As per Rule 40 & 41 of the Kerala state Electricity Licensing Board Rules, Electrical Contractors
licences are issued.
The following are the formalities for the award of Contractors Licence.
There are three classes of Electrical Contractors Licence in Kerala State viz.;
Class 'A' Class 'B' Class 'C'.
Conditions for the grant of Contractors licence Class 'A'
(I) There should be a registered office in the State of Kerala.
(ii) At least the following staff are required.
(a) Supervisor with valid supervisory permit Grade 'A' issued by the Board.
(b) Four Wiremen for HT and Five wiremen for EHT having valid permit issued by the Kerala
State Electricity Licensing Board.
Fee:
Cost of Application Form: Rs.50/Scrutiny Fee: Rs.200/Licence Fee: Rs.1000/Cost of Staff Register: Rs.100/There should be sufficient drawing office facilities. This should be verified and certified by the
District Electrical Inspector.
There should be a library containing Indian Electricity Act, Indian Electricity Rules, conditions of
supply of K.S.E.Board, Kerala State Electricity Licensing Board Rules, National Electric Code,
Electrical Inspectorate Standards, Standards published by Central Board of Irrigation and Power.
Safety manual, Important standards of Bureau of Indian Standards as specified by the Licensing
Board and Electrical Inspectorate from time to time and all required rules and regulations for
carrying out electrical installation work.
Testing Equipments:
The Contractor according to the class of licence should possess at least the following testing
equipments
v Insulation Megger: 500 V,Insulation Megger: 1000 V, Insulation Megger: 5000 V
v Earth Tester with Testing Kit - 0/10/100 ohms with selector switch
v Tong Tester with (1) Ammeter 0/800 A (with different ranges) with selector switch
v Voltmeter 0/300 V/600 V with different ranges and selector.
v Phase Sequence Tester
v Multimeter/ Avometer : Digital to measure 0/10/100 mV A/C
v Frequency Meter 45 to 55 Hz
v Portable PF meter 5A, 240 V, A/C

Cutting Pliers (insulated)

In addition to the above a library of technical books and drawing facilities
Other requirements
At least 3 years experience as 'B' Class Contractor with scope "All MV/ LV installations " is
essential for awarding 'A' Class Contractors Licence.
Solvency Certificate or Bank Guarantee for Rs.10,000/- or Rs. 25,000/- may be produced for
licence with scope HT installations and EHT installations respectively.
The application after completing all formalities will be placed before the Licensing Board in its
meeting and only with its approval the licences are issued.
Conditions for the grant of Contractors Licence. Class 'B'
(I) There should be a registered office in Kerala.
(ii) The following minimum staff are required.
Supervisor Grade 'B' with valid permit issued from the Kerala State Electricity Licensing Board.
One Wireman having valid permit issued by the Board. For licence with scope "all LV/MV"
minimum of 3 wiremen are required.
In addition to the above they shall have a library of technical books and drawing facilities

Cost of Application: Rs.50/Fee: Rs.100/Licence Fee: Rs.500/Cost of Staff Register: Rs.100/The applicant should have a library containing the copies of relevant rules and regulations. BIS
specifications, Code of Practices, etc.
The applicant Should possess at least the following testing equipments.
v Scope : All LV/MV upto 15 kW

Insulation Tester: 500V
Neon Tester
v Scope : All LV/MV upto 50 kW

Condition for the grant of 'C' Class Contractors Licence:
'C' Class licence is issued to licenced Wiremen having sufficient experience ( 3 years for
exempted category and five years for others ) in the field after registration under licensed
electrical contractor. Licence will be issued after examining their competency for carrying out the
work and also after realizing the required fee.
Testing equipment : Insulation Meggar 500V
Renewal of Contractors Licences:
Above licences are renewed once in three years. The application for renewal should reach the
Secretary at least one month prior to the date of expiry. Licences can be renewed upto 3 months
after the date of expiry of the licence after levying the prescribed penalty. The licences which are
not received for renewal with in a period of 3 months from the date of expiry of licences shall be
lapsed. The Board may, however, at its discretion issue fresh licences in lieu of the lapsed
licences after levying the fees prescribed fee and obtaining other particulars and documents
