Purpose:
This Method statement provides the sequence and methodology that will be
used for
Installation, testing and commissioning of Central Battery
System in order to achieve
compliance with the contract specification
and Drawings.

Responsibility:
In-Line with Project Organization chart and responsibilities explained in
our Quality plan, the following staff will be responsible to carry out the
installation process from start to
Completion
5.1 Project Manager
The Project Manager will have full authority and overall responsibility to
manage, supervise. He will Control the works and will have direct
responsibility for ensuring safe working
practices and compliance with
regulatory authoritys requirements. Co-ordinate with the engineers and
the Employer Representative for execution of the Contract Scope of
works. Implement the project quality systems to be the satisfaction of the
project requirements. Review changes and variations to evaluate impact
of those on time and schedule.
5.2 Construction Manager
Responsible to ensure that all works are carried-out as per the
specifications, approved shop drawings and Method Statement as per the
manufacturer instructions and
coordinated with other works.

5.3 Project Engineer


Project Engineer is responsible for ensuring that all works are carried out
as per the
specifications, approved shop drawings and Method
Statements as per the manufacturers instructions and coordinated with
other works.
5.4 QA/QC Engineer
Responsible to monitor the work Quality on site with all associated
aspects such as but not limited to quality of material arriving to site prior
to installation, installation methodology and procedure and carrying-out
initial inspections for completed works prior to submit
official request
for final inspection by the Engineer.
5.5 Site Engineer

The Site Engineer shall co-ordinate site activities and provide


supervision to the workers executing the job online in-line with the
approved work schedule and sequence of work
Shall liaise with site representatives of employer and contractor and
co-ordinate safety procedures with site supervisors and site foremen.
Shall Co-ordinate and explain the work to be carried out to the
Supervisors / Site
Foreman.
Ensure the compliance of works with the related approved Quality
Control Procedure and co-ordinate with the Contractor QA/QC Engineer
to advise for the areas to be
issued for inspection.

5.6 Safety Engineer/Officer


The safety is responsible for everyone.
The Safety Engineer/Officer is responsible for ensure that all Health and
Safety
Regulations and Requirements are implemented on
site.
Conduct Tool Box Talk to all site workers and supervisors prior to work
commencement on site and attendance sheet must be signed by the all
attendees.
Perform site Safety Risk Assessment to identify hazards prior to work
commencement on site.
Responsible for carrying out training, monitoring the work activities,
carrying out
inspections and reporting to the Principal
contractor safety department and carrying out accident and incident
investigations.

5.7

Site Supervisors and Site Foremen

The project team of experienced Supervisors and Foremen shall ensure the
quality of the installation work carried out, and shall also ensure that it is as
per the latest approved construction shop drawing issued for installation and
according to instructions received from the Site Engineer.
To provide direct supervision to workers on site during the installation process
of Central Battery System.
To ensure that he has adequate resources of machinery, labour and materials
to carry out all the activities efficiently and to discuss with the Site Engineer.
To ensure safe and clean working environment.

6.

Installation Procedure:
6.1

Preliminary Activities /Approvals


6.1.1 Submit to the Engineer for approval the materials,
equipments and shop drawings to be used for the Installation,
Termination and Testing of Central Battery System.
6.1.2 Submit for approval Method Statement & Risk Assessment.
6.1.3 Identify quantity and ensure all risks are managed in this
method statement and
residual risks are acceptable.

6.2

Storage:
6.2.1 Central Battery System shall be inspected upon receipt at site for
damages and
compliance with the approved submittals and
Single line Diagram.
6.2.2 Upon completion of receiving inspection, the central Battery
system shall be
positioned at the central battery system
room location.
6.2.3 Central Battery System found with transportation damages shall
be recorded and
notified to the concern party for further
action.
6.2.4 Central Battery System panel shall be covered with thick
polythene sheets to protect from dust and moisture.
6.2.5 Raise MIR for the materials arrived at stores along with proper
documents.
6.2.6 All materials received at site shall be inspected by QA/QC
engineer and ensured that the
material is as per approved
material submittal.
6.2.7 Any discrepancies, damages, etc.., shall be notified immediately
for further action.
6.2.8 Storage of the Emergency Central Battery panel delivered for
installation shall be in the final location room with cover, proper
ventilation and dust free environment to the satisfaction of the
consultant.

6.2.9 The Central battery panel will be delivered packed (card board
packing on pallet) that protects it from dust and water spills and
when in storage it must remain inside the packing.
6.2.10 While at site and in storage each battery panel shall be
protected against any
mechanical damage (e.g. moving
ladders, scaffolding or any falling materials.)
6.2.11 The panels shall be stored in a dry room and the room should
be dust free, vibration free and with proper ventilation.
6.2.12 Material found not suitable for the project to be removed from
the site.
6.2.13 Storage area for the batteries should have air conditioning with
usual operating temperature of 25C.
6.2.14 All packing shall be removed only prior to installation.
6.3

Installation of Central Battery System


6.3.1

Ensure approved documents like approved shop drawing,


electrical room layout
approved load schedules are available
with the installation team.

6.3.2 Shift the particular emergency central battery system (ECBS) and
associated
accessories to the place of work with required
manpower, tools &tackles.
6.3.3 Mark the fixing position of the ECBS as per shop drawing, composite
shop drawings and also check the clearance & distance & coordinate with other equipment and
service.
6.3.4 Surface should be finished where ECBS is to be installed. Fix the
frame of the ECBS with proper metals plugs and bolts. Installation
should be aligned and levelled and
securely fastened to the
structure.
6.3.5 Suitable knockout at the top of the ECBS panel boards shall be used
for
the
incoming cable entry.
6.3.6 Close unused opening on the panel board cabinets using PVC
dummy.
6.3.7 Panel board shall be situated so that the openings of their doors do
not interfere with the access to other panels or equipment.
6.3.8 Ensure proper body earthing to be connected.
6.3.9 Cut the gland plate to suit the trunking size to carry all the incoming
and outgoing cables and wires.
6.3.10File the knockout to suit the glands and lugs for rigid termination.
6.3.11Neatly arrange wires inside panel to prevent tension on circuit
terminal
6.3.12Terminate all the wire & cable with suitable terminal lugs.
6.3.13Terminate all the circuit its respective terminals with proper ferrule
identification
6.3.14Clean the panel after dressing, with blower to blow out all the small
particles and after the termination works.

6.3.15All the Central Battery Panels are to be looped in a central network


through IP and has to be connected to a Central Monitoring Station
(CMS).
6.3.16Connect the Central Monitoring Station (CMS) to the ECBS Network
as per the
approved shop drawings and connect all the control
cables to the PC as per the wiring diagram
6.3.17Provide provision for interface with Building Management System for
monitoring through CMS
6.3.18Provide identification labels as per specification / approved
submittals.
6.3.19Fix / secure all doors properly.
7.0

Testing And Commissioning Of Central battery system

Please refer the attached method statement from the Central


battery system
contractor M/S SIBCA, for the testing and
commissioning.
Once the testing and commissioning of Central battery system
are completed as per SIBCAs method statement and the same
is approved and accepted by all parties, the entire system will
be offered for energization to the concerned authority, for that
an energization request will be submitted.

8.0 Labour, Plant & Material Requirements


8.0.1

Labour:

High trained Charge Hands and Electrician will be dedicated to carry


out the
installation of Central Battery System under the
supervision of the project team shown on the project organization
chart in accordance with the approved shop
drawings.
8.0.2

Materials:

Approved Materials as per the approved specifications includes:


Installation, testing and commissioning of Central battery system.

Health & Safety Requirements:


All Safety Regulations and requirements as per the project approved
EHSP plan must be implemented and monitored on site at all times
by ---- staff.
Safety induction and training to all involved site staff will be provided
by the main
contractor prior to commencing any activities
on site.
Tool box talk will be provided by safety office to highlight and hazards
or safety
regulations to be followed during the installation of
Central battery system on site and
attendance singing sheet
will be kept.
All Personal on Site must Wear (PPE) equipments at all times
Ensure proper barricading to the work area with Standard safety
warning signs to be placed all around, visible to the public at any point
where work on site to be performed
The approved Risk Assessment Sheet must be implemented during the
work course on site to prevent or minimize any identified risks during
the execution of the job on site.
Environmental Requirements
In accordance with DGBR and BM Environmental requirements and
instructions related to waste collection & housekeeping on site, ----will dedicated the required number of workers to perform the house
cleaning on site at all times and segregate and dispose any waste
materials in-order to maintained a healthy environment during the
installation of Central battery system. Workers to Clear all the tools
and equipment after each work shift and ensure all surrounding areas
are free of debris and work area is left in safe condition.

11.
Quality Control Arrangements (Testing, Inspections &
Records):
All Quality control measures and site inspections will be carried out in
accordance with the approved PQ plan
Quality Assurance and Quality control of all aspects of the installation
process must be monitored at all times by ----QA/QC Engineer
Following the installation of Central battery system, ---- will conduct
initial inspection prior to submit a formal request for inspection (IR) by
the client.
Request for inspection shall be prepared by -----Engineer and shall be
issued to BM for further inspection with Consultant.
----QA/QC Engineer shall co-ordinate with Client / Consultant to arrange
for site inspection and submit an (IR) 48 hours minimum before
inspection date
