1.0 INTRODUCTION
This document replaces and supersede from MOC Specification for Structural Materials,
Document No. 06001-SK-EG-ST-STD-GEN-0002.
2.0 PURPOSE
This specification defines the minimum requirements for the supply of structural steel for the
Sarawak Oil and Gas Development Project in Malaysia.
The Vendor shall ensure that all goods supplied meet the requirements of this specification
and of the codes, standards and specifications specified herein, within the goods or services
are supplied by Vendor directly or by a sub-contractor.

3.0 SCOPE
This document is applicable to all project's department personnel working on the Sarawak
Oil and Gas Development Project.
4.0 RESPONSIBILITIES
It is the responsibilities of all project personnel to implement this document. It is the
responsibilities of the DCC to ensure that all projects personal receive a copy of the
documents for their independent action.

7.0 GENERAL REQUIREMENTS


All materials shall be new, sound and free of defects of the size and quality indicated and
shall be subject to approval by COMPANY.
Materials with improper or inadequate certification documents (requiring additional tests) are
required to be re-certified and verified by the appropriate tests at Vendor's expense. In
addition catalogues and / or samples of all structural products / materials used in the
fabrication of offshore platforms and their associated components and appurtenance shall be
submitted to COMPANY for approval prior to their use.
Ex-stock materials shall be subjected to additional test as per COMPANY'S Guidelines for
the Purchase of Ex-Stock Material for Project 06001-SK-EG-QU-WOK-GEN-0001.
Vendor shall ensure that all tubular, plates and shapes are properly marked at the point of
manufacture and that the markings be transferred to all parts cut from the tubular 1 plate. The
supplied sections shall be protected with a coating of varnish.
In the event that the materials furnished by Vendor appear to exhibit properties not normally
attributed (although allowable under the respective industry standard used) to the steel
grade for the inclusion in the structure and other indication which may contribute to poor
weldability, ductility, strength and toughness, COMPANY will retain the right to require the
reporting of additional test result to ensure that the steels used are acceptable for inclusion
in the structures at no additional cost to COMPANY. All additional testing shall be furnished
by Vendor.
All steel shall be fully killed with grain size 7 and finer as per ASTM E l 12. Rimming steel and
un-killed steels are not acceptable.
Use of Electric Resistance Welded (ERW) pipe is not allowed except if specially approved by
COMPANY Engineer.
COMPANY allows spiral welded pipes for caisson only. These spiral welded pipes shall be
manufactured according to API and shall carry API monogram.
Through thickness properties testing shall not be required for through thickness materials of
thickness below 19 mm.

Testing of materials shall be performed in accordance with A370, ASTM A6 and ASTM A770
unless otherwise specified herein.
In general, high strength steel shall be used for all primary and secondary steelwork and
mild steel for all tertiary steelwork.
7.1 .I High Strength Steel
High strength steel (minimum yield stress 345 MPa, ultimate strength 480 MPa) will be used
for all primary and secondary tubular and wide flange (W10 and above) beam structure
framing.
7.1.2

Mild Steel

Mild steel (minimum yield stress 248 MPa) will be used for all tertiary steelwork including
walkways, stairs, handrails, pipe support etc. and for beam section smaller than W10. Mild
steel may also be specified for larger beam sizes where design governed by deflection
criteria or lateral torsional buckling.
7.1.3

Through Thickness Material

High strength steel with improved through thickness properties shall be used on all tubular
joint cans with the thickness 19 mm and greater and all wide flange sections with flange
thickness 19 mm and greater.
7.1.4

Piles Jointed b y Mechanical Connector

The materials for this application shall be API 5L X56.

8.0 MATERIAL SPECIFICATION FOR STRUCTURAL STEEL


8.1

Classification of Structural

For the purpose of this specification, structural steel is classified by the following groups. The
type of classification will be used in identifying the materials used for components in the
structural drawings.

8.3

MILL CERTIFICATES

Steel shall be delivered in accordance with the referenced American Standards or equivalent
depending on the specified application as defined in this specification and Ior drawings.
Steel shall be supplied with certified mill test report.
Manufacturer shall supply documentation relating to the supply of structural steel to
Company for approval. Full certification of the results of inspection and testing shall be
provided by Manufacturer and shall be validated by Company representative in accordance
with I S 0 10474, type 3.1C and BS EN 10204 Section 4, type 3.2 certificates. Where
Company agrees prior to the start of production or where steel purchased from Petronas
approved mill, EN 10204 type 3.1 certificates is acceptable for specific results.
Certification shall cover all results required by this specification and shall be marked with
sufficient information to enable full traceability to the items it represents, and the relevant
specifications and procedures.

All reports and inspection certificates shall be signed by Manufacturer and Company
representative to signify compliance with the requirements of the specification.
In addition, the independent third party inspection certificates shall state:
The identification of the material has been verified by the certification authority
That all tests were witnessed by the independent third party inspection agency
Agency or inspector's identification symbol
These certificates shall also include, but not limited to the following:
Name of the Manufacturer and factory symbol
Purchase order number, date and revision
Certificate number, date and revision
Heat number, charge number or batch number
Complete chemical and ladle analysis including trace elements
Specified chemical, mechanical and physical properties (or reference standards)
Yield and tensile strength
Dimension
Elongation measurements
Fracture toughness if applicable
All supplementary requirements over and above the base reference standards
When applicable, heat treatment procedure, furnace charge number of heat
treatment records
Other identifying symbols
When applicable, NDT methods and results
Any other such normally supplied information as may required by Company
All system of units used shall be S.I. unless advised otherwise by Company
Maximum CE (Carbon Equivalent) for primary structural steel shall be 0.45. CE value

Seamless and UOE Tubulars

Unless otherwise specified in the Contract Drawings, all seamless tubular and tubular
manufactured by the UOE-SAW process (outside diameter less than 406 mm (16 inches)
shall meet the dimensions and tolerance requirement of API 5L (or equivalent)
8.4.2

Bend IRoll Tubulars

Structural steel tubular, piles, cans, conductors, etc., manufactured by the bend 1 roll process
shall conform to API 2 8 and the following tolerances whichever is more stringent.
8.4.3

Circumference

The external circumference shall not depart from the nominal external circumference by
30% of the nominal wall thickness or & 10 mm whichever is smaller
8.4.4

Ovality

Ovality, defined as the difference between the measure maximum and the minimum internal
or the external diameters, shall not be more than the following:
Diameter < 610 mm

: 1% of nominal diameter

610 mm < diameter > 2000 mm

: greater of 6 mm and 0.75% of nominal diameter

Diameter > 2000 mm

: greater of 15 mm and 0.5% of nominal diameter

8.4.5 Out of Roundness


Out of roundness defined as the difference between the actual form and the ideal circular
form of the section as measured using a 20' arch gauge, shall not exceed 0.2% of the
nominal external diameter of 25% of the nominal wall thickness whichever is the lesser.
8.4.6

Local Out of Straightness

Local out of straightness, defined as the deviation of the shell plate from a straight generator
of length 'm' parallel to the true center line of the tube, shall not exceed 20% of the wall
thickness.
8.4.7 Local Dents
They shall be treated and judged as out of roundness and local out of straightness.
8.4.8

End Perpendicularity

The ends of the tubular shall be cut perpendicular to the longitudinal axis within the following
tolerances.

End Bevels

The bevel angle shall be 30' and the root face shall be 3.0 & 1.5 rnm.
8.4.1 0 Length
The tolerance of length shall be ? 50 mm for bend Iroll tubular and & 25 mrn for UOE
tubulars.
8.4.1 1 Tolerances for Plates and Rolled Section
For plates and rolled sections, tolerances shall as specified in ASTM A6.
8.4.12 Special Requirements - Straightness
Jacket Leg
The deviation for straightness of jacket legs should be less than 318 inch (10 mm). Such
deviation should not be more than 118 ft (3 mm) in any 10 ft (3 rn) increment of length.
Piles
The maximum allowable deviation from straightness in any 10 ft (3 m) increment of length
should be 118 inch (3 mm). For lengths over 10 ft (3 m), the maximum deviation of the entire
length may be computed by the following formula, but not to exceed 318 inch (10 mm) in any
40 ft (12 mm) length.

The method for checking straightness should be taut wire along the length of pipe repeated
at a minimum of three radius points.
8.5

Alternative Material Specifications and References

Company standard practices are based on API and ASTM standards but other equivalent
standards are acceptable subject to approval by Company. The following material
specifications and references are considered as acceptable sources of alternate
specification.

Alternative Material Sizes

The actual member sizes required are as specified in the drawings and MTOs. However,
alternative member sizes may also be used subject to approval by Company. In general,
Vendors may submit alternatives for Company consideration, which is one size either side
(larger / smaller) of the nominated member in the MTOs and drawings.

9.0 INSPECTION
lnspection of materials shall be carried out in accordance with the requirements stated in this
specification and approved lnspection and Test Plan. Prior to start of production, extent of
Non-Destructive Test and requirements of impact test shall be determined in the lnspection
and Test Plan.

Where impact test stipulated in lnspection and Test Plan, the test shall be conducted at 0
degree Celsius. Minimum acceptance of absorbed energy is 20 Joule for individual
specimen and 27 Joule for average value of multiple specimens. However, where the
governing code specifies requirements for impact test the more onerous requirements shall
apply.
The vendor shall notify the lnspector sufficiently in advance to enable lnspector to be
present at the qualification test and at all other test or stage of manufacture subject to
acceptance in accordance with this specification and approved lnspection and Test Plan.
The Vendor shall ensure that the inspector has full and free access to all parts of the plants
mill, workshops, laboratories or other locations where the fabrications, inspection and testing
of materials are performed complete or in part.

9.1

lnspection b y the Vendor

The Vendor shall bear full responsibility of the conformity of its supply to all requirements of
this specification and referenced specifications.
Vendor shall for this purpose, take all necessary measures, making sure of all suitable
means, devices and qualified personnel, enabling Vendor to ensure permanent and effective
control at each stage of steel production.
All inspection carried out by the Vendor during steel production shall form the subject reports
kept updated at any time. These reports shall be made available to the Purchaser and / or
Inspector.

9.2

lnspection b y the Company

The Company may elect an independent inspection agency, so called the Third Party
Inspection, to carry out the inspections on supplied materials on behalf of the Company.
The nominated agency will be notified to the Vendor in due time, with related scope of work.
The Company reserves the right to re-check test carried out by the Supplier. For this
purpose, the Company may request the delivery of samples or specimens for analysis in
independent laboratory chosen by the Company.

10.0

MATERIALS STORAGE AND IDENTIFICATION

Vendor shall be responsible for the handling, storage, warehousing and protection of all
materials.
All structural materials, whether bulk of fabricated, shall be stored above the ground (but
protected from the environment) on either flat surfaces or platform type skids or other
similarly approved supports.
Materials shall be kept free from dirt, grease, paint spray and other foreign matters and shall
be protected from corrosion.
Vendor shall protect all materials of prefabricated sections from the environment.
All materials shall be stamped for identification as follows:

Material marking of all structural steel shall be white paint stenciled letters in black painted
background giving details of Project, dimensions and theoretical weight. In addition, all
materials shall be colour coded as per requirements of the relevant Codes 1 Standards as
listed in Section 6.0.
11.0

REPAIRS AND REPLACEMENT

Vendor shall assume responsibility for the cost damage, repairs, replacement of materials,
protection of the structure, unproductive labour of equipment or any other costs for work
performed by vendor on steels that do not meet the provisions of this Specification.
All materials which are corroded due to improper storage, protection and 1 or maintenance
shall be replaced by Vendor at no cost to Company.
Repair by welding is not permitted in plates or seamless tubular. Repair to rolled sections
and fabricated beams 1 tubular shall only be permitted after approval by Company and
according to Vendors repair procedures which have been approved by Company.
12.0

FABRICATION, WELDING AND TESTING OF TUBULARS

The manufacturing process shall be specified by the manufacturer and agreed by the
Company prior to commencement of production. In principle, bend 1 rolled tubular shall be
fabricated in accordance with API 28 or the more stringent requirement(s) of this
specification, and UOE-SAW tubular shall be fabricated in accordance with API 5L.
Fabrication of seamless tubular shall be in accordance with API 5L and this Specification.
Procedure for hot forming of plates shall be approved by Company.
Electrodes, filler wires and wire Iflux combinations shall produce weld metal that has
mechanical properties at least equal to the minimum specified for the parent metal. Charpy
impact testing for Welding Procedure Qualification shall include the heat affected zone.
For fabricated tubular with a diameter 1 thickness ratio less than 20, Charpy impact testing of
the plate material shall also be carried out after forming and welding, unless the tubular is
post weld heat treated. Testing shall be conducted as per ASTM A370 and acceptance
criteria shall be as per Section 3 of this Specification.
Only low hydrogen welding consumables are permitted.
For bend I rolled tubular requirements for weld preheat shall be as per BS 5135 scale C.

Tack welds shall be performed in accordance with an approved welding procedure. Preheat
requirements for tack welds shall be as per 9.8 above.
Weld repairs are not permitted in plates or seamless tubular. Weld repairs are permitted in
longitudinal and circumferential weld seams subject to Company's approval. Qualified
welding procedures for repairs shall be subjected to Company's approval and allowance for
repairs shall be included in the Inspection and Test Plan.
Bolts and nuts shall be Hot-Dip Galvanized as per ASTM F2329. Fabricated assemblies
such as gratings, handrails etc. shall be Hot-Dip Galvanized as per ASTM Al23.
