The new vision Mandaue City 2020 home of High Value Manufacturing
Industry Serving the Global Market was presented and discussed by Ms.
Genee Nunez. She explained that the focus of Mandaues manufacturing
are narrowed down to three: Food and Beverage, Furniture, Home
furnishings, and Metal works and Assembly.
Ms. Nunez then presented to the body the new strategy map of the city. On
top of the strategy map is the impact metrics. She explained that it will
measure on whether we are able to achieve our vision. This includes the jobs
created by HVM Industry, Household Incomes Attributable to HVM jobs, and
local revenues from HVM.
At the bottom of the map is the support consisting of learning and growth of
finance key processes. In order to create an environment that will help the
HVM industries foster, they need the governments support. We can help in
aligning the hard infrastructure projects to the needs of the HVM Industry,
develop a MIPAC with a first-rate investment promotion capability, upgrade
data gathering and analytics platforms to enhance government services,
institutionalize QMS for the support offices, and prioritize budget allocation
for strategic initiatives.
In the customer/core, this will include the following: Undertake investment
promotion for HVM targeting existing and new players, engage and empower
SMEs and integrate them into the HVM value chain, enable ancillary service
providers to build a robust HVM ecosystem, and create an enabling
environment for a green HVM industry through an incentive based regulation.
Ms. Nunez explained that in this aspect, there is the need to coordinate with
the industry players in order for us to determine if these are aligned to their
targets.
Ms. Nunez wrapped up her presentation by saying that the significance of the
target map is to create a link for the micro, medium and small enterprises
with the large enterprises in order to share the resources. We would want that
the entities be interconnected including the participation various barangays.
This is to strengthen the linkage of the different stakeholders. The end goal of
all of these is job creation and increase of household incomes.
The barangay chairman of Pakna-an raised a request seeking the assistance
of the city in order to identify the products of every barangay. He emphasized
that this is important so that the information about the barangay will be
aligned or incorporated to the vision map.
Ms. Nunez answered that after the creation of the strategy map, the next
step will be the creation of the Vision Aligned Circles wherein project teams
will be formed and they will take care of the objectives, initiatives and
projects. One of the identified gaps is the need to determine the products of
every barangay that has the potential to be enhanced.
Mr. Felix Suico Jr. presented to the council the realigning of the budget for the
transitory housing which will be located in the development site of
Mantuyong and Guizo. The realigned projects consist a total of 73,000,000,
leaving a balance of 26,000,000. The representative said that the remaining
balance will be treated as reserved fund or buffer fund.
Mayor Quisumbing explained that the reason for the realignment of the
transitory housing is the change in the plans for the housing beneficiaries. It
was decided to eliminate the original plan of transitory housing for the fire
victims in Guizo and Mantuyong. If it would have been pursued, too many
families would be left out because the project will cater only a few
beneficiaries and it will only allocate a very small space for every family.
Mayor Quisumbing emphasized that the law provides that each family is
entitled to 28 square meters as their relocation. A possible solution is to
purchase a relocation site in Consolacion and Lapulapu. With the sufficient lot
area, all 880 families will be given the prescribed lot area for relocation. More
importantly, they will be granted the prescribed lot area under the law.
The transitory housing is not anymore necessary because the lots that the
city plans to purchase are already developed which means that site
development will not take us long. Mayor Quisumbing also mentioned that
the medium-rise housing came with a price tag of 1.3B which is very costprohibitive on our part. So the decision was to forego with the plan and
realign the 99 M for other development projects, and a portion of this will
be used to purchase relocation site in Lapulapu and Consolacion.
Brgy Chairman of Brgy Paknaan inquired about an item in the DRRM 2016
Realignment which is the power backup system for the existing traffic
lights. He wanted to be clarified on whether this pertains to putting up of
traffic lights among the areas in the city because if it is so, he would also
want to avail one for his barangay.
Mayor Quisumbing explained that such item in the DRMM 2016
Realignment pertains to the existing traffic lights. This project is for the
power back up system and not to set up new traffic lights.
Mr. Randy Pareja, the Brgy. Captain of Tingub moved for the adoption of
the proposed DRMM 2016 Realignment. The motion was seconded by
Paterno Cabatingan (Brgy. Captain Casili) and then carried by the body.
Archt. Marlo Ocleasa discussed the output of the CDP workshop held in
Bohol last June 9-11 2016. From this workshop, five (5) sectors formulated
their respective sectoral goals. The participants of the workshop rated all
these goals in order to determine which objectives must be prioritized.
Out of these objectives, projects are identified. This is the matrix followed
to know which projects are aligned and which should be prioritized.

Twenty percent (20%) of the Internal Revenue of the city government will
be allotted for the 2017 projects listed.
In sum, the final output of the AIP is that projects were identified. As
determined, IRAs share is 20% which is 140,695,309.60 million, and the
DRRM fund is 83,832,000 million. This gives a total of
two hundred
twenty four, five hundred twenty seven, three hundred nine point sixty
million( 224,527,309.60.)
ADJOURNMENT
