KASUS RECALL TOYOTA sebagai Proteksionisme dagang USA terhadap Jepang

Isu recall 8 juta unit Toyota secara global dan menjelang dialog pendapat antara
Presiden Toyota Motor Corporation Akio Toyoda dan Kongres Amerika Serikat, Rabu
(24/2/2010), makin menghangat. Kini, hal itu malah berkembang ke ranah politik.
Sebuah analisis menunjukkan bahwa recall tersebut sengaja dimunculkan karena ada
"konflik kepentingan". Bahkan, berbagai kemungkinan recall, misalnya power steering
Corolla dan kasus terbaru penghentian pembuktian cacat Toyota pada Oktober 2007 sering
dimunculkan. Dalam hal ini, lembaga yang sangat bertanggung jawab adalah National
Highway Traffic Safety Administration (NTHSA). Lembaga tersebut bagian dari Departemen
Transportasi yang telah melaporkan hasil penyelidikan gangguan pada pedal gas dan rem
pada beberapa produk Toyota dalam jumlah banyak. Bahkan, hal itu berkembang menjadi
recall global. Karena recall, beberapa pabrik Toyota di Amerika Serikat menghentikan
produksinya. Hal ini tentu saja menyusahkan kehidupan dan ekonomi masyarakat setempat.
Karena itulah, seperti dilansir Bloomberg, empat gubernur dari negara bagian Kentucky,
Indiana, Mississippi, dan Alabama tempat pabrik Toyota berdiri di empat wilayah itu menilai
pemerintah federal punya konflik kepentingan dalam masalah recall Toyota. Para gubernur
tersebut memprotes tindakan pemerintah federal yang membuat kesimpulan terlalu cepat.
Beberapa media Amerika Serikat mencoba menganalisis masalah lebih dalam. Mereka
melihat, lembaga berwenang yang meminta produsen melakukan recall adalah NTHSA.
Lembaga ini berada di bawah Departement Transportasi, Amerika Serikat. Nah, kalau sudah
sampai ke pemerintah federal, kaitannya adalah konflik kepentingan. Seperti diketahui,
Pemerintah Federal Amerika Serikat punya saham 61 persen di General Motors (GM) dan 10
persen di Chrysler melalui talangan yang dikucurkan pada tahun itu. Sementara itu, penjualan
produk kedua merek tersebut belum bisa mengalahkan Toyota, yang tetap menjadi nomor
satu di dunia. Karena itu pula, muncul kritik yang cukup pedas dari harian The Washington
Examiner yang terbit di Washington. Harian tersebut pada 4 Februari lalu menulis di media
cetak (juga online) bahwa pembantu Obama yang menangani masalah industri otomotif tak
ubahnya "Gangster Goverment". Cara mereka menangani masalah yang dihadapi Toyota
dengan General Motors (GM) dan Chrysler berbeda.
Penyebabnya, "GM dan Chrysler adalah kompetitor Toyota. GM dan Chrysler milik
Obama, milik pemerintah federal," katanya. Kritik itu muncul karena dasar penanganan

terhadap produk Toyota yang bermasalah itu tidak lagi sekadar mengarah ke aspek keamanan,
tetapi mendiskreditkan."Inilah alasan mengapa kami tidak mau pemerintah ikut berbisnis
mobil," komentar Mitch Daniels, Gubernur Indiana dari kubu Partai Republik. Ia adalah salah
seorang gubernur yang menandatangani surat protes. "Kesannya, pemerintah melakukan
diskriminasi terhadap kompetitor," tambahnya. Media Jepang menyatakan bahwa kecurigaan
muncul terhadap tindakan recall besar-besaran Toyota di Amerika Serikat. Pada 5 Februari,
koran bisnis paling laku di Jepang, Nikkei, mengatakan bahwa Pemerintah Amerika Serikat

untuk melemahkan Toyota di Amerika Serikat juga diperlihatkan melalui demo para anggota
International Brotherhood of Teamsters dan United Auto Worker (UAW) pada 27 Januari lalu
di depan kedutaan besar Jepang di Washington. Para demonstran mengecap Toyota "ancaman
bagi Amerika". Mereka menunduh, Toyota mengambil uang Amerika pada program diskon
cash for clunkers dengan menjual mobil rusak.

US has implemented a policy of trade protectionism. "I do not see this
trend could make American-made car sales go up. But certainly, the
United States increasingly defensive," he commented. Various evidence of
the suspicion of government support to weaken Toyota in the United

Brotherhood of Teamsters and the United Auto Workers (UAW) on 27
January in front of the Japanese Embassy in Washington. The
