spices maintained their robust demand in the
international market with spices exports from
the country scaling yet another all-time record of
` 14,899.68 crore (US$ 2,432.85 million) in 201415 as compared to ` 13,735.39 crore (US$ 2,267.67
million) in 2013-14.

of spices and spice products valued at ` 14,899.68
crore (US$2,432.85 million) were exported,
registering a nine percent increase in volume and
eight percent in rupee terms and seven percent
in dollar terms of value as compared to 8,17,250
tonnes valued at ` 13,735.39 crore (US$ 2,267.67
million) exported in 2013-14.
Chilli, mint products, cumin, spice oils & oleoresins,
pepper, turmeric, coriander, small cardamom, curry
powder/paste and nutmeg & mace contributed
substantially to the spice export basket as the
demand for Indian spices scaled up phenomenally
at the global level. The total export of spices during
2014-15 exceeded the target of 7,55,000 tonnes
valued at ` 12,304.90 crore (US$ 2000 million) in
WHUPV RI ERWK YROXPH DQG YDOXH IRU WKH QDQFLDO
year 2014-15. As per the target for the year 201415, the achievement is substantial with 118 percent
achievement in terms of volume and 121 percent in
rupee and 122 percent in dollar terms of value and
it was achieved in the face of tough competition.
Chilli continued to propel the growth story as Indias
largest exported spice item both in volume and
value, accounting for 3,47,000 tonnes in quantity
and ` 3,517.10 crore in value during 2014-15. The
export grew by 11.04 percent in quantity and 29.20
percent in value as compared to 2013-14.
Mint products (mint oils, menthol and menthol
crystals) earned substantial foreign exchange worth
` 2,689.25 crore through exports of 25,750 tons,
emerged as the second major money-spinning
commodity in international spice markets. Mint
products was followed by spice oils and oleoresins
in value terms with an export quantity of 11,475

Spices Board HO is responsible to assist the Board
E\ ZD\ RI PDNLQJ WKH RFLDOV DZDUH RI WKH XS
to date status of OL policy, providing advice and
VXJJHVWLRQV WR WDNH HHFWLYH PHDVXUHV DQG DOVR
to ensure proper compliance of decisions taken
by Board. It is also responsible to extend support
for ensuring proper implementation of OL policy
of the govt. in Spices Board HO and to overview
FRUUHODWHG DFWLYLWLHV LQ WKH RXWVWDWLRQ RFHV RI
the Board. In this connection, the major activities
of OL section come under three heads, namely,
Translation, Implementation of OL policy and
Publication of Hindi/bilingual magazines and other
materials. During the year under report, the major

and Tamil Nadu, quality planting materials were
produced through sucker nurseries raised in

nurseries and sucker nurseries raised in farmers

` 2.00 per sucker in Karnataka. The subsidy

The subsidy recommended will be proportional to
the number of planting material produced in the
FHUWLHGQXUVHULHV'XULQJQHZQXUVHULHV
have been established with a production target of
27.50 lakh nos. of suckers which will be available
for distribution during 2015-16.
During 2014-15, 34.14 lakh nos. planting materials
of small cardamom were produced in the growers
HOGLQ.HUDOD.DUQDWDNDDQG7DPLO1DGXEHQHWWLQJ
749 growers [Female: 93; SC: 20; ST:1].
A total of ` 45.51 lakh was paid as assistance under
the scheme during 2014-15.
(iii) Irrigation and Land Development
Irrigation during summer months is very much
essential in cardamom plantations for getting higher
yield. This programme aims promoting irrigation in
cardamom plantation through augmenting water
resources in cardamom plantations by constructing
irrigation structures like farm ponds, tanks, wells,
rain water harvest devices, installation of irrigation
equipments and soil conservation works. The Board
is implementing the programme in the States of
Kerala, Tamil Nadu and Karnataka.
a) Construction of Irrigation structures
Registered cardamom growers having land holding
size of 0.10 ha to 8.00 ha. are eligible to avail
EHQHWXQGHUWKHVFKHPHThe minimum capacity
of irrigation structure should be 25 cubic metre.
Subsidy will be paid on pro rata basis for lower
capacity structures. Fifty percent cost of the
construction of the irrigation device or ` 20000,
ZKLFKHYHULVOHVVLVRHUHGDVVXEVLG\XQGHUWKH
scheme.

C. Other North Eastern States
Large cardamom, Pepper, Chilli, Ginger and Turmeric
are extensively cultivated in the North Eastern
States. Some of the indigenous varieties viz., Nadia
in Ginger, Lakadong / Megha in Turmeric and Birds
eye and Naga in chillies are considered rich in oil,
curcumin and capsaicin content respectively. The
agro-climatic conditions prevailing in NE States
are suitable for the cultivation of pepper, large
cardamom, ginger, chilli, turmeric etc. and these
FURSV FDQ EH SURWDEO\ JURZQ LQ WKHVH UHJLRQV
for making available more spices for export. The
greatest advantage of the spices produced in these
regions is that, they are grown adopting indigenous
cultivation practices. The major constraints noticed
in the development of spices in NE region are lack
of know-how on cultivation, post harvest practices
and lack of organized marketing system. Spices
Board, therefore, is implementing an integrated
scheme for the development of spices in North
East.
(i) Large Cardamom New Planting
Large cardamom is traditionally cultivated in Sikkim
and Darjeeling District of West Bengal. The agroclimatic conditions prevailing in other NE States
particularly in Arunachal Pradesh and Nagaland are
suitable for cultivation of large cardamom. There is
scope for expanding area under large cardamom in
Arunachal Pradesh and Nagaland.
The scheme envisages to expand large cardamom
cultivation in these states by providing ` 28000
per ha. as subsidy towards 33.33 percent cost
of planting and maintenance during gestation
period. The subsidy is paid in two equal annual
installments.
During 2014-15, 488.90 ha were brought under
ODUJH &DUGDPRP FXOWLYDWLRQ DQG UVW LQVWDOOPHQW

The programme aims to help organic spice farmers
LQ DFTXLULQJ RUJDQLF FHUWLFDWLRQ IRU WKHLU VSLFH
farms which is a pre-requisite for marketing as
organic spices.
Under this programme, Board provides assistance
to Farmer Groups, NGOs, Farmers Co-operative
6RFLHWLHV$VVRFLDWLRQVLQDFTXLULQJFHUWLFDWLRQIRU
their farms by providing 50 percent cost of the
FHUWLFDWLRQVXEMHFWWRDPD[LPXPRI` 1.00 lakh
as subsidy. Individual farmers are eligible for 50
SHU FHQW RI WKH FRVW RI FHUWLFDWLRQ VXEMHFW WR D
maximum of ` 30000 as subsidy.
During 2014-15, 15 Farmers Groups acquired
RUJDQLF FHUWLFDWLRQ XQGHU WKH VFKHPH DW D WRWDO
assistance of ` 8.65 lakh.
(ii) Support for Vermicompost Units
There is need to produce organic inputs in the farm
itself to maintain soil fertility in organic production.
In order to enable the growers to produce organic
farm inputs, particularly vermicompost, ` 3000 is
RHUHGDVVXEVLG\WRJURZHUVWRVHWXSDXQLWKDYLQJ
a capacity of one ton output of vermicompost.
During 2014-15, 113 vermicompost units were set

39] at a total subsidy of ` 3.28 lakh.
(iii) Organic cultivation of Spices
Since the market for organic products is gradually
registering an upward trend, there is large scope for
promoting organic cultivation of spices in suitable
locations. The Board is assisting growers for taking
up organic cultivation of spices by providing a
subsidy towards 12.50 per cent cost of production
subject to a maximum of ` 12500 per ha.
During 2014-15, an area of 537.40 ha. was brought
under organic cultivation of seed spices in Gujarat.
Inspections were conducted and payments would
be made during 2015-16. Residual payment for
SUHYLRXV\HDUFDVHVZDVGRQHIRUDQDQFLDORXWOD\
of ` 6.31 lakh.
(iv) Assistance for maintaining ICS groups

ICS among organic spice farmers groups to

A. Infrastructure Development
i) Adoption of Hi-tech & Technology and
Process Up-gradation
To encourage high-end value addition in spices
processing for better value realization and at the
same time to ensure quality and food safety of
the exported item to match with the international
TXDOLW\UHTXLUHPHQWVWKHSURJUDPPHRHUVJUDQW
in-aid to the exporters for adopting hi-tech in
spices processing and for upgrading their existing
technologies/facilities. The level of assistance is
33 per cent of the value of machinery/equipments
for processing and packing, electrical installations
and consultancy charges with a maximum of
` ODNKSHUEHQHFLDU\IRUJHQHUDODUHDVDQG
50 per cent of the cost or ` 200.00 lakh whichever
is less for special areas including North Eastern
region. The scheme for Technology up-gradation
RHUVVDPHOHYHORIQDQFLDODVVLVWDQFHWRVXSSRUW
exporters to upgrade their existing processing/
packing facilities to manufacture products with
high-end value addition and quality standards to
match the requirements of foreign buyers.

adoption of Hi-tech and technology up gradation of
processing units.

B. Trade Promotion

The Board assists those exporters who wish to

to have more clarity in the dealings by reimbursing
the courier charges to a maximum of ` 50,000 per
year. Registered manufacturer exporters of spices

FHUWLHGRUJDQLFVSLFHJURZHUVDQGH[SRUWHUVDQG
brand registered exporters are covered under the
programme. During 2014-15, the Board disbursed

exporters.

i) Participation by the Board
The Board participates in international fairs/
exhibitions with an objective to exhibit the growing
capabilities of Indian spice industry, create
awareness and impact and generate interest
besides securing enquiries and commercial deals
which will ultimately help in boosting exports.
Cooking demonstrations in select exhibitions are
organized in collaboration with leading restaurants
and food chains and participate in food festivals
to showcase uses and application of spices and
to promote Indian cuisine. During the year 201415, Board participated in 11 international fairs/
exhibitions and seven meetings and training
programmes. An amount of ` 276.75 lakh and
` 38.02 were incurred respectively under this
budget.
ii) Participation by Exporters
International fairs and exhibitions provide the
participant enormous opportunities to promote
their products and services. Registered exporters
who have obtained Indian Spice Logo/Spice
+RXVH&HUWLFDWH&HUWLHGJURZHUDQGH[SRUWHURI
organic spices and those exporters whose Brand
names have been registered with the Board can
avail the assistance. The assistance is in the form
of reimbursement of Airfare (Economy Excursion
class) for visits to trade fairs subject to a maximum
of ` 60,000 for Logo/SHC holders and ` 40,000 for
KROGHUVRIUHJLVWHUHGEUDQGDQGRUJDQLFFHUWLFDWH
per exporter per year. In case of hiring independent
stall, the extent of assistance will be 50 percent of
the cost per exporter subject to a ceiling of ` 1.00
lakh. Eight exporters availed the scheme during
the year 2014-15 and a total amount of ` 3.89 lakh
was disbursed.
iii) Market Development Assistance (MDA)

Economics and Statistics/Agriculture/Horticulture
Departments for compilation. Information on area,
production of all spices has been disseminated
through the Boards publications as well as through
the website to the stake holders and policy makers.
As per the Registration of exporters (Regulations),
all the Registered Exporters of Spices have to
submit their quarterly export returns to the Board.
Currently around 3500 exporters are registered
with the Board and the Trade Information Service
is compiling the Quarterly Export Returns of these
exporters and maintaining the database of exporter
wise export of spices. By using this database, Board
are compiling and publishing the details of leading
exporters of each spice through Boards website.
Spices Board is conducting e-auction for trading of
Cardamom through e-auction centres developed
by the Board at Bodinayakanur and Puttady. The
details on auction quantity and price of cardamom
are compiled and published on a daily basis
through Boards website. The consolidated weekly/
monthly details on auction sale and average prices
were compiled and disseminated through Boards
publications.

C. Major Visits
i) Ethiopian delegates visit Spices Board
Five members from the Ministry of Industry of the
Federal Democratic Republic of Ethiopia visited
Spices Board in November 2014.
The main
objective of their visit was to study the functioning
aspects of the Indian Spice Industry, and prepare
a strategic plan to develop the spices industry in
Ethiopia. The delegates interacted with Boards
RFLDOV DQG YLVLWHG WKH %RDUGV 6LJQDWXUH VWDOO
plantations and Spice Park at Puttady, and also the
major spice processing industries.

J. Other Activities
i) Codex Committee for Asia (CCASIA)
India has been elected as the regional coordinator
for CCASIA. In this regard, an expert committee
has been constituted for monitoring the work plan
of the Strategic Plan and Preparation of the SOP
IRU WKH 5HJLRQDO &RRUGLQDWRU 7ZR RFLDOV IURP
Spices Board are members of this committee. They
are also nominated to participate in the CCASIA
meeting to be held during the second session of
CCSCH.
ii) Standards and Trade Development Facility
Standards and Trade Development Facility, a joint
initiative of the WTO, World Bank, FAO, World
Health Organization and the World Organization
IRU$QLPDO+HDOWKRHUVJUDQWVIRUSURMHFWVEDVHG
on Sanitary and Phyto-Sanitary issues (SPS). A
Project Grant Application titled Capacity Building
and Knowledge Sharing in SPS in Indian Spices
was developed by the Codex Cell and submitted
to the Standards and Trade Development Facility
(STDF) Secretariat, WTO, Geneva, Switzerland. The
project aimed at data generation with reference
to the mycotoxin contamination in ten selected
spices. However, this project was not accepted as
STDF opined that the proposal submitted lacked
clarity on on-going, past and planned initiatives
relevant to the proposed project, elaborate letters
of support from organizations and need additional
ZRUN LGHQWLI\LQJ VSHFLF FRPPRGLWLHV ZKLFK DUH
facing a market access problem due to the lack
of relevant Codex MRLs. They also informed
that currently the STDF is funding three regional
projects which seek to improve capacity of select
countries in Africa, Asia and Latin America to meet
pesticide-related export requirements based on
Codex standards and hence the proposed project
may be considered similar to the three on-going
STDF projects.

9. QUALITY IMPROVEMENT

Spices Board was established in 1989 at Cochin.
,W LV FHUWLHG XQGHU WKH ,62 4XDOLW\
Management System in 1997 and upgraded to
ISO 9001: 2008 in 2009. And ISO 14001: 1996
Environmental Management System in 1999
and upgraded to 14001:2004 Environmental
Management System in 2006 by the British
Standards Institution, U.K. It is also accredited
under ISO/IEC: 17025 in September 2004 by
the National Accreditation Board for Testing &
Calibration Laboratories (NABL), Department
of Science & Technology, Govt. of India. As a
part of providing speedy analytical services to
WKH LQGXVWU\ %RDUG KDV HVWDEOLVKHG YH UHJLRQDO
laboratories in major trading/growing centers of
spices at Chennai, Tuticorin, Guntur, Mumbai and
Narela. The labs at Chennai, Mumbai and Guntur
DUHFHUWLHGXQGHUWKH,62DQG1$%/
accredited. These laboratories provide analytical
service to the spice industry and also undertake
WKH PDQGDWRU\ WHVWLQJ DQG FHUWLFDWLRQ RI H[SRUW
consignment of selected spices by Spices Board.
The regional Labs at Kolkata and Kandla are under
construction. The Kandla lab is expected to be in
operation by December 2015.
The laboratories are equipped with the latest
sophisticated instruments like LC MS/MS, GC MS/
MS, AAS, HPLC etc to undertake the analysis as
per the requirements of importing countries. In
addition to the existing sophisticated instruments in
the laboratory six Nos. of UPLC (Ultra Performance
Liquid Chromatograph) has been procured and
installed to reduce the solvent consumption during
WKH QDQFLDO \HDU 7KH VRIWZDUH 48$'0$6
has been upgraded to generate online all the
worksheets necessary during the analysis to save
the paper consumption.

The laboratory continued the analysis of chilli and
chilli products for the presence of Sudan dye I-IV

E. ISO Systems Related Activities
Quality Evaluation Laboratory, Kochi has
undergone Desktop audit in February, 2015 under
NABL 17025 : 2005 system. Reassessment audit
of ISO 9001:2008 & ISO 14001:2004 under
Quality Management system and Environmental
Management system respectively were conducted
by British Standards Institution on 15th October,
2014 and conformance to the standards are reDUPHG
In QEL, Mumbai the NABL Desktop audit was
conducted in March, 2015. The surveillance audit
was conducted on 6th & 7th February, 2015 in QEL,
Guntur. In QEL, Chennai the surveillance audit was
completed on 16th and 17th March, 2015.
F. ASTA Check Sample Programme
The laboratory continued to participate in ASTA
check sample program conducted by American
6SLFH 7UDGH $VVRFLDWLRQ 'XULQJ WKH QDQFLDO
year three spice matrices namely Red Pepper,
Oregano and Black Pepper were received by all
the laboratories and analysed for various chemical
and microbiological parameters, which comprises a
total of 214 tests. The results generated by all the
labs were found well within the limits of Z score.
