Project Name: Project Pag-ASA (ALS Springs Aspiration) through Accreditation and
Equivalency Program for the Drug Surrenderees of Guiuan, Eastern Samar
OBJECTIVES:
1. Provide the drug surrenderees with basic knowledge and skills on essay
writing.
2. Teach the necessary competencies for them to be prepared for the
Accreditation and Equivalency Test
3. Boost their morale by providing them inspirational and edifying lessons.
4. Introduce lessons that will help them espouse a positive attitude towards
work.
5. Ensure that positive change is effected into their lives through livelihood
program and skills training integration.
Rationale:
The Philippine government through its implementing arm the Department of
Education (DepEd) ensures that education is accessible to everyone to realize the
mandate stipulated in Article XIV, section 1 of the Philippine Constitution which states
that The State shall protect and promote the right of all citizens to quality education at
all levels, and shall take appropriate steps to make such education accessible to all.
Toward this end, the Alternative Learning System as one bureau of the DepEd is doing its
share as it caters the basic education of out-of-school children (OSC), out-of-school
youth (OSY), and out-of-school adult (OSA). In the Division of Eastern Samar,
particularly in the municipality of Guiuan, accessibility of education has been felt and has
penetrated even the most secured prison cell through the launching of Education
Behind Bars as one project of the Alternative Learning System to deliver basic
education to the educationally-deprived inmates providing them basic literacy skills and
affording them a glitter of hope that despite of the predicaments they experience still
there is a better and brighter life waiting them outside. The program was successful as
evinced by the nine (9) passers who took the Accreditation and Equivalency (A&E) test
held last April 2016.
Presently, the ALS implementers in the municipality of Guiuan once again
spearheaded the implementation of a pioneering project in the entire division of Eastern
Samar titled, Project Pag-ASA (ALS Springs Aspiration) through Accreditation &
Equivalency Program for the drug pushers and users who voluntarily surrendered in
positive submission with President Dutertes strong appeal for them to stop their
affiliation and drug-related activities. This gesture of capitulation is at any rate a sign that
these people are not only afraid of what will happen to them if they sustain their unlawful
acts but deep inside their heart there is an intention to cease these depraved endeavors
and live a new life, only that they are being controlled by a very potent social pressure.
To this end, they perceived their surrender as an opportunity for them to turn away from
their old selves and start anew.

ALS Project Pag-ASA was conceived when the ALS implementers of


Guiuan were invited by the Chief of Police to take part in the rehabilitation
program conducted by the municipal police office for the drug surrenderees. While
associating with these people, the former found out that there were more or less
forty-six (46) out-of-school youths who could be catered with basic education
through Accreditation and Equivalency program. Hence, a proposal was made to
conduct A&E program and submitted it to the municipal chief of police who
immediately conceded to the proposition.
This initiative of the ALS implementers of Guiuan is in conformity with the
Presidents ambitious and unwavering stance to eradicate drug-related problems in
our country. The lack of proper education is one of the underlying reasons why
these pushers and users became vulnerable and dependent to this kind of adverse
lifestyle. It is high time for us educators particularly the forerunners of education to
show and ascertain that we are really the catalysts of change. To borrow the
statement of President Rodrigo R. Duterte, Change is coming and to effect
change in the lives of our learners is a great challenge that we have to pass if we
are to prove that indeed we are what weve been proclaimed to be.
Finally, it is the prayerful hope of the ALS implementers in Guiuan that
through Project Pag-ASA (ALS Springs Aspiration) this forty-six (46) drug
suspects will once again recapture their shattered dreams and fix the plight that
theyve been through. Through inspirational and edifying instructions, it is
expected that they will regain the possession of goodness that they have lost
because it was overshadowed by the fleeting comfort and pleasure but deleterious
ends wrought by vending and using illegal drugs. It is also hoped that through
education the self-esteem of these people will soar and verge on a commendable
dimension so that they feel part of the mainstream society. The distinctive sign of
education is evident when there is a change in a persons behavior therefore it is
the earnest hope of the proponents of this ALS project that positive change will be
effected into the lives of these beneficiaries thereby renouncing their old selves and
take a brand new step towards a renewed, refined, and productive lives, essentially
turning into assets of society.
