Project viability
That is not to say that pipeline building and pipe coating
activities are completely frozen. Numerous projects are
still economically viable; others are too advanced to
cancel or postpone. In certain countries (not the least in
China, Russia and the Middle East) such projects are
not driven by purely financial considerations, but are
part of longer-term policy and government-set
strategies. In addition, some pipelines are in need of
rehabilitation or replacement for safety, rather than
purely economic reasons. There is also an expanding

includes a dedicated new-build 94 mile (150km) pipeline
connecting the LNG plant with a number of large
interstate pipelines.
The first shipment of US LNG from the Lower 48
states left at the end of February this year destined for

exports join a world currently oversupplied with LNG
and, therefore, will provide little relief for US shale gas
producers (see Figure 3).

Canadian pipelines
Turning to the Canadian pipeline sector, the failure of
TransCanada to gain approval for the Keystone XL oil
pipeline may have a positive aspect, given the current
state of oil prices, capacity increases in existing

2,900 mile (4,600km) pipeline, which is designed to

Canada. When complete it will be the longest in North
America. The project calls for new construction for
about 30% of its length, the remainder encompassing
an existing gas pipeline made suitable for oil. If final
regulatory approval is secured, construction could start
in 2018 (Figure 6).
The second is Enbridges $8bn 731 mile (1,160km)

The eastbound pipeline will import natural gas condensate and the westbound will export diluted bitumen from
the Athabasca oil sands to the marine terminal in
Kitimat for transportation to Asian markets by oil
tankers. Despite approval from the previous Canadian
administration, however, preparations for the start of
construction, such as clearing vegetation and trenching,
have not yet begun.
The third project is Kinder Morgan Canadas Trans
Mountain crude oil export pipeline, which is intended to
link the oil sands of Alberta with a port near Vancouver in
British Columbia (Figure 7). At a cost of at least $5.4bn, it
will double an existing pipeline and will near triple
capacity to 890,000 barrels a day. A major advantage for
the scheme is that existing right-of-way applies for 73%
of the proposed route while a further 16% follows other
linear infrastructure such as TELUS, Hydro or highways.
This leaves just 11% of the total project length requiring
new right-of-way. However, local native groups and
environmentalists are opposing the plan.
It should be noted, however, that progress on any of
these Canadian pipeline projects is subject to agreement by leaders of both Federal and provincial governments, most notably British Columbia and Quebec,
which have both proved tough negotiators in the past.
What is clear from this snapshot of the North
American oil and gas market is that pipeline industry is
subject to economic, financial and social pressures,.
These are being exacerbated by increasing regulatory
and public scrutiny, making life very challenging for
pipeline companies and investors operating existing and
developing new pipeline capacity.

depressant turning the ice into an ice slurry that can
then be pumped through pipelines. The machine
operates on a continuous basis for the delivery of
conditioned ice. It is fully enclosed in an insulated
stainless steel casing and combines ice production,
storage, maintenance and delivery.

potential to improve pipeline performance in the oil
industry. By tackling previously unpiggable pipelines
there could be significant savings in time and cost by
prolonging the life of assets that have started to become
blocked over time. We also see a role in the decommissioning of oil pipelines in all parts of the oil industry from crude oil extraction through to pipelines in
refineries, he says.
