2008 Role Model Practice (RMP)

Use the RMP Worksheet to identify potential role model practices/processes that other USCG entities could
benefit from adopting and are worthy of Commandant recognition.
Role Model Practices will be judged for recognition at the annual Innovation Expo.

Senior leaders set and deploy the vision and values through the leadership system to the workforce, key
suppliers and partners, and to customers using an effective, systematic approach that is fully integrated in
all aspects of the organization. The CO personally discusses the mission, vision, and values with each new
employee during orientation and supervisors ensure all employees and volunteers view monthly core values
videos—in which supervisors take turns each month researching, preparing, and recording a value-specific
video for the entire command. The mission, vision, and values, Leading Strategies, and scorecards are
displayed throughout the command, on the website, and on member wallet cards.
Decentralized, community policing and correctional stewardship both enable and demonstrate the “Putting
Citizens First” leadership system. The command focuses on citizens’ needs through its stations, tracking
local trends, participating in community meetings, and forming partnerships. Local station leaders and
members are empowered and expected to do the right thing—consistent with the values, processes, training,
and chain of command. The Correctional approach to “Putting Citizens First” is evidenced by the lowest
costs in the state and reducing maintenance costs using inmate labor and sustainable resources.
Citizen input gathered through listening posts and other exchanges informs strategic planning and the many
implementing action steps. The decentralized, community-based approach coupled with numerous
listening posts requires and enables senior leaders and members to frequently engage with a variety of
customers, developing valuable relationships, and making over 100,000 annual listening post contacts with
customers. The large volunteer cadre increases visibility and helps build community relationships as
deputies, district commanders, and the CO in turn interact with and support the community-oriented
programs that volunteers lead and to which they typically devote their time and energy. The strategic
planning process is central to the leadership system and it drives all aspects of “Putting Citizens First.”
