    GatheringevidenceregardingthefourterroristswhostormedthearmybaseinUri,killing18soldiers,suggeststheyarefromPakistan
    andhadbeensentacrosstheborderexplicitlyforthisattack.Infact,theentireoperationhasthefingerprintsofPakistansmilitary
    establishment,showingyetagainthecountryspersistentuseofterrorismasstatepolicy.Thefourterroristsreportedlygottothecamp
    earlyinthemorning,inallprobabilityacrosstheLineofControljust6kmaway.Theterroristscarriedautomaticrifles,underbarrelgrenade
    launchersandotherequipment,mostofitwithPakistanimarkings,accordingtoDirectorGeneralofMilitaryOperationsLt.Gen.Ranbir
    Singh.Overthelastthreedecadesorso,IndiahasbeenatthereceivingendofPakistanistatecraftofterroristsunleashedtoattainstate
    objectivesUriisthelatestprovocation.Indiahaslimitedmanoeuvrabilityasfarasamilitaryresponsegoes.NarendraModisrestrained,but
    firm,responseisanindicationthatIndiamaynotplaytherecklessgamemanywouldlikeitto.Condemningthecowardlyattack,hesaid
    thosebehinditwouldnotgounpunishedtheheavyliftingwillinallprobabilitybedonediplomatically.
    InresponsesinNewDelhi,andonthegroundinKashmir,onethinghasemerged:thatIndiastilldoesnothaveacomprehensivenational
    policytodealwithdomesticmilitancyaswellascrossborderterrorism.GivenIndiasinconsistentandincompleteresponses,the
    adversaries,bothstatesandterrororganisations,areabletoexploit,andoftenpokefunat,thelackofarobustnationaldoctrine.Thelatest
    attackalsocapturesthecomplexrealityofIndiaPakistantiesandtheKashmirissue.Itcallsforanalertsecuritygridandsophisticated
    policyresponsesneithercanbeachievedbyrhetoricandsimplisticblamegames.TheIndiansecurityforceshavebeendealingwithmilitancy
    andcrossborderinfiltrationsinceKashmirwentupinflamesinthelate1980s.ThegradualdeclineinviolenceintheValleyovertheyears
    wasreversedstarting2014,andsincethenstrifeintheValleyandinfiltrationfromthePakistansidehavebothsteadilyclimbed.ThePrime
    Ministershouldtaketheleadtobringtogetherleadersacrossthespectrumtoworktowardsfindingpeace,whiledrawingupanational
    securitydoctrinethatisfreeofbiasesandmyopia.Indianeedstoletitsadversariesknowitisapowercapableofmorethanmererhetoric
    whileassuringitsownpeoplethatitsoptionsarerootedinconstitutionalvalues.Forboth,awelldocumentednationalsecuritydoctrine
    couldbeafirststep.
