THE CONSTITUTION

OF
THE BCEA ALUMNI ASSOCIATION
PREAMBLE
Who we are
The BCEA Alumni Association which begun in August 2012 is an association of graduates of
Bible College of East Africa. This college is a Christian educational institution under the
Independent Board for Presbyterian Foreign Missions, established in 1965 and commissioned
by God to prepare Gospel Ministers to serve the Church of Jesus Christ.

THE CONSTITUTION OF BCEA ALUMNI ASSOCIATION
1. NAME
The name of this organization shall be The BIBLE COLLEGE OF EAST AFRICA
ALUMNI ASSOCIATION.
2. LOCATION OF OFFICES
The Office for the transaction of the business of BCEA Alumni Association shall be
located in the Bible College of East Africa, Mirema Road, Roysambu, Nairobi, Kenya.
3. PURPOSE
3.1. To promote the interests and welfare of Alumni members by encouraging one
another.
3.2. To promote the beneficial exchange of information, ideas, and opinions among the
Institution and her alumni by keeping each other informed of the successes and
challenges of ministry wherever God has placed us. Pulpit exchange programmes
among the alumni should be encouraged where possible.
3.3. To introduce other God-called servants to the sound Christian fundamental and
biblical training available at BCEA.
3.4. To organize annual conferences at which members meet to exhort one another in the
teaching and preaching of Gods Word; also share experiences and challenges
encountered in the mission field.
3.5. To maintain mutual bond with our Alma mater the institution that has shaped the
destiny of many ministers with their ministries in Africa.

3.6. To establish fellowship among Alumni Members.


4. MEMBERSHIP
4.1. Membership in this Association shall comprise of voting members and honorary
members.
4.2. The voting membership of this Association shall consist of:
4.2.1.
Graduates of the BCEA who are active members by Alumni
registration and conference attendance.
4.2.2.
The honorary non-voting membership shall consist of non-alumni from
the following groups:
4.2.2.1. Current and former members of the Institutions faculty;
4.2.2.2. Officers of the Institution (BCEA);
4.2.2.3.
Such others as may be nominated by the membership and
appointed at any regular annual conference of the Alumni
Association.
5. OFFICERS OF THE ALUMNI ASSOCIATION BOARD
The BCEA Alumni Board officers shall exist to conduct the business of the Association
and shall consist of:
5.1. The Executive comprised of :
5.1.1.
5.1.2.
5.1.3.
5.1.4.
5.1.5.

The Chairperson
The Vice Chairperson
The General Secretary
The Organizing Secretary and;
The Treasurer.
5.2. The Advisor appointed by the Institution.
5.3. The Regional Representatives - from Kenya
5.4. The Diaspora Representatives.
5.5. Any Co-opted members.

6. DUTIES OF THE BOARD


6.1. The Chairperson
6.1.1.

Presiding at all meetings of the Alumni Board;


Presiding at all meetings of the Alumni Association Conference.
Coordinate the appointments of the Association.
Serve as the liaison between the Institution (BCEA) and the Association.

6.1.5.
Serve as an ex-official in any sub-committees nominated or selected by
the Association.
6.1.6.
The Chairperson of Alumni Board shall maintain an up-to-date master
copy of the Alumni Association Constitution and an up-to-date special file
containing copies of all available previous Constitutions and of any minutes or
correspondence pertaining to the Constitution. He shall deal with any
questions concerning any constitutionality referred to the executive for study
and recommendation.
6.2. The Vice Chairperson
6.2.1.
Perform any of the duties of the Chairperson by virtue of delegation or
in the absence of the Chairperson.
6.2.2.
The Vice Chairperson shall succeed the office of the chairperson if and
when the office falls vacant. The Vice Chairperson shall also fill the
unexpired term of the Chairperson awaiting the appointments.
6.3. The General Secretary
6.3.1.
Taking minutes - The General Secretary shall maintain an accurate
record of all Alumni Association meetings. This includes documenting the
activities and the matters discussed during the meetings by writing down the
minutes. Along with the minutes, he also has to maintain a meeting attendance
log. Once the meeting is over, the records should be filed properly.
6.3.2.
Maintaining Records The General Secretary will maintain accurate
and up-to-date records for the various functions, decisions and actions of the
Alumni Association.
6.3.3.
Advice the Board Members - The General Secretary should inform the
board members and ensure that they have the right guidance and resources for
carrying out their duties towards the Alumni as per the institutions by-laws.
6.3.4.
Liaising - The General Secretary will act as a point of contact between
the Alumni members and BCEA.
6.3.5. Shall maintain a record and contacts of all active Alumni members.
6.3.6.
Provide timely information concerning activities of the Association to
its members and friends.
6.3.7.
Communication the General Secretary shall communicate with the
members from time to time. He or she shall prepare and send reports,
circulars, notices and notifications about meetings to the members as directed
by the board.
6.3.8.
Arranging Meetings. This includes board and annual conference
meetings of all members. He or she has to inform the board about the
meeting(s) and its agenda.

6.3.9.
Making sure that the files of the officers are ready and up to date in
every board meeting.
6.3.10. Make timetables for the annual alumni association conference.
6.3.11. Read the previous minutes once the board has convened.
6.3.12. Organize the registration of alumni association members during conferences.
6.4. The Organizing Secretary
6.4.1.
6.4.2.

Work closely with General Secretary.


Perform all the duties thereof in the absence of the General Secretary.
Initiate collection of newsletter materials and publishing.
Coordinate regional meetings.

6.5. The Treasurer


6.5.1.
The Treasurer shall prepare a budget according to the Associations
needs for consideration and approval by the Board.
6.5.2.
The Treasurer is responsible to the Board and to the members of the
Association for keeping all financial records.
6.5.3.
Be responsible for the purchase of all the supplies and services
required by the Alumni association.
6.5.4. Receive, keep, and disburse funds in line with association regulations.
6.5.5.
To deposit in the associations account all monies received except a
maximum of Kshs. 3,000 as petty cash float.
6.6. The Advisor appointed by the BCEA Faculty
6.6.1. The Advisor shall be the official counselor to the Association.
6.6.2.
Shall work very closely with the General Secretary to ensure adequate
and timely communication to the Board and members of the Association.
6.7. The Regional Representatives - from Kenya
6.7.1.
6.7.2.
6.7.3.

These shall be members of the governing Board.


They shall attend all meetings of the Board.
They shall work as liaison officers in their regions.
6.8. The Diaspora Representatives
6.8.1.
They shall attend Board and Associations meetings as and when called
upon to do so.
6.9. Any Co-opted members
6.9.1. Same as Diaspora Representatives.

7. APPOINTMENTS, AND REMOVAL FROM OFFICE


7.1. Appointments
7.1.1.
Six months before the expiry of the boards service the faculty shall
appoint a new executive board members and advisor.
7.1.2.
Regional and Diaspora representatives will be appointed by their
respective members during the conference.
7.1.3.
Co-opted members to the board will be selected by the board at an
appropriate time.
7.1.4.
The new executive members and the regional and Diaspora
representatives shall assume office during the annual conference.
7.1.5.
The term of the board members shall be three (3) years.
7.2. Removal from Office
7.2.1. Reasons for removal
7.2.1.1.
Non attendance of the committee meeting for three consecutive
sittings without a genuine apology.
7.2.1.2.
Gross misconduct
7.2.1.3.
Apostasy
7.2.1.4.
Incapacitation
7.2.1.5.
Resignation
7.2.1.6.
Death
8. CONSTITUTIONAL AMENDMENTS
8.1. Any ordinary proposed amendment to the Constitution shall originate from, or be
referred to the executive for review and presentation to the Alumni Board.
8.2. After consideration, the Alumni Board shall vote on proposed amendment(s) to the
Constitution. The Alumni Board shall submit the proposed amendment(s) they have
approved at the next meeting of the Association for a vote. If a majority of the
members at that meeting approve, the amendment(s) shall become effective from that
day.
8.3. If the Alumni Board decides an amendment is of an urgent nature, it shall have the
power to approve and declare operative such an amendment as an appendix to the
constitution. However the amendment appendix made operative in such a manner
must be voted on and approved by the Association at its next scheduled plenary
session.
9. MEETINGS
9.1. There shall be two classes of the Alumni Association meetings;

9.1.1.
The Annual General Conference to be held in the 3 rd week of August
every year, unless otherwise advised.
9.1.2. The Agenda of the Annual General Conference shall consist of:
9.1.2.1.
Confirmation of the minutes of the previous General
Conference.
9.1.2.2.
Chairpersons Report
9.1.2.3.
Teaching and preaching sessions by various speakers.
9.1.2.4.
Reports from Regional and Diaspora Representatives.
9.1.2.5.
Such other matters as Board may decide.
9.1.2.6.
Any other business with the approval of the chairperson
received for information but not for action.
9.1.3. Special General Meeting.
This may be called for a specific purpose which according to the Executive
cannot wait until the Annual General Conference.
9.2. The Alumni Board meeting shall be held at least once a year or as regularly as the
Executive may decide in consultation with the Institution. Special meetings of the
Alumni Board may be called by the Alumni chairperson as circumstances may
dictate.
10. ASSOCIATIONS YEAR
The year of the Association shall be from September 1 to August 31.
11. FUNDS
The source of funds shall include and not limited to the following:
11.1. Support from the institution kitty.
11.2. Active membership registration.
11.3. Annual conference registration fee.
11.4. Free love contributions.
11.5. Grants, donations and such others as may be sought and accepted by the Board
on behalf of the Association.
12. DISOLLUTION
The association shall be wound up or dissolved only by the consent of not less than threefourths of those active voting Members of the association present in person at an annual
alumni conference convened for that purpose.
13. EFFECTIVE DATE FOR THE CONSTITUTION
This constitution shall take effect immediately it is approved at the Annual General
conference of the Association.

14. CONSTITUTIONAL APPROVAL


This Constitution was read and approved by the Bible College of East Africa Alumni
conference sitting at Bible College of East at Mirema Road, Roysambu, Nairobi, Kenya. On
5th August, 2014.
