REGULATION ORDINANCE NO. 2014-361

AN ORDINANCE ABOLISHING THE THREE (3) VACANT POSITIONS
FROM THE PLANTILLA OF THE CITY ENGINEER'S OFFICE, ILOILO
CITY AND CREATING ONE (1) POSITION OF CITY GOVERNMENT
ASSISTANT DEPARTMENT HEAD II, SALARY GRADE 24, OF THE
SAME OFFICE
Sponsored by Councilor Jason R. Gonzales, duly seconded by
Councilors Lyndon V. Acap, Radel F. Agado and Carlos P. Guarin
WHEREAS, the Honorable City Mayor Jed Patrick E. Mabilog, in letter dated July
14, 2014, requested for the abolition of three (3) vacant positions from the plantilla of
the City Engineer's Office;
WHEREAS, the abolition of the three (3) vacant positions of the City Engineer's
Office shall be appropriated to one (1) position of City Government Assistant
Department Head II, SG 24, of the same office;

WHEREAS, the need for such creation is to assist the City Engineer on all local
electrical, electronics, mechanical, public safety and public works programs and projects
as well as to supervise the implementation and improvement, inspection, maintenance,
repair and to regulate the use of the same for the purpose provided by law and/or
ordinance;
WHEREAS, the proposed creation does not entail additional cost on the part of
the lloilo City Government, as such, said request is deemed necessary, urgent and for
the best interest of the service.
WHEREAS, Section 76 of Republic Act 7160 or the Local Government Code of
1991 states that:
"Section 76. - Every LGU shall design and implement its own structure and staffing pattern
taking into consideration its service requirements and financial capability, subject to the minimum
standards and guidelines prescribed by the Civil Service Commission.

Be it ordained by the Sangguniang Panlungsod of the City of lloilo, that:

Section 1. - The following vacant positions from the plantilla of the City
Engineer's Office are hereby ABOLISHED, to wit:

Section 2. - There is hereby created the position of one (1) City Government
Assistant Department Head II, Salary Grade 24, of the City Engineer's Office;
Section 3. - The funds for the created position shall be charged against the
abolished three (3) vacant positions of the City Engineer's Office above stated;
Section 4. - This ordinance shall take effect immediately upon approval.
