Recent disasters have underscored the need for preparedness in schools for different types
of natural and man-made hazards including, but not limited to earthquakes, tsunamis,

volcanic eruptions, typhoons, flooding, landslides, and tomadoes.

With each dkaster, school ptoperties suffer damages, leaming is disrupted, and the wellare
of learners and school personnel are comprornised. Adequate PreParedness can mitigate the
effects of disasters on qchools, school personnel, learners, and on the continuation of
cducaHon in such cLcumstances.

In vlew of thls, schoolg ate directed to implemett instru(tlon8 8et forth in DepEd Order
No. 83 s. 2011 on Disaster Preparednegs Meagutes for Schools. Dleision and Reglonal
Offices are directed to enaute implementatlon of euch by ochoole'

L The disqster risk reduction in education must aim at addreseing underlying


drivers of disaster risk such as the following; (i) poorly built school structures; (ii) little
lanowledge of te.chers about risks aad skills ilr risk rcduction; (iii) low capacity of
teachers and administrators in disaster preparedness aid response; and (iv) lack of
warning mechanisme and absence of nek asseasments,

Specifrcally irr the echoole, where damages of disasters are mostly evident arrd
where effects to children,s education are strongly felt, actiong had to be taken to
mitigate the effects of disasters.

The school personnel should be able to antlcipate risks of natural and manmade haaards and to ensure the ssfety of schools before, during and after an
emefgency to enable leqrners' continued accea$ to education.

In view of this, schools are directed to implement the following mibgation


measures for natural disaeters such as tJphoons, flooding, larrdslides, tornadoes
among otheis:
ensure that the school building carl withstand heavy rain and
strong winds. Single level schools built at grou:rd level may be
anchored by guy wires to strengthen the stability of the stmcture;

store textbooks, teaching manuals, school records and school


equipment (fax machine, laptop, photocopier, T1/, VCR and science
cquipment, etc.) at a sale place, preferably on ai elevated room to
en$ure protection ftom rain or flood;
