Dear Chairman Obey and Ranking Member Lewis,

I am requesting funding in the amount of $500,000.00 in the FYIO Energy and Water
Appropriations bill, Corps of Engineers, Investigations Account for the OWRB Planning
Assistance to States Program. The entity to receive funding for this project is the Oklahoma
Water Resources Board at 3800 North Classen Boulevard, Oklahoma City, Oklahoma 73118. It
is my understanding that the funding would be used for a Multi-year study to provide technical
assistance to the state of Oklahoma in updating the Oklahoma Comprehensive Water Plan. I
certify that this project does not have a direct and foreseeable effect on the pecuniary interests of
my spouse or me.

I hereby certify that this request will be made publicly available on my Official Website as required
by Chairman Obey's new Committee policy that only posted requests will be considered.

Consistent with the Republican Leadership's policy on earmarks, I hereby certify that to the best
of my knowledge this request: (1) is not directed to an entity or program that will be named after a
sitting Member of Congress (2) is not intended to be used by an entity to secure funds for other
entities unless the use of funding is consistent with the specified purpose of the earmark; and (3)

I am requesting funding for the Institute for Environmental Stewardship Program in fiscal
year 2010. The entity to receive funding for this project under the Department of Energy:
Energy Efficiency and Renewable Energy Account (EERE) account is Saint Joseph's
University located at 5600 City Avenue, Philadelphia, Pennsylvania, 19131. The funding
would be used to promote socially, economically and ethically responsible environmental
stewardship within Saint Joseph's University (SJU), the greater Philadelphia community
and throughout the country. The funds requested in FYI 0 will be for a number of
specific initiatives on our campus, including: switchgrass research as a potential
alternative energy source, the installation of a "green" roof for the main science facility,
and installation of high efficiency window and door replacements. The Institute for
Environmental Stewardship will reduce the carbon footprint of the University.

alternatives for extending navigation from Sbreveport, LA, to Index, AR. I certify that neither I nor my

Dredging Project. The entity to receive funding for this project is the City of Hopewell at 300 N0I1h Main
Street, Hopewell, Virginia, 23860. It is my understanding that the funding would be used to obtain
funding for the maintenance dredge of the Appomattox River. The dredging of the Appomattox River will
be of benefit to the region in that it will : (I) restore the Appomattox River to the free-flow ing, fully
navigable river that it was until the late 1970's; (2) reconnect the City to the nav igable pOltions of the
Appomattox River; (3) serve as a catalyst for the commercial and residential revitalization; (4) enhance

the City's Green Building and Retrofitting Program. Building green requires the wise use of available
materials and resources througn energy and water efficiency strategies, the recycling of waste, and the use
of recycled materials. Energy use is reduced through strategies such as low-e glazing, thicker insulation,
energy recovery, demand-controlled ventilation, efficient mechanical equipment, and the use of
renewable energy. The focus on indoor air quality that is characteristic of green bnildings and better
health, increases productivity, and, among students, higher test scores.

I am requesting funding in the FY20 10 Energy and Water Appropriations bill for Atlantic Intracoastal
Waterway Bridge Replacement at Deep Creek. The entity to receive funding for this project is the City of
Chesapeake at 306 Cedar Road, Chesapeake, Virginia, 23322. It is my understanding that the funding
would be used to to replace the existing 2-lane Deep Creek AIW Bridge with a 5-lane, dual bascule
bridge, thus providing a new structurally sound bridge and reducing traffic congestion along the corridor.
AIW Deep Creek Bridge (owned and operated by the Army Corps of Engineers) was built in 1934 and is
functionally obsolete. The City and State (along with FHWA) have made improvements on either side of
the bridge and now replacement of the bridge is critical to the movement of people and goods along U.S .
RI. 17 as well as the Atlantic Intracoastal Waterway.

Reconnaissance Study. The entity to receive funding for this project is the Army Corps of Engineers at
803 Front Street, Norfolk, Virginia, 23510. It is my understanding that the funding would be used to
investigate federal flood control projects in the Chowan River Basin. In many locations within the basin,
six of the top 10 historical higli water marks have occurred from 1998 forward, including the flood of

Hurricane Isabel in 2003 (5th highest). Damages from these storm events have ranged from $1 OM to over
$1 OOM (February 2008 dollars). The reconnaissance study will evaluate the Federal interest in ways to
protect the water resources of this highly productive basin with pal1icular emphasis on restoring wetlands
and forested buffers lost from erosion and flooding, reducing flood damages throughout the basin, and
improving navigation and to determine the Federal interest in conducting a more detailed feasibility
study.

I am requesting funding in the FY20 I 0 Energy and Water Appropriations bill for the Atlantic Intracoastal
Waterway Albemarle and Chesapeake Canal. The entity to receive funding for this project is the Army
Corps of Engineers at 803 Front Street, Norfolk, Virginia, 235 10. It is my understanding that the funding
would be used to protect the navigation route between the Southern Branch ofthe Elizabeth River and the
VA-NC state line in the North Landing River, a distance of27 miles. The ACC is of critical importance to
transportation, especially to th~ U.S. Navy which transported over 55 million gallons of jet fue l yearly
from the Craney Island to Oceana Naval Air Station in Virginia Beach. Failure to fund the ACC will
result in the Navy being unable to meet the fuel demand of the Oceana Naval Station . The Navy has
stated that trucking this much fuel would not be feasible on a long-term basis. In addition, commercial
and recreation vesse ls travel the ACC in lieu of the Atlantic Ocean to prevent enhy into the dangerous
waters off Cape Hatteras. An average of over 1,000,000 tons of commerce passed though the Great
Bridge Lock yearly. Funds will be used to continue to operate the navigation lock, swing bridge, and
canal.

J am requesting funding in the FY20 10 Energy and Water Appropriations bill for the Dismal Swamp &
Dismal Swamp Canal. The entity to receive funding for this project is the Army Corps of Engineers at
803 Front Street, Norfolk, Virginia, 23510. It is my understanding that the funding would be used to
maintain the swamp as fixed by weirs across the drainage ditches to restrict the flow of water out of the
swamp and inward to Lake Drummond in the middle of the Dismal Swamp. The water exiting Lake
Drummond through a feeder di.tch is used to maintain the level of water in the Dismal Swamp Canal, a
pOltion of the Atlant ic Intracoastal Waterway. When Lake Drummond spilled from its banks due to heavy
rains, it inundates the surrounding area. The public perceives that the Corps may have prevented or
minimized the flooding by diverting the floodwaters from Lake Drummond through the navigation locks
at Deep Creek, Virginia, and at South Mills, NOlth Carolina. The feasibility study will address these
concerns as well as oPPoltunities to provide for environmental restoration.

Appropriations bill for the Sustainable Energy Options for Rural Nebraska project. The
entity to receive funding for this project is the University of Nebraska-Lincoln located at
302 Canfield Administration Building, Lincoln, Nebraska 68588. This funding would be
used to research the most effective sustainable energy options for rural Nebraska and to
establish demonstration sites. I celtify that this project does not have a direct and
foreseeable effect on the pecuniary interests of me or my spouse.
