RATIONALE

The youth is one of the important segments of our society, most


formidable yet - an untapped and unmanaged sector. They usually engage in
social transformation of our country and they involve themselves in
addressing various issues such as; students rights, human rights, graft and
corruption and change of governance. They have responded to these issues
through different ways. These ranges from approaches that is more
conservative like changing the system from within through peaceful means
and seeking to overthrow the system by joining the armed struggle.
These reasons vary from lack of proper attention or sensitivity to their
needs. Among these are internal and external distractions like confusion due
to many crises such as; socio-economic and political conditions,
environmental-health conditions, employment and labor issues, and the
degradation of morality and values due to rampant proliferation of sex and
violence in the media. In addition, the continuous disintegration of the family
structure due to constant migration aggravates this situation. Given these
social maladies, hopelessness has been the foremost concern that true
leadership and good governance must address; or worst, our youth will
continue to be vulnerable to the false hopes and empty promises of the left
movement.
We can include them to worthwhile change and development by
tapping their potentials. These are feasible if they form part in the
governance through timely and significant programs and advocacies.
This Youth Leadership Summit uses the approach of Transformational
Leadership. This leadership is based on values and principles that focus on
holistic individual to societal development. Let us help them find opportunity
to help themselves. Only by developing the leaders within them can bring
out the best in them. Only by investing with them we can see the reality of
our hopes and aspirations for a better society. They are the catalyst of
change, the most powerful force and sector to reckon with the youth.
With this endeavor, we ask you to join us in our advocacy.

GOAL

To gather Indigenous People Youth Leaders from the local barangays of


Municipality of Caraga under the 67th IBs Area of Responsibility in order to
produce the Common Youth Agenda leading to the creation of a Youth
Movement that will shape the future of the province, municipalities,
barangays and sitios towards peace, sustainable development and good
governance.

Specific Objectives

Develop God-fearing youth leaders.

Create youth awareness on their role and responsibilities in nation


building.

Develop sense of youth belongingness, brotherhood and cooperation.

Keep them aware of the deceiving issues and activities of lawless


groups and organizations.

Educate the youth on the dangers of illegal drugs.

Develop self-confidence, teamwork, discipline and leadership skills of


our youth leaders.

Promote a positive and healthy self-image, critical thinking, love of


country, social responsibility and the spirit of volunteerism.

Encourage young leaders to develop their own projects and advocacy


campaigns.

Empower the youth especially in the marginalized IP sector the


leadership skills and responsible influence towards good governance.
CONCEPT
Background

It is in November 16-18, 2012, the combined efforts of the 701 st


Infantry Brigade under the leadership of MGen Rey Leonardo B. Guerrero at
that time, LTC. Krisnamurti A. Mortela as the 67 th IB Commanding Officer, 1LT
Rabel Ymas as the 67thIB CMO officer and 1LT Medel Diorda as 67 th IB
Company leader together with the Youth for Peace Movement core group
members; RJ Pandili the YFPM-Caraga Coordinator, Haradave Orfanel and
Gladelit Masalino the YFPM-Baganga Coordinators, Annie Dane Languay the
YFPM-Manay Coordinator, Frances Sabanal the YFPM-Cateel President, Jeter
Monday the YFPM-Baganga President and the active volunteers from the
different municipalities of the Davao Oriental, that the 1st Youth Leadership
Summit Caraga was successfully conducted and produced young leaders that
up to now had the exemplary participation in every activity. During that time,
Jemaika Balante one of the 200 participants elected as the YFPM-Caraga
President who undeniably made significant contribution to the success of the
Caraga Chapter nowadays through the consistent leadership in empowering
the youth, from the 1st Youth Summer Youth Camp in 2013, 1st Christmas
Youth Camp in 2014, 2nd Summer Youth Camp in 2015 and now for the 5th
time of innovation of YLS, the 3rd Summer Youth Camp 2016.

Truly, it has been remarkable the existence of YFPM-Caraga Chapter in


the community especially in the youth sector who actively participating and
awaited the every year activity. Every year, they have been educated from
the communist ideology. The success also relies from the unending support
of the Local Government Unit of Caraga under the leadership of Hon. Alicia B.
Mori with various stakeholders like DSWD, DILG, DOLE, DepEd, DOH, PNP,
BFP, LGAs, NGOs, GOs, POs and Business Sectors as resource speakers,
sponsors and facilitators during the whole duration of the activity.
Activity/Composition
The 3rd IP Summer Youth Camp Caraga is a three (3)-day activity with
series of lectures and interactive discussions focusing on leadership and the
role of the youth in nation building. The youth will also be educated on how
they can help address the problem of insurgency. Issues concerning
environmental protection, Indigenous People rights and spiritual values will
also supplement their knowledge.
Resource speakers are asked to present Power point lecture for no
more than one-hour, leaving ample time for interaction of delegates. This
activity comprises with Team Building activities, Healthy Competitions, Small
Group Discussions, Campfire and Socio - Cultural Night.
Delegates are organized by teams with a designated ate or kuya
(ARMY and Police) to act as guides. Competitions will be done not for the
participants to become award-driven but to foster camaraderie among them
and to invigorate their individual intellect and leadership potentials. The
series of activities correspond to a team point system and the team that
garners the highest possible score will be acknowledged and awarded
accordingly. Each team has team guidon or flag that their team leader and
his/her buddy will always carry.

budgetary requirements. The YFPMDO Core Group and AFP will exercise overall supervision of the activity and will provide workers and security; however,
LGUs are also encouraged to provide personnel as facilitators to monitor the
activity and necessary resource speakers.

under 67th Infantry Battalion area of operation.
2. ExactlyFourteen (14) participants per delegation must compose of five
(5) out of school youth, five (5) in school youth and three (4) Local
Leaders.
3. Must be 15 to 30 years old
4. Must be with conditioned physique, good mental ability and stamina
that could withstand the nature of the Camp.

IMPACT

This activity will inculcate positive values, attitudes and behavior that
will ultimately develop a character based leadership among our youth. It will
also foster unity of different communities and youth groups leading to
synergy and commitment to community development. It will further enable
the youth to discover, affirm and further use their inherent leadership
attributes that will later create a positive impact to the society.
7.

CONCLUSION

The objectives set in this Summit are attainable only if the political will
and resources needed are met and available. Furthermore, the success of
this activity is greatly dependent on the support provided by the local
government officials of the municipalities and province, concerned NGOs and
other stakeholders. This does not only mean financial and material support
but also by advocating strong positive values to the young leaders and
becoming true models for them.
