TOPIC: THE COMMUNITY SERVICE SCHEME SHOULD BE

IMPLEMENTED TO THE PENAL SYSTEM IN MALAYSIA AS AN

ALTERNATIVE TO IMPRISONMENT
GENERAL IDEA: TO HELP SMALL AND FIRST TIME OFFENDERS
CENTRAL IDEA: Community service for the offenders
- first time offender
- small offender
- juvenile (with small offence)
1.0One of the reasons why community service should be
implemented is because the cost of prison is expensive
1.1It is expensive to the country
1.1.1 The government will have to support the expenses
for their foods, drinks, clothes and also
maintenance of prisoners (estimate for each
prisoner is RM15) - MALAYSIA
1.1.2 If the budget will continue to increase, as the
number of prisoners keep on increasing day by
day

The rising cost of maintenance of prisoners

1.2The government is unable to support the cost of medicine

1.2.1 Ex: Prisons are incubators of diseases
1.2.1.1 Tuberculosis and AIDS (especially when
its over crowded)
1.2.1.2 When the offenders are happen to be
release, they may contribute the disease
to spread
1.3Due to the increase number of offenders in prison, the
prison authorities will face difficulty in managing the
offenders
1.3.1 An increase in the number of offenders in the
prison, the prison authority will have to secure the
security if there is any occurrence fled from prison
1.3.1.1 Have to pay more prison authority

2.0Another reason is because community service may be

more effective
2.1The community service that we have provide the prisoners
with all types of activities such as cleaning, cooking, skill
works and etc
2.1.1 This is to prepare themselves for job prospect,
opportunity to have jobs after they have finished
serving death sentence
2.1.1.1 JOHN HARDINGS once said Offenders
typically lack training, adequate
education, knowledge of job
opportunities, work experience and other
essentials to success in the world of
work. They tend to end up in the lowest
paid jobs and lowest status occupation.
With the shrinking of the job market the
unskilleds chances of finding
employment are even further reduced.
Those who fail in the world of work are
more likely than other to return to crime
and if they do, to be caught up in the
penal system.
2.1.1.2 In this days, especially in this economic,
job is not easily to get
2.1.2 His source of income would be force to stop and
he will be not able to support his family
2.1.2.1 This will be worst if he is a sole bread
winner
2.1.3 When an offender is away in prison, he is force to
leave from his family
2.1.3.1 This will caused the family relationship to
go ashtray
2.2With this community service, the offender will have to
sacrifice their time to serve the charitable organizations or
the old folks home, orphanage and hospitals for the
number of hours
2.2.1 This could make the offenders to learn their
lessons and to realize how important life is to do
good deeds instead of doing the bad things
2.2.2 For small theft:

2.2.2.1 The community service will help or will

encouraged offenders to build their
character building and with sense of
responsibilities

3.0Lastly, the problems of imprisonment

CONCLUSION
In conclusion, community service as an alternative to imprisonment
should be implemented as this can help small and first time
offenders to have more skills in finding jobs and this could also help
the offenders to get back to the right track.
