USC Educational Subsidy Grant (ESG)

I. Rationale
Starting SY 2012-2013, the University Student Council started to collect an
amount of P25.00 per student per trimester for the purpose of pooling funds for
assisting financially handicapped UC students who show potentials in carrying the
educational ideals of the UC-BCF founder, Atty. Benjamin Romero Salvosa, as a
leader in his/her field serving the motherland and the Filipinos, contributing to
humankinds prosperity and giving back to the community.
The scholarship program aims to perpetuate the vision and the ideals that
guided our University Founder in his life-long pursuit of consistently offering highquality education to his students at the Baguio Colleges Foundation, now University
of the Cordilleras. His selfless devotion to the continuous upgrading of the quality of
education at the UC-BCF since 1946, bore fruit in the resounding career success
enjoyed by its graduates both here and abroad.
Wherefore, the USC, as part of its mission in promoting and advancing
students welfare, pays concrete manifestation to the motto Education is a
Birthright, ensuring that this noble spirit lives on in perpetuity, ratifies this
mechanics and guidelines of the USC Educational Subsidy Grant. This guideline shall
also set a standard of procedures that adheres to USCs responsibility as good
steward of its resources and to disburse resources in good faith.

II. General Coverage and Rules for USC Educational Subsidy Grant
1. The grant will have three classifications: Full, Partial, and Discounted:
a. Full grantee will be awarded 100% full discount his or her
remaining balance (inclusive of Tutuin, Miscellaneous fees laboratory
fees and other fees cited on his or her registration form)
b. Discounted grantee will be awarded 50% discount on his or
her remaining balance (inclusive of Tutuin, Miscellaneous fees
laboratory fees and other fees cited on his or her registration form)

2. If the grantee has an academic scholarship e.g.(deans list) the grant shall
still take effect but the academic grant shall be first deducted to determine
the final balance of which shall serve as the basis for the USC subsidy grant.
3. Due to limited funds, only the top 100 applicants will be awarded grants: 50
full scholars, and 50 discounted grantees. This number may adjust every
term depending on available funds.
4. The grant shall only cover one full term with 12 enrolled units or more, except
for graduating students whose enrolled units may be less than 12 and/or as
prescribed by their college curriculum.
5. Grantees must be indigent with a family income of Php. 50,000 a year (show
proof of indigence)
6. Siblings or first cousins cannot be awarded a grant at the same time. In case
siblings or cousins are qualified for any grant, the relative with the higher or
highest rank will be considered, unless he/she waives the grant for the
relative next in rank.
7. Second coursers are not allowed to apply.
8. Officers of the University Student Council are not allowed to apply.
9. Siblings or first cousins of an officer of the University Student Council are not
qualified to apply.
10.UC employees dependents and all students with other scholarships,
discounts, or grants are not qualified to apply including CCP Scholars.
11.The grantee is limited to Filipino Students.
12.If grantee has already paid partially before the awarding of the grant, the
subsidy shall only cover the remaining balance; with the exception of
laboratory fees and other uncited fees on the Educational Subsidy
classification he/she is qualified.
13.Grantees must not be subject to any disciplinary action during his/her entire
stay in UC (e.g. no drop outs and failed grades).If such will occur within the
term, grant will be automatically forfeited and the grantee is suspended for
one (1) term application
14.Grantees must not have any criminal or misdemeanor records in any
government agency.
15.Grantees must execute an oath of undertaking to include the conditions
above, and obligations to report to USC periodically as required, and
participate in some activities of USC.
Note:
The Finance Office shall provide actual credited grants at the end of
every term to determine the financial status for scholarship.

II. Requirements for Application:


The Educational Subsidy Grant may be awarded only to bona fide students
enrolled in any undergraduate program of the current term. Applicant must not be

more than 30 years old and must prepare a long folder containing the following
documents (arranged in the same order):

Copy of Latest Grades
Barangay Certificate of Indigency (of Parents/ Family)
Certification of Employment, if any
Copy of NSO Marriage Certificate, if any
Copy of Child or Childrens Birth Certificate, if any
Health Certificate, if with permanent disability certified by the school
physician
9. Attestation from College Dean or Registrar, if graduating student
10.A one paragraph answer to the question Why I deserve a financial
assistance from USC? in 400 words or less (encoded and printed on short
bond paper)
11.Photocopies of Certificates of Attendance or Participation in community
related activities
12.Photocopies of Certificates of Attendance or Participation in university/college
activities
13.Photocopies of Certificates of Appreciation or Recognition for all
accomplishments in or outside of the university

III. Procedure for Screening:


1. Interested applicants have to secure an application form at the USC Office
and submit the properly filled out form together with the otherrequirements,
compiled in a long plastic folder, to the same office, on or before March 11,
2014 5:00pm.
2. The USC Educational Subsidy Committee+ shall convene to assess and
evaluate the applicants using the Scholarship Qualification Rubrics Sheet.
3. Applicants who shall be granted the subsidy grant will be also informed
through a written notice.
4. The top 100 applicants will be scheduled for interview by a Screening
Committee++, to determine final scores and ranking of the top 100.
5. Final list must be duly approved by the USC Educational Subsidy Committee,
the Screening Committee, and the Dean of Student Affairs and Services, and
duly noted by the VP for Academic Affairs, before notification.
6. List of grantees will be notified by a call slip and the list will be posted at the
USC and OSAS bulletin boards.

The USC Educational Subsidy Committee shall include the USC adviser, the
Student Welfare Office, the USC Senators, and the league of governors
chairman.

The Screening Committee shall include the USC Adviser, the USC President or
representative, and either of the three: Student Development Director,
Student Welfare Director, or the Dean of OSAS

IV. USC ESG Merit Scoring System:


The awarding of the Educational Subsidy will be determined by a Scholarship
Merit Scoring System with the rubrics below, from which the applicants will be
ranked according the total score garnered.
Educational Subsidy Grant will be awarded to the following:
a. Full Grant
b. Discounted Grant

for ranks 1 to 50
for ranks 50 to 100, or until funds are available
