and prepare a yearly financial
report for auditing.
The auditors shall be appointed during the ASARC conference
among non-office bearer members.

Discussion on Administration and Management of ASARC


a. Mr Chow saw the similarity between the proposal and the Terms
of Reference proposed by Boy Scout of the Philippines. He
sought the endorsement of the conference delegates on some
of the issues pertaining ASARC. He further stated that ASEAN
is a government to government organisation which promotes
regional peace and cooperation within ASEAN political and

regional strata. Therefore ASARC should reflect the true spirit
of ASEAN. He then suggested that the proposal be accepted.

b. Mr Rogelio seconded the motion and proposed that membership


in ASARC is meant for all countries in ASEAN. Any new country
accepted as full member in ASEAN is automatically a member of
ASARC.

c. Mr. Alfian highlighted the need to register ASARC with ASEAN


Secretariat in order to be recognized in the region.

d. The Chairman thanked Persekutuan Pengakap Malaysia for the


presentation.

13. Agenda 8: Election of New Chairman of ASARC for 2008-


2011
a. This session was chaired by Mr Haji Badar, National Chief
Commissioner of Negara Brunei Darussalam.

b. Mr Chow suggested to retain ASARC office bearers for a term of


three years and subsequently assumed by Malaysia from 2011
and would then be rotated among other ASEAN countries.

c. Mr Rogelio seconded the suggestion of Mr. Chow.

d. However the delegates agreed with Mr Badar’s suggestion that


the post of chairman should be voted by a show of hands.

e. Prof Dr. Azrul was then unanimously re-elected as Chairman of


ASARC for 2008 - 2011

f. All National Chief Commissioners of other ASARC countries are


elected as Vice-Chairmen of ASARC.

g. Dato’ Kaharudin was re-elected as honorary treasurer of


ASARC.

h. The Chairman asserted that the appointment of Secretary
General and Deputy Secretary General is the prerogative of
ASARC Chairman.

14. Agenda 9: Date and Venue of 3rd ASARC Conference and


Jamboree
a. Mr Haji Badar congratulated Gerakan Pramuka and the
Indonesian Government for hosting the auspicious events, the
2nd ASARC Conference and the 2nd ASEAN Jamboree. He also
extended ASARC recognition of the 1st ASEAN Jamboree
organized by The Boy Scouts of The Philippines in Mt. Makiling,
Los Baños, Laguna in 1993

b. Mr Chow proposed that Malaysia host the 3rd ASARC


Conference in 2011 and encourage youth or young leaders to
participate in future ASARC Conferences.

c. Mej (Rtd) Mior Rosli said that proposal is accepted on condition


that approval is sought from the Persekutuan Pengakap
Malaysia

d. ASARC recognised the effort made by Singapore to host the


World Scout Jamboree and invite Singapore Scout Association
to host the 3rd ASEAN Jamboree in 2011.

e. Mr Chow said that Singapore would be happy to host the


jamboree in 2010 as Singapore will be hosting the National
Scout Jamboree in 2010 The National Jamboree will upgraded
to the ASEAN Jamboree. He will forward the proposal to the
Singapore Scout Council for their consent and will inform
ASARC Chairman during the forthcoming Nepal Scout Summit.

f. Mr Rogelio proposed that ASARC, as a new establishment,


should conduct more activities that will promote trans-

boundary activities that would generate socio-cultural
understanding and address issues pertaining to youth in the
region. He said that scout leaders and young leaders should
have regular meetings or round table discussions in between
conferences.

g. Mr Chow suggested that an immediate meeting of ASEAN


National Chief Commissioner be organised next year to discuss
strategies for recognition by ASEAN through its Secretariat in
Jakarta.

h. Mr Olarn supported the motion and requested ASARC to


seriously look into youth activities as young people are always
seeking for new challenges at an international level.

i. Ms Vilavone invited ASARC Chairman and committee members


to Lao to promote scouting in Lao PDR. She also expressed
her enthusiasm about scouting and requested ASARC to invite
Lao for other scouting events.

j. The delegates unanimously agreed to further develop scouting


in the region especially in Cambodia and Vietnam. ASARC
Chairman will determine the relevant activities and follow-up
actions.

k. The conference delegates urged the Chairman to explore the


possibility of including Myanmar as ASARC member because
scouting is a non-political movement.

15. Agenda 10: Resolution

DECLARATION OF THE 2nd ASARC CONFERENCE

Pursuant to the recently concluded conference of The 2nd ASEAN


Scouts Association For Regional Co-operation (ASARC) in Jakarta
attended by the National Scout Organizations of Negara Brunei
Darussalam, The Kingdom of Cambodia, The Republic of
Indonesia, Federation of Malaysia, The Republic of The
Philippines, The Republic of Singapore and The Kingdom of
Thailand, the Scout Association of The Socialist Republic of Viet
Nam and The Lao People’s Democratic Republic (observer), we
hereby declare that:

1. We shall use The ASEAN Charter as a point of reference to


matters regarding ASARC.
2. We recognize the Scout Association of The Socialist Republic
of Viet Nam as an affiliated member of ASARC.
3. We shall recognize the Lao People’s Revolutionary Youth Union
as an observer in ASARC
4. We shall establish a task force to review and study the
infrastructure needs of member countries based on request
5. We shall encourage and support bilateral and multi-lateral
scouting programmes and projects initiated by ASEAN
member countries and adopt them as ASARC projects
whenever possible.

6. We shall seek strong support from our respective
governments to incorporate our regional activities within the
context of ASEAN and to secure the active involvement of the
ASEAN Secretariat to achieve our objectives.
7. We shall endeavor to encourage and assist every ASEAN
country which has yet to form their official national scout
organizations to have one so that they may benefit from
ASARC activities.
8. We wish to record our deepest appreciation and gratitude to
Gerakan Pramuka Indonesia for hosting this successful
conference.
9. We agree that Gerakan Pramuka Indonesia shall be the
Chairman for the next three years and this is to be followed by
Persekutuan Pengakap Malaysia.
10. We wish to congratulate the National Scouts Association of
Cambodia in becoming a full member of WOSM.

It is our earnest hope that the conference may lead to more


vigorous and active regional scout activities, greater unity and
co-operation within and amongst ASEAN so that it may become
one of the pillars of the people-to-people relationship in the
region.

16. Educational Tour

Delegates were taken on an insightful educational tour of National


Monument (MONAS) in central Jakarta and were given briefing on
Indonesian history.

17. The Governor of Kalimantan Barat hosted lunch at Taman


Mini Indonesia

Delegates were welcomed with a cultural presentation and


luncheon of local traditional food of Kalimantan Barat.

18. Closing Ceremony

Delegates were given a memorable closing and farewell dinner


hosted by the Governor of North Sumatera at the Anjungan North
Sumatera, Taman Mini Indonesia.

Prof Dr. Azrul, Chairman of ASARC extended his gratitude to all


delegates and ASARC committee for a job well done in making
the conference a big success.

He expressed heartfelt appreciation to the Government of the


Republic of Indonesia especially His Excellency President Susilo
Bambang Yuhoyono for his profound support and great interest in
scouting development in the region.

19. Conclusion

The 2nd ASARC Conference in LEMDIKANAS, Cibubur, Jakarta


from 16th through 18th October 2008 organised and hosted by
Gerakan Pramuka was a tremendous success. The Gerakan
Pramuka has set a high standard in the management and
execution of the conference. It is indeed befitting that the

heartiest congratulations and appreciation be extended to the
Gerakan Pramuka Indonesia for a job par excellence.

The fundamental elements of an organisation has been


established to propagate information on ASARC and the
instrumental role it plays in regional cooperation.

It is hoped that members of ASARC will continue to support and


contribute towards making ASARC meaningful, effective and
relevant to member countries.

ASARC must therefore act as an intellectual platform for sharing


updated information on the most effective strategies to improve
training and education, resource management, technology, and
deal with disparities that might exist so that we can progress and
develop together.

It is deemed important that future ASARC conferences build on


strengths and improve on weaknesses in order to promote better
collaboration among its members.

In short, we must be like trees; we must create new leaves, new


directions, in order to grow.
