Control at the planning stage is, therefore, very important in the prevention of pollution. The Pollution Contro! Deparment (PCD) of the Ministry of the Environment is consulted by the planning and development authorities on the siting requirements for new developments and compatibility with the surrounding land use. PCD also checks at this early stage that the level of environmental management and control of the proposed developments is acceptable, Before a proposed development can be constructed under the Building Control Act, the developer must submit Building Plans {BPs} of the building works to the Bullding Control Division (BCD) of the Public Works Department (PWD) for approval. Before BCD approves the BPs, the BPs will have to be checked by various authorities such as the Fire Safety Bureau (FSB), the Ministry of the Environment (ENV), etc for compliance with their technical requirements. In ENV, the Central Building Plan Unit (CBPU) of PCD is responsible for checking the BPs to ensure that environmental requirements are incorporated into the design of new developments. This Code of Practice is to advise Architects, Professional Engineers, Developers and members of the public on pollution control requirements for the submission of development proposals and building plans. ‘The Code of Practice contains 3 main parts, viz:- Part 1 General requirements on the siting of industries and for the submission of development proposals for planning approval. i Part 2 Technical and specific requirements on pollution control for building plan submission. Part 3 Guidelines on the application for Written Permission, Licence and Permit needed to operate a factory. General amendments and revisions are expected from time to time and any major changes will be made known to the Professional Engineers Board, the Board of Architects and the Institution ot Engineers. Clarifications on any aspect of this Code of Practice may be made with the Pollution Control Department, Ministry of the Environment, Singapore. Pollution Control Department Ministry of the Environment Singapore @ PART 1 ENVIRONMENTAL PLANNING REQUIREMENTS wi ait 11.3 1S ENVIRONMENTAL PLANNING REQUIREMENTS Environmental impact can be mitigated by ensuring that any development is sited in designated area and pollution contro! measures are incorporated into its design. Its, therefore, important at the planning stage of any development project for the Architecl/Professional Engineer/Deveioper to’ ascertain the impact of the development in relation to the surrounding environment and vice versa. , The measures to control air, water and noise pollution, the management of hazardous substances, and the treatment and disposal of toxic wastes should be examined and indicated clearly in the development proposal. TYPE OF DEVELOPMENT AND iTS SITING Developments of residential, commercial, industrial and institutional buildings, warehouses and farms shall be sited in a zone designated by the Urban Redevelopment Authority (URA) for the particular type of development. Industries are classified under 4 categories namely clean, light, general and special industries. The different categories of industries shall be sited in areas ‘or Zones designated for the particular type of industry. industrial premises iocated within water catchments shall not be allocated to industries that use hazardous chemicals or generate toxic wastes or toxic ‘rade effluent. ‘Warehouses and industrial premises located within water catchments shall not be used for bulk storage of hazardous or pollutive substances. Clean and light industries may be sited in a water catchment provided that the premises are connecied to public sewers, 12 1.24 122 41.2.3 SPECIFIC REQUIREMENTS FOR INDUSTRIES, WAREHOUSES AND. BUSINESS PARKS CLEAN INDUSTRIES @ (b) (©) @ No buffer is required. Industries shall not generate air and water poliution'as well as noise, and smell nuisance to the neighbouring premises. Industries shall not involve the use of large quantities of hazardous substances such as solvents, acids and other chemicals. A list of some clean industries is given in Appendix 1. LIGHT INDUSTRIES: (a) (b) © @ ) ® There shall be a buffer distance of at least 50m between the industrial buildings and the nearest residential building. Industries shall not use fuel-burning equipment burning solid or liquid fuel. Small heating equipment such as ovens, dryers, heaters and autoclaves using gaseous fuel or electricity may be allowed. Industries shall nat generate large quantities of trade effluent or solid waste. Industries shall not generate excessive impulsive or continuous noise. Industries shall not involve the use of fasgé quantities of hazardous ‘substances such as solvents, acids and other chemicals. A list of some light industries is given in Appendix 2. GENERAL INDUSTRIES a 2] © There shalt be a buffer distance of at least 100m between the industrial buildings and the nearest residential building. Industries shail install, operate and maintain pollution contro! equipment to minimise air, water and noise pollution arising from their operations as specified by PCD. A list of some general industries is given in Appendix 3.
