1 Introduction
State Cooperative Land and Agricultural Development Banks was established to act as a
financing institution for Long term investment aiming development of agricultural related
projects. There are more than 5000 Primary Agricultural Development Banks across the
country, fulfilling the needs of providing financial services in rural areas. These Agriculture /
Land Development Banks are the institutions, which provide financial support to rural
population for agricultural/commercial purpose.

Objective of State and Primary Land / Agricultural Development Banks


Major Objectives are as follows:
A. To take Banking to the doorsteps of the people of State, Districts and Villages
B. To provide Long Term Credit facilities to Farmers
C. Creation of various resources of irrigation
D. Farm Mechanizations (Tractor/ Power tiller/ Thresher/ Sprayers etc.)
E. Promoting various components related to agricultural activities like Piggery, Goatry,
Fisheries, Poultry, Dairy and others like (Schematic Loaning)
F.

Promoting other Non Farm Sector (NFS) related activities

G. Advancement towards construction of residential houses in rural area (Home Loan)


H. To participate in schemes of the Govt., National Bank for Agriculture and Rural
Development (NABARD) and Reserve Bank of India (RBI)

2 About The Document


An initiative for computerization of working of PADB & SADB has been taken by BANK with
NIC. NIC will develop the application for working of PADB & SADB by customization of existing
NIC-CCBS application. This document is designed with a aim to cover the activities which come
under periphery of PADB. Based on discussion with State level and Primary Units, a brief
requirement was gathered and submitted along with proposal. This document has been
prepared after exhaustive discussion on various activities at all level and covers all functionality
of a PADB. It will serve as a guideline during customization of existing CCBS application. Bank
will accept and finalize this document as business requirement document.

2.1 Applicability
This document describes all functionality of PADB which will be fulfilled by
customized CCBS application of NIC. Various functionalities of CCBS have been
detailed in this document under following heads:

3.2 Operating Environment (OE)


Operating environment defines the environment, from technology point of view, in which
users will run the programs. This will enable users to use the application up to best of its
ability. This section contains detail of browsers, operating system platform, any special

versioning information, if applicable etc that are best suited to run the application to
maximize the application experience and output.

The CCBS application shall operate with any compatible internet-browser on


Windows platform.

The CCBS application will function only if secured network connectivity is available
in the local environment as per suggestions.

Users are well versed with ENGLISH language.

3.3 User / Training Documentation

4 Functional Overview
4.1 CCBS Profile
Functional Description:
This module is meant to maintain profile of SADB/PADB
and will be used as updating/viewing of various masters, required in the application. It will
be created / updated by Admin role at SADB level as per the requirement and guidelines
issued by NABARD and /or SADB itself. There are several sub modules to cater the
requirements of application. Sub-modules and their functions in brief are given below.
i.

Masters {This is for creating various master which has been used in the
application. Eg Type of Gender, Type of Crop, Type of Segment and others, Type of
Role. PADB can only view the available users. This can be updated only by super
admin role at SADB level}
GL Type master to be created (Normal, schematic, NFS) and populated at GL
creation page in radio button
For loan account GL head the A/c segment will be like MI, Dairy, Farm,
Poultry etc.
All other masters of PADB relevant to loan, member, account and transaction
modules.

Roles Assignment PADB can only view the available users. This can be
updated only by super admin role at SADB level]

Static Information which will be captured with this option is
a) Basic Information like Loan Type, GL Id, Security type, Number

Maximum amount of loan that can be given under the scheme, Period of loan
in months, Installment frequency, No of installment, Interest Type, Interest
Frequency, linked to deposit, When Penal interest is to Charged, Penal
interest is to be calculated on Principal and or Interest also, Grace period in
months, Gestationperiod in months, Interest recovery in grace period
(true/false), Interest recovery frequency in grace period, Interest recovery in

history will be maintained with effective date. In this case SADB will update ROI
which will be effective from back date and accordingly EMI/Quisht Jama bandi of
all accounts at all PADB which has been opened after the effective date will affect.
This option will only be available after DAY END and before DAY BEGIN. On next
day all PADB will get notification with details of loan account so that PADB will
take action for change in EMI / Quisht Jamabandi.}

4.2 Customer / Member Maintenance


Functional Description: This module is meant for maintenance of Member / Customer
information like capturing basic information of a Member / Customer (Individual /Firm).
i.

Customer / Member Creation

Personal Information
{Whenever a farmer/borrower approach to PADB and he/she is new member
then PADB accepts his/her loan application along with Member ship form.
Virtually every new person is customer to SADB/PADB. All personal
information of customer / member will be captured here and a unique Customer
No. will be generated by application. A checkbox is available in the page that
will be for information whether this customer is required to be member at
SADB/PADB. If it is selected then a unique Membership No/Admission no. will
also be generated by application. The information capture activity is handled by
Assistant Role and Pass by Officer/Manager Role. If Officer/Manager feels that
there is some GAP in information in application and paper, it can be sent back
to assistant for modification.}

4.3 Share Maintenance


Functional Description: This module is required to maintain share money / allocation of
shares to members at SADB and PADB level. Sub menus and their functions are briefly
discussed below
i. Share Account Opening

Share account opening[Assistant]


{A share account will be opened in Share Money GL with requisite amount
(Number of shares(N) applied multiplied by value per share(V) plus
admission fee(A) and any other fee (O) defined in share scheme i.e. N*V
+A+O). Acceptance of Cash with denomination will be available. This
activity will be available for Assistant Role and assistant will submit for
approval of officer.}
Share account opening[officer]
{Officer has the pending list of share account which has been forwarded by
assistant for approval. Officer will approve, reject or can send back to
assistant for modification. After approved by officer, a voucher will be
generated by system.}
Share account modification[Assistant]
{This option will be for Assistant Role and will be used when officer sends
application for modification. All pending list will be available to assistant
and assistant will modify accordingly as remarked by officer on physical
file. After required modification, assistant will again submit a/c opening
application to officer for approval.}

ii. Share Transfer

Share Transfer [Assistant]


{Transfer of shares to nominee and other member will be handled through
this option. There will be involvement of share transfer fund. Assistant will
submit the application to officer for approval.}

{This option is meant to purchase additional share which will be required
during loan disbursement. At the time of loan disbursement there will be

upon the requirement of extra share money, member will purchase extra
share through this option.}

4.4 Loans to Member [Module]


Functional Description: Loan module covers the process of loan to members under
different scheme at PADB level. Sub menus and their functions related to loan processing
are briefly discussed as below

i.

Loan Application

Loan Application [Assistant]


{A farmer/borrower approach PADB for obtaining a loan under a specified
scheme. He/she becomes member, if not already, then submits loan application
along with loan fee and documents for the plot which he/she produce for the
loan. The information which will be captured during this option is }
Basic information
Member ID {Add member id with this loan application}-Pre-requisite
Loan Account segment (MI, Dairy, Farm, Poultry etc)
GL Head/Scheme, {All information will be display after head selection.}
Account segment (Female , Sr. Citizen etc)
Interest Details ROI, penal interest, subsidy and other related data
will be fetched as per GL head scheme and segment selected {This will be
displayed after selecting the segment/scheme/GL and non editable}
If PADB wants to waive the interest rate extra to farmer/borrower, other
than define in the segment, a extra waiver will be captured for a
particular loan application.

Land Detail Village Name/No, Plot/Khashra No., Area (Extent1, Extent2),


Value.
{This information may be in multiple times like borrower may pledge
more than one plot for taking loan}
Share money account and its detail will be displayed on entry of MemberID.-Pre-requisite

A new option for taking Loan fee and Insurance fee will capture loan fee and
a voucher will be generated for corresponding member id. This will be
through cash transaction only as no deposit account is maintained at PADB.

Eligible amount (Based on land holding and percentage defined in


scheme),
Sanction Loan Amount (Should be less than eligible amount. Not
editable at this time as this will be editable at the time of sanction by
Manager.

Guarantor for Loan Guarantor details will be capture such as MemberID,


Account No etc.

A unique Loan application number will be generated and the officer will see
all the loan applications created by assistant in this step.
Loan Application [Officer]
{All the loan applications created by Assistant and verified by field officer will
be shown in a grid view to the Officer. The officer will select a case and proceed
further by click on link proceed button. All the related information which has
been captured by assistant will be displayed and officer may cross verify with
the details on physical file. The officer will have three option / buttons on the
page.}
a) Assign to Field officer {This option will be available when application
comes from assistant only. A list of field officer will be available to officer.
(There will be a column in loan application table to capture the field
officer id.)
b) Sent to Assistant to Modify {In case the modify button is clicked then the
application will be sent to assistant for its modification}
c) Reject
There will be remark field which will be mandatory in case of option b
and c above.

ii.

Loan Application [Field Officer]


{All the loan applications assigned by officer will be shown in a grid view to the
Field Officer (FO). The FO will click on proceed button for further processing.
The FO can only view the details of borrower (Name, Address and specially
land details). Only field which is editable will be remark have only one option /
button (on the page with mandatory remark field.}
(There will be a column in loan application table to capture the verification date)

Loan Application Modification [Assistant]


{All the loan applications sent for modification will be shown in a grid view to
the Assistant. The Assistant will click on proceed button for further processing.
After required modification the assistant will click on submit button to send the
loan application to officer for further processing.
The steps mentioned in point number iv. Loan application [Officer] mentioned
above will be followed.}

Loan Application Sanction

Loan Application Sanction [Officer]


{A list of all pending loan application which has been forwarded by FO after
marking his/her remarks will be available here and Officer will have option to
Sanction / Reject. A unique Loan sanction number will be generated by
application. FO can take print out of the sanction order and get signed by
concerned for further activity.}

{Once loan application is sanctioned by Officer and a unique sanction number
has been generated, this loan application will be available in the pending list in
this option with sanction number. Once FO finalizes the activity at Tehsil and
has the mutation deed paper. FO will punch the required information by
selecting the loan application by sanction number. The information capture by
FO may be deed number, deed date and others. After providing the required
details, FO will submit the application to Officer for Loan Approval.}

Loan Application Approval [Officer]


{Once mortgage details have been punched by FO, then this application is now
finally available to officer in the pending list through this option.
Now officer will finally check the details of an application and have the option to
approve / reject.
A unique loan account number with zero amount will be generate by
system at this stage.

Loan Disbursement

Loan Disbursement [Assistant]


{Once loan has been finally approve and a unique loan account number has
been generated, the disbursal of loan amount will be initiated by assistant.
Assistant will punch the sanction number/loan account number and disbursal
amount will be calculated by system based on the loan scheme. The assistant
will verify the disburse amount and modify, if applicable, and click on submit
button. The transaction mode will be transfer. The voucher ID will be generated.
At this time the required share money (From the loan scheme 3%) will be
checked by system. If share money is less, then a message will come showing
that this much amount is required before releasing the loan. The share money
required (3%) will be calculated keeping in mind the other loan of the same
member. eg. If there is another loan a/c of member then there will be a
possibility that some share money is free and can be used for this loan account.}
Assumption: All disbursement will be made through cheque.

{The pending transactions will be shown as in Transaction Authorization


[Officer] page in transaction mode. The officer will pass the transaction.}

Loan Scheduling (Quisht Bandi)


Loan Repayment Details
{This option will be used to generate the EMI/ Quisht Bandi for a loan account.}
If case where total loan amount has to be disbursed in parts, installment amount
is calculated on the basis on total loan amount. Since installment amount will be
more than what it should be, so last installment will be recalculated at the end
tenure.
1. If loan scheme do not have any grace / gestation period than EMI will
calculate according to given ROI, Applied amount and period.
2. If loan scheme have grace period then EMI will calculate and start after
grace period and in this EMI, there will not be ant interest recovery
during grace period.
3. If loan scheme have gestation period, then in this period only interest will
be recovered.

Recalculation of Quisht (After change in ROI)

All the Loan account of GL Head for which the ROI has been changed
will be shown in grid view to the Officer with a preselected check box in
disabled mode for rescheduling. There will be reschedule button on the
page.
In case the rescheduling has been done with back date
The increase/decrease in interest will be adjusted in latest EMI.

Loan Repayment / Transaction through Cash


{All cash and transfer transactions including loan repayment through cash will be
handled through this option.}

Loan Account Closing


{Loan a/c will be closed by this option. It will check prerequisite that loan amount
has become zero before closing of the same.}

applicable through this option}

Loan to Employee

{This is a scheme in which system will not check whether farmer/borrower is


member in Loan application process and waive off from loan fee amount. In case of

Staff/Employee loan, ROI will be applied as simple and initially principal amount
will be adjusted towards recovery than interest amount.}

4.5 Borrowing From SADB


Functional Description: This module is accessible at PADB level to borrow loan against
the loan given to members. SADB will repay the exact disburse amount to PADB on
production of original deed.
i.

Borrowing from SADB [Assistant]


{This option will generate PRONOTE against the scheme wise disbursed amount to
each loanee/farmer. PRONOTE will be GL/Scheme and segment wise so that one
PRONOTE will have similar loan with similar ROI. Assistant will make promotes
and submit to officer for approval. }

ii.

Borrowing from SADB [Officer]


{This option will show all the pending promotes, generated by assistant role with
PRONOTE number, amount, number of account, scheme name and others as
required. Officer will pass the PRONOTEs generate by assistant.}
Notes :- Pronote will be generated at PADB level of each Scheme / head with segment
and ROI wise. All generated pronotes will be available at SADB level and SADB will
generate a loan account of each pronote and disburse loan amount against each
pronote.

Repayment from PADB to SADB.

4.6 Branch Operation for PADB [Module]

{Validation will be checked before each PADB close. After closing by PADB only,
SADB will be able to close the day and perform day end activity. SADB will also

4.7 Term Deposit (FD/RD) at PADB for SADB [Module]


Functional Description:

PADB is working as agent of SADB for deposits. This is

4.8 Bifurcation of PADB


On the basis of geographical distribution, a single PADB may be bifurcated into two with selective
