3.

PROJECT DESCRIPTION

In Bab field around 43,000 BWPD of effluent water is currently being disposed of.
into 05 disposal wells namely Bb-356. Bb- 437. Bb-558. Bb- 657 and Bb-658. A

further increase in ,effluent water- production fro.m its curr.e nt level of 43,000
BWPD to arou'nd 63,000 BWPD is predicted 'during period 2008-2012. Howeve r

the new header should be sized for 97,000 BWPD to cater for the exg:ected
future requirements. This increase in water production is expected due to the
increase in water cut from both Thamama B and oil rim wells and through the
implementation of artjficial lift schemes. Since each disposal well is estimated to

have a maximum injection capacity of 10,000 BWPD at wellhead injection


pres.sure of 300 psig, therefore to accommodate the additional produced water
production, two new disposal wells have been recommended in the current
Business Plan (2008-2012), assuming that one of the disposal well wil l be used
as replacement/standby well during main~enanc.

,The water disposal network asshown in Figure -1 (Attachment6)-currently includes 05


l.disposal wells each with- injection capacity of around .10,OOO_.BWP.D and are connected ;.'via 12" main water disposal header from BGDS. The majority 'of thl? existing disposal
water header is of GRE and in the vicinity of the disposal water pumps, it is of intemally'
coated metallic piping. At present the effluent water production from Bab is around.
43,000 BWPD, which requires all five disposal wells to be operated simultaneously
without spare capacity to accommodate any make-up for operational, maintenance and
workover requirements.
To meet the increasing of disposal water. handling capacity, tie-in of two new disposal .
wells, namely Bb:744 & BI-745..(refer Figure -2, Attachment-En~:jj' thelo~ati6nrsni3lfbe

The associated water is collected from 1st stage, 2nd stage separators and FST's. The
stream then goes through a EWTP to separate the oil before it is recollected into
disposal water tank T-2402. It is then pumped for disposal through 12" header into 5
disposal wells.
Due to the frequent failures in the existing GRE disposal water header and considering
the trend of increasing associated water production, it has become crucial to debottleneck the entire existing disposal water system. This De-bottJenecking would
involve engineering study, techno-economic analysis of different feasible options, etc.
which is being carried out under separate project. However as an interim measure; the
de-bottlenecking shall be implemented by laying another header of suitable size to
handle 97000 BWPD in parallel to the existing header. The arrangement for .the new
header shan be simila-r to the existing .header; however the number of joints shall be
minimized. The new header shall 'be '12", as
minimum; however the size shall be
confirmed during the Detail!ilg Engine!ilriog b): ~he- GO~TRAGTOR. , As a short term
solution, this' shall ensure' sufficient redundancy & shall augment the disposal water
system reliability and prevent total shutdown of BGDS in case of header line failure.

5.0

GENERAL TECHNICAL REQUIREMENTS


CONTRACTOR shall prepare all drawings and documents for the project. All works
shall be carried out strictly in accordance with the project drawings and specifications'
developed by the CONTRACTOR during the Engineering phase. T he scope of work
for each discipline shall be read in conjunction with other disciplines scope of work for
the project. The CONTRACTOR shall note that the Bab area is f ull of steep sand
dunes and the construction equipment shall be capable to negotiate steep slopes and
sand dunes .

CONTRACTOR shall develop a detailed scope of work including the detailed list of:

6.0

SCOPE OF WORK
6.1

Package I & II

The CONTRACTOR'S " scope shall include all jnecessary engineering,


procurement, construction works and associated activities e . g~ . inspection-:
:~~ tes~ing, provi9ing commis.sioning support, etc. for the project. ,
Engineering related to GRE piping shall be carried out by the GRE vendor,
employed by the CONTRACTOR. GRE vendor's supervision (full time)
during GRE pipinq installation at site is a specific mandatory requirement
for the prolect and CONTRACTOR shall not deviate from this requirement.
Additionally, the CONTRACTOR shall ma rk up the drawings in red for As-built
status and shall carry out the physical tagging as per COM PANY specification.
COMPANY will prepare/update master drawings from these As-built mark ups
through the draughting consultant. CONTRACTOR shall contact COM PANY
Drawing office representative at Bab construction office for As-built and physical
tagging through SPC (Bab).
6.2

Package I: Tie-in of Two

and Bb-745) with the existing Bab water dispcisill network.

field and the Construction Package (here after termed as "Reference


Construction Package") has been already developed. To facilitate I expedite the
preparation of the project specific Construction Package, this "Reference
Construction Package" shall be provided to the CONTRACTOR "for Information

The outline' of Package I is as follows:
- A new 6" GRE pipeline (approx. 362 m) to tie~in the new well Bb-745 to the
12" GRE headers from BCDS as shown in Figure 1 (Attachment-6).

- A new 6" GRE pipeline (approx. 225 m) to tie-in the new well Bb-744 to the
12" GRE headers from BCDS as shown in Figure 1 (Attachment-6).
- GRE piping engineering by GRE vendor.
- The flow meters, field instruments, hand control valves (to adjust flow to the
disposal wells), .etc.

6.3

Package II: EPC f or Inst allat ion of New header I branch lines
For Package II, the new Pipin~ for lbfLdisposal-water_Iir.l6-sbaILfolklw the route
of the existing disposal wate~The header shall be sized by the Contractor du ring'thEf"d~tmlifd-erfgineenng stage. The routing of the new ,6" GRE lines (for
Bq-657 & Bb-658) shall follow the eXisting routes. The existing master drawing
shall be used to mark up the routing of the new head.er I. .branch lines. The
CONTRACTOR shall develop all the necessary additional drawings/documents,
etc as required for implementation of the project.
The outline of Package II is as follows:

A new header of a size which can ensure sufficient redundancy to prevent


total shutdown of BCDS in case of failure of the existing header.

The new GRE header shall be tied to the existing discharge header down
stream the thermal relief valve TSV-2403-01 as shown on the marked-up
P&ID No. 11-01-08-0165, RevA (Attachment-6).

The scope also includes the demolition of existing Carbon Steel (CS) lines
which are being replaced with GRE as mentioned above. It is to be noted that
most of the CS line shall be demolished after the installation of new lines as
the system will remain in operation during the installation of new lines .

6.4

GRE vendor's supervision (full time) during GRE piping installation.

Construction Scope
The CONTRACTOR shall take utmost care', mark all exposed obstacles to avoid
any possible damage throughout the perfonna'nce of the work and restore them
to their previous state if damage occurs.

All field instruments shall be calibrated before installation. New tag plates
shall be installed with each field instruments being installed as a part of this

paint, CONTRACTOR shall advise COMPANY so that surface finish
can be inspected and acceptance given to allow painting to
commence.

For metallic piping, if any CONTRACTOR shall carryout such inspection or
NDE as may be required to satisfy CONTRACTOR's quality control
procedures. If CONTRACTOR's weld repair rate is considered by
COMPANY to be in excess of that normally acceptable for comparable
work or to affect adversely the timely completion of the works, COMPANY

may require CONTRACTOR to introduce additional quality assurance


measures, which may include, but not necessarily be limited to inspection
and NDE. Any cost so incurred shall be to CONTRACTOR's account.

Joints in GRE piping, welds in other piping material and ,wells flowlines

discretion of COMPANY.

No claim for additional cost arising from delays due to weld I joint

Construction Scope of work for GRE pipe work shan include all activities
required for proper installation and functioning of GRE pipe work. However,
handling, fabrication, installation, testing and commissioning shan be as per
GRE vendor instructions, who , slJali be responsible for designing,
engineering and supplying of the GRE system. GRE vendor's supervision
is mandatory during the GRE piping ill~taltation, repair works.

Piping MTO summary shall cover the material requirement for the project.
All materials shall be procured by the CONTRACTOR. The GRE material
procured by CONTRACTOR shalt be as per the Scope of Work for GRE
Vendor, to be developed during the Engineering phase.

6.4.1

Civil
6.4.1.1

Earth works:
Excavation, filling and compaction shall be strictly in accordance
with relevant drawings and DEP standard: 'Site preparation and
Earthworks': 34.11 .00.11-Gen Rev. 1 dated November 1983
along with COMPANY amendment 'Site preparation and
Earthworks': 34.11.00 .11A-Gen Rev. 1 date~ September 1983.

6.4.1.2

Excavatjon and Backfilling:


Excavation and backfilling including compaction, testing,
blinding and shuttering shall include but not be limited to the
following:
Excavation, compaction and backfilling for various foundations
like pipe supports, concrete anchors pipes, etc. in accordance
with relevant drawings and DEP standard: 'Site preparation and
Earthworks': 34.11.90..11 -Gen ' Rev, 1 dated November 1983
along with COMPANY amendment 'Site preparation and
Earthworks': 34.11.00.11A-Gen Rev. 1 dated November 1983.
For compaction, fill shall be placed in controlled layers not
exceeding 200 mm loose thickness and, where practicable,
moisture conditioned to be within plus or minus 3 percent of

Setting out:
Location of all the foundations shall be set out by the
CONTRACTOR and be approved by the site ergineer of
COMPANY before excavation.

6.4.1.4

Reinforced concrete foundations:


Construction of various R.C. f9undations for pipe supports
(Type-2 as per drawing ~1 . 70 :76.0601A for reference only),
shall be in accordance with "the relevant specifications DEP34.19.20.31-Gen dated December 1998 and its COMPANY
amendments no. DEP-34.19.20.31A-Gen dated December'
1998.
Construction of R.C. Foundations for pipe supports, Sleepers"
etc can be of Pre-cast concrete and it shall be done as per BS
6703.
Location/type of supports shall be in accordance with the GRE
manufactUrer recommendations.
Steel for main and secondary reinforcement shall be Type 2
deformed high yield bars and shall comply with BS 4449 with a
characteristic strength of 460 N/mm2. Fabric reinforcement shall
be an approved type to BS 4483.
Calcium Nitrite shall be added to reinforced concrete at the rate
of 10 liters per cubic meter of concrete as an alternative to the
use of epoxy coated fe-bars. Calcium Nitrite shall comply with
the requirements of ASTM C94 and ASTM G109 and shall be
added as an aqueous solution which , contains 30 + I -3 % of
calcium nitrite by weight.
All foundations reinforcement bars shall be cut and bent to
shape in accordance with the project drawings, specifications
and BS 4466 .. Re-bending or straightening of bars shall not be
permitted .

Construction of all RCC work shall be done by using OPC
cement in accordance with AST M C 150 TYPE I. 1000-gauge
polythene sheet at bottom of the blinding concrete shall be
provided.

The reinforcing bars, ties, links, stirrups and all other reinforcing
shall be positioned and rigidly fixed exactly as shown on the
Drawings. Corner bars in columns and beams ~hall be cranked
from the entire length "of the lap such that the minimum cover
requirements are .achieved and the lrue alignment ' of the
reinforcement is maintained. Splices in reinforcements shall be
made at design locations as shown on the drawing. Lap lengths
for splices shall be in accordance with BS 8110.
If necessary, and only if approved by COMPANY, a naphthalene
sulphonate retarding superplasticizer shall be used to increase
workability of the concrete and retard the initial set. It shall
comply with ASTM C-494 Type G. Acceptable Manufacturers
are ~ Fosroc", "Master Builders "Grace", OSika", or equal
approved.

The quality of concrete shall be tested by concrete Cube Test.


Testing is to be done as per the COMPANY Specifications.
Results to be submitted to the COMPANY as part of the scope"
of work.
Any concrete with a temperature in excess of 32C at the time
of placement shall not be used. Concrete placing shall be
completed as quickly and efficiently as possible and exposed'
surfaces immediately covered to minimize the evaporation of
water from the concrete.
Structural concreting against open excavations will not be
permitted.
The anchor bolts shall comply with BS 3692 Grade 8.8. Anchor
bolts shall be galvanized in accordance with BS 729- Part 1.
Concrete surfaces below ground level shall be coated with 2
coats of pitch extended epoxy resin coat (Nitocote ET 402 by
Fosroc or equal approved) to give a total dry film coating
thickness of 400 microns. With surfaces at grade painted as
described below, the pitch extended resin shall overlap the
above ground coating by 150 mm .
Concrete surfaces for a depth of 150 mm above ground level
shall be primed with a low viscosity primer and coated with two
coats of a light grey colored epoxy paint with a total overall dry
film thickness of 250 microns. This will protect the concrete
against ingress of aggressive salts. Paint brands shall be one of
the following or approved equal:
Hempadur primer 0597 plus Hempadur HI Build 4523.
Ouickmast 173 primer plus Ouickmast 10.

As an altemative to the above coating system , two coats system


of a pure aliphatic acrylate, solvent based (Dekguard S + primer
by Fosroc or approved equal) may be used 'to give a min. dry
film thickness of 300 microns. Application trials shall be carried
out and 'the chosen coating, concrete surface preparation and
application shall be strictly in accordance with the
manufacturer's recommendations.

Pre-cast concrete shall be any concrete that is not cast and

6.4.1.5

Sub Grade stabilisation:


The soil strata at the base of the foundation shall be compacted '
to 95% modified proctor maximum dry density and tested to"
ensure that the safe bearing pressure values quoted on relevant
drawings are attained. If required, the CONTRACTOR shall
replace the soil with suitable approved fill material and compact
to 95% moaified proctor maximum dry density.' Compaction fest
must be conduct'ed in the presence of the COMPANY's
representative. The test results to be . submitted to the
COMPANY as part of the scope of work.
No imported fill shall be used in the works until it has been
approved by COMPANY.
Gatch shall be provided for soil stabilization. It shall be
borrowed from areas predominantly consisting of cemented
particles (wide range of soft rock characteristics, silty sand,
sandy silt and clayey sand). The combined content of gypsum
and soluble salts shall be not more than 8%. The maximum
content of gypsum shall be limited to 5% and of salts shall be
limited to 3%. The particle composition of sand when delivered

6.4.3 Testing

The CONTRACTOR shall test the entire he'aders /piping including all
associated works. This shall indude instrument calibration, fu nctional,
integrity and leak testing, and pre-commissioning. The CONTRACTOR
shall provide and install all facilities required for testing.
The CONTRACTOR shall prove to the satisfaction of the COM PANY that
the completed pipeline is free of any defects such as buckles or dents.
The CONTRACTOR shall carry out a calliper survey, the results of which
shall be submitted to the COMPANY for approval.
AI! materials and equipment used for testing shall be in good condition
and of the correct rating.
All temporary materials, such as test spades and supports shall be
suitably identified to . ensure that they are removed . prior to
commissioning. Hydrotest gaskets shall not be r~- used.
The CONTRACTOR shall maintain complete documentation of all tests
carried out and this documentation shall be submitted to the COM PANY
upon completion of pre-commissioning activities. The format of the test

CONTRACTOR's scope of work during testing and pre-commissioning


shall include but not limited to the following:

6.4.4

Hydrostatic testing
Hydrostatic testing shall be carried out in accordance with the SHELL
DEP 31.40.40.38 and COMPANY amendment to SHELL DEP
31.40.40.38 A. The entire pipeline system shall be hydrostatically tested ..
The CONTRACTOR shall produce - a complete hydrostatic test plan
covering all required activities, test acceptance criteria and water
treatment chemicals. The CONTRACTOR shall submit the hydrostatic
test plan and method statement (includi ng the hydrotest water disposal)
to the COM PANY for approval within 30 days of the contract award.
The CONTRACTOR shall be responsible for the sourcing, handling,
treatment, transportation and disposal of water for hydrotesting. The
CONTRACTOR shall arrange for all necessary approvals for obtaining
the water and its subsequent disposal from the appropriate authority.
Details Qf all sources shall be submitted for COMPANY approval together
with a sample of the proposed water a minimum of 30 days before
commencement of hydrostatic testing . .use of water shall be optimised. '
Prior to commencement of hydrostatic test the CONTRACTOR shall
demonstrate to the COMPANY that the interior of the header/piping are
free of debris and sand.

APPLICABLE CODES AND STANDARDS


CONTRACTOR shall be responsible for the execution of the works strictly in
accordance with the Specifications and schedules listed in Attachm enl-1 .
It shall be CONTRACTOR's responsibility to obtain and be familiar with all codes and
standards so referenced. Requirements indicated in such codes and standards shall
not supersede the requirements of this scope of work but shall be complementary "
hereto, In case of conflict amongst the reference documents the following hierarchy
shall govern:
Scope of work.
COMPANY standards, procedures and specifications.
International standards.
The specifications and standards cover the minimum requirements for the
performance of the works under the contract.

CONTRACTOR HSE Organisation


The CONTRACTOR shall submit-to COMPANY the HSE Organisation clearly
showing the position and reporting relationships of HSE professi_onals and their

responsibilities. CONTRACTOR shall remain responsible for the Health and


Safety of its Sub-contractors and shall be responsible to ensuring all COMPANY
HSE requirements have been addressed to Sub-contractors.

8.4

CONTRACTOR'S HSE Plan and Manual


The CONT RACTOR shall update the HSE Plan included in the construction work

package to address construction and commissioning safety including the

following:

HSE Meetings
The Plan shall include requirements for HSE meetings to be held with ,the .

CONTRACTOR's during the construction phase. HSE meetings will


include formal and informal ("toolbox") sessions.

CONTRACTOR HSE Plans

plans and site safety procedures (pre-contract award)".

HSE Inspections/Audits
The Plan shall include any requirements for HSE inspections and audits
to ensure that the CONTRACTOR is fulfilling their HSE plans agreed at
the commencement of their contracts.
COMPANY will audit the CONTRACTOR HSE performance
accordance to HSE Rules and Conditions of the CONTRACTOR.

The Plan shall address permit co-ordination procedures and the Permit to
Work Sys~m.
\t is important that responsibilities associated with permit coordination
include all Interfaces between construction, commissioning and existing

development of a programme of COMPANY managerial, supervisory and

The Plan shan include provision for ensuring the CONTRACTOR'S

The Plan shall include all HSE related procedures and requirements for
the commissioning stages.
Responsibilities for activities during the commissioning phase shall be
defined in the Plan so that all personnel are aware of their responsibilities
for health and safety of COMPANY and CONTRACTOR'S personnel.
Typically, the Plan shall include the following activities associated with
the commissioning phase:

Operating and Emergency Procedures.

Vehicle Safety
CONTRACTOR vehicle' operations shall comply with 'COM PANY HSE manual
10/3.
CONTRACTOR shall ensure that all vehicles used in COMPANY premises are
provided with Safety Belts and ensure that an drivers are complying with the
rules to wear the safety belt.
- CONTRACTOR's equipment used on site shall be equipped with reversing alarm
device.
CONTRACTOR shall not use pick-up trucks for personnel transportation.

8.6

Environmental Protection
COMPANY is committed to maintaining the environment and accordingly the
CONTRACTOR shalt maintain the emissions and effluents within limits set by the
StatutOf)' Govemment Authorities, Attachment-1.
The CONTRACTOR shalt comply with the ADNOC Codes of Practice for
environmental protection, Attachment-1, including applicable air emission,
ambient air q,uality and effluent discharges.
Stringent requirements regarding airfwater/soil pollution 'and -noise production
exist for the Project Site and its surroundings. CONTRACTOR shall comply with
all statutory requirements for both noise abatement and the avoidance of
pollution during the performance of the Contract.
Permanent drainage systems shalt not be used for the disposal of any waste
materials other than those for which they are designed. No wastes shall be
disposed of into any natural drainage system.
The burning of refuse, scrap and waste in the open ai r is not permitted. The
CONTRACTOR shall submit. its waste disposal arrangements to COMPANY for
approval. No pollutants including domestic and industrial waste, oil, bilge water,
toxic or hazardous materials shall be discharged or allowed to escape from the
CONTRACTOR's Equipment or containment vessel or from its Sub-contractor's
Equipment or vessels .
The CONTRACTOR shall take aU reasonable measures to instruct hi!;> personnel
and personnel of Sub-contractor'in such matters to prevent pollution.
The CONTRACTOR shall at his own expense clean up, to the satisfaction of
COMPANY, any pollution caused by him or by his Sub-contractor's in the course
of performing the Works.

The CONTRACTOR shall accept full responsibility for all loss, damage or injury
of any nature due to failure of CONTRACTOR to strictly observe these
requirements.
Th.e CONTRACTOR shall immediately notify COMPANY of any spillage of oil or
grease, or any other material , which CQuid have a harmful effect on the
environment. CONTRACTOR shall agree : with COMPANY on the required
method for clean up and disposal to the satisfaction of COMPANY.

The CONTRACTOR shall seek written approval from COMPANY before


purchasing, transporting to the Site, using or disposing of any chemical, toxic
material or hazardous materials.
The CONTRACTOR shall not purchase, transport to Site, use or dispose of any
material or Equipment containing polychlorinated biphenyls (PCB's) or asbestos
without written approval from COMPANY"

The CONTRACTOR shall ensure that 'sand cont~:iining free silica' is not used for
abrasive blast cleaning. Wherever abrasive blast cleaning is carried out,
regardless of the abrasive used, care shall be taken to ensure that there is no
deleterious affect on the health of nearby personnel or on Equipment or
operations.
The CONTRACTOR shall use prescribed protective Equipment and procedures
and shall ensure that the Equipment is maintained properly.

8.7 Fire Precautions


Adequate precauUons shall be taken against fire 'thr'oughout all operations.
Flammable materials shall be kept to an absolute minimum, and shall be
properly handled and stored. Gasoline and other flammable liquids as well as
pressurised gas tanks shall be stored in a manner approved by COMPANY.
Construction practices, including cutting and welding and protection of adjacent
materials during construction shall be in accordance with accepted standards
practices for such work. The CONTRACTOR shall provide a sufficient number of
approved portable fire extinguishers.

or otherwise affect the operation of such facilities.

Adhere to COMPANY 'Permit to Work' procedu res. The

The CONTRACTOR is required to work in close co-ordination with COMPANY.
and with "Approved for Construction" (AFC) documents. It shall be the
CONTRACTOR's responsibility to check the actual Site conditions to ascertain
the constructability of these drawings. Any possible difficulties I interference's
etc., shall be reported to COMPANY for a decision before the Work
progresses. Any rework required as a result of the CONTRACTOR's failure to
anticipa~e such aspects shall be t~ the CONTRACTOR's account.

10.4

Supply of Material
10.4.1 Procurement Policy statement and Procedures
CONTRACTOR shall submit his policy statement and procedure for
compliance by CONTRACTOR with the applicable export I import rules
and regulations, understanding that the work is going to be carried out
in the United Arab Emirates.
CONTRACTOR shall prepare procurement procedure and submit to
COMPANY for approval 4 weeks prior to placement of the first
purchase order. The procedure shall describe procu rement process
from inquiry through technical bid evaluation to delivery of materials to
site & subsequent storage and obtain COMPANY approval. The
request for COMPANY approval shall include . selected vendor's
technical bid evaluation, clearly identifying the deviations f rom the
project specifications and COMPANY standards.

10.4.2 Materials Supplied by the CONTRACTOR


The CONTRACTOR shall supply all equipment and materials
necessary for the fabrication, erection, construction, installation,
testing and for pre-commissioning of the works.

All materials shall be new and of the best quality suitable for
working under the specified site and climatic conditions. All
materials shall conform to the ~pproved standards and codes as
specified and be approved by COMPANY.

b)

Where material selection remains undefined, the CONTRACTOR


shall propose his material selection in accordance with relevant
codes and specifications in line with sound engineering practice.
Material selection shall be subject to COMPANY approval.

The CONTRACTOR shall note that wherever materials and


quantities are listed which are the CONTRACTOR supply, the
quantities given are for guideline purposes only. This also refers
to all civil & structural material for foundations, pipe supports &
tubing supports and all fixing materials: It is the CONTRACTOR's
responsibility to ensure all materials are adequate t6 complete the
works up to satisfactory hand over of the facility.

10.4.3 Technical Submittal for Items Proposed to be purchased


CONTRACTOR sha!! provide for COMPANY's approval a detailed
uTechnical Submittal~ for all CONTRACTOR supplied items intended to
be used in the project.
The technical submittal shan cO!lt~in th~ following information:
Technical Evaluation of proposed vendor's offer. CONT RACTOR
may propose more than one Vendor.
Complete description of items with specifications or applicable
data.
CONTRACTOR shall follow and ensure vendor's compliance
with COM PANY requirements stipulated in the specifications.
All deviations and exceptions from the Contract requirements
shall be clearly highlighted.
CONTRACTOR's recommendation of the proposed supplier with
justification.
Preliminary listing of recommended spare parts for 2 year
operation, (not applicable for bulk items).
Requirements of the vendor representative for testing and precommissioning, where applicable.
10.4.4 Expediting
CONTRACTOR shall undertake all expediting necessary for
CONTRACTOR supplied materials to achieve or improve the required
delivery dates while maintaining the purchase order design
specification and conditions. Any actual or potential deviations or
slippage from these requirements shall be immediately informed to
COMPANY.
CONTRACTOR shall prepare and submit expediting procedure for
COMPANY's review and approval. T he expediting work shall be
undertaken, if the order execution is lagging behind the schedule and is
likely to affect the delivery and overall project schedule.

CONTRACTOR shall perfonn expediting of equipment, materials,


vendor's and supplier's data, technical assistance, personnel and
documentation from bid invitation to delivelY at work site for
CONTRACTOR supplied items.
CONTRACTOR shall similarly expedite' ?11 replacement materials ar)d '
associated documents, which are the subject of guarantee or insurance
claims. Such expediting shall be perfonned, as necessary, for the
duration of the Contract.
In order to meet the project schedule, CONTRACTOR shall take
appropriate remedial action with vendors and suppliers who are behind
schedule. CONTRACTOR shall not limit expediting activities to only
progress reporting. CONTRACTOR shall promptly recommend
appropriate alternative remedial action to COMPANY and implement
the same.

10.4.5 Inspection and testing

CONTRACTOR shall execute inspection and testing activities for the


CONTRACTOR supplied items as necessalY in accordance . with the
foUowing requirements:
CONTRACTOR shall carry out the factory (and site) inspection and
testing as required, in accordance with the project specification,
and shall be responsible for .ensuring that all goods are strictly in
accordance with the Contrqct. and the specificat ions as defined in
the' purchase order.

The required inspection shall be performed by qualified inspectors
employed by CONTRACTOR.
Provision shall be made at all times for COMPANY to have the
option of participating in pre-inspection meetings, inspection visits
and test witnessing, CONTRACTOR shall prepare anticipated
weekly testing programs providing COMPANY sufficient advance
notice for their participation (at least fifteen(15) days).
10.4.6 Material Control. Handling & Storage
10.4.6.1

Material Control
The CONTRACTOR shall implement strict material control
. throughout all pha:ses of construction and installation by
utilisation of a proven Material Control System. This .will be
reflected in CONTRACTOR's Quality Plan.

Use of hoisting machines, winches, cranes and tackles


including their attachments, anchorage and supports
shall conform to relevant standards .

They shall be of good mechanical construction, sound


material and adequate strength and free from defects
and shall be kept In good conditions and good working
order.

Equipment vendor's recommendations with respect to


material handling shall be followed.
Every crane driver or hoisting operator shail be properly
qualified. No person under the age of 21 years shall be
in charge of any hois~ing machine including any
scaffolding, winch or give.signals to the operator.
Only one trained person deputed by the supervisor to do
so should give signals to the operator of a mobile lifting
appliance.
The CONTRACTOR shall be aware of the safe working
load of the machine whenever he brings any machinery
to work site and notify the same to COMPANY.
Safety. helmets shall be worn by personnel at all times,
the exception being inside building or vehicles.
The driver of mobile equipment with a long boom must
have a full view of the end of the hook from his seat
while he is operating the equipment, or he must be
guided by a banksman who has a view either from the
ground or from another point on the vehicle provided the
driver is in a position to see him.

10.4.6.3

Material Storage
The CONTRACTOR shall be responsible to store, protect
and maintain all material and equipment (both COMPANY
and CONTRACTOR supplied).
The CONTRACTOR shall submit detailed drawings within 1
(one) month of award of Contract showing the layout of his
storage area including the warehouse and open storage
areas.

10.4.7 Disposal of Surplus Materials

The CONTRACTOR shall liase with COMPANY as and when


necessary to dispose of materials designated as scrap. The
CONTRACTOR shall advise COMPANY of any surplus free-issue
materials, jf any and act upon his instructions for handover to Bab-13
Stores or as per written inst~?iion by COMPANY. :
10.4.8 Reconciliation
At the end of the Contract, CONTRACTOR shall carry out a thorough
reconciliation
of all free issued equipment and materials .

10.4.9 Traceability
CONTRACTOR shall submit to GOMPANY for approval his proposed
method of
achieving a full materia! traceability system on this
Contract. This procedure shall b~ submitted for approval within 14
days of Contract award.

10.5

Site Survey I Route Survey


Before proceeding with the Engineering, the CONTRACTOR shall carry out
Site survey including detection of underground services prior to commencing
the Works. The line routing, the tie-in points with the existing facilities, etc. shall
be identified during the site visit and subsequently COMPANY approval shall
be' obtained "by the CONTRACTOR. The CONTRACTOR shall verify the
accuracy and correctness of the requirelJ1ents mentioned in the documents
provided by the COMPANY and notify COMPANY of any discrepancies.
COMPANY shall not be responsible for additional work resulting from the
failure of the CONTRACTOR to carry out proper Engineering for the projects Of
failure to survey the Site correctly.
CONTRACTOR shall mark-up with red, the actual pipeline routing with pipe
length, the location with dimensions of the track I road crossing, underground'
above ground facilities, etc., (as applicable) on the Une Routing plan and
submit to COMPANY.

10.6

Damage and Rework


a) The CONTRACTOR shall ensure that no damage occurs to equipment,
materials or other property of COMPANY. If any damage occurs, t.he
CONTRACTOR shall repair the damage or replace the equipment or
materials at his own cost. Any making good or repairs shall be to "
COMPANY's approval and the goods returned to their original condition
before the damage occurred. Any repairs shall be carried out within a
reasonable time period consistent with the agreed schedule.

b) All rework caused by the CONTRACTOR's error in fabrication, construction


or installation shall be to the CONTRACTOR's account
c) Where errors in fabrication/construction by the CONTRACTOR are
discovered after the ' item ha~ left the CONTRACT OR's designated
fabrication area, the "CONTRACTOR shall return it to the fabrication area
for rework at his expense. If, in the opinion of COMPANY this is not

10.1 0 Housekeeping and Final Clear Up


Tne CONTRACTOR shall at the completion of the Work ensu're that all
work/storage areas are cleared "of debris, temporary scaffolding, tools and '
other matter. Additionally, during the construction period, the CONTRACTOR
shall maintain "good housekeeping" practices to prevent any condition arising,
which could create danger or work difficulties for him or others.
10.1 1 Sub-contractors

10_13 Agreed List of Sub-~ONTRACTORs
A list of Sub-contractors shall be agreed between CONTRACTOR and
COMPANY.
CONTRACTOR shall satisfy himself that Sub-contractors on the agreed list are

provide management, administration, personnel and other resources required
to efficiently carry out their work. Acceptance by COMPANY does not relieve
CONTRACTOR of this responsibility.
COMPANY shall consider requests from CONTRACTOR for approval of
additional Sub-contractors under exceptional circumstances only. COMPANY
shall require an evaluation report for these Sub-contractors before giving
acceptance for their inclusion in the list.
The list need not incl.ude Sub-contractors engaged in activities such as
cleaning , providing' se'rvices for offices, maintenance of temporary facilities,
and generally all those activities which do not direclly involve work on the
project or part of it.
