the United Nations system to reduce poverty and promote sustainable development. Its partners
range from governments and local authorities to a wide international cross-section of NonGovernmental and civil society Organisations UN-Habitat has been involved in disaster management
and reconstruction of disaster-damaged areas since its inception in 1978. UN-Habitat operations in
Asia include activities in Afghanistan, Bangladesh, Indonesia, Iran, Myanmar, Nepal, Pakistan,
Philippines, Laos, Cambodia and Sri Lanka, under overall supervision of the Regional Office for Asia
and the Pacific (ROAP) based in Fukuoka, Japan.
Mega earthquake of 7.8 magnitude earthquake struck Nepal on 25 April creating large scale damage
and loss of human lives. The earthquake has caused a number of landslides and avalanches. Strong
aftershocks, including a 6.7 magnitude quake on 26 April, continue to threaten the lives of thousands
of people and to further damage buildings and infrastructures. According to initial estimations and
based on the latest earthquake intensity mapping, over 8 million people are affected in 39 of 75
districts. Over 2 million people live in the 14 most critically hit districts. The Central and Western
Region, including the Kathmandu Valley districts, are the worst affected with large impact of the
earthquake in mountainous and hilly districts Dhading, Gorkha, Rasuwa, Sindhupalchowk,
Kavre, Nuwakot, Dolakha, Kathmandu, Lalitpur, Bhaktapur and Ramechhap. Secondary data analysis
and earthquake intensity mapping suggest that over 600,000 houses have been damaged and that
2.8 million people have been displaced. To response to the current situation in Nepal, UN-Habitat is in
the process to supporting in selected areas of 5 earthquake affect districts Sindhupalchowk,
Dolakha, Kathmandu, Bhaktapur and Lalitpur to support affected families in constructing temporary
shelter, establishing resource centers to provide information and education, training and technical
guidance to construct safer shelters and to provide adequate Water Sanitation and Hygiene (WASH).
As part of UN-Habitats assistance to the affected families and communities in acquiring access to
safer shelter and WASH, we are we are looking for qualified candidates for various positions in its
Kathmandu Office and in field offices of Sindupalchowk and Dolakha.

Senior Engineer

The Senior Engineer (SE) in close consultation with and guidance from the Team Leader shall be
required to support in planning, implementing and managing the Temporary shelter in earthquake
affected areas. The SE will support developing implementation plans of the programme, supervision
to programme staff, and for liaising with government, and NGO partners, beneficiaries and
community organizations.

Duties and Responsibilities


a) Support HPM and Project Manager on designing and implementation of temporary shelter
b) Support the Project Manager to organize trainings to the community on build back better,
including transfer of technology
c) Coordinate the activities in the field and supervise technical and community development
staff.
d) Monitoring and providing technical support to ensure construction quality of temporary
shelters
e) Assist in coordination with DDRC, DDC, LGCDP, local community and partner organizations
under the guidance of the Team Leader.
f) Prepare ToRs for Implementing partners, Commission damage assessment studies. Train
technical staff and masons
g) Take part in community meetings, meetings with DDC and DDRC.
h) Maintain field office, keep accounts of local expenditures and submit to HPM.
i) Support to disseminate promotional materials of safer construction to local community.

Qualifications
Education
Bachelor in Civil Engineering or related field
Knowledge and skills

Progressive thinking, ability to work as part of a team and also to


achieve work outputs with limited supervision, and a pro-active,
energetic and innovative approach to work; and
Sound practical knowledge of earthquake resilient building
construction
Working experience in recovery shelter at disaster affected area
will be beneficial.
Good understanding of detail building drawing, estimation and
preparation Bill of Quantity (BoQ),
Experience of conducting and hands on training for masons on
safer building construction.
Working experience in development sectors (I/NGO) will be
beneficial
Ability to manage time in multi-tasking and conducting parallel
activities, and to meet deadlines
Preferably experience and knowledge of working in recovery
shelter /UN system or work in international agencies will be
beneficial

Years of experience

Professional I:
Minimum 3 years of experience in building construction/
infrastructure development/ project management

Languages
Computer skill

Fluency in English and Nepali, spoken and written is essential.


Good working knowledge of computer programmes including MS

Engineer

c) Assist in preparing cost estimation of temporary shelter and resource center
d) Assist the District coordinator and IPs in identifying the most vulnerable beneficiaries in the
project areas.
e) Assist in coordination with DDRC, DDC, LGCDP, community organizations, beneficiary
groups and partner organizations under the guidance of the SE .
f) Monitoring construction quality of temporary shelter and BoQ and reporting to SE
g) Support to prepare financial transaction of project
h) Prepare periodic progress report.
i) Providing hands on training to construct safer shelter
j) Providing technical inputs to overseer and mason during temporary shelter construction
k) Conducting meeting with local government , communities and other local bodies
l) Providing education on safer construction Techniques and adequate WASH at community
level

Qualifications
Education
Bachelor in Civil Engineering or related field

Programme Logistic Associate


Under the direct supervision of the AFA and SE Programme Logistic Associate will have responsibility
to assist in logistic arrangements including administration and finance related tasks for implementing
temporary shelter in selected five districts.

Duties and Responsibilities


a) Assist the team in providing logistic support to establish district Offices;
b) Explore for vender and keep it in roster for quick procurement process during emergence
response
c) Assist to procure shelter construction material and office supplies ;
d) Ensure quality of procured material and supplies;
e) Handle inventory management of expendable and non expendable;
f) Ensure the material and supplies delivery in districts office on time.
g) Assist in preparing logistical arrangements for travel including obtaining security clearance,
booking tickets, obtaining visas and assisting the staffs in preparing travel claims and
processing them;
h) Provide logistical support for conducting meetings, workshops and trainings;
i) Ensure the sufficient emergency items in the center and field offices
j) Ensure the office operation facilities are in placed
k) Assist to team for collection and compilation of information/ date;
l) Assist other UN-Habitat Programmmes as and when required
m) Assist and prepared necessary required documents for payment process
n) Assist in any other administrative tasks as requested by the HPM, PM SE and AFA

Qualifications
Education
Intermediate degree with five years of experience or Bachelor degree with
three years and equivalent in business studies, humanities; commerce and
related filed
Knowledge

Experience in managing admin system in agencies


Experience is logistic supports, organizing meetings, programmes, etc.
Preferably experience and knowledge of the UN system or work in international
agencies will be beneficial.

e) Monitoring construction quality of temporary shelter and BoQ and reporting to Engineer

h) Prepare periodic progress report.

Overseer
Under the direct supervision of the PM and SE senior social mobilizer will have responsibility to
conduct and monitor overall community organization, mobization, sensitization tasks for
implementing temporary shelter and adequate WASH activities in selected five districts.

Duties and Responsibilities


a) Planning , designing and implementing overall community sensitization activities in coordination
with Project Manager and SE
b) Prepare beneficiary assessment tool for identifying targeted families
c) Design and develop various information, education and communication (IEC materials and
tool in coordination with PM and SE
d) Develop tailor made community organization, mobilization method
e) Develop record keeping tool for project resources provided to community organizaitions.
f) Monitoring and evaluation of social mobilizing activates at field level and preparing progress
reports
g) Monitoring and mobilizing all social mobilizers at filed level
h) Assist finance and logistic associate in budget planning for filed activities
i) Visit in the field frequently;
j) Tracking and Monitoring records of beneficiaries
k) Assisting SE and engineers at filed level as per need
l) Provide inputs for reporting.

As part of UN-Habitats assistance to the affected families and communities in acquiring access to
safer shelter and WASH, we are we are looking for qualified candidates for various positions in its
Kathmandu Office and in field offices of Sindupalchowk and Dolakha.

Social Mobilizer
Under the direct supervision of senior social mobilizer SM will have responsibility to assist community
sensitization activities at field level in selected districts.

Duties and Responsibilities


a) Assist senior social mobilizer to plan and design community organization, mobilization and
sensitization activities and tools
b) Conduct beneficiary assessment and assist the Implementing partners in beneficiary
assessment
c) Assist in Design and develop various information, education and communication (IEC)
materials and tool in coordination with Project Manager and SE
d) Assist the communities and IPs in record keeping tool for project resources provided to
community organizaitions Assist to collect monitoring data/ finding from field monitoring
activities and report to senior social mobilizer
e) Prepare weekly/ half monthly detail activities at community level
f) Coordinate with the Ward level committee, FCHVs, School Teachers, SMC, RP and Political
parties;
g) Visit the construction sites regularly to assist the beneficiaries;
h) organize meeting with committee to find out and solve the problems;
i) Assist SE and engineers at filed level as per need
j) Provide inputs for reporting.
k) Assist to assess hygiene and sanitation status of assigned area;
l) Organize coordination meeting with Mother groups, Women Groups, Saving Credit Groups
etc as necessary

Qualifications
Education
SLC or equivalent qualification
Knowledge and skills

Experience in community sensitization activities


Good harmony with local community
Progressive thinking, ability to work as part of a team and also to
achieve work outputs with limited supervision

Years of experience

Professional :
Minimum 2 years experience required as community mobilizer
or related filed

Languages

Fluency in Nepali, spoken and written is essential. Local and


English language will be beneficial
Computer basic knowledge will be beneficial
