An American National Standard implies a consensus of those substantially concerned with its scope and provisions. It is intended
as a guide to aid the manufacturer, the consumer, and the general public. The existence of an American National Standard does
not in any respect preclude anyone, whether he has approved the standard or not, from manufacturing, marketing, purchasing, or
using products, processes, or procedures not conforming to the standards. Users are cautioned to obtain the latest editions.
The American National Standards Institute does not develop standards and will in no circumstances give an interpretation of any
American National Standard. Moreover, no person shall have the right or authority to issue an interpretation of an American
National Standard in the name of the American National Standards Institute.
CAUTION NOTICE: This American National Standard may be revised or withdrawn at any time. The procedures of the American
National Standards Institute require that action be taken periodically to reaffirm, revise, or withdraw this standard. Purchasers of
American National Standards may receive current information on all standards by calling or writing the American National
Standards Institute.

3.17 Initial readings: The electrical (wattage) measurements made at the end of the aging or
seasoning period.
3.18 Test voltage: The rated voltage unless otherwise specified. If lamps are marked with a
range voltage, the test voltage shall be taken as the mean of this range, unless otherwise
specified.
3.19 Lumen maintenance: The ratio of luminous flux at 70% of rated life to the initial luminous
flux, expressed as a percentage.
3.20 Qualifying limit (QL): The maximum of non-confirming lamps allowed within a given test
quantity to establish compliance of the requirement being tested.
4 Lamp designations
This standard does not place any control over lamp designations. Incandescent lamps are
generally designated by wattage, bulb type, and voltage ratings. The lamp manufacturer may apply
additional codes. See the lamp manufacturers catalogs for detailed information.
5 Bulb designations
Bulb designations used in this standard are defined in ANSI C79.1. Since the traditional eighthinch sizes have long been utilized in some lamp designations, they are used in this standard. Their
metric equivalents are shown in parentheses.
6 Bulb finish
Only lamps with clear, inside frost, frost-equivalent, or translucent white bulb finishes are
considered in this standard. However, it should not be interpreted that each of these finishes is
available for each class listed in Part II. Silver bowl, enamel, transparent, and other special
coatings are not covered by this standard.

e. All dimensions are in millimeters unless otherwise specified.
f. The figure numbers shown in the figures and in Tables 1 and 2 under the Lamp Space
Drawing column directly relate to the former American National Standards for that category.
For instance, Figure C78.20-204 was derived from the former standard ANSI C78.204-1949.
8 Electrical characteristics
The values of lamp voltage, current, and wattage shown in Part II are those nominal values that
apply after the lamps have been seasoned. See IESNA LM-54 for guidelines on lamp seasoning.
9 Requirements
9.1 Screw shell-type bases, including the E26/24 medium and E26d double-contact medium
screw bases and gauges for checking bases, shall comply with ANSI C81.61 and ANSI C81.63.
9.2 Individual lamps shall satisfy limits for MOL that apply to their class as shown in Tables 1 and 2.
9.3 All finished lamps shall have controlled dimensions, bulb size, and eccentricity such that they
occupy the space within the dimensions shown in the appropriate lamp space drawing in Part III.
9.4 The initial wattage of individual lamps shall not exceed 104% +0.5 watts for 115, 120, and
125-volt lamps and 105% +0.5 watts for all other voltages.
9.5 The average base-temperature rise of samples of a lamp of any specific rated voltage shall
not be greater than the limit shown for the lamp class in Tables 1 and 2.
Base temperature rise is specified for A-line general lighting, three-way, and ceiling fan service
lamps. Higher limits are specified for ceiling fan lamps where heat resistant lampholders or other
burn positions are recommended. Consult manufacturers' recommendations.
9.6 See ANSI/IEC 60432-1 for other safety requirements of A, G, PS, and other similar shaped
lamps with medium screw bases.
ANSI C78.20-2003
Revision of ANSI C78.20-1995
Also in ANSI/UL 153, portable luminaires with base up lampholders are subject to temperature
tests in which temperature of low temperature materials must not exceed 150C. As a result, low
temperature lampholders in portable luminaires are usually base down because in the base down
position lamp base temperature rise is much lower. Also, or this reason three-way lamps are
restricted to base down burn in Tables 1 and 2.
Finally, maximum base temperature rise limits in Tables 1 and 2 are based on white lamps used
in UL 1598 luminaire heat tests. Lamps of other colors at a given wattage and bulb size are likely
to have higher base temperature, and the maximum limits in Tables 1 and 2 may be exceeded.
Thus it may be necessary to use such lamps in high temperature lampholders.
10.3 Protection
The lamps listed in this standard are intended for indoor use in luminaires of the proper rating.
11 Assessment
Satisfying the requirements of Section 9 assessed on the following basis proves compliance:
11.1 Compliance of manufacturers test data
11.1.1 The assessment shall be based on test data in the manufacturers records from all
nominated factories under the common quality management grouped together, which meets the
requirements of clause 11.1.3.
11.1.2 The manufacturer shall declare a list of lamp types and marks of origin which are to be
within the scope of this standard. Notifications of additions or deletions may be made at any time.
11.1.3 The whole production of a manufacturer shall be considered as satisfying the requirements
of this standard if the conditions of sub-clauses 11.1.4 and 11.1.5 are met for at least 75%
(rounded to the nearest whole number) of the total number of types.
11.1.4 Dimensional
A type from the whole production of a manufacturer shall be considered to comply with the
dimensional requirements for that type, if the number of lamps in the manufacturers records
failing the dimensional requirements of sub-clause 9.2 does not exceed the qualifying limit shown
in Table A1.
11.1.5 Initial readings
A type from the whole production of manufacturer shall be considered to comply with the initial
reading requirements for that type if the number of lamps in the manufacturers records, whose
wattage is above the limitation of 9.4, does not exceed the qualifying limit given in Table A2.
12 Sampling
12.1 Principles of sampling
The lamps for testing shall be selected so as to ensure proper representation.

ANSI C78.20-2003
Revision of ANSI C78.20-1995
It is not necessary to replace an accidentally broken lamp if the result of the test (approval or
rejection) is not affected by its replacement, provided the required quantity of lamps for any
subsequent test is available. If replaced, a broken lamp shall be neglected in calculating the test
results. Accidentally broken lamps include, for example, lamps damaged during handling and
transportation, and also lamps becoming defective for reasons not connected with the purpose of
a particular test being applied.
12.2 Manufacturers' test data
The manufacturer shall make available all the data of his finished product tests pertinent to the
lamp types on the manufacturers nominated list and the requirements of this standard.
These test data shall refer to a sufficient number of lamps, regularly selected over a 12 month
period, so when totaled is representative of the whole production.
12.3 Inspection test quantity (I.T.Q.)
There shall be selected an inspection test quantity (I.T.Q.) totaling at least 200 lamps. This
selection shall be made at regular intervals during a period of 12 months.
12.4 The I.T.Q. shall contain lamp representatives of the four largest groups, with a minimum of
40 lamps per group.
a. For each of the groups, which together with the four largest groups make up at least 75% of the
production, a minimum of 20 lamps is required.
b. When a number of types make up a group, test quantities shall be selected from each of those
types which make up at least 50% of the production of that group.
12.5 Rating test quantity (R.T.Q.)
A rating test quantity totaling at least 300 lamps, which may include the I.T.Q. lamps, shall contain
lamps representative of the four largest groups, with a minimum of 50 lamps per group. For each
of the other groups, a minimum of 30 lamps is required.
12.6 Provided the above I.T.Q. and R.T.Q. requirements have been satisfied, any types in the
manufacturers records for which there are less than the minimum quantities of 20 and 30 lamps
respectively shall not be considered.

Statistical concepts and basis of this standard
Of the various dimensional and performance characteristics covered by this standard, some may be
conveniently checked by gauges on a Go, No-Go basis, and some are ascribed a specific numerical
value. To provide a uniform approach, the former and latter are classified as non-conformities if either
they fail the gauges or if they fall below (or above) a specific value. All the results may then be treated on
an attribute basis, and compliance of each tested parameter assessed be reference to qualifying limits in
the tables.
The qualifying limits are such that there is a 0.975 probability of compliance with each condition provided
that the bulk from which the sample (or samples) is drawn contains approximately:
1. 3% failing any single dimensional requirement
2. 7% outside the requirement for initial wattage rating
Note: Because 0.975 probability of compliance applies to each condition separately, it follows that, at the specified level of quality,
the overall probability of compliance would be somewhat lower (by how much it is not possible to estimate accurately).
For larger samplings of test data than those given in the relevant tables in Appendix A, the qualifying limit
to acceptance shall be obtained from the following formula:
QL = AN + 1.96 AN
100
100
Where:
N = number of lamps in records
A = appropriate percentage shown in 1 or 2 above
QL = qualifying limit for acceptance
If a fraction results, it shall be rounded to the nearest whole number.
