A Summary Report of the November 21, 2016


C F S D Governing Board Meeting

Super Volunteer Recognition


The governing board recognized Machelle Maggart as
super volunteer. Board member Carole Siegler
reviewed the volunteer efforts of Ms. Maggart at Valley
View Early Learning Center. Over the past two years
she has personally sewed more that 50 nap blankets
for the kids at VVELC. Ms. Maggarts support of the
districts pre-kindergarten students exemplifies the part
of the CFSD mission of a caring, collaborative
learning community.
Approval of 2018-2019 Calendar (second reading)
Assistant Superintendent Denise Bartlett presented the
2018-2019 school year calendar for preliminary
approval. The calendar was reviewed as a first reading
on November 8 and was the recommendation of the
CFSD team of district administrators and principals.
The board also reviewed student attendance data for
short school weeks (e.g., parent teacher
conferences,
Thanksgiving)
vs.
the
average
absenteeism for the whole year. Dr. Bartlett noted that
this calendar was patterned after the 2017-2018
calendar to include 90-day semesters. Highlights
included the new teachers reporting date of July 30;
August 9 for the first day of school; parent-teacher
conference days the week of October 8-12; no school
on Monday, November 12; a Winter Break that
includes three weekends; Spring Break on April 1-5;
and May 22 for the last day of school. The governing
board preliminarily approved the 2018-2019 school
calendar, as presented.
Selection of Delegate(s) to the Arizona School

Boards Association (ASBA) 59 Annual
Conference, December 15-16, 2016
The governing board approved Vice President Amy
Krauss as its delegate and President Eileen Jackson
th
as its alternate to the ASBA 59 Annual Conference
Business Meeting, December 15, 2016.

Consideration of Proposed Arizona School Boards


Association (ASBA) Bylaws
Governing Board Vice President Amy Krauss
presented the ASBAs proposed bylaw changes. The
proposed
changes
included:
expanding
the
membership on the ASBA Board of Directors; requiring
candidates who run from the floor to provide one week
written notification of their intention; running from the
floor will not be allowed and ASBA Nominating
Committee is to provide two or more names for the
slate; eliminating the ability to run from the floor for an
officer position; approving the districts designee to
cast the CFSD Governing Boards vote. The board
approved 4 of the 7 bylaw changes, as presented.
Consideration of Revisions to Policy JRR Student
Surveys (first reading)
Associate Superintendent Mary Jo Conery presented
the first reading of the districts new JRR policy. Dr.
Conery informed the board that this was a new policy
in response to House Bill 2088 which initiated additions
to a number of education or education related statutes.
The
revised
statute
includes
the
following
requirements: A definition of nontest; student level
nontest data; nontest data restrictions related to the
assessment of students; and the new section which
describes the mandatory duties of school districts in
the area of surveys, such as student information,
parental permission and informed consent, exceptions,
penalties, and definitions. The board will consider a
second reading on December 13.
Consideration of Revisions to Policy JFABD
Admission of Homeless Student (first reading)
Dr. Conery presented the first reading of the districts
current policy. Dr. Conery informed the board that
these revisions of the policy were due to the Arizonas
2016 legislative session, House Bill 2665, which
initiated a change to A.R.S. 15-816.01 (enrollment
policies). She informed the board that the revised law
now permits the district to give enrollment preference
to children who are in foster care when making
enrollment decisions for homeless students as
prescribed in the McKinney-Vento Homeless
Assistance Act. Under the section of Liaison for
Homeless Students, Dr. Conery reviewed a minor
wording revision and the new language for the
enrollment procedure to provide clarity. The board will
consider a second reading on December 13.

Fiscal Year 2018 Draft Budget Process


Superintendent Mary Kamerzell reviewed the proposed
schedule for fiscal year 2018 (2017-2018) budget
planning. The first round of teacher contract offerings is
scheduled for the boards March 28 meeting.
