REGULATION ORDINANCE NO. 2013-319


AN ORDINANCE ESTABLISHING THE ILOILO CITY COMMUNITY
COLLEGE (ICCC) SCHOLARSHIP PROGRAM AND APPROPRIATING
FUNDS THEREFORE
Sponsored by Councilor Jason R. Gonzales, duly seconded by
Councilors Liezl Joy Zulueta-Salazar, R Leone N. Gerochi,
Lyndon V. Acap, Carlos P. Guarin and Rodel F. Agado
WHEREAS, the Constitution of the Philippines, under Section 17, Article II and Sections
2 and 3, Article XIV mandates that education of the youth is a primary concern of the
government;
WHEREAS, due to economic difficulties, opportunity to pursue higher education for a
considerable number of poor but deserving high school graduates of the City of Iloilo is now
becoming a sad reality that the City have to face and if left unabated, may lead to an escalation of
social problems;

WHEREAS, the City Government of Iloilo believes that education is the ultimate weapon
to fight poverty and such being the case, there is a need to design a sustainable educational
assistance program.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of
Iloilo, that:
Section 1. SHORT TITLE. - This ordinance shall be known as the "Iloilo City
Community College (ICCC) Scholarship Assistance Program".
Section 2. PURPOSE AND SCOPE OF TIDS ORDINANCE. - To provide financial
assistance to defray the cost of tuition fee and other school miscellaneous expenses of the City
Scholars of the City Government.
Section 3. - COURSES COVERED. - The scholarship program covers only courses
being offered by the Iloilo City Community College (ICCC).
Section 4. - ELIGIBILITY. a) The Valedictorian and Salutatorian of the graduating class of any public high schools
of the city shall be eligible for scholarship provided they meet the requirements for
enrolment oflloilo City Community College (ICCC)
b) Students currently enrolled at the college should have a weighted average of at least 1.50 with a grade no lower than 2.0 in
any subject/class from the previous school year without dropping, failing, or
incomplete grade in any subject
should have completed at least 36 units from the previous school year
c) Students not currently enrolled at the college
should have a weighted average of at least 1.5 with a grade no lower than 1. 75 in
any subject/class from his previous school
should have completed at least 36 units from the previous school year
they meet the requirements for enrolment of the Iloilo City Community College
(ICCC)
d) Have not participated in any offense involving moral turpitude that will destroy his
and the school's good character and reputation.
Section 5. - FINANCIAL ASSISTANCE. - Students eligible for scholarship will be
exempted from paying their annual tuition and miscellaneous fees.
Section 6. - APPROPRIATIONS. - There is hereby appropriated the amount of One
Hundred Thousand Pesos (P 100,000.00) to finance the implementation of this ordinance and
said amount shall be drawn in the annual budget (General Fund) of the city for the current and
every year thereafter. Any amount unused in the current year shall be added to the appropriation
in the succeeding year.

Section 7. - EFFECTIVITY. -This ordinance shall take effect upon its approval.
