1 EXECUTIVE SUMMARY
The undersigned, Amit Anand & Bo Hu, Superintendents from Wallem
Shipmanagement Ltd., attended vessel M.V. QI SHAN on 13rd June,
2015, to carry out a pre-purchase inspection, whilst the vessel
was anchored at SW Lamma Anchorage, Hong Kong.
The vessel (date of delivery 21st March 2011) had been drifting
between Machong and Hong Kong since 19th January 2015. Her last
discharge port was Machong. General cosmetic appearance of the
ship side was average; Superstructure along with funnel was fair.
The ship has 7 nos. of cargo holds and had carried generally
carries grain, fertilizers, coal etc. The vessel does not have
any installed Planned Maintenance System onboard. The Kamsarmax
vessel was not maintaining any proper maintenance record. This
Hong Kong registered vessel is classed with Lloyds Register
(LR). Annual surveys are valid till 20th June 2015.
The registered owner is QISHAN SHIPPING LTD and ship manager is
TIANJIN COSBULK SHIP. There were the two more following partiesUnivan(2 persons) & Ravenscroft (4 persons). Found out later on
that one of the 4 persons in their team, was reportedly an
Argentinian ship owner himself. Though UMS classed, the engine
room was kept manned.
Engine room generally in clean condition, however had some
leakages and but was well illuminated. Prominent leakage was at
main engine fuel pumps. Auxiliary engine bilges were not clean.
Engine room bottom bilges found few places with water
accumulated. As per the available in-water survey report
carried out at Hong Kong, no area of concern found. The last
lube oil analysis report was dated 03 Mar 2014) wherein M/E,
A/Es & Stern Tube were found normal). It was reported that the
owner had not asked the vessel to send any samples since then.
The vessel had not carried out any complete overhaul of main
engine units and auxiliary engines.

4 VESSEL FEATURES
DESIGN
The vessel is classed as Panamax/Kamsarmax Bulk Carrier and
built to the specification of Lloyds Register having
Classification characters: +100A1,BC-A,SHC 2,4,6. ESP:ESN,
ShipRight(SDA,FDA,CM, *IWS: Ll: Ice Class 1D,*LMC, UMS.
The ship complies with the requirements of SOLAS chapter II-1,
Part E, Periodically Unattended Machinery spaces (UMS).

7RT-Flex 50, MCR:11620 KW at 124 rpm. CSR: 9877 KW at 117 rpm.
Fixed Pitch Propeller is 4 bladed, solid, and keyless, Dia
6300 mm &Pitch 3600 mm.
Its designed speed at NSR is 14.0 knots with F.O consumption
of 36.0 MT/day.
CONSTRUCTION
Vessel has a double skin construction. It has seven cargo
holds. Each hatch cover is weather tight side rolling type
with Staffo motor fitted on each side of hatch cover to open
and close. MacGregor is the maker for hatch covers. Hull
material is steel.
Vessels ballast system consists of 13 double bottom water
ballast tanks, 8 top side ballast tanks, Washing FW / BW Tk
(P), Dirty Water Tk/BW tank (S), a fore peak tank and an Aft
peak tank.
There is an electric driven Provision crane & Machinery parts
davit of capacity 2 MT at stern, bunker davit capacity 0.99 T
at both the Port side & Starboard side life rafts platform.
There are 6 Fuel oil storage tanks: 2 wing tanks (between
fr.65- fr.98), 2 wing tanks (between fr.36-fr.65) and 2 deep
tanks (between fr.30-fr.36).

Accommodation and Engine room are located aft. Apart from this
there is one H.F.O settling tank, one H.F.O service tank, one
L.S.F.O settling tank, one L.S.F.O service tank, one Diesel
oil storage tank and one D.O Settling Tk, one Diesel Oil
service tank.

5 MAINTENANCE STATUS
The
vessel
does
not
have
Planned
Maintenance
system.
Maintenance record book could not be sighted onboard during
inspection. The vessel had been drifting between Machong and
Hong Kong since 19 Jan 2015. Her last discharge port was
Machong.
CONDITION OF HULL AND MACHINERY
External Hull, Structures including Deck Machinery &
Cargo Gear:
DECK PLATING, PIPES, RAILINGS, STANCHIONS AND FITTINGS
Hull:
The vessels hull was inspected above the water line and found
to be free from any major damage and /or structural defect on
hull. Watertight integrity of hull appeared satisfactory.
Colour scheme for Hull: Top side zone & Bulwark outside Black,
Boot top zone -Red oxide, Bottom/Flat bottom zone Red.
The general above-water hull paint condition except the ship
sides was fair & port of registry and vessels name were
clearly visible at bow and stern. But draft markings found
little faded. Vessel had few rust marks at bow flare region
especially along the weld seems and at the stern.

Found ship side (Topside and Boot top zones) with scratch
marks, rusted patches and paint peeled off (about 10-12% area
affected). Rust could noticeably be seen along weld seems.
No visible indentation was found at ship sides. Scupper stains
marks & paint scrap marks were present on port and starboard
side hull.
No appreciable Marine growth was found along the ships length
when observed with bare eyes at the water line. Propeller was
not visible.
Deck:
Both sides of the main deck (colour scheme: Grey) were found
satisfactory with scattered rust spots.
It was evident that ship staff had done touch-ups recently.

satisfactory and firmly attached to the deck plating.

On physical verification, pipe lines on deck noted to be
painted and maintained however the actual condition can be
determined by UTG only.
Railings were found in satisfactory condition. But rubber
packing of few weather tight doors and booby hatches needed
replacement.
No hydraulic pipe leaks found. No stencil on bunker lines and
fire lines was found for the last pressure test done.
SUPERSTRUCTURE & ACCOMMODATION
SUPERSTRUCTURE PORT AND STARBOARD SIDES:
Found in order with assorted rust spots. Colour scheme: White.

ACCOMMODATION INTERIOR:
Found satisfactory and clean. Flooring has Vinyl Sheet.
All the accommodation doors (accessing the accommodation decks
weather tight doors) found satisfactory. No wastage noted on
the door frames.
Upholstery in the dining saloon, smoke rooms, cabins etc found
satisfactory.
Galley flooring and general condition found satisfactory with
all the scuppers clear.
Total of 6 decks are provided on board namely the Wheel house,
Upper deck, Deck A, B, C & D. Access stairs found well
maintained. Each of the decks floors is clean and maintained.

WHEEL HOUSE:
Found well maintained. Various bridge equipment reported to be
in serviceable condition.
Bridge doors found well maintained and easy to operate and
weather tight. Bridge wings found well maintained with coating

MONKEY DECK:
Found to be well maintained with coating intact. Colour code:
Green. Radar mast, white in colour, found in order including
the Christmas tree lights base plates. All cables well
secured. Access ladder for Monkey Island found in order with
no wastage noted and coating in order.
ACCOMMODATION DECKS:
Colour code: Green. All decks found satisfactory with few
scattered rust spots which needs to be attended to in future.
All the lighting fixtures found in order with no wastage noted
on the base plates.

Found in order and maintained well and clean.

ACCOMMODATION INTERNALS:
Generally found in order and maintained. Fire detectors fitted
in alley ways. It was reported that all the fire detectors are
being tried out regularly and found in order.
Currently twenty five crew members, all Chinese national are
on board. Fresh water consumption is reported to be
approximately 7~8 tonnes/day.

HATCH COVERS:
Maker- MacGregor, It has seven cargo holds. Each hatch cover is

No damage found and in general, paint condition was fair.
Though there were few patches of rust and paint peel-off
(about 4%). Recent touch up by ships crew was noticeable.
Hatch packing channels are in good condition. Packing appears
to be serviceable.
C/O reported that no leaks were found during last hose test.

Rest pads, track ways are partly rusted, rollers greasing


appeared satisfactory. Compression bars appear to be in good
condition. Hatch cleats, nuts & studs were in serviceable
condition.
Hydraulic lines, controls and flexible hoses were found
without any leaks and were serviceable. Greasing in general
was found satisfactory.
CARGO HOLDS:
Colour scheme: Overhead and side walls, tank top - Grey.
There are 7 cargo holds. As per mid ship drawing, the maximum
uniform loads on hold tank top (inner bottom plating) are as
follows:
No -1, 3, 5 & 7 holds: 30.53 T / M2
No -4 hold: 21.47 T / M2
No -2 & 6 holds: 20.95 T / M2
No.4 cargo hold can be ballasted (100% filling only) during
heavy weather condition.
Neither Smoke extraction system nor CO2 firefighting system
fitted for cargo holds.

fair with scratches, patches of paint peeled-of on lower
bulkhead and hopper regions (affected region 15%), except tank

hold No. 4 did not have any sacrificial anode.

WINDLASS AND MOORING WINCHES:
Maker- Nantong Masada Ship Machinery Co. Ltd. Type, MOK-H15.
There are 2 windlasses with mooring drums on forecastle deck,1
mooring winch between No.1 & 2 Cargo holds, 1 mooring winch
between No.6 & 7 Cargo holds and 2 mooring winches on the poop
deck. Brake linings found serviceable.
It was reported that these windlass & mooring winches were in
order and no problems encountered during operations.
Few of the fair lead rollers found tight to rotate which need
to be freed up in due course.
General housekeeping for fore peak store required improvement.
ACCOMMODATION LADDER:
Both the port and starboard sides ladders fitted on board are
of steel and vertical stowing type located abreast of cargo
hold no5.
Hoisting drum is operated by electric motors. Both have been
reported to be working in order.
There are 2 auxiliary pilot ladders made of steel and vertical
stowing type and winch driven by electric motor.

STEERING GEAR:

readied for inspection. On inspection found the general
condition fair.
Paint condition was fair with few patches of rust. Paint
Coating was affected at about 3~4% area. However, noticeably
defect found common in all inspected tanks was detached
sacrificial anodes at many locations (almost 80%).
This required urgent attention as it shall surely lead to
accelerated deterioration of tanks coatings in future.

M/H VHF NBDP (Furuno, FS-2571C), 2 Nos VHF- Radio telephone
(Furuno, FM-8800S) are provided. Weather facsimile receivers
make Furuno, type FAS408 Navtex receiver (Furuno NX-700A).

Last lube oil analysis report was dated 03 Mar 2014 wherein
all A/E were found normal. Last performance data reports dated
12 May 2015 were found normal.
Generator bilges found not clean. The DG engines need to be
overhauled but there is not enough spares on board.
Aux. Boiler & Exhaust Gas Economizer:
The vessel has a vertical composite boiler, model:ZYC 1.6/3000.7, Working pressure- 0.7 Mpa. MAKE: Zhangjiagang Green
Shazhou Boiler Co Ltd,, 0.7 MPa. Steam output: Oil fired- 1600
kg/h,exhaust gas- 1200 kg/h.
FO consumption as per log book is 1.3~1.5 mt/day. Boiler water
test record was not shown.
Cascade tank inside when viewed through inspection glass found
normal.

6 PERFORMANCE & CONSUMPTION


AT SEA
M/E FO consumption:
Its designed speed at NSR is 14.0 knots with F.O consumption
of 36.0 MT/day. As per E/R log book,
ME FO: 26.2~26.5 TONS PER DAY at 101 RPM on last laden voyage
System LO consumption for M/E: About 40 LITRES PER DAY
Cylinder LO consumption for M/E: 165 LITRES PER DAY AT 101 RPM
A/E FO consumption: 2.0~2.2 mt/day
System LO consumption for M/E: A/E System L.O consumption is
high-50 L/DAY
AT PORT
Boiler: 1.3~1.5 MT/day.
One A/E: 2.0~2.2 MT/day
Total consumption: 3.3~3.7 MT/day with one A/E depending on
load.

7 MANAGEMENT AND CREW


The vessel at the time of inspection had 25 Crew members all
of Chinese nationality.

8 CLASS RECORDS
Class Condition/Memos:
All the class certificates and statutory certificates were
valid till 20 June 2015 only. Dry docking and special surveys
shall be due by 20 March 2016.As per in-water survey report
carried out on 01 Marc 2014 at Hong Kong, no issue of concern
noted. Class LR had given clean report.

9 PORT STATE CONTROL (PSC) INPECTIONS


The last PSC inspection was done at 01 Dec 2014 at New Orleans,

10 SPARES AND STORES


Important M/E spares on-board the vessel:

The vessel is extremely low on spares and stores.

11 RISKS & CONCERNS:


1. Found ship side (Topside and Boot top zones) with scratch
marks, rusted patches and paint peeled off (about 10-12%
area affected).
2. Draft markings at forward and aft found faded.
3. The vessel had been drifting between Machong-Hong Kong
since 19 Jan 2015. Her last discharge port was Machong.
4. Prominent leakage was at main engine fuel pumps.
Auxiliary engine bilges were not clean. Bottom bilges
found few places with water accumulated.
5. Rubber packing of few weather tight doors and booby
hatches needed replacement.
6. The last lube oil analysis report was dated 03 Mar 2014)
7. The vessel had not carried out any decarbonisation of
main engine units and auxiliary engines.
8. Too less spares/stores on board. The DG engines need to be
overhauled but there is not enough spares on board.
9. No stencil on bunker lines and fire lines was found for
the last pressure test done. Probably same not done for
long time.

No.1, No.4 & No.6 Cargo holds were opened for
inspected from inside and general condition noted to be
fair with scratches, patches of paint peeled-of on lower
bulkhead and hopper regions (affected region 15%), except
tank top where almost 90% of paint had peeled off and
needed to be de-rusted & re-painted.

Few of the fair lead rollers found tight to rotate
which need to be freed up in due course.

Too high Lube oil consumption: M/E- 40 L/day, Each
A/E-50 L/day.

The vessel does not have Planned Maintenance system.
Maintenance record book could not be sighted on board
during inspection.
14.
No performance taken for M/E for long time.
15.
No crank shaft deflection taken for M/E & A/E for
long time.
16.
Ballast tanks paint Coating was affected at about
3~4% area. However, noticeably defect found common in all
inspected tanks was detached sacrificial anodes at many
locations (almost 80%). This required urgent attention as
it shall surely lead to accelerated deterioration of
tanks coatings in future.

As per the temperature indicating of provision
plant, we doubt the plant or cold room exist some
trouble. Since the meat room and fish room cant be to

According to the memorandum of class survey status,

Inspection Conclusions:
The vessel appeared to be in reasonable condition according to the
inspection.
If owners decide to purchase this good vessel, it is advisable to
not only evaluate some risks and concerns mentioned above, but
also pay more attention to the vessel proper maintenance, since
the proper maintenance of two vessel were not carried out, as
some records cannot get and relevant PMS system was not installed
on board. The spare parts and stores show less during inspection.
The memorandum of class survey status shall be paid attention to.
The cabins of accommodation were line with European crews habits,
but Decoration and furniture appliances update include galley
equipment etc. may be necessary.
The vessel though UMS classed, E/R was kept manned. No specific
reason was given, other that they had surplus man power.
Strict supervision, enough spare parts and stores
essential to ensure the good condition of vessel.
