EMERGENCY OPERATIONS

Planning and preparation are essential if personnel are to deal successfully


with emergencies on board tankers.
The master and other officers should consider what they would do in the
event of various types of emergency, such as fire in cargo tanks, fire in the
engine room, fire in the accommodation, the collapse of a person in a
tank, the ship breaking adrift from her berth, the emergency release of a
tanker from her berth etc.
They will not be able to foresee in detail what might occur in all such
emergencies but good advance planning will result in quicker and better
decisions and a well organized reaction to the situation.

The following information should be readily available:

Type of cargo, amount and disposition.


Whereabouts of other hazardous substances.
General arrangement plan.
Stability information.
Fire-fighting equipment plans.

Emergency Organization
An emergency Organization should be set up which will come into operation
in the event of an emergency. The purpose of this Organization will be in
each situation to:
Raise the alarm.
Locate and assess the incident and possible dangers.
Organize manpower and equipment
The following suggestions are for guidance in planning an emergency
Organization, which should cover the following four elements:
Command Center
There should be one group in control of the response to the emergency with
the master or the senior officer on board in charge. The command center
should have means of internal and external communication.

Emergency Party
This group should be under the command of a senior officer and should
assess the emergency and report to the command center on the situation,
advising what action should be taken and what assistance should be
provided, either from on board or, if the ship is in port, from ashore.
Back up Emergency Party
The back up emergency party under the command of an officer should
stand by to assist the emergency party as instructed by the command
center and to provide back up services, e.g. equipment, stores, medical
services including cardiopulmonary resuscitation etc.
Engineering Group
This group should be under the command of the chief engineer or the
senior engineering officer on board and should provide emergency
assistance as instructed by the command center. The prime responsibility
for dealing with any emergency in the main machinery spaces will
probably rest with this group. It may be called on to provide additional
manpower elsewhere.
The plan should ensure that all arrangements apply equally well in port

Preliminary Action
The person who discovers the emergency must raise the alarm and pass
on information about the situation to the officer on duty who, in turn, must
alert the emergency Organization. While this is being done, those on the
scene should attempt immediate measures to control the emergency until
the emergency Organization takes effect.
Each group in the emergency Organization should have a designated
assembly point, as should those persons not directly involved as members
of any group. Personnel not directly involved should stand by to act as
required.

Inspection and Maintenance


Fire-fighting equipment should always be ready for
immediate use and should be checked frequently. The
dates and details of such checks should be recorded
and indicated on the appliance as appropriate. The
inspection of all fire-fighting and other emergency
equipment should be carried out by a responsible
officer, and any necessary maintenance work
completed without delay. As soon as possible after an
incident there should be a thorough check of all the
equipment used. All breathing apparatus used should
be checked and the bottles recharged. Foam systems
should be flushed through etc.

Training and Drills


Ship's personnel should be familiar with the theory of fire-fighting and
should receive instruction in the use of fire-fighting and emergency
equipment. Practices and drills should be arranged at intervals to ensure
that personnel retain their familiarity with the equipment.
If an opportunity arises for a combined fire practice or conference with
shore personnel at a terminal the master should make an officer
available to show the shore personnel the location of portable and fixed
fire-fighting equipment on board and also to instruct them on any design
features of the ship which may require special attention in case of fire.

ALARMS
Ship's Alarm Signal
Fire alarm signals or general alarm signals are to be given in case of:
fire
collision
grounding
man overboard
major spillage of cargo liquid or release of vapor
other emergency situations which call for emergency actions
Other important alarms:

cargo system alarm
CO2 or halon alarm
engine-room alarm

Fire-Fighting Equipment Plans


Fire-fighting equipment plans must be permanently displayed in prominent
positions showing clearly, for each deck, the location and particulars of all
fire-fighting equipment, dampers, controls, etc.
In all ships a duplicate set of fire control plans or a booklet containing such
plans shall be permanently stored in a prominently marked watertight
enclosure outside the deckhouse for the assistance of shore side
firefighting personnel.

EMERGENCY PROCEDURES
All tankers should have procedures ready for immediate implementation in the event of an
emergency. The procedures must anticipate and cover all types of emergency which might be
encountered in the particular activities of the tanker. The main aim of the procedures will be to
respond to a fire and all other possible emergencies such as hose or pipeline bursts, cargo overflow,
pumproom flooding, men overcome by gas within tanks, breakouts of vessels, weather or blackouts,
must be covered. Similarly, while the deployment of fire-fighting equipment will be prominent
in any emergency procedures, equipment such as breathing apparatus, resuscitation apparatus and
stretchers must also be covered, together with details of means of escape or exit.
The procedures should be familiar to the personnel involved, who should be adequately trained and
clearly understand the action they would be required to take when responding to the emergency. This
can best be achieved by regularly exercising the plan. Exercises will also serve to highlight the need
for any revisions to be made to the plan, associated emergency procedures and further training
requirements.
Care should be taken when formulating an emergency plan to ensure that procedures to alert people
or to arrange equipment do not depend too heavily on one man doing a number of tasks
simultaneously.

RED MOBILISATION:
Incidents of catastrophic nature such as explosions, major fire, collision,
grounding, major oil or NLS spill and missing vessel.
GREEN MOBILISATION:
Serious breakdowns, loading/discharging problems, heavy weather
problems, minor oil or noxious liquid substance spills, etc., where
necessary assistance to the ship can be arranged by the ships Technical
Superintendent or members of the relevant Company Departments.

Reporting/Notification
As soon as possible and by the fastest means of communication the
Master shall report to the Company any emergency situation or serious
breakdowns. The notification shall be done in accordance with the
Company's procedures for reporting of emergencies
Mobilisation
The one who gets the message from the vessel first is responsible for
contacting the head of the Technical and Marine Division and they will
agree on the level of mobilisation.
If the head of the Technical and Marine Division is not available, the one
who gets the message first shall use his own judgement and decide the
level of mobilisation.
He shall then inform the Alert Team members.

Contingency Room/Material
The Alert Team contingency room is located in the 1st floor, at P1.
The contingency room has a communication system separated from the
Head Office's normal systems.
The following material shall always be available in the Alert Team
contingency room:

Capacity plan
Contingency plan for the ship
Computers
The following material may be collected from the respective departments
as required.

Immediate Action
Depending upon the development of the rescuing operation, the person
in command onboard shall also seek advice from the Alert Team and
discuss any further action to be taken. During the initial phase of action,
each member of the Alert Team shall evaluate the conditions under his
responsibility.
The Alert Team leader shall be kept fully informed about any action
suggested or executed by the member of the team.

During an emergency operation the vessel shall use the alert telephone number:

and the call will be automatically transferred to Securitas who will find the highest ranking
Alert Team member available. (The calling sequence can take up to 3 minutes). This number
shall be tested twice a year by primarily by Securitas and logged. By theory it is possible,
although not likely, that nobody will answer. If this happens the caller may dial the 24 hr.
normal watch telephone number:

If there is still no answer the mobile telephones listed in Notification Sequence for the Alert
Team may be used.
At an early stage before the Alert Team is mobilised, the vessel might be asked to revert to
the home number of an Alert Team member. Each Alert Team member has two home
telephones, enabling him to activate the mobilisation from home and simultaneously keep
contact with the vessel. One line is the normal one, whilst the other is connected to the alert
calling sequence. Both lines can be used in/out as long as the Alert Team member has not lef
home.
In the contingency room all members have separate lines which can be used in case the
switchboard is blocked. The contingency room also has a direct telefax No.

This number shall be used by the vessel during an emergency operation. When the
switchboard is manned, the Alert Team shall instruct the switchboard operators of where
telephones from the media and relatives will be answered.

Specialist assistance
Considering the accident/emergency situation which has occurred, the
company must decide whether to make contact with specialists who may be
able to provide information contributing to solve the actual problem.
In addition to specialists suggested by the Leading Claims Underwriter/P&I
Club, such specialists may be:
a) Medical assistance
b) Crisis psychiatrist
c) Specialist in calculating drifting
d) Fire/explosion specialists
e) Equipment/machinery specialists
f) Classification society
g) Oil or Noxious Liquid Substances recovery specialists

Information to the Authorities/Insurance


a) The Maritime Rescue Co-ordination Centre (RCC), which should have the coordinating
function in any rescue or search operation, should be contacted in the
event of average, missing ship or other serious accident where crew members are
lost or in danger.
If the RCC takes over the command of an operation, one person from the
Company shall attend at the command centre in order to co-ordinate the
communication with the Alert Team at the Head Office.
b) Local authorities should be contacted, regardless of the contact the vessel might
have established, to inform them about the action taken by the Alert Team and to
get information about what action is planned locally. This contact can be
established through the Ministry of Foreign Affairs .
c) When the situation has become clear, and the necessary action initiated, further
contact should be made as per Alert Team duty matrix, see link above
d) The Maritime Directorate and/or Flag State Authorities should be informed
regarding
situations that may affect the complement as well as when a spill
occur in international waters.
e) The classification society's ERS (Emergency Response Service) should be notified
as soon as
possible in cases where their service might be required.
f) A Maritime Inquiry shall, when relevant, be applied for as soon as possible.

Information to Relatives of the Crew


In an emergency situation, a crew/passenger list shall be provided as soon
as possible. It is essential to clarify whether any persons are lost, missing
or injured.
Even if the information is inadequate, relatives must be notified
immediately.
Co-ordinated information must be given to the relatives. Notification should
be limited to such facts to which the Company has received confirmation.
The relatives will be kept informed as soon as confirmed information is
available.
A prognosis should not be given, but if it is unavoidable, a clear distinction
must be made between facts and assumptions.
If the accident/incident causes death or serious harm to personnel
onboard, the Master shall notify the company in who shall inform the
injured/deceased "next-of-kin". If it is a foreign employee, the Company

In the event of a serious accident (Red Mobilisation), the media will
probably know about it at the same time or even before the Alert Team.
Contact with the media must therefore be expected at an early stage of
the operation. It is therefore important to be prepared for contact with the

Demobilisation
The Alert Team remains mobilised until the Alert Team leader gives an
order to demobilize. The Alert Team members are responsible for informing
external parties in the same order as listed above.
After the Alert Team has been assembled, a debriefing should be held
within a week to sum up their experience.

Enclosed Space Rescue


When an accident involving injury to personnel occurs in an enclosed space,
the first action must be to rise the alarm. Although speed is often vital in the
interests of saving life, rescue operations should not be attempted until the
necessary assistance and equipment has been mustered. There are many
examples of lives being lost through hasty, ill-prepared rescue attempts.

The procedures for calling at a port of refuge will depend on the incident. The general
procedure is as follows:

Anchor/ Mooring Breakage

ALL ACTUAL AND PROBABLE SPILL: WHEN IN DOUBT - REPORT

Probable Discharge
A report is required if there is a probability of
discharge.
In judging whether there is such a probability, and
thus whether a report must be made, the following
factors should be taken into account:
the nature of damage sustained by the ship
failure or breakdown of machinery or equipment
which may adversely affect the ship to manouvre,
operate pumps etc.
the location of the ship and its proximity to land or
other navigation hazards present weather, tide,
current and sea state
expected weather condition
traffic density
morale, health and ability of the crew on board to
deal with the situation

Follow up Reports
Once the vessel has transmitted an initial report, further reports should be sent at regular intervals to
keep those concerned informed of developments:
A report is required whenever there is:
Discharge or threat of discharge resulting from operation of or damage to the ship or its equipment; or
discharge for the purpose of securing the safety of a ship or saving life at sea; or operational
discharge is exceeding MARPOL 73/78; or
any discharge has migrated overboard, or has the potential for migrating overboard.
Follow up reports to coastal states should always be in the given style and should include
information about every significant change in the vessel's condition, the rate of release and spread of
the pollutant, weather conditions, and details of agencies notified and clean-up activities.

Reporting in Port
If an oil or noxious liquid substance spill occurs when the vessel is in port, whatever the
cause, it is the Master's duty immediately to activate the vessel's pollution prevention
team and report the incident according to the local reporting procedures and in
accordance with the company Notification Sequence
The following list is a guide:
1) To the terminal/loading master, for co-ordination of stopping cargo/bunker operations.
2) To the authorities/Coast Guard through agents/terminal. Always obtain confirmation
that the message
is received. US Coast Guard must also be informed directly when in
US ports.
3) To the P & I Club. If the ship is accessible, the P & I representative shall assist onboard.
4) To the Company as instructed in the Contingency Plan. When there is minor marine
pollution report to
the Chartering Operation Dept. or the Marine Operation Dept.
5) To the agents. A representative from the agent, if available, should board the ship in
order to avoid any
language problems.
6) To the chartereres through the Company and as per voyage instructions. If the
charterers'
representative is on board, it is important to co-operate with him.

All reporting shall follow IMO's reporting format.


The initial report to be given without delay.
Make sure that the name (and rank) of person receiving the verbal report is
logged.
A verbal report to be followed by a written report as soon as time permit.
For ships carrying noxious liquid substances, it may be found useful to report
other information such as soundness of empty tanks or spaces, the nature of
any ballast on board, and reliability of power generation for the cargo
containment system, main propulsion and crew environment.

Many noxious liquid substances carried as cargo by sea are required to have the atmosphere above the liquid controlled in
order to ensure safety. Loss of this control can result in a hazardous situation that may lead to marine pollution. If loss of
