I.
RATIONALE
The entire nation stand still at a point in time letting go of the long term
planning, consultations, arguments and watch closely and astonishingly as it
welcome the milestone in the history of our education system with the opening of
classes for the school year 2016-2017 which commenced last June 13, 2016.
Moreover, the astounding reason is the institution of the Senior High School to
complete the secondary education. The timely intervention and the bravest move of
the Department of Education to upgrade the standard of the basic education
system and to join in the globalization trends are already here. All the studies and
preparations from the top level to the school level is now being implemented and
experienced by the Senior High School learners, teachers, parents and the
community.
The Senior High School (SHS) which covers the last two years of the K-12
program, includes Grades 11 and 12. The learners are now undergoing the first
semester (Grade 11) taking up the core curriculum and subjects under a track of
their choice. These additional two years will equip the learners with skills that will
better prepare them for the future, whether it be employment, entrepreneurship,
skills development and higher education.
Now that its underway, the Senior High School leadership will continue to
push for innovative strategies that will equip all learners with the 21 st century
knowledge and skills which will enable them to contribute towards a more
progressive nation.
The forerunner of the K-12 Program, Bro. Armin Luistro, the former
Secretary of Education believes that the solution to many of our nations problems
is in DepEd. He once said that the Department of Education is the key player in
changing the direction of where our country is heading. And that he is praying for a
change of image, heart, and the culture within the Department. He is inspiring
everyone to heed the call for passion, excellence and integrity in serving our
people.
The new Secretary of Education sealed the implementation of the K-12
Program especially the onset of the final stage of basic education by
acknowledging that the program is beneficial in the long term to make the countrys
educational system at par with the rest of the world which has 12 years of basic
education. She further reiterated that Filipinos abroad faced discrimination in the
workplace and gets lower ranks because they lack two years of secondary
education without the k-12 in place.
Excellent top level leadership and good school governance will surely
make a breakthrough in the pioneering operation of the Senior High School.
II.
OBJECTIVES
The Senior High School aims to upgrade the basic education system of the
country. Primarily, The Philippines is the last country in Asia and one of only three
countries worldwide with a 10-year pre-university cycle (Angola and Djibouti are the
other two). Second, a 12-year program is found to be the best period for learning
under basic education. It is also the recognized standard for students and
professionals globally. Finally, Schools of today have to contend with the fast-paced
growth of new jobs and opportunities in the market place. As the primary
training ground for future workers of our country, we need to rethink the way we
prepare our students for the work place, providing them with the learning and
innovation skills, literacy skills And life skills.
III.
BACKGROUND
In response to the Department of Educations call to prepare for the
implementation of the final stage of the K-12 Program. Together with the other
public high schools in the city, Carmen NHS has pulled its trigger three years ago
when the then principal of the school commissioned the Guidance Counselor, Mrs
Cellia Castillo and the TLE Department Coordinator, Mrs Karen Awa as they
participated in the 3-day seminar at RELC for the orientation of the said program.
From then on, the work never seem to stop and the year had passed with
very meager output in place. It was never given a major attention and the
progress for the preparation was very slow to a point of uncertainty whether the
school will offer and the direction where its leading in the preparation stage was
vague. The arrival of the new principal, Dr. Gina Labitad was like a magic, setting
the pace until the momentum of the preparation speed up, troubleshooting what
seemed like a point blank and the school was able to rise and soar high together
with the other public high school offering Senior High School.
The direction was distinct that guided the preparation process. Meeting
every now and then, endless reports, conference, consultation with the learners
and the parents, orientation and reorientation. Burning the midnight candles in
order to come up with the best plan. DepEd Orders, Memorandum and issuances
made the preparations more collaborative and vibrant.
The actions and drama of the Senior High School preparations didnt end
in the implementation stage, but rather, the real scene just started as it continues to
make breakthroughs in the lives of the learners, teachers, parents and the
community. Challenges will always play a role that would
dare to test the
rationality of the program. Nevertheless, as an educational institution, Carmen
NHS will remain to be steadfast in its commitment to uphold the vision and mission
set by the Department of Education.
