Sec. 1 Every student has the right to enjoy responsible freedom of speech and expression.
Sec. 2 Every student has the right to avail the services offered by the SYC.
Sec. 3 Every student has the right to conduct and participate in all school activities.
Sec. 4 Every student has the right to be informed on all the issues and matters concerning
them.
Sec. 5 Every student has the right to vote, to be nominated and elected into office.
Sec. 6 Every student has the right to be represented in the different meetings and assemblies
of the school on issues affecting the welfare of the studentry.
Sec. 7 Every student has the right to due process.
ARTICLE VI
DUTIES AND OBLIGATIONS OF STUDENTS
Sec. 1 Every student has the responsibility to observe the laws of the Republic of the
Philippines and the rules and regulations of the school at all time.
Sec. 2 Every students must pay on time all the SYC fees approved by the dignitaries or by the
Parents Teachers Association in an appropriate resolution.
Sec. 3 Every student must support and promote the thrusts and objectives of the SYC and the
school.
Sec. 4 Every student must abide by the SYC Constitution and By Laws.
Sec. 5 Every student must participate actively in all school activities and strive for academic
excellence.
Sec. 6 Every student must exercise his/her rights do his/her responsibilities as an SYC
member.
ARTICLE VII
POWERS AND DUTIES OF THE STUDENT YOUTH COUNCIL
Sec. 1 The Student Youth Council shall be the highest governing body of the entire studentry.
Sec. 2 The SYC shall have the following functions and responsibilities:
a. Formulate and recommend programs that will address relevant issues/concerns of the
studentry.
b. Plan and implement policies and programs designed to protect and promote students
right and welfare;
c. Monitor and evaluate the students activities in the school and in the communities;
d. Create committees necessary to address the needs of the students;
e. Make recommendations to school authorities regarding student matters, affairs, and
activities;
f. Serve as a representative of the studentry in voicing their opinions, suggestions, and
grievances;
g. Act as coordinating council of all campus co-curricular organization;
h. Have such other powers and duties as the school authorities and the studentry may,
from time to time, grant or delegate, consisted with principles, objectives and school
policies.
i. Turn-over financial assets, papers, documents, properties and other responsibilities to
the incoming Student Youth Council; and
j. Submit financial and accomplishments reports to the school authorities on an annual
basis.
ARTICLE VIII
COMPOSITIONS, ELECTION AND TERM OF OFFICE OF THE SYC
Sec. 1 The officer of the SYC are the duly elected Governor, Vice Governor, Two Board
Member for each year, and appointed Secretary, Treasurer, and Public Relation Officer.
Sec. 2 The Two Board Member who shall get the highest number of votes among the running
Board Members from different parties shall serve as the Board Members of the year level
concerned.
Sec. 3 All SYC elections shall be conducted school wide every first or second of July
annually.
Sec. 4 Candidates for all SYC elective positions must be:
a. Bonafide students
b. Of good academic standing with a general average of 85 and above without any
failing grade during the school year;
c. Of good moral character and have not been subjected to any disciplinary sanction;
d. The governor and vice governor shall be considered resigned and ineligible from all
highest elected of designated positions from clubs and organizations once elected.
Sec. 5 The officer of the SYC shall hold for one academic year.
ARTICLE IX
DUTIES AND FUNCTIONS OF OFFICERS
Sec. 1 The Governor shall be the chief executive officers of the SYC. She/he shall have the
following duties:
a. Preside over all meetings and/or may designate another officer to preside for a
specific meeting;
b. Enforce this constitutions and By Laws and other regulations that may be
promulgated;
c. Sign all resolutions, correspondence, and other official papers of the SYC;
d. Represent the SYC or designate his/her representative for any external or internal
affairs/functions;
e. Implement SYC programs and projects;
f. Create committees, as the need arises, the Chairperson of which shall be appointed by
the SYC Governor; and
g. Perform such other functions inherent and incidental to his/her office.
Sec. 2 The Vice Governor shall have the following duties:
ARTICLE XII
MEETINGS AND QUORUM
Sec. 1 The SYC shall conduct regular meetings every first Friday of the month or as agreed
upon by the officers of the SYC.
Sec. 2 Special meetings of the SYC may be called upon by the Governor or by the majority
of the SYC officers.
Sec. 3 Majority of the officers of the SYC (50%+1) shall constitute a quorum.
Sec.4 Each SYC officer, except for the appointed officers is entitled to only one vote.
Sec. 5 No proxy shall be allowed when voting.
Sec. 1 The officers of the organization shall be Governor, a Vice Governor, two Board Fourth
Year Board Members, two Third Year Board Members, two Second Year Board Members and
two First Year Board Members. In addition to this are the appointed officers; the Secretary,
Treasurer, Auditor, and Public Information Officer all of who will serve a term of once and to
be appointed by the board.
Sec. 1 The Governor shall preside the meetings with the guidance of the SYC Adviser. He
shall appoint all members of the standing committee with the concurrence of the majority
officers. He shall represent the club/organization in all occasions and all matters in which
representation of the club/organization may be agreed or required. He shall call meetings of
the club/organization as per agreed or sees it necessary upon written request of at least 30%
of the club/organization membership or a majority of the members and the officers. He shall
approve vouchers covering applications or expenditure of club/organization funds before
payment or disbursement is made by the Treasurer.
Sec. 2 The Vice Governor may be assigned special duties under the direct responsibility and
supervision of the Governor. He shall perform the duties and functions of the Governor in
case of the latter`s absence, disability/incapacity or resignation.
Sec. 3 In the event of inability of Governor or Vice Governor, the Board Members present
shall elect among themselves Temporary Presiding Officer. As Temporary Presiding Officer
in his own discretion will relinquish the chair temporarily to any member of the council if he
would participate in the deliberation as regular member.
Sec. 4 The Secretary shall be the custodian of all records, documents, and minutes of all
proceedings of the club and conduct all official correspondences.
Sec. 5 The Treasurer shall collect, receive, and issue receipts of all money, funds, and
contributions for the club. All disbursements and payments made by him are required to be
accomplished at the end of fiscal year (July-June).
Sec. 6 The Public Information Officer shall be in charge of matters about public relation. He
shall give proper publicity to all activities of the club.
ARTICLE VI: MEETINGS
Sec. 1 Regular meeting of this organization shall be held every first Friday of the month
during school year with appropriate notice to be sent out by the secretary at least one day
prior to such meeting.
Sec. 2 Any member who is absent himself from any regular monthly meetings or special
meetings shall be given five working days from the said meeting to submit written
explanation as to the reason for his failure to attend thereat.
Sec. 3 In the event the reason/s to the officers for being unjustified he erring member/s shall
pay affine ten pesos (P10.00) to the club through the treasurer.
Sec. 4 Any member who absents himself for three (3) consecutive ties from any general
meeting without justification/justifiable ground thereof maybe expelled or suspended from
the club majority vote of officers.
Sec.1 When a greater position is required herein or by the law, a majority prevail at meetings
and deliberation of the club/organization, the officers and majority of members shall
constitute a quorum to officially transact any business.
Sec. 2 A quorum shall constitute 505 plus one for the officer`s meeting.
