THE STANDARDS COUNCIL OF CANADA is the


co-ordinating body of the National Standards System,
a federation of independent, autonomous organizations working towards the further development and
improvement of voluntary standardization in the
national interest.
The principal objects of the Council are to foster and
promote voluntary standardization as a means of
advancing the national economy, benefitting the
health, safety and welfare of the public, assisting and
protecting the consumer, facilitating domestic and

PREFACE

This First Edition of CAN/ULC-S301M (formerly ULC-S301-1976),


entitled
"Standard for Central and Monitoring Station Burglar Alarm Systems", has been
formally approved by the ULC Committee on Burglar Alarm Equipment and Systems.
(Amendment No. 1, Dated May 1990, Revised First Paragraph.)
Requirements for burglar alarm units, which were previously included in
Sections 2 through 8 of the Third Edition of ULC-S301-1976, now form the
basis for CAN/ULC-S304488, "Standard for Central and Monitoring Station
Burglar Alarm Units".

This Standard covers requirements applicable to
Central Station
Facilities and Protection Service, Monitoring Station Facilities and
Protection Service, and Satellite Stations.

Regardless of the type of protection service determined by this


Standard, protective devices installed on individual properties are further
classified as to extent of protection at each location. Requirements for the
installation and classification (of extent) of alarm protective equipment at
individual locations are contained in ULC-S302-1974, "Standard for
Installation and Classification of Mercantile and Bank Burglar Alarm
Systems", which should be consulted by burglar alarm installers.
2. GLOSSARY

2.1 ALARM-RECEIVING STATION - The premises occupied by the alarm operating


company, including the administrative offices and the station operating area.

2.2 CENTRAL STATION SERVICE - A service in which the operations of
electrical protection circuits and devices are signalled automatically to,
recorded in, maintained, and supervised from an alarm receiving station
having trained operators and guards on duty at all times.

2.3 COMBUSTIBLE - A material that does not meet the acceptance criteria of

2.4 COMBUSTIBLE CONSTRUCTION - A type of construction that does not meet
the requirements for non-combustible construction.
2.5 DATE-STAMP - A means whereby an event is permanently recorded either by
a mechanical date-stamp on paper or on computer tape records.

2.6 GUARD - A person whose primary function is to respond to an alarm


condition within a specified time period in order to represent the subscriber
at the protected premises.

2.7 HOLIDAY - A statutory holiday in the area of operation of the alarm


receiving station.

MONITORING STATION SERVICE - A service in which the operations of
electrical protection circuits and devices are signalled automatically to,

3. BUILDING REQUIREMENTS
3.1

GENERAL

3.1.1
The alarm receiving station shall be located in a building
constructed in accordance with the requirements contained in the National
Building Code of Canada for buildings classified as Group D.

3.1.2
The station operating area shall be located in a building area
which is separated from the remainder of the building by a fire separation
having a fire resistance rating of 2 h, except that, where the building
contains other major occupancies the most restrictive separation between
major occupancies required by the National Building Code of Canada shall
apply

3.1.3
The electrical distribution panel, standby power panels or
supplies, the telephone interconnecting panel, and washroom and kitchen
facilities shall be located in the station operating area.

3.1.5
Where a station is below grade level, means shall be provided
to protect against flooding.
3.2

PROTECTION AGAINST ENTRY

3.2.1
The station operating area and central station service guard
room shall have a security vestibule to protect against entry by unauthorized
persons.
3.2.2
The inner and outer doors to the station operating area shall
be kept locked at all times and interlocked so that the two doors cannot be
opened simultaneously during normal entry.

3.2.3
The interlocked doors shall be provided with means to allow
them to be opened from the interior side of the station operating area in an
emergency situation.
3.2.4
An intercom and a closed circuit television (CCTV) system shall
be located on the exterior side of the security vestibule to provide for the
positive identification of any person seeking admittance to the station
operating area.
3.2.5
The operator shall be provided with means to command a view of
any person within the security vestibule, regardless of where the person is
standing in the vestibule area.

3.2.6 The alarm receiving station shall be arranged such that persons
standing outside cannot command a view of the interior of the station
operating area. Where windows front the street at grade level, they shall be
screened or painted.

3.2.7
Accessible openings in the station operating area and central
station service guard room shall be covered with iron bars, woven wire-mesh
guards, or equipped with wired glass or recognized burglary resistant glazing
material.

3.1.4
Where two or more operators are maintained on duty at all
times, the washroom and kitchen facilities may be located outside the station
operating area.

3.2.8
Where an alarm receiving station is manned by one operator it
shall be connected, through a voice or data communication medium, to a
location other than a Police or Fire Department, that is manned on a 24 h
basis for calling help in the event of an emergency or the operator becoming
disabled.

3.2.9
A signal shall be transmitted to the location referenced in
Clause 3.2.8
during nights, weekends and holidays at one-half hour
intervals. Where automatic transmission equipment is used, an emergency
signal shall be transmitted if the station operator fails to reset the
equipment at one-half hour intervals. Where more than one station operator
is on duty at one time, the reset interval may be extended to one hour.

4. ALARM RECEIVING EQUIPMENT


4.1

GENERAL

4.1.1
Alarm receiving equipment shall meet the construction and
performance requirements specified in CAN/ULC-S304488, "Standard for Central
and Monitoring Station Burglar Alarm Units".
4.1.2
Wires to protective equipments shall be connected through
distribution panels with marked terminals to facilitate the transfer from
defective alarm receiving units to reserve units when necessary.
4.1.3
Reserve units shall be kept at each alarm receiving station,
and arranged so that they can be placed in service within 30 min.
4.1.4
Installation wiring connections shall be made to terminals with
upturned lugs or the equivalent, or shall be made mechanically secure and
then soldered.
4.1.5
Installation wire shall have current-carrying capacity and
insulation adequate for the service to which it may be subjected. It shall
be protected against physical damage and abrasion by conduit raceway or the
equivalent.
4.2

DIRECT-WIRE EQUIPMENT

4.2.1
Each direct-wire alarm receiving unit shall be connected to one
alarm system.

4.3

McCULLOH TRANSMITTER EQUIPMENT

4.3.1
Each subscriber's premises shall have at least one code
transmitter. Not more than 15 code transmitters may be connected in any one
alarm receiving station circuit.
4,3.2
Each transmitter shall give an individual signal different and
readily distinguishable from that of any other transmitter on the same alarm
receiving station circuit.
4.3.3
Inactive transmitters may be connected to alarm receiving
station circuits serving transmitter-type burglar alarm systems, provided
that the number of inactive transmitters does not exceed 20 on any one
circuit.
4.3,4
Where such units are used, the number of burglar alarm
transmitters on the circuit shall be reduced in the ratio of one to ten;
that is, for every ten inactive transmitters, the maximum number of 15
burglar alarm transmitters permissible under the Standard shall be reduced by
one. The maximum transmitter load for any one circuit with a combination of
the services mentioned would thus be 13 burglar alarms and 20 inactive
transmitters.
4,3.5
If provision is made to prevent signal clash and loss, the
maximum number of transmitters permitted by Clauses 4 . 3 . 1 through 4 . 3 . 4 may
be increased by a multiple of three.
5.

5.1

EQUIPMENT

FIRE PROTECTION

5.1.1
Each alarm receiving station shall be equipped with at least
two portable fire extinguishers rated a minimum of 2-A, 10-BC, where the area
of the alarm receiving station is 280 m2 or less. The maximum travel
distance to any extinguisher shall not exceed 9 m. Additional extinguishers
rated 2-A, 10-BC or higher shall be provided to maintain the travel distance
to units in alarm receiving stations larger than 280 m 2

5.1.2
Extinguishers shall be installed and maintained in accordance
with the instructions marked on each extinguisher.

5.1.3
Alarm receiving units shall be provided with watersheds

An engine or turbine operated by gas from a reliable utility


supply system.

Separate battery rooms or enclosures, mechanically vented to
the outside atmosphere, will be required for unsealed type batteries.
6.2.8
Unsealed batteries of less than 5 kW'h capacity shall not be
employed in vaults or small rooms below grade level, or in equipment and
operating quarters, if there is danger that the maximum concentration of
hydrogen will exceed 2% of room volume with windows and doors'closed, or that
fumes will do harm to exposed electrical equipment within the room.
6.2.9
Batteries not located in separate battery rooms or enclosures
shall be protected against accidental shorting and physical damage.
6.2.10 Storage batteries shall be installed in accordance with the
Canadian Electrical Code.

6.2.11 Batteries shall be protected by enclosed fuses or circuit


breakers in the main discharging leads. The current rating of the fuse or
circuit breaker shall be not less than 150% and not more than 200% of the
maximum normal operating load.
6.2.12 A fuse in the grounded side of a battery shall have not less
than twice the rating of the fuse in the ungrounded side.
6.2.13 Battery chargers and charging circuits shall be installed and
protected in accordance with the requirements of the Canadian Electrical Code.
5.2.14 The battery charger shall be compatible with the type and size
of the battery provided. The float and fast charge rates employed shall be
in accordance with the battery manufacturer's recommended rates.

In general, for leased or other wires, standard telephone
operating practice will be accepted.

For requirements pertaining to protectors on each circuit,
aerial or underground, refer to the Canadian Electrical Code.

UNDERGROUND WIRES

7.2.1
Cables carrying leased wires shall enter the station building
underground and shall be protected against fire or other damage.
7.2.2
Conductors carried underground shall be grouped in cables
recognized for underground service, and shall have other mechanical
protection where necessary.
7.2.3
Cable terminals and distribution frames shall be placed inside
the station operating area.

7.2.4
Cables shall be run in locations which are normally free of gas
leaks from underground systems and which are not exposed to the fire hazard
of combustible material in the vicinity.
7.3

OVERHEAD WIRES

7.3.1
Where underground wire service is not available, the placement
of overhead wires shall be in accordance with accepted telephone company
practices and the requirements contained in Clauses 7.3.2 through 7.3.5.

Subscribers of burglar alarm system installations shall be
trained (on site) by the installing alarm company, in the proper use of the
burglar alarm equipment, particularly with regard to the correct opening and
closing procedures.

8.4.2 Each subscriber shall also be provided


instructions for the proper operation of the equipment.

SCHEDULED OPENINGS

8-5.1 Systems are to be arranged and operated so that the subscriber


is safeguarded against acceptance of unauthorized or improper opening of the
equipment by the alarm receiving station operator.
8.5-2 Each connected subscriber at a given location will schedule, in
writing, the time at which he expects to open and close the premises. In
addition, the subscriber shall specify those Saturdays, Sundays, and Legal
and Special Holidays on which the protection is to remain closed.
8.5.3
The opening time shall be scheduled not more than the number of
minutes shown in Table 1, ahead of the customary opening time, except where
an individual code signal is used on opening.
8.5.4
An opening up to 3 min in advance of the specified time, if
transmitted identically as is the subscriber's customary entrance, may be
accepted without investigation to provide for discrepancies between
timepieces of the subscriber and the alarm receiving station.
8.5.5
All openings prior to the scheduled or prearranged time shall
be treated as alarms in accordance with Subsection 8.6, Nonscheduled Openings.
8.5.6
If not previously arranged by the subscriber, late openings
exceeding the t h e period shown in Table 1 shall be promptly followed up and
confirmed with an authorized person with code identification before
acceptance.

8.5.7
The name of the authorized person, identification code, and
time of opening shall be recorded.
8.6

NONSCHEDULED OPENINGS
8.6.1

General

8.6.1.2
The word "code", as used herein, refers to any
acceptable secret means of identification: namely any word, number, or
signal which may be issued to an individual subscriber (or his agent) and
employed as a means of identifying that particular subscriber by
communication of the word, number, or signal over the burglar alarm or
telephone line.
8.6.1.3
Pass cards issued to a subscriber or his agent shall
show only the code or pass number.

When, preparatory to an opening not in accordance
with a schedule previously filed with the operating company, a properly
authorized representative of the subscriber appears at the alarm receiving
station, specifies the time of opening and is identified by signature, such
opening may be accepted as a scheduled opening.
8.6.1.5
The practice described in Clause 8.6.1.4 shall also
apply to an opening authorized by the subscriber by letter over the signature
of an authorized representative and received by the operating company prior
to the opening.
8.6.1.6
The opening shall be immediately accompanied by the
correct individual line or telephone code.
8.6.1.7

8,7.1,1 When a subscriber signals to close, the alarm


receiving station shall promptly return a signal which indicates whether or
not the alarm-protection circuit is normal.
8.7.1.2
The return signal is not required in a central
station transmitter system.

Premises on which the protective apparatus has not
been set shall be checked within 30 min of the scheduled closing time and
each hour thereafter and the time of checking recorded.

The checking required by Clause 8.7.1.3

omitted upon receipt of advice from the subscriber that the equipment will
remain open until a specified later hour, at which time checking shall again
be made and the closing hour extended when necessary.
8.7.2

Central Station Service

8.7.2.1
If, at closing, trouble exists which cannot be
corrected by the subscriber, or if trouble develops upon exit of the
subscriber, the operating company shall dispatch a serviceman.

8.7.2.2
The time required to reach an individual protection
system, from the detection of the trouble condition, shall not exceed the

8.7,2.3 The time of detection of the trouble condition and the
time of arrival of the serviceman shall be recorded.

premises to be guarded, if keys are held, until the subscriber arrives. If
keys are not held, the company shall provide a guard for at least 1 h if the
subscriber agrees to come to the premises.

after scheduled closing of the system.

General

8.8.2.1
A minimum of one guard shall be dispatched to answer
all alarms or unauthorized openings of equipments which have been duly closed.
8.8.2.2
Additional guards shall be dispatched to follow
guards from whom no communication is received within a 30 min from the
anticipated time of arrival of the first guard.
8.8.2.3
Guards shall be provided with mobile communication
facilities to the station.
8.8.2.4
Upon investigation of all irregular conditions,
guards shall obtain satisfactory evidence of the identity and authority of
the subscriber, or his employees, or others found on the premises, and shall
obtain the signatures of such persons.
8.8.2.5
When restoration of service is required following an
alarm, a serviceman shall be dispatched in accordance with Clause 8.7.2.2.
Prior to the arrival of the serviceman, the premises shall remain under the
surveillance of the guard unless other arrangements have been made with the

8.8.2.6
The time required to reach an individual protection
system, from the receipt of an alarm or unauthorized opening under normal
conditions, shall not exceed the following:

A For Level I response - 15 min;


B For Level II response

20 min; or

C For Level III response - 30 min.


8.8.2.7
The time of receipt of the alarm and the time of
arrival of the guard shall be recorded.

8.8.2.8
In determining the elapsed time for a central station
service guard response, the arrival time shall be understood to be the time
recorded by an operator in the alarm receiving station as a result of a
signal given by the guard(s) upon arrival at the premises. Alarms on which
the arrival signal is delayed abnormally and is not truly representative of
the service level may be excepted from the specified t h e limit. These
abnormal runs include delays caused by fires, riots , burglary attempts,
change in subscribers' keys without notification, traffic accidents, cable
breakdowns, open line, or other trouble which prevents signalling, etc. Also
included as abnormal runs are prearranged openings where a guard is
dispatched before the receipt of the opening signal.
8.8.2.9
Individual protection systems which cannot be reached
within 30 min shall not be considered for central station service.
Key Service
8.8.2.10
The character of search to be made shall be governed
by whether the premises is classed as a KEY or NO-KEY equipment.
8.8.2.11 A key installation is one for which the operating
company holds the necessary keys to permit immediate access of guards from
the street to the interior of the protected premises or the premises
enclosing a protected mercantile vault, safe, or stockroom.
8.8.2.12 Alarms from KEY installation shall require a complete
search of the premises and of such adjacent locations as are accessible.
8.8.2.13 Alarms from NO-KEY installations shall require a
complete exterior search of premises by guards who shall remain at the
premises if the subscriber, upon being notified, advises that he will arrive
within 1 hour to allow entry.
8.8.2.14 In alarm receiving stations, keys to buildings and
subscribers' premises shall be maintained in sealed individual envelopes in
metal cabinets under lock and key, and access thereto shall remain only with
the manager or his authorized assistant.

envelopes under seal of the alarm receiving station management or an agent of
the subscriber.
8.8.2.16 Each sealed key envelope should carry the date when
keys'were last used. These dates should be checked at least monthly. Upon
checking, if the keys have not been used during the past 12 months, they
should be taken to premises, tried in all locks necessary to gain admittance
to premises, then resealed and dated.
8.8.2.17 A prompt report in writing shall be made to the
subscriber of every occasion when key envelope seals are broken.
8.8.2.18

Subscribers' keys kept at an outside guard station or
patrol car shall be kept in a locked metal container. Such keys, after use,
shall be returned to the alarm receiving station for checking and resealing
within 24 h. All keys, whether used or not, shall be checked by the manager
or his authorized assistant at least weekly.

9.22 A satellite station shall be equipped with burglar and fire


alarm systems connected to the alarm receiving station. See Section 5 ,
Equipment.
9.2.3
The power supply for a satellite station shall meet the same
requirements as the alarm receiving station power supply. See Section 6,
Power Supply.

9.2.4 A satellite station shall be connected t o an alarm receiving


station by two or more supervised channels, any one of which can be used to
operate the system.
9.2.5
If all of the channels between the satellite station and the
alarm receiving station are lost, any signals into the satellite station
shall be automatically recorded or stored until the satellite station can be
manned or the channels restored.
