THE KASLO COMMUNITY GARDEN CLUB is offering


another in its series of workshops. Please join us at the
garden on Oct. 1, 1:30pm for Succession Planting presented by Patrick Steiner. Patricks workshop will focus
on garden planning to allow for continuous harvesting
throughout the growing season. Workshop participants
whom are not garden members will be asked to pay a $5
fee for the workshop and a supporters membership in the
K.C. Garden Club. Please bring a chair. The Kaslo Community Garden Club thanks the Columbia Basin Trust and
the Community Fund of North Kootenay Lake for their
support of; the Workshop Series, compost signage, and
the development of squash supports and a drying shed.

THE YOUTH ART AND CULTURE PROGRAM for 7-12yr
olds is back with an Aboriginal Drumming Series with Barb

drumming on a Pow Wow drum, smudging ceremonies,
and make your own traditional aboriginal hand drum! This
is 5 part series and will include 4 drumming sessions on
October 12, 19, Nov. 2 & 9, as well as a full day drum making session (date TBA). Children will join us at the Kaslo
Family Centre (located in JVH School) from 3-4:30pm.

now touring the Kootenay-Columbia region to hear from
residents on electoral reform. Remnant and Derkx will be
making eight stops in communities throughout the Kootenay-Columbia through to October 2 to discuss:
Why our current electoral system needs to be updated;
which options are being considered and their pros and
cons; what the impact would be in the Kootenay-Columbia
Our meetings are nonpartisan, free and everyone is welcome. We want people to have their say, said Remnant.
There will be a short presentation followed by conversation about what electoral reform may mean for Canada, for
the Kootenay-Columbia and for individual voters. Participants will be asked to share their opinions about key issues,
which will then be forwarded to the special committee on
electoral reform, ERRE.

Kootenay Conservation Program

Kootenay Lake Local Conservation Fund (KLLCF)


Request for Proposals
The Kootenay Conservation Program (KCP) and Regional
District of Central Kootenay (RDCK) are seeking proposals for
projects that will benefit conservation in the rural areas around
Kootenay Lake, specifically electoral areas A, D, and E within the
RDCK.
The purpose of the Fund is to provide local financial support for
important projects that will contribute to the conservation of
our valuable natural areas. Kootenay Lake Local Conservation
Fund (KLLCF) funding is available for conservation projects
that result in the reduction to a known threat to biodiversity.
The themes for the Fund are water conservation, wildlife and
habitat conservation, and open space conservation.
Projects that are technically sound and effective, and provide
value for money through partnerships with other funders will
be given priority. Proponents must be a registered not-forprofit organization, First Nations band or local government.
Unqualified groups or organizations may partner with a
qualified organization. A Technical Review Committee will
review project proposals and make recommendations to the
RDCK for final funding approval.

Review the Terms of Reference, paying particular attention to
Section 8 Fund Design and then apply using the application

New Brand and Website

At its 44th annual general meeting last week, the membership of the Nelson Community Services Centre Society
voted in favour of four special resolutions, one of which
was to change its name simply to Nelson Community
Services. The new name better reflects its present-day,
multi-site operations. The other three resolutions were
changes to the constitution and bylaws in preparation for
the upcoming changes to the BC Societies Act.
That same evening, the organization revealed its new
branding and website. The new logo is fresh, modern,
soft and understated, it reflects the organizations ongoing
support of families, youth and individuals in the community. It also cleverly incorporates their new web address,

Thank you to all who join in partnership with us at JVH and


Jewett to support the learning of our children and youth!
Thank you also to our community for welcoming my family
and me and for the ideas and feedback that I hope will
continue to come my way.
One of the best aspects of my work is listening to the
collective wisdom and experience from many, diverse voices
and trying to help build this into a positive and welcoming
learning environment for all. We have dedicated, caring, and
creative staffs at JVH and Jewett and we put a great deal
of energy into listening, while also taking action to create
learning opportunities and solve challenges.
With the theme of listening in mind, Id like to welcome
everyone to connect with me and tell me your own personal
stories of education and schooling, and how these shape

Girls Empowerment Movement


In Nelson And Kaslo

The Nelson & District Womens Centre is offering the


Girls Empowerment Movement (GEM) Program this
fall in Nelson and in Kaslo. Through art, dance, yoga and
other fun activities, girls aged 10 to 13 explore themes
related to friends, growing bodies, changing feelings, self
expression and personal power.
During each session in the series, a guest presenter from
the community will join the program to share knowledge
and skills with the girls and the series will culminate in
the girls showing some of their experiences to their families on the final day.
The Nelson program will run from 3:30 pm to 6:30 pm
on Fridays from October 14 to November 25 (except the
November 11 holiday). The Kaslo program will run from
10 am to 2 pm on Saturdays from October 22 to November 26.
This program has been generously supported by the
Lobstick Foundation and the government of British
Columbia, making the cost to families only $30 for the
entire series. Subsidies are available to those who need
them. Food is provided. Registration is required.

Kaslo adopted an Animal Attractant Bylaw in


2008 which is intended to help us all reduce
Kaslos problems with animals, bears included, in
our streets. Bylaw enforcement is now in effect.

Basics for everyone to remember are:
Do not put garbage cans out for collection before 5 am on garbage days
All garbage must be in cans, not put out on the street in bags
Be sure garbage cans, sheds and outdoor fridges and freezers are
secure against any animal interference
No bird feeders are permitted between April 15 and December 1
Do not leave pet food outside
Keep barbecue grills clean
Compost properly, without food or smells to attract wildlife
Pick fruit when ripe, and clean up windfall within 3 days
(do not allow fallen fruit to stay on the ground)
Kaslo must stop providing easy sources of food
to wildlife, deer included,to protect both
animals and people.

House prices have gone up a lot in


Vancouver and other parts of British
Columbia over the last few years, sometimes making paper millionaires out of
the owners of an ordinary family home
(a detached house in realtor lingo).
Suppose you and your ex split up some
years ago. She got the house, you got
the RRSPs, and (because of your higher
income and earning power) you were
ordered to make monthly spousal support payments.
Can you get off the hook on those payments now, given a substantial spike in
the value of the house your ex-spouse
got? Our BC Supreme Court recently
faced such a request.
Frank, 55, and Ada, 52, were married for
over 20 years. They separated in early
2007 and divorced in 2008. They had
two children, 23 and 20 at the time of
trial in early 2016.

In 2008, Frank and Ada agreed she


would keep the matrimonial home
(equity about $400,000), he would keep
the RRSPs (worth about $130,000) and
he would pay her some spousal support
which was later set at $842 per month by
the court. That figure took into account
the fact that Franks annual income was
about $114,000 while Adas was assumed
to be about $44,000, and also that the
house Ada got was more valuable than
the RRSPs Frank got.
Ada remained single and kept living in
her modest, older, 1800-plus square foot
house with the children, renting out a
suite to make ends meet. Frank remarried in 2010, and in 2011 moved to

Sweden with his new Swedish spouse.


By September of 2015, Adas house (appraised at $700,000 in 2008) had gone
up in value to almost $1.2 million. Frank
argued in court that this substantial
increase justified letting him off the
hook on support payments to Ada going
forward. But the court said no.
In order to vary (change) a spousal
support order under the federal Divorce Act, there has to be a material
change in circumstances, and its up
to the applicant (here, Frank) to prove
such a change happened. To qualify as a
material change, the new circumstances
must be of a kind that could not have
been foreseen at the time of the original
order. That wasnt the case here its a
well-known, obvious fact that house
prices change over time, noted the court.
The court also pointed out that Franks
$842 monthly payment had been set
at the low end of the guidelines when
ordered in 2011. It was expected at the
time to continue indefinitely, due to the
difficulty a homemaker spouse in her
50s (whos been out of the job market
many years) would likely face when
seeking employment after a marriage
break-up.
Here, it couldnt be (and wasnt) argued
that Ada should sell her house. And increasing the roughly $300,000 mortgage
on it wouldnt make sense either it
would just mean higher mortgage payments for Ada to meet with her limited
disposable income.

at a time = two teams of 10 plus

is very strong in this Kaslo rink.
When offered the chance, each
player that could, paid for his
seat the chopper was full in no
time. One of the players, RCMP
corporal Sean Begg from Kaslo,

great Christmas card and so
with permission from his superiors he packed it along and at
intermission donned it and skated, while his teammates took
photos. From those photos came
the Goalie and the Mountie
coined by CBC.ca as The Most
Canadian Photo, Ever.

Community Solar Garden Underway

The construction of the Nelson Community Solar Garden is well underway. Nelson is in the process of constructing a community solar garden, which will be the
first of its kind in Canada. Throughout the past year, a
project plan was completed, followed by a pre-sale kickoff
event. In order for this project to proceed, Nelson Hydro
required that 75% of the 50 kW array be subscribed to
during the pre-sale event. This goal was not only met, but

to 60 kW and move forward with their commitment.
The contract for the construction and installation of the
racking was awarded to Brian Coulter of Valhalla Timberwrights in Rossland, on September 1, 2016. Our team
is excited and proud to be playing a part in this fantastic
community driven environmental initiative says Brian
Coulter. The structural engineer, Alison MacLeod of
MacLeod Nine Consultants, designed the racking system
added, The racking is being built using cedar, due to its
durability for exterior applications and low maintenance.
Plus, it can be locally sourced, which is an important factor for this project. Once the racks are built they will be
fastened to concrete blocks. This type of system is being
used due to site conditions, which consist of some bedrock which is not easily penetrated.
Initial site work was completed last spring and the solar
equipment has been received. The initial work involved the
falling of a few trees and some excavation work to level the
site. Carmen Proctor, project lead for the Solar Garden says,
Once the racking is in place, the panels will get installed
and then the system will be connected to the grid. The goal
is to have it completed by the end of November 2016. A
grand opening event will be held in the spring of 2017 and
the community will be invited to attend. This project is an
excellent example of community. Our investors consist of
local residents, small businesses, several of Nelsons co-ops,
churches, schools and Selkirk College. We are proud of
this project and have heard from several communities who
have contacted Nelson to applaud our success thus far and
to gather information in consideration of building similar
