1.1 Fault Management System

The fault management system, as a component of the NetNumenTM U31 R18 Unified
Element Management System (NetNumen U31 or EMS), is a system maintenance tool
for the centralized monitoring of Network Elements (NEs). It collects fault information from
all the NEs in the managed network in near real-time, such as boards, links, databases,
and servers, and then displays the collected fault information in the format of alarm or
notification. The fault management system helps the system administrator quickly locate
and resolve faults in the managed network. It also provides correct and timely alarm data
to telecom operators, management departments, and equipment vendors, to ensure stable
network operations.

System Composition
The NetNumen U31 server, client, and alarm box(es) are involved in the fault management
system. In addition, a mail server can be deployed to support the transfer of fault
information via E-mail. All components in the fault management system operate jointly
to implement fault management functions. Figure 1-1 illustrates the relationships among
the components.

NetNumen U31 R18 Fault Management Operation Guide

Figure 1-1 Composition of the Fault Management System

The following describes the functions of each component in the fault management system.
l

NetNumen U31 server

The NetNumen U31 server (also called EMS server) manages the NEs in the
managed network in a unified manner. The EMS server is the core of the EMS. Fault
management is one of the most important functions provided by the EMS.
The EMS server configured with a Short Message Service (SMS) module can send
alarm information to specified personnel via a short message.

NetNumen U31 client

The NetNumen U31 client (also called EMS client) provides a Graphic User Interface
(GUI) through which the system administrator can control the entire EMS.

Alarm box
An alarm box is a tool used to convey alarm information fast and intuitively. It can
be connected to the EMS server through a broadband network. The NetNumen U31
system transfers alarm information to the alarm box by using Transmission Control
Protocol/Internet Protocol (TCP/IP). After receiving alarms, the alarm box displays
them on a Liquid Crystal Display (LCD) screen and activates visual and audible
alarms.
The alarm box can also use its built-in SMS module to forward the received alarm
information to specified personnel via a short message.

E-mail server
The NetNumen U31 system can send alarm information to specified personnel via
E-mail if an E-mail server is configured in the system.

Chapter 1 Overview of Fault Management

1.2 Fault Management Functions

The fault management system of NetNumen U31 provides a range of functions for
monitoring and processing alarms and notifications caused by failures in the managed
network. It allows users to monitor alarms in real time, query alarms by using filtering
conditions, and display alarms in multiple modes, for example, indicating alarms in
different sounds, colors, and on the screen of an alarm box.
By using the fault management system of NetNumen U31, users can:
l
l
l
l
l
l

Acknowledge alarms.
Un-acknowledge alarms.
Filter alarms by using customized conditions and determine how the alarms are displayed on the client GUI or an alarm box.
Clear alarms from the active alarm list.
Notify relevant personnel of alarms via E-mail or a short message.
Record the alarm handling operations into the handling suggestion library.

1.3 Fault Indication

The fault management system indicates a fault or event occurring in the network in the
form of an alarm or a notification.

1.3.1 Alarm
A fault is indicated in the form of alarm when it persists and affects the reliability and
services of the system. An alarm will be cleared only after the fault is resolved. Immediate
troubleshooting is required when alarms occur.
Alarms can be regarded as specific types of notifications indicating detected failures
or abnormal conditions in a network. In the NetNumen U31 system, each alarm has a
unique alarm code, which is a sequence number used to identify the alarm. In addition,
the NetNumen U31 system also provides a series of standard alarm codes in accordance
with international standards. A standard alarm code indicates alarms of the same
type. For example, alarm codes 198099803 (Link Broken Between OMM and NE) and
15010001 (Performance Data Delayed) correspond to the same standard alarm code 566
(Connection Establishment Error).

1.3.2 Notification
A notification indicates a non-repeatable or instantaneous fault or event in the system, for
example, board reset and signaling overload. Such a fault or event is normally caused by
a sudden environment change or other accidental factors, for example, a restart or fake
power failure of a board. No special handling is required because the fault or event causing
a notification can be automatically handled by the system. However, a frequently-reported
notification requires troubleshooting.

1.4 Alarm Classification

Alarms are classified by different standards in the NetNumen U31 system. The following
sections describe the classification of alarms by four standards: active status, fault type,
fault severity, and resource type.

1.4.1 Active Alarm and History Alarm

Alarms are classified into active alarms and history alarms depending on the status of the
faults.
l

Active alarm
An active alarm indicates a fault that has not been cleared yet.

History alarm
A history alarm indicates a fault that has already been cleared.

An alarm is displayed as an active alarm on the client GUI when it is reported due to the
occurrence of a fault. If the fault is resolved, this alarm will be cleared from the active alarm
list and turn into a history alarm.

Note:
An active alarm can be forcibly cleared even if the fault causing this alarm is not resolved.
After being cleared, this active alarm will turn into a history alarm.

1.4.2 Alarm Classification by Fault Severity

Alarms are divided into the following four classes depending on the severity of the faults
causing them:
l

Critical alarm
A critical alarm indicates a fault that causes failures of system operations or service
capabilities. Immediate troubleshooting is required when a critical alarm is reported.

Major alarm
A major alarm indicates a fault that seriously impacts proper system operations or
reduces service capabilities. Clearing the fault to restore the system as soon as
possible is required when a major alarm occurs.

Minor alarm
A minor alarm indicates a fault that slightly influences proper system operations or
reduces service capabilities. Proper measures should be taken to clear the fault in a
timely manner and prevent the occurrence of more severe alarms when a major alarm
occurs.

Chapter 1 Overview of Fault Management

Warning
A warning indicates a fault that has a potential or gradual impact on proper system
operations or service capabilities. Warning messages need to be analyzed and proper
measures should be taken to clear the fault in a timely manner and avoid more severe
alarms.

1.4.3 Alarm Classification by Fault Type

Alarms in the NetNumen U31 system are classified into the following types depending on
the type of faults causing them.

1.5 General Alarm Handling Flow

Immediate troubleshooting is required when alarms are displayed on the client GUI of an
EMS because alarms indicate failures having adverse impacts on the network.
When an alarm occurs, record the failure symptoms, and then handle the alarm in
accordance with the following instructions:
1. View the detailed information of the alarm.
2. Analyze the alarm information to locate the cause of the alarm and possible impacts
on the system.
3. Take appropriate actions to clear the alarm.
4. Verify the alarm handling result.
If the faults fail to be cleared, contact the local ZTE office for support.

the device that failed. The fault management system receives the alarm information, and
then forwards it to the alarm box, or sends it to relevant personnel via a short message or
E-mail.

Alarm Monitoring Principles

The following describes the severity-based alarm monitoring principles for timely alarm
notification and immediate troubleshooting.
l
l

Critical and major alarms must be forwarded to the alarm box and relevant personnel
via a short message and handled immediately.
Minor alarms and warnings can be displayed on the Graphic User Interface (GUI) of
NetNumen U31, or sent to relevant personnel via a short message or E-mail.

Alarm Monitoring Policies

The following describes the four commonly-used alarm monitoring policies. One or more
policies can be used at the same time.
l

Severity-based priority policy

When this policy is used, the system forwards alarms in turn and in accordance with
the severity levels of alarms. If multiple alarms of different severity levels are reported
at the same time, the system will send the alarms with the highest severity first, and
then those with lower severities to the alarm box or relevant personnel.

First-time policy

NetNumen U31 R18 Fault Management Operation Guide

This policy is intended to minimize the adverse impact of faults on services. When
this policy is used, the system immediately sends the alarms received from managed
elements to the alarm box, and relevant personnel via a short message.
l

Multi-receiver policy
When this policy is used, the system sends the alarm information to multiple receivers.
This policy ensures that alarms can be handled immediately as long as one of the
receivers successfully receives the alarm information.

Multi-way policy
Multiple ways, such as alarm sound, short message, and E-mail, can be used at the
same time to notify the occurrence of alarms. This policy ensures that immediate
troubleshooting can be performed even if one alarm forwarding way does not apply.

2.2 Alarm Monitoring Methods

One of the following four methods is used to monitor alarms in a network as required:
l
l
l

Monitoring alarms via EMS

Monitoring alarms via alarm box
Monitoring alarms via a short message and E-mail

Operations, such as performance management, topology management, security

management, and task management, can be performed only when users monitor alarms
via EMS. This enables users to acquire sufficient information about the alarm causes and
details. For other monitoring methods, only the alarm information sent by the system is
provided.

2.2.1 Alarm Monitoring via EMS

The EMS can receive alarm information reported by managed NEs, detect alarms reported
in the system, and display all detected alarms on the client GUI. The EMS can be used to
monitor the operating status of a network. Users can conveniently query and view all the
alarms generated in the entire system.
An advantage of this alarm monitoring method is that other information, such as topology
information, configuration data, and performance data, can also be viewed on the client
GUI. With the analysis of the alarm information and other related information, faults in the
network can be more easily located.

2.2.2 Alarm Monitoring via Alarm Box

The alarm box is a tool used to convey alarm information fast and intuitively. It can be
connected to the NetNumen U31 system through a broadband network. The system
transfers alarm information to the alarm box through TCP/IP. After receiving alarms, the
alarm box displays them on the LCD screen and activates visual and audible alarms.

l

The alarm box displays the details of received alarms on its LCD screen. Users can
scroll the details by pressing the scroll key.
The alarm box provides voice prompts and beep sounds as alarm indications.

In addition, the alarm box can notify relevant personnel of alarms and alarm clearing
information via a short message through its built-in SMS module.

2.2.3 Alarm Monitoring via a Short Message and E-Mail

Function Description
The NetNumen U31 system can forward the alarm information to relevant personnel via
a short message and E-mail. This function enables them to know the operating status of
the network even if they are not on site.
l

An active alarm can be forwarded to specified personnel via a short message or

E-mail. For details, refer to the section Forwarding an Active Alarm via E-mail and
Short Message in Chapter 5.
An alarm forwarding rule can be created for automatically forwarding active alarms
meeting the specified conditions via a short message or E-mail. For details, refer to
the sections Creating an Alarm Rule and Alarm Forwarding Rule in Chapter 6.

Prerequisite Configuration
To ensure the successful forwarding of alarm information, necessary parameters must be
properly set in the NetNumen configuration center. This configuration can be performed
during the installation of the NetNumen U31 server software, or in the NetNumen
configuration center after the installation of the NetNumen U31.
Context
This procedure describes how to start the NetNumen configuration center and configure
the alarm forwarding function on the NetNumen U31 server.

Note:
The NetNumen U31 system summarizes the probable causes of all alarms in
accordance with international specifications (such as ITU-T M.3100, ITU-T X.721,
ITU-T X.733, and ITU-T X.736) and organizes them as standard alarm codes on
the Probable Cause tab page.
The system specifies an alarm code and a standard alarm code for each alarm.
Multiple alarm codes may correspond to the same standard alarm code. For
example, the alarm codes 198099803 and 1501001 correspond to the same
standard alarm code 566 (Connection establishment error).
Alarms related to Code Division Multiple Access (CDMA) NEs have not standard
alarm code, so they cannot be queried by standard alarm code.
The required alarms cannot be found until appropriate alarm codes and standard
alarm codes having mapping relationships are selected on the Alarm Code and
Probable Cause tab pages.

Alarm Rule Management

Table of Contents
Alarm Rules ...............................................................................................................6-1
Alarm Rule Management Operations..........................................................................6-6
Creating an Alarm Rule ..............................................................................................6-7

6.1 Alarm Rules

In the NetNumen U31 system, users can define different alarm rules for managing alarms
or notifications reported by managed NEs, for example, acknowledging, clearing, filtering,
or merging specific alarms when these alarms meet the preset conditions in a rule.

Alarm Rule Types

NetNumen U31 allows users to create and manage various alarm rules. The following
defines some common alarm rules.

Note:
The available alarm rules vary with the product types and actual version of the NetNumen
U31 in use.

Alarm Acknowledging Rule

An alarm acknowledging rule specifies the conditions for the automatic
acknowledgement of alarms. In accordance with the alarm acknowledging rule, the
system automatically acknowledges the alarms that meet the specified conditions
once they are received or cleared.

Alarm Clearing Rule

An alarm clearing rule specifies the conditions for the automatic clearing of alarms. In
accordance with the alarm clearing rule, the system automatically clears the alarms
that meet the specified conditions upon receiving them.

Alarm Filtering Rule

An alarm filtering rule specifies the conditions for the automatic filtering of alarms. In
accordance with the alarm filtering rule, the system automatically filters the alarms
that meet the specified conditions.

NetNumen U31 R18 Fault Management Operation Guide

Two filtering modes are optional for an alarm filtering rule: Display and Save. When
Display is selected, the filtered alarms are not displayed on the client Graphic User
Interface (GUI). When Save is selected, the filtered alarms are not displayed on the
client GUI or stored in the database.
l

Alarm Delaying Rule

An alarm delaying rule specifies the conditions for delaying the processing of transient
alarms. In accordance with the alarm delaying rule, the system directly stores the
received alarm meeting the specified conditions as a history alarm when this alarm is
cleared during the preset delay time.
When a network being debugged or an unstable network is managed by the
NetNumen U31 system, a large number of alarms are reported to the system but
they are cleared later in a short time. Normally, such transient alarms are not
caused by serious failures. However, a large amount of transient alarms displayed
in the real-time monitoring window may bury serious alarms that require immediate
handling. In this case, an alarm delaying rule can be used to limit the report of
transient alarms. Only the alarms persisting for a period longer than the preset delay
time are reported to the system and displayed on the client GUI.

Alarm Merging Rule

An alarm merging rule specifies the conditions for merging multiple alarms caused by
the same fault. In accordance with the alarm merging rule, the system merges the
alarms meeting the specified conditions, and only displays the first received alarm on
the client GUI, which represents the other merged alarms caused by the same fault.

Alarm Persisting Rule

An alarm persisting rule specifies the conditions for processing some persisting active
or unacknowledged alarms. In accordance with the alarm persisting rule, the system
upgrades the alarm severity or report a new alarm for an active or unacknowledged
alarm meeting the specified conditions when its persisting time exceeds the preset
limit.

Alarm Counting Rule

An alarm counting rule specifies the conditions for processing frequently occurring
alarms. In accordance with the alarm counting rule, the system reports a new alarm
for the alarm meeting the specified conditions when the frequency of this alarm during
a period exceeds the preset threshold.

Alarm Forwarding Rule

An alarm forwarding rule specifies the conditions for the automatic forwarding of
alarms. In accordance with the alarm forwarding rule, the system automatically
forwards the alarms meeting the conditions to the specified personnel via E-mail or
a short message if these alarms are received or have not been cleared during a
specific period.

Alarm Masking Rule

6-2

SJ-20120224134509-002|2012-04-23 (R1.0)

ZTE Proprietary and Confidential

Chapter 6 Alarm Rule Management

An alarm masking rule specifies the masking conditions for preventing the reporting
of some alarms. The system issues the alarm masking rule to the corresponding NE
agents, who will not report the alarms meeting the specified conditions to the system
after receiving this rule.

Note:
The alarm masking rule is different from the alarm filtering rule in Save mode.
However, the intuitive result of these two rules is that the alarms meeting the specified
conditions are not displayed on the client GUI or stored in the database of the
NetNumen U31 system.

The alarm masking rule is issued to the related NE agent or the related NE
managed by an NE agent. For the successful issue of the alarm masking rule,
the NE agent must be started, and the link between the NetNumen U31 server
and the NE agent must be normal. The NE agent discards the specified alarms
in accordance with the rule, and then the discarded alarms do not occupy any
network bandwidth between the NE agent and the NetNumen U31 server.

The alarm filtering rule in Save mode is not issued to the related NE agent. The
NetNumen U31 server discards the specified alarms upon receiving them. The
discarded alarms are not displayed on the client GUI, but they consume some
network bandwidth when being transferred from the NE agent to the NetNumen
U31 server.

Alarm Restraining Rule

An alarm restraining rule specifies the conditions for restraining the display of some
alarms. An alarm may correlate with another alarm. For example, the occurrence of
alarm B results in the occurrence of alarm A. In this case, users can create an alarm
restraining rule to restrain the display of alarm A, meaning only alarm B is displayed
on the client GUI. The alarm restraining another alarm is called root alarm. The alarm
restrained by another alarm is called correlated alarm.
The following two types of alarm restraining rules can be created depending on the
correlation of alarms.

Alarm restraining rule by NE: This rule can be specified for the restraint of alarms
between different NEs.

Alarm restraining rule by NE Type: This rule can be specified for the restraint
of alarms between correlated NEs of the same type, or alarms in different
components (such as racks, and boards) in the same NE.

ZTE Proprietary and Confidential

NetNumen U31 R18 Fault Management Operation Guide

Note:
In an alarm restraining rule, only one root alarm can be specified and multiple
correlated alarms can be specified. This indicates that the occurrence of a root alarm
restrains the display of multiple correlated alarms.

Alarm Triggering Script Rule

The alarm triggering script rule is used to execute a predefined Man-Machine
Language (MML) script file when condition-meeting alarms are reported, cleared, or
when the alarms persist for a specified period of time.

Notification Filtering Rule

A notification filtering rule specifies the conditions for the automatic filtering of
notifications. In accordance with the notification filtering rule, the system automatically
discards the notifications that meet the specified conditions, which will not be
displayed on the client GUI or stored in the database.

Attributes of Alarm Rules

Each kind of alarm rule has three attributes, which determines its valid range, storage in
the database, and transfer via northbound interface.
l

Valid Range
The valid range of an alarm rule is determined by two dimensions: valid scope (global
or user) and valid period (forward or backward).

Global Validity: An alarm rule with global validity is valid on all alarms and
notifications that meets the specified conditions, regardless of the creator of this
rule. All alarms displayed by the system have been processed in accordance
with this rule.

User Validity: An alarm rule with user validity is only valid for the creator of this
rule. For example, a user specifies an Alarm Filtering Rule. Then the system
only filters received alarms in accordance with this rule for this user and displays
required alarms on the client of this user. Other users are not affected by the rule.

Backward Validity: An alarm rule with backward validity is valid for all alarms,
including the alarms reported before the creation of this rule and those reported
after the creation.

Forward Validity: An alarm rule with forward validity is only valid for alarms
reported after the creation of this rule.

Storage in Database
This attribute specifies whether the system stores the alarms meeting the conditions
of the rule into the database.
