STANDARD PATTERN

3.1
Standard pattern, if held with the purchasing or Quality Assurance
Authority, may be obtained and shall constitute a general guide only. The store shall
conform to this specification otherwise.
4.

TERMINOLOGY/ DESCRIPTION

4.1
Charge carbon dioxide is a high-pressure gas cartridge filled with 200 g of
carbon dioxide gas, which is used as an expellant in the Extinguisher, Fire, Dry
Powder, 10 kg Capacity. The cartridge is provided with male threads on the valve
such that same could be screwed with corresponding cartridge holder provided in the
cap of the fire extinguisher while refilling. The dimensions of the cartridge should be
as per drawing attached.
4.2
The specified quantity of carbon dioxide gas filled to charge a DCP 10 kg
fire extinguisher is 200 g +10, -0 g.
4.3
The water capacity of the cartridge shall be adequate to fill maximum
quantity permissible within the prescribed filling ratio.
5.

MATERIAL

5.1
The material of the gas cartridge body shall conform to the requirements of
clause 3.1 of IS 4947.
5.2
The material of the valve nut and the sealing nut shall be brass having
physical properties mentioned in clauses 5.3.1 and 5.3.2 of IS 3224 i.e. the tensile
strength and percentage of elongation of the material when tested according to IS 1608
shall be at least 40 kg/sq. mm and 18% respectively. The izod impact strength of the
material when determined according to IS 1598 shall not be less than 2.2 kgf. m.
5.3
The material used for the sealing disc shall be copper conforming to
IS
14811. The thickness of sealing disc shall be suitable to meet the test requirement
mentioned at clauses 6.1.3 and 10.8.3 of this specification.
5.4
The Carbon Dioxide Gas shall be of Grade 2 quality of IS 15222 i.e. Content
of Carbon Dioxide shall be minimum 99 percent by volume. Manufacturer to certify
purity of gas.

6.

MANUFACTURE/ CONSTRUCTION

6.1
The gas cartridge construction (seamless/ welded) shall conform to clause
4 of IS 4947. However, the shape and dimensions shall be as per drawing attached.
6.1.1

Capacity
(i)

The gas cartridge shall be filled with carbon dioxide gas 200 +10, -0
g by mass as per clause 5 of IS 4947.

(ii)

The carbon dioxide gas shall be of grade 2 quality of IS 15222.

(iii) The gas cartridge shall have maximum filling ratio of 0.667, which is
the ratio of mass of carbon dioxide charged in the container to the
mass of water required to fill the container at 27C.
6.1.2
Threads: The male threads of the valve shall conform to M 27 x 1.25 Left
Hand and shall be as per the drawing attached.
6.1.3
Sealing of Cartridge: The cartridge shall have a sealing device (disc) with
a lock nut in such a manner that the disc may be easily pierced by the piercer fitted in
the cartridge holder of the cap of fire extinguisher.
6.1.4

The diameter of the cartridge body shall be maximum 52 mm (instead of
50 mm as per IS 4947).
6.1.6
Valve Nut: The Valve Nut shall be screwed to body of cartridge
immediately after applying epoxy resin and hardener material like araldite.
7.

WORKMANSHIP AND FINISH

7.1
The inside and outside surfaces shall be smooth and the material section
shall be uniform. All edges shall be rounded off.
7.1.1
The workmanship shall conform to the best production standards of the
industry.
7.2
Anti Corrosive Treatment: The external surface of the cartridge shall be
properly cleaned and treated with phosphating followed by powder coating in
aluminum colour to a thickness. of 50 micron (minimum).
7.2.1
Identification Colour Coding: Each CO2 gas cartridge shall be provided
identification colour coding at the bottom with RED colour for easy identification.

MARKING

8.1
The gas cartridge shall be legibly and permanently marked with either
stencil or any other method with the following information. Pasting of sticker shall
not be permitted:i)

PRE-INSPECTION OF STORES/ CONSIGNMENT

9.1
Manufacturers/ contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required
specification, by carrying out a thorough pre-inspection of each lot before actually
tendering the same for quality assurance to the Quality Assurance Officer nominated
under the terms of the contract. A declaration by the manufacturer that a necessary
pre-inspection has been carried out on the stores tendered, will be submitted along
with the challan. The declaration will also indicate the methods followed in carrying
out pre-inspection showing the features checked/ tested and will have the test
certificate attached to the challan/ declaration.
9.2
If the Quality Assurance Officer finds that pre- inspection of the
consignment as required has not been carried out, the consignment is liable for
rejection.
9.3
Manufacturer/ contractor will also submit the test certificate of raw
materials, components and purity of gas filled.
10.

QUALITY ASSURANCE

10.1
The contractor shall extend to the AHSP or his authorized representative,
free of cost all reasonable facilities for inspection and testing of cartridges for
satisfying himself that the stores are manufactured in accordance with this
specification and for this purpose the AHSP or his authorised representative shall
have free access to the contractor's or sub- contractor's works at all times during the
run of the contract. The contractor shall notify to the AHSP of all sub-contracts placed
by him and provide quality assurance facilities for all stores so sub-contracted.
10.2
No deviation shall be accepted from the governing design/ drawing and
specification without concurrence in writing of the Quality Assurance Authority. No
request for any deviation shall be entertained from the sub-contractor, if any, but only
through the main contractor. The main contractor shall remain responsible for the
quality and quantity in any fabrication done by the sub-contractors.
10.3
Nothing shall absolve the contractor of his responsibility for the safety of
operations.
10.4
While quoting, the tenderer shall confirm clause by clause details of this
specification.
10.5
The equipment shall be tested as per the Test Schedule given at Appendix
`A' to this specification.
10.6
Tender/ Advance Sample: Five Nos. Advance Sample of Charge Carbon
Dioxide gas cartridge 200 g alongwith following test specimens for checking physical
properties of the material and pre-inspection test report of cartridges shall be submitted

to The Quality Assurance Authority i.e. The Controller, CQA(FE), Aundh Camp, Pune411 027 on door delivery basis for test and approval before commencing bulk supply.
(a) Seamless or welded steel tube (300 mm length) used for manufacturing
cartridge body alongwith steel bar having diameter equal to the bore of
seamless steel tube (150 mm length).

10.7

Bulk Quality Assurance

10.7.1
Bulk quality assurance shall be carried out as per the Test Schedule at
Appendix `A' attached to this specification by the Quality Assurance officer at the
firm's premises after bulk production clearance is given by the Quality Assurance
Authority.
10.8

Test Requirements

10.8.1
Hydraulic Pressure Test: Each gas cartridge shall be subjected to internal
hydraulic pressure of 250 kgf/cm2 for a minimum period of 1 minute before filling
and shall checked during stage inspection.
10.8.2

Ultimate Failure Test

10.8.2.1 In respect of this test the manufacturer shall issue a certificate with the lot
to the effect that this test has been performed and found satisfactory in respect of the
type of the gas cartridge presented in the lot. Alternatively, one number shall be tested
from each lot for ultimate failure test of 650 kgf/cm2. The bursting (structure failure)
shall not occur before attaining pressure of 650 kgf/cm2.
10.8.2.2 The sample shall be selected at random from the lot. The contractor shall
replace the expanded samples of this test with fresh ones.
10.8.3

Sealing Device Test

10.8.3.1 The sealing device shall be so designed that the gas cartridge shall not
discharge the contents if the temperature inside the gas cartridge reaches up to 75C.
For this, the cartridge shall be immersed in a hot water bath of 75C temperature for a
period till such time the cartridge reaches the bath temperature.
10.8.3.2 One number per 1000 cartridges or part thereof shall be selected and the
samples selected for performance test should undergo this test first.

10.8.4
Gas Leakage Test: This test shall be carried out as per clause 6.3.1 of IS
4947. There shall not be any collection of even a single bubble on the inside top of the
inverted glass.
10.8.5

Performance Test

10.8.5.1 Charge the standard Extinguisher, Fire, Dry Powder, 10 kg capacity. Fit
the filled cartridge to the cartridge holder of the extinguisher cap and operate the
extinguisher such that jet shall be in horizontal position at 27C + 2 degC. The test
shall comply with the following requirements:(i)

The dry chemical powder shall be expelled in the form of continuous


discharge.

(ii)

6 metres of range of throw of jet shall be maintained for a minimum


period of 23 seconds.

(iii) Within a maximum period of 30 seconds, 85% by mass of the actual


rated capacity of dry powder shall be discharged.
(iv) The contractor shall replace the expanded samples with fresh ones.
10.8.6
Mass of Gas: - Mass of Gas shall be checked by measuring weight of filled
and empty cartridge.
10.8.7
Filling Ratio Test:- Filling ratio shall be checked by measuring the mass of
gas and mass of water that required to fill the cartridge. Filling ratio shall be calculated
as under :Filling Ratio = (M1 M) (M2 M)
Where M1 = Mass of Cartridge filled with CO2 Gas
M2 = Mass of Cartridge filled with water
M = Mass of empty Cartridge
Filling Ratio shall not be more than 0.667
11.

SAMPLING

11.1

Visual Check: 100% of the lot shall be checked for visual defects.

Threads M27 x 1.25 LH shall be checked using `GO' and `NO


GO gauge.

11.3
Material Analysis: Minimum 3 samples shall be drawn for each
material to check chemical composition and physical properties.
11.4

Filling Ratio: Select 1 No. per 1000 cartridges or part thereof.

11.4.1
The gas cartridge shall have maximum filling ratio of 0.667, which is the
ratio of mass of carbon dioxide charged in the container body to the mass of water
required to fill the container at 27C.
11.5

Performance Test: 1 No. per 1000 cartridges or part thereof.

11.6
Hydraulic Pressure Test: Each gas cartridge shall be subjected to internal
hydraulic pressure before filling.

CRITERIA FOR CONFORMITY

12.1
All the samples, as selected are required to be inspected/ tested and shall
meet the test requirements.
13.

WARRANTY

13.1
The stores supplied against this specification shall be deemed to bear the
warranty of the contractor against defective material and performance for a period of
12 months from the date of receipt of stores at consignee's depot. If during this period,
the stores supplied, are found to be defective, the same shall be replaced immediately
with the stores conforming to this specification by the contractor at site, free of any
charges or cost.
14.

PACKAGING

14.1
The accepted gas cartridge shall be packed as per the requirements given
below to the satisfaction of the Quality Assurance Officer:11

(i)

The accepted gas cartridge shall be fitted with a standard quality


PVC cap so that the damage to the threads and sealing disc is
prevented.

(ii)

Each gas cartridge shall be packed in a corrugated fibreboard box of


single wall type having class `C' flutes. The box shall conform to IS
2771 (Part 1). Type of cartridge and manufacturer's name shall be
printed on the box.

(iii) 25 numbers of above mentioned corrugated boxes containing the gas


cartridge shall be packed in a solid fibreboard box lined with paper
wrapping waterproof conforming to IS 1398 (Type 1) solid
fibreboard box shall conform to IS 2771 (Part II).
(iv) All contents inside the solid fibreboard boxes shall be packed tightly
with cushioning material of minimum thickness of 20 mm
(v)

The solid fibreboard box shall be strapped with plastic tape at two
places tightly.

(vi) Minimum packing requirements are stipulated above. This shall not
absolve the supplier from his responsibility for the packages to
withstand the hazards of rail/ road transit and it is contractual
requirement of delivery of the stores in good/ serviceable condition
to the consignee. Any additional packing considered necessary to
satisfy above requirements may be adopted by the supplier.
