1 INTRODUCTION
The purpose of this note is to propose some changes to the approved design, based
on experience acquired in DMA 3. These changes concern existing PVC pipes which
were initially planned to be maintained in the system while parallel CI pipes (or other
PVC) were planned for abandonment. During the design period, it was assumed that
GIS information was not far from reality and existing PVC pipes replacement was only
planned in case of insufficient hydraulic capacity (based on the model prepared with
2040 demand).
However, investigations done in DMA 3 show important discrepancies between GIS
information used during the design period and the reality. These discrepancies go
way beyond what was expected at the early stages of the Project. The existing
network appears to have been built and modified without proper logic, and most of
the modifications done were not recorded (crossings, tappings, by-pass of short
sections, repairs, new pipes). The small number of trial trenches done at the design
stage were mainly for the purpose of checking the existence of main strategic pipes
but were not enough to establish a complete GIS update of the existing pipes
alignment and connectivity. Additional investigations done in DMA 3 recently show
the presence of a significant number of pipes under buildings, unknown crossed
connections between existing pipes, additional parallel pipes, by-passes of pipes
It appears that in case of parallel pipes under the same road, keeping one PVC pipe
in the new system and abandoning other parallel pipes (PVC or CI) will require to
identify all existing connections from this PVC pipe to other pipes. The following
example in DMA 3 is eloquent: the existing CI 150 pipe was cut and caped at the
bridge crossing (DMA inlet) but it is still charged, connected to other PVC pipes
and possibly supplying some service connections. But the location of such
connections are unknown to us, and even NWSDB O&M staff.
Maintaining these pipes in the design as non replaced is still possible but will require
thorough investigations of these pipes in order to determine:
The exact extent of PVC (some PVC found in Trial trench can be small replacement
portions connected to CI both sides);
To which pipe are the branches connected;
If the pipe found in each trial trench is the same (there can be discontinuity at
road crossings or there can be several sections of PVC pipes each connected to
CI pipe but not connected to each other);
If they are connected to other PVC or CI pipes;
Which service connections are on CI pipes and have to be transferred to the PVC
pipes (in case of pipe replacement, all connections will be replaced);

As an alternative, we suggest to consider the replacement of existing PVC mains


located on main roads where parallel CI pipes have to be abandoned, by PE
pipelines, in order to minimize the investigation as well as allow convenient
disconnection.
In that case, it will be easier to consider the main road as a whole system, and cut
and cap all existing pipes found at each intersection. For smaller lanes with only one
PVC pipe to be kept, the necessity to replace the pipe or not can be addressed during
NRW management phase. The figures below illustrate the potential issue encountered
and the reason for our proposal:

The above figures show the extent of the discrepancies between GIS information and
reality. Even at this stage, investigations are not completed and some questions are
still unanswered. For instance, trial trenches on Beach Park road were only done on
right side for the installation of step valves. It is necessary to extend these trenches
on the left side to get information about the left side PVC 160 and CI 150.
At this stage, it is recommended to complete the investigation process on that
road, in order to get a realistic picture and draw the necessary conclusions.
Indeed, many investigations were already engaged and cost for pipe replacement
would probably be higher than completing investigations on that particular road.
Based on the existing results, it appears that the proposed design will require:
Reconnecting the existing PVC 160 on RHS with all branches;
Disconnect other pipes (PVC 160 and CI 150) from these branches;
Make sure that there are no connection between the non-replaced PVC 160 on
RHS and the abandoned PVC 160&90 and CI 150.

3 DESCRIPTION OF PROPOSED
MODIFICATIONS
3.1 VYSTWYKE ROAD
On the first portion of road between Modera Street and beach Park Road, PVC 225 &
160 mm were kept in the approved design. Those pipes were found in Trial trench
TT-VR-20. But in this trench were also found CI 80 & 200mm.
PVC 225 & 160 could be connected to CI 80 and 200mm. Furthermore, there is no
guarantee that the PVC 225 on LHS is connected to PVC 160 on Beach Park Road.
This pipe could also be supplied from CI pipe.
Instead of investigating these potential connections and reconnect service
connections from CI to PVC (if any), it is possible to disconnect all 4 pipes and transfer
all service connections to the new pipes.
Trench + install valves on all existing pipes;
Lay new PE 225 and 160;
After commissioning of new pipes and transfer of service connections, closing of
valves, check that everybody is getting water from the new lines and that
pressure drops in pipes to be abandoned;
When test is successful, abandoned pipes can be end capped. Otherwise, it is
required to make additional investigations and work before disconnection.
Since the modelling showed that PVC diameters were sufficient and continuation of
PE pipes downstream is same diameter (225 on LHS and 160 on RHS), it is possible
to simply replace theses PVC pipes by PE pipes of equal diameter.

3.2 MODERA STREET


In Modera Street, a large number of Trial trenches were done and some discrepancies
were observed in the results.
According to GIS, there is a PVC 160 pipe all along the left side of the road. On the
right side, there would be CI 100, CI 300/250 and PVC 90 mm. There is also a DI 400
pipe
PVC 160 was found in TT-MM-11 but not found in TT-MM-12 (CI 150 found instead).
PVC 225 was found in TT-MM-13, TT-MS-14, TT-MM-16 and TT-MS-19 but not found
in TT-MS-15, 17 and 18... PVC 90 mm is on GIS (partial replacement of CI 100) but
was not found in any trench. CI 100 and 300 were found in most trial trenches, as
well as DI 400.
During design, it was planned to lay a new PE pipe on the RHS, in replacement of
CI 100. It was however planned to keep most of the PVC 160/225 on the LHS (expect
for a portion which needed reinforcement).
It is very likely that PVC and CI pipes are interconnected at several locations. Due to
the absence of valves, it is not possible to verify this assumption. Once again, it would
be possible to investigate and try to disconnect the PVC pipe on left side from other
pipes. The overall section of road concerned is more than 1 500 meters.
In case of replacement by PE pipe, it is possible to replace with PE 160 all along
(checked with the model). It is not recommended to reduce the diameter further as
there will be emergency connections with boundary valves on this pipe.
Of course if more branches (by-lanes) are identified, they will also need cutting and
reconnection to the new PE pipe.

3.3 MATTAKULIYA CHURCH ROAD


According to GIS, there should be 4 pipes under that road: CI 100 mm (80 North or
Mattakuliya Farm Road), CI 150 mm, DI 250 mm and PVC 110 (only north of St
Marys Lane). The reality seems very far from this.
On the LHS, PVC 110 pipe was found in TT-02-25, TT-02-18 and TT-02-39. It was
not found only in TT-02-38. It was therefore included in the design, pending some
additional investigation to ensure its continuity.
Portion of PVC 160 was found only in TT-02-18, TT-02-39 and TT-02-41 (extent
unknown). No PVC 160 pipe is indicated on GIS at that location. CI 100&150 were
nbot found at all locations. Portions of these pipes could have been replaced by PVC.
DI 250 was found in most locations and could be traced. Below are presented the TT
results compared to GIS information.

It appears from this comparison that the situation is probably quite similar to chat
was observed on Beach Park Road.
Same diameter (110 mm) can be applied to the new PE pipe.
It will still be necessary to investigate DI 250 by pipe tracing, installation of
valves, correlation, etc and disconnect all existing connection on this pipe.

3.4 KELANIGANGA MILL ROAD


According to initial GIS information, there are 2 CI pipes (80 and 100 mm) and 1 PVC
160/110 pipe under that road. It was planned to replace only the CI pipes on LHS
with a new PE pipe. It is possible that houses on RHS (PVC 160) are in fact supplied
from CI pipes, which will require transfer of service connections. There are also
probably connections between PVC 160 and CI pipes.
Since the modelling showed that PVC diameters were sufficient and continuation of
PE pipes downstream is same diameter (225 on LHS and 160 on RHS), it is possible
to simply replace theses PVC pipes by PE pipes of equal diameter (according to Qn
method, second section after Aliwatta Road could be reduced to 90 but it is
recommended to keep 110 due to the presence of large consumers).
The following figure shows location of trial trenches necessaries. Additional TT and
reconnections can be necessary if there are additional by-lanes/branches which were
not included in the GIS.

4 CONCLUSION
The present note presents some proposals which came from an analysis of the
present situation, much more complex than anticipated. The few locations presented
above are located in the northern area and are therefore to be considered in priority.

Trenches will have to be done on each branch/lane, even if there is no pipe on the
GIS. They have to cover all length of road including pavement and should be deep
enough (1.5 m or more if looking for large pipe).
There are however other roads, such as K. Cyril Perera Mawatha, which could be
considered for this approach. A more complete proposal could be prepared if NWSDB
agrees with the proposed approach.
More generally, the proposal given to NWSDB would be the following:
If on a main road, there is one or more existing PVC pipe in parallel with a
CI pipe to be replaced, then it is proposed to also replace the PVC pipe along
with CI rather than investigating all possible connections between PVC and
CI and transferring the service connections given from CI to PVC.
However, if the existing road has only PVC pipe(s) and we are laying an additional
PE pipe, then it is possible to keep the existing PVC at the first stage and check it
during NRW Management stage.
