That is, a congress rep can propose tax laws, NE law, donation
laws and impeachment. A CP can propose MPPs, tax laws,
donation laws (I think, been awhile), air strike, NE and
declaration of war.
Congress and CP alike all have a single vote unless there is a
dictator. A dictator is the only one to vote, if a country has such.

They're a statement of friendship and collaboration as much as
anything practical.

A CP has no CS pass unless they were also congress prior.

Congress reps have one or more CS passes each month.
Unless there is a dictator. Then the dictator takes a ratio of the
combined CS passes, leaving congress reps with none.
