AFFIDAVIT
I, PO1 KARLMARK RODNEY BRYAN B. BUNGAOEN, of legal age,
Filipino, single, and a resident of Hilltop, Bulanao, Tabuk City, Kalinga, after
having been duly sworn to in accordance with law, hereby depose and
state, that:

1.

I am a member of the Philippine National Police assigned at the

Kalinga Police Provincial Office (KPPO) and currently acting as
Security Escort of the Provincial Governor;

2.

As a Security Escort, one of my assigned tasks whenever the

Governor is in his office is to take charge of the smooth flow of
clients coming in and out of the Office of the Provincial Governor
and as such, I usually post and stay at the front door of the office
to close and open it for clients.

3.

On May 11, 2015, I was on duty to man the front door of the
office of the Governor to regulate the queue of people entering
the Office;

4.

At around 11 oclock in the morning of the same day, I opened

the door for Sec. Mathew Matbagan to enter the Office of the
Governor;

5.

After a few minutes, I heard a loud female voice shouting Sir,

Sir coming from inside the office of the Governor so I entered
immediately and stood up near the door and I saw the Governor
holding the front part of the polo shirt of Mr. Matbagan while Dr.
Ruth Duguiang was rushing towards where the Governor is and
she (Dr. Duguiang) immediately pulled him (Governor) away from
Mr. Matbagan;

Shortly thereafter, because of what I saw, I immediately went

near them and stood beside them and after a very short moment
of silence, Mr. Matbagan told the Governor in the vernacular
alaek man ngarud dayta Resolution sir tapno isimpak, ( can I
get it back then the resolution sir so I will fix it) and the Governor
said in the vernacular, sige (Okay) and while he (Governor) was

in the act of giving the said Resolution he further told Mr.

Matbagan in the vernacular Saysayaatek ti relasyon ko
kadakayo ket daddailen yo met, (I am trying my best to make
our relationship good, but you are breaking it) and Mr. Matbagan
answered back and said sorry sir, sorry sir and afterwards, Mr.
Matbagan went out of the office;
7.

From the time I entered the office until Mr. Mathew Matbagan left,
I never saw the Governor mauling, neither punching nor boxing
Mr. Mathew Matbagan;

8.

I am executing this affidavit to attest to the truth of the foregoing

averments and that the same is executed freely and voluntarily
and in good faith for all legal intents or purposes it may serve.

IN WITNESS WHEREOF, I have hereunto set my hand this ______ day of
