INTRODUCTION

The definition of "Smart School" is one that uses a technology platform as a medium on
which distance learning and specific teaching expertise are made available to remote locations
including the home, without compromise to the quality of information transfer and certified
teaching methods developed locally, regionally or internationally. The Smart School Project was
one of the Malaysian Multimedia Super Corridor (MSC) flagships. The Ministry set a target of
total migration of its more than 10,000 primary and secondary schools into Smart School by the
year 2010. The Smart School concept is a long term plan for the national educational system to
produce highly skilled and knowledgeable human capital in terms of ICT and as a paradigm shift
in the educational system. The Smart School will play a crucial role in providing a strong
foundation for the pupils to develop and increase their abilities as individuals. The Smart School
Project will be a stepping-stone to spearhead ICT integration and Implementation not only in
teaching and learning but also across the educational system in Malaysia. Skills and knowledge
of ICT will be center stage in Smart School and play a vital role in the school management
systems. The Malaysian Smart School is a learning institution that has been systemically
reinvented in terms of teaching-learning practices and school management in order to prepare
children for the Information Age. The Malaysian Smart School has the following qualities such
as a philosophy that says all students can learn if taught, coupled with high expectations for all
students, a broad curriculum that considers the different capabilities and needs of all students, a
school climate that is conducive to learning, anon-going assessment that supports good
instruction, strong and professional principals and teachers and a high level of parent and
community involvement and support.

5 MAIN GOALS
One of the goals is to provide all-round development of the individual like intellectual,
physical, emotional and spiritual. Intellectual or cognitive is focus on acquiring knowledge. It is
also focus on searching, generating, and using knowledge with an emphasis on problem-solving
and creativity. Moreover, communication skill is also important for student that more effective
oral and written communication in Malay and English as a second languages. It is also
emphasize multiple, interpersonal skill and networking.
Secondly, the goals are to provide opportunities to enhance individual strengths and
abilities. The strategies of this goal are to provide elective in the curriculum and allow for
vertical integration. The vertical integration means that grade levels students for all subject in the
school curriculum. Curriculum design for smart schools will incorporate element of vertical
integration that to allow high fliers to surf through their schooling years, without being kept apart
from their peers in virtual express classes.
Therefore, the another goals are to produce a thinking and technologyliterate workforce and the strategies are teach thinking across the curriculum and apply
technology in teaching and learning. In the smart school, the use of technology like internet as a
teaching-learning material is the best way to produce children who are have different learning
style than another school.
The forth goals of the Smart School Project is democratize education. The first strategies
is the Smart School program provide equal access to learning opportunities which we can see
that in the Smart School Curriculum that can enable students to have holistic learning that the
curriculum gives appropriate emphasis to all significant aspect of growth and all the types of
human intelligence, helping students see the connection between the separate subjects. Plus the
uses of technology as one delivery system, examines the influence on students live, and gives
students the skills they need to use technology such as internet to get more information. Students
can use their local environment in school for enhance their learning process such as through
internet. Besides the Smart School project have combines the best of network-based, teacherbased and courseware material such as modules for computer that includes interactive story
books and simulation games that students can access to gain knowledge. It is also provide video,
interactive TV and online library for student so that the can refer to collect more information.
The second strategies is to provide for differing abilities, style and paces of learning. The
teachers have to ensure the students gain equal access to quality learning and allowing for selfpaced learning across grades. For example, teachers have to intend learning outcomes step by

step so that the students can catch up. There are students that are highly motivated and prefer to
work by themselves than in group so the guideline that already provide in Smart School
programme is the student often classified to learn in a small group then a big group to enhance
their learning process. To accommodate the variety in students, teachers should make a move to
include different types of lesson and learning experience besides making use students learning
style in managing their motivation and ability in the classroom.
The last goal of the Smart School Project is increase the participation of stakeholders.
This goal involves a few strategies that can be done to fulfil the goal which is to create awareness
of what happens in schools. All the stakeholders must know their responsibilities and give
feedback so that the Smart School project can be known whether it is working or not. The
participation of the five group of stakeholders such as school stakeholders, community
stakeholders, MOE stakeholders, state stakeholders, and industry stakeholders will allowing the
exchange of experiences and ideas for smart school project. The second strategies is to enable
easy and speedy communication with the school using technology. For example, the teachers can
respond to electronic mail from students and parents so that communication occur very easy if
one of them is busy to meet face to face. Besides the participation in a video conference to
discuss discipline issue can help principals and Ministry of Education to monitor and take a
serious action if discipline in that school were not reach the level. Plus the students progress
record from the school database also make it easier in preparation for meeting with their parents
regarding his achievement in class. The third strategies is to provide opportunities for
stakeholders to participate in order to increase the participations of stakeholders. For parents to
get involve in the smart school project they can join National campaign on parents in Smart
School such as they can take a look at the flyers of Smart School Project and join the exhibition
and forum to get better understanding on smart school. They also can participate in parent
support group meeting every month to see the school and their children progress. Last but not
least, they can launch the parents web site for each smart school so that the school and the
parents side can change idea concerning about the smart school project

CONCLUSION

Smart school is planning to provide platform solid to form the next generation of Malaysian
nation and shaping the country's future development. The existence of a smart school is in line
with the development of information technology and communication (ICT), it is a scene in the
new millennium education in Malaysia and in accordance with the technological developments,
social and cultural present. Smart school in simply be defined as a system of education, where
the based teaching and learning for students with a more critical and creative ways to use
technology as enablers. ICT use as an ingredient in the process of teaching and learning is the
heart of the smart school. This approach is not limited in curriculum, pedagogy, assessment,
teaching and learning, but also in school management.

1. Lack of Technological Infrastructure and Teaching Materials in School in Rural Area

As we all know, there are some schools that do not have complete ICT equipment in their
schools. The problem is due to capital inadequate school to provide ICT equipment. Mostly
happen at rural school because they are far from the city so they are having limited internet
connection. Compare to urban school that more advance and they complete all the ICT
equipment with computer lab. This problem such a big problem to teachers and student to
achieve a goal of smart schools due to shortage of computers to them explore world of ICT.

2. Teacher training

The most critical aspect of training would be teacher training. There needs to be a careful
addition of intensive training and counseling to assist teachers adapt to the whole new
environment. This will be crucial in order to dispel the natural insecurity and fears of
redundancy that will arise from this radical change in teaching methodology and hence the
teachers get the very important role in this case. This training will have to devote considerable
attention to changing the mindset of teachers, so that they will understand that Smart Schools
must provide the best and good environment for self-directed and self-accesses learning of
students in classrooms. This would involve thoroughly renovate training programs, significant
additional infrastructure and the mobilization of expertise, which includes both local and foreign.
While the teachers form the largest target group training, the challenges to train administrators,
supervisors, technologist, and supporting staff becomes not really important. Teachers will now
play the role of a guide on the side, thus doing away with their traditional way of teaching
process. Teachers will identify the real goals, define what the direction for their students, guide
their progress towards these goals and then step back to allow the students to learn at their own
step. The teachers will give psychological support and encouragement and also periodically step
in to check progress, giving strengths and efforts, identify weaknesses, and decide what kind of
practice that their students need. In short term, teachers will be instrumental in creating
conditions that will promote self-directed learning which is creative and not fully depend to
teachers.

3. Learners attitude

For the challenges in aspect of learners is that learners attitude. Nowadays, the students
are not too active or passive in teaching and learning process. They just listen to teachers and
doing nothing unless hoping fully to the teachers. Although teacher hold the responsibility of
teaching process and in relation to technology applications, the student should also play an active
role in determining the direction of their respective learning by virtue of the participation and
activities. The software that are created and designed to facilitate the students active, creative
and critical engagement with the content which can help enhance the active construction and
reconstruction of ideas and experiences of their understanding of the content presented. Smart
Schools will prepare the students to make a successful transition to the modern and more global
environment. The schools will nurture skills of creative problem-solving in the face of real
situations, and the students will learn to make a right decisions and holding the responsibility for
them. Besides that, students also learn how to process and manipulate information. They will
trained to think creatively and critically and to reflect on what they have learned, as well as to
transfer and apply knowledge from one disciplines to another and also to daily life. Hence,
students will need to be taught strategies to competently and selectively navigate for information.
Moreover, team effort, group collaboration, flexibility and competency in international languages
will be emphasized. In Malaysia, the Smart Schools will also incorporate the innovative concept
of the virtual express class. The current system stretches the weak students and restricts the
smartest. The technology in the Smart Schools will help provide the flexibility to remove this
stress in that system. This will allow fast learners to complete the coursework and assessments
sooner than the normal duration.

CONCLUSION

The Smart School initiative can be revolution learning in ways that are beyond our grasp
today. The Pilot and the Post-Pilot phases have helped in identifying weakness and corrective
steps have been identified to correct these and enhance the strength. Ensuring the successful
implementation of the nationwide expansion of the Smart School will require certain move such
as a long-term implementation plan for the period 2005-2020 will set performance targets that
will have to be met by the major players. The plan would have to get the approval and fully
backing of the government in terms of its commitments to the goals of the Smart Schools.
