BACKGROUND
Over the decade, a great number of tunnels are being built worldwide because of the investment by
the local governments in the advancement of highways and transportation. Hong Kong has been
one of the most active places worldwide for tunneling works. Whereas in Taiwan, tunneling has
been a prime element in transportation system due to its mountainous terrain and the variation in
geological condition impose challenges for engineers to control the time and cost in tunneling
projects. HKIHT invited Tunneling Specialists from Hong Kong and Taiwan to share the pioneering
tunneling technology in our Road & Infra Lecture Series 5.
The Hong Kong Institution of Highways & Transportation and Hong Kong Polytechnic University
Department of Civil and Environmental Engineering are pleased to announce Road and Infra
Lecture Series TBM: Hong Kong to Taiwan. Speakers for this series include Mr. Daniel Altier from
Dragages Hong Kong and Mr. KJ Chen from Continental Engineering Corporation. Mr. Altier has
over 29 years working experience on Tunnelling projects and will share his tunnelling experiences
in various overseas countries. Mr. Chen is going to share about the construction of Xinyi Line, which
is located at the highly developed area in Taipei underlain by mainly soft material with high ground
water table.

INTRODUCTION OF SPEAKERS
Mr. Daniel ALTIER
Project Director of Dragages Hong Kong Ltd.
Daniel Altier is a Project Director with broad experience of major international projects. He has over
29 years working experience on Foundations, Civil and Tunneling projects and has successfully
worked with multinational teams in many countries like Algeria, France, Thailand, Ireland and
Australia. He is currently working in Dragages Hong Kong Ltd as the Project Director of Liantang/
Heung Yuen Wai Boundary Control Point (Hong Kong).
Mr. KJ CHEN
Head of Geotechnical Section of Continental Engineering Cooperation, Taiwan
KJ Chen has over 22 years of experiences in geotechnical engineering for infrastructure projects
including underground MRT system and TBM tunneling. Since joining CEC more than 17 years ago,
Mr. Chen has been providing valuable technical support for many ongoing projects. He was the key
personnel for the Xinyi Line of Taipei MRT which has a contract sum of approx. US$300 million,
which included the construction of Daan Park Station, Daan Station, a cut and cover tunnel section
for the crossover close to the east of Daan Park, as well as a 4.15km section of the shield tunnel.
